1. Introduction:The region of Iran and its neighboring countries, Iraq, Afghanistan, Pakistan, Turkmenistan, Azerbaijan, Turkey and the CIS countries have unique economic and monetary features that, with a population of more than 400 million, have become one of the target markets for most manufacturers, investors and providers of technical and engineering services. The weakness of the banking system in this area, the constraints on money transfer and its cost has caused many problems in trading business and the daily needs of its residents. On the other hand, the domestic problems of countries and the lack of modern technologies and technical needed knowledge by the countries of the region have severely limited the ability to produce and supply local needs. Regional conflicts have seriously damaged infrastructure and production units in recent years, and domestic capital and capitalists in each region do not meet the needs of existing ones.Given the above and the security of the ruling in the Islamic Republic of Iran, and the advanced law on protecting foreign investment, Iran has provided a good basis for exploiting the existing conditions and setting up highly profitable businesses. Therefore, in order to optimally exploit the current conditions and economic prosperity of the region, as well as to help businessmen and suppliers of target countries, the project of manufacturing “Kaspian Production & Export Services Border Outlets” in the borders of the Islamic Republic of Iran and under the protection of relevant legal authorities has been designed and implemented. The location of the “Border Outlets” and their area of influence in the target countries are described in the following maps.

2. Definition:The “Border Outlets” are erected at the zero point of the border and, containing their own customs, are allowed to perform clearance procedures. These areas, according to their location, have many features of free and special commercial zones.Local people can present goods and products exempt from the usual customs duties and export/import regulations, and comply with the relevant rules defined for trading in these “Border Outlets”.
3. Objectives and benefits:The purpose of erecting “Border Outlets” includes, but is not limited to, the following:
1. Facilitating the access of industry owners to the target countries' consumption market.
2. Possibility to create and construct a regional hub at these points.3. To take advantage of Iran's potential transit capabilities in supplying
the needs of neighboring countries.4. The exchange of technical and technological knowledge of the world
in specialized fields regarding to the presence of numerous companies in these areas.
5. Low-cost labor to produce less costly products.6. The relatively low prices of energy carriers, such as electricity and gas,
and the reduction of finished product cost.7. Available required infrastructures for production and industrial units
at the mentioned points.8. Management and control of cash flows in border areas through the
banking system and official exchanges.

4. General features provided:1. Customs at the “Border Outlets” for the purpose of processing the
application of export-import regulations and monitoring its observance.
2. Permanent Exhibition for exporting industrial, mineral and construction products.
3. Permanent Exhibition for exporting Food and Agriculture Products.4. Welfare and accommodation facilities including restaurant, hotel and
other related items.5. Administrative center of the “Border Outlets” including customs
building and police station.6. Exhibition and Export Management Center for engineering services in
the field of housing and infrastructure as well as knowledge based projects and IT.
7. Small and medium power plants for integrated needsand “Border Outlets” usage, if possible, export energy to neighboring countries.
8. Construction of specialized collections based on the location of the “Border Outlets” and needs of neighboring countries, such as units of sorting and packaging of agricultural products;food, fruits, vegetables, nuts, etc. irradiation units and so on.
9. Permanent building materials market.
10. Terminal for oil products.
11. Permanent exhibition of petrochemical products.
12. Terminal for Gas and LPG exporting.
13. Refrigerated warehouses.
14. Appropriate offices for businessmen, traders and companies who are active in the “Border Outlets”.
15. Parking space for riding cars, truck and transit vehicles.

16. Handicrafts and local modernized production units for export purposes.
17. Pharmaceutical production and packaging lines for export to neighboring countries.
18. Providing the necessary premises for the Individualsliving in the border areas and legal entities who are based in the “Border Outlets” to operate in the “Border Outlets”.
5. Opportunities for participation:industry owners will have the opportunity to contribute to this economic plan by:
5.1 Getting the space/stand at permanent showrooms to present their products to interested buyers
5.2 Getting land for establishment of their interested industry
5.3 Getting office place in business centers for their company
5.4 Using of the opportunity of investing in the Power Plants for exporting of electricity to neighboring country, small and medium size petrochemical plants, different kind of manufacturing plants based on the requirement of neighboring country, construction of 3 and 4 stars hotels (facilities of 5 star hotel could be available in 1 or 2 top floors) and etc.
5.5 if interested, in any of the sectors referred to in paragraph 4. any kind of economic cooperation proposals in the framework of the objectives and policies of the project are already welcome.

6. Project Holder:The owner of this project is Resinetemad AFZ Co. which is the representative of RESIN Investment Group in Iran. This investment group consists of: Kaspian Samane Pardaz AFZ Co., Parsian Tobacco AFZ Co., Resinetemad AFZ Co., PuyaTebElica Co., Medicair Co., Gresinimex S.A, PAC More Investment LTD and Resinimex General Trading LLC and some of its projects are as below:
- Ownership and commissioning a cigarette factory in Zanjan, Iran. - Investment in Kermanshah oil refinery renewal project.- Medicine import and set up production Line.- Dialyses clinics and manufacturing dialyses equipment and RO systemsand etc.
