    1 Introduction

    1.1 Project Description

    The retail unit at 500 Hennessy Road is 3-storey high (G/F, 1/F and 2/F),occupying the south west corner of the shopping arcade. The retail unit isseparated from the rest of the shopping arcade with fire rated construction.

    The three floors of the retail unit will be interconnected by vertical openings atriple height void immediately above the retail main entrance (at G/F), a passengerlift serving the three floors and an internal open staircase. In order to maintain thefire separation between the floors and to limit the extent of the compartmentvolume of each floor, fire curtains are proposed to protect the triple height voidand the open staircase on the 1/F and 2/F, and the passenger lift on the G/F, 1/Fand 2/F. A Fire Engineering Report to justify the use of fire curtains was

    submitted to the Buildings Department (BD) and presented to the Fire SafetyCommittee (FSC).

    1.2 Comments from FSC Meeting

    All the comments from the FSC (meeting held on the 4th

    January 2012), exceptone, have been addressed in the Fire Engineering Report for 500 Hennessy RoadUse of Fire Curtain in SW Corner Retail U nit (Rev E) dated 2

    ndAril 2012 and

    submitted to the BD (BD Ref: BD2/3017/04 Pt 10).

    The purpose of this document is to address the remaining FSC comment, which isstated below:

    It was suggested that a hot smoke test should be conducted for the checking ofsmoke leakage performance and validation of the fire engineering design

    Hot smoke test is normally carried out for high ceiling and irregular shape atria totest the performance of the smoke extraction system in the space. The FSDCircular Letter (refNo. 2/2002) stated that the purpose of the hot smoke test is toensure the satisfactory installation of a smoke extraction system. The hotsmoke test is conducted on the basis of not affecting the building elements and notoperating the sprinkler system, based on a 1MW fire size.

    As per the Fire Service Installations (FSI) code requirements, smoke extraction isnot required in this retail unit. Hence, there is no provision for smoke extractionanywhere in the retail unit. Without smoke extraction to remove hot smoke, theaccumulated hot gas during the test may result in activation of the sprinklersystem and potential damage to the glazed faade and other building elements.Refer to Appendix B for the calculation of the average temperature of the smokeplume.

    On this basis, a cold smoke test without the heat source is proposed instead. Thisis considered adequate to address the intention of the FSC comment, which is todemonstrate the smoke leakage performance of the fire curtain and to validate thefire engineering design i.e. to show that the fire curtain can achieve the sameperformance as a code compliant fire shutter installation. It should be noted thatthere is no requirement in the code for fire shutter to be tested for smoke leakage

    performance. Therefore, there is no requirement in the code for fire curtain toachieve any smoke leakage performance.

    1.3 Objective of Smoke TestThe smoke test will be carried out on site before the grand opening of the retailunit. It is proposed to locate the cold smoke test at the bottom of the triple heightvoid at G/F because this will test the performance of the longest fire curtain withoverlapping condition. The longest overlapping fire curtains are located on the 1/Fand 2/F openings to the triple height void.

    In order to address the FSC comment, the objectives of the smoke test areproposed as follows:

    Demonstrate the automatic closing of the fire curtains across the retail unitupon the detection of smoke by the automatic smoke detectors providedfor each fire curtain. [Note: this is to show that the operation of the fire

    curtain is the same as the fire shutter. In fact, the design has been enhancedto operate all fire curtains across the retail unit instead of just the firecurtain of the activated smoke detector]

    Observe the conditions on the 1/F and 2/F, which are separated from eachother and from the G/F by fire curtains. The occupants on those floorsshould be able to evacuate using the exits provided on those floors. [Note:this is to show the minimal smoke leakage through the closed fire curtainswill not affect the evacuation of occupants]

    The duration of the smoke test will be 5 minutes, to demonstrate the conditionduring evacuation.

    2 Smoke Test Details

    2.1 Smoke Generator

    A smoke generator will be used for the smoke test. A smoke delivery pipeconnected to the generator will be used to guide smoke to the top of the tripleheight void, as shown onFigure 1Figure 1. If required, a very small heat sourcewill be used to assist the rising of the smoke, to overcome the potential highambient temperature in the triple height void.

    It is proposed to use one of the following types of smoke generator as supplied byHong Kong Fire Services Department (FSD) for hot smoke test in the past:

    Pepper Fog Smoke Generator Mark-X11-D, or

    Golden Eagle Smoke Generator

    Further description of the above smoke generators is attached in Appendix A.

    Smoke will accumulate in the triple height void and activate the smoke detectors(VESDA system) in the void, which will then cause the fire curtains in the retailunit to close.

    2.2 Test Monitoring

    There will be designated observer at each observation point to record the

    following information: Start of the smoke generator, time t=0

    Automatic Aactivation of the smoke detection system (VESDA)

    The activation of the fire alarm system, the visual alarm by the firecurtains, the shutting down of the normal ventilation system

    The fire curtains starting to close along the triple height void and acrossthe retail unit

    The complete closure of the fire curtains along the triple height void andacross the retail unit. Observe the closing time

    Conditions on the 1/F and 2/F during the test

    Observers should also take note on the simultaneous operation of all the firecurtains across the retail unit.

    There will be video recording of the test on G/F to observe the condition in thetriple height void and on the 1/F and 2/F to observe the condition on that floor.Where photography is used, there should be no flash as this will exaggerates theactual smoke density seen under normal lighting conditions.

    2.3 Test Procedures

    The smoke test will proceed in accordance with the following sequence of events:

    1) Carry out safety briefing for the onsite staff and participant

    2) Set up the smoke generator in position

    3) Commence video recording

    4) Start smoke generator

    5) Observe the automatic activation of the smoke detection system (VESDA)

    6) Automatic operation of the fire alarm system, ventilation shut-down andall the fire curtains in the retail unit

    7) Mute fire alarm system 30s after activation

    8) Observe the condition on the 1/F and 2/F throughout the test

    9) Stop operation of smoke generator after 5 minutes of test period

    10)Stop video recording

    11)Manually turn on the ventilation system for smoke purge

    12)Re-set the fire curtains and other fire services installations

    3 Safety Procedures

    3.1 Safety Measures and Precautions

    At the envisaged time of the test, it is expected that many of the building finisheswill be in place. It will therefore be necessary to provide adequate protection tosmoke sensitive materials to avoid damage from the effects of the smoke test.

    Face masks will be made available for use by key personnel and spectators uponrequest, in case they are concerned by the properties of the tracer smoke from thegenerator.

    Warnings and notifications shall be given to construction workers present in thetest site and adjacent areas that may be affected by the migration of smoke.

    3.2 Safety OfficerA Safety Officer shall be in charge of the smoke test and shall be responsible forthe safety of organisers and spectators.

    3.3 Safety Notes

    1. At the commencement of the smoke test, all organisers and spectators shallassemble at the test site area to be briefed on safety procedures.

    2. The nominated Safety Officer shall be identified at the briefing andintroduce members of his organising team and spectators.

    3. The Safety Officer shall commence the briefing by explaining the sequence

    of events for the test.4. The Safety Officer shall point out the exit doors for the test site area

    5. All spectators are free to use the exit doors at any time during the test shouldthey feel that they should do so.

    6. The Safety Officer shall demonstrate the evacuation signal. Upon hearingthe evacuation signal during the course of the test, all spectators must leavethe building in an orderly manner via the exit doors.

    7. At no time shall the spectator enter the test area, nor re-enter the buildingonce they have evacuated, unless permitted to do so by the Safety Officer.

    8. The Safety Officer shall point out the designated spectator areas.

    9. Spectators shall only stand in the designated spectator areas whilst the test isin progress.

    10. Spectators shall not be allowed to enter the test site area during the testperiod unless authorised by the Safety Officer.

    11. Specific instructions by the Safety Officer shall be followed exactly andpromptly at all times during the test.

    12. The Safety Officer shall finish the briefing by answering any questionswhich spectators may have concerning safety measures and the manner inwhich the test will be conducted.

    4 Test Report

    After the on-site demonstration test of smoke, a test report will be submitted to theauthority for record. The intent of the test is to demonstrate the smoke leakageperformance of the proposed fire curtains and validate the fire engineering design.

    Based on the objectives of the smoke test (in Section 1.3), the outcome of the testis considered acceptable under the following conditions:

    The fire curtains across the retail unit closing automatically upon thedetection of smoke by the automatic smoke detection system (VESDA)

    The fire curtains close within 15 to 60 seconds (time measured from themoment the fire curtains start to close)

    The ability of the occupants on 1/F and 2/F to evacuate using the exitsprovided on those floors.

    The test report will describe the observation of test with photos. VCD/DVD(s)will be also attached in the report. The test report together with the videos of testwill be submitted to FSD within 2 weeks of test.
