ForewordThis Cadet Handbook will help you become a more successful cadet and aid

Edmond North High School’s (ENHS) Air Force JROTC (JuniorReserve Officer Training Corps) unit continue to be one of the best in the

United States. The guidance in this Handbook is OK-81’s “JROTC Instruction”and applies to all aspects of our program, outside of academics.

The provisions of this handbook were not established arbitrarily. Some of thesource documents include: U.S. Public Law, authorizing and establishing the

AFJROTC Program; the signed agreement between Edmond PublicSchools and the United States Air Force; Air Force directives;

AFJROTC Headquarters of the Air Education and Training Command guidance;and your Cadre’s collective leadership experience.

We wrote each provision of this handbook in consideration with ENHS’ manyacademic and development objectives.

Your achievement in knowledge of aerospace, development as a leader, andcontribution to the reputation of ENHS AFJROTC program will depend on you

and the spirit in which you abide by the provisions of this handbook.

If you are new to our unit, you will soon understand why our cadets feel a sense ofpride. It is time for you to set your own course. Our OK-81 instructors are here to

support you, but the choice has to be yours.

PrefaceThis Cadet Handbook establishes a high standard of performance for all membersof our AFJROTC unit. When each cadet follows this standard, our wing willlearn to work together towards our common goals. We will each place the wing’ssuccess above our own needs and wants. As we continue our journey, you willearn a sense of pride in our achievements and ultimately OK-81st will remain oneof the best units in AFJROTC.

This Cadet Handbook will be used as a reference for specific details to maintain ahigh standard of performance. For example: proper wear of the uniform,placement of insignia, promotions, awards, advancement from AS 100 to 200 to300 and to 400, honor code, etc.

Your Cadre believes most cadets will voluntarily work for the betterment of ourunit, if they are aware of our goals and mission. As a cadet, you are responsible forobtaining a thorough understanding of the contents of this handbook. Only thencan you maximize your experience in the AFJROTC program and apply thesestandards to the benefit of yourself and OK-81.

The SASI is the waiver authority for all local guidance in this handbook.

In the event of a conflict in this guidance and Higher Headquarters guidance (HQAFJROTC, AETC or AF), the Higher Headquarters (HHQ) guidance shall takeprecedence and this cadet handbook shall be updated at the next opportunity.

Mission, Goals, Creed, and Honor Code

The mission of the Air Force Junior ROTC Program is to develop citizens ofcharacter dedicated to serving their nation and community. It must be

understood that JROTC is not a recruiting tool for the military.

The goals of the program are to instill values of citizenship and service to theUnited States, develop personal responsibility, and instill a sense of

accomplishment in high school students.

THE CADET HONOR CODE"WE WILL NOT LIE, CHEAT OR STEAL,

NOR TOLERATE AMONG US ANYONE WHO DOES."

These simple words provide the basis for a personal code of ethics that is expected to not onlybe observed, but also maintained by all cadets. This honor code is specific and clear. A Cadetis expected to have complete integrity in both word and deed. The code belongs to the Cadets.Maintaining its high standards of trustworthiness is the responsibility of each young man andwoman in the Edmond North Cadet Corps. This does require discipline and a conscious effortat all times. Eventually, it becomes a habit and part of the Cadet's total ethical code andlifestyle. The Honor Code -- by stressing that there can be no toleration of lying, cheating, orstealing -- emphasizes that HONOR is a common standard of the Cadet Corps. Like allaspects of the cadet program, cadets must hold each other accountable.

CORE VALUES

Integrity First: Integrity is a character trait. It is the willingness to do what is right evenwhen no one is looking. It is the “moral compass” – the inner voice; the voice ofself-control; the basis for the trust imperative in the leadership of OK-81.

Service Before Self: Tells us that professional duties of OK-81 take precedence overpersonal desires. At the very least, it includes the following behaviors:Rule following, Respect for others, Discipline and self-control, Faith in the system ofprocedures that govern OK-81.

Excellence in all we do: Directs us to develop a sustained passion for continuousimprovements and innovations that will propel OK-81 into a long-term upward spiral ofaccomplishments and performances.

AFJROTC Curriculum

The AFJROTC Program is a four-year program for high school students. Each year isdivided into three categories: 1st: Aerospace Science (40%); 2nd: Leadership Education

(20%)/Drill (20%) and 3rd: Wellness/Fitness (20%). Major topics in the AerospaceScience curriculum include history, science, space, and optional studies. Major topics inthe Leadership Education curriculum include Air Force customs and courtesies, cadetcorps activities, time management, communication skills, life skills, leadership and

management studies, drill and ceremonies and wellness/physical training.

AS-100: Aviation History LE 100: Traditions, Wellness, and Foundations of Citizenship

AS-200: Science of Flight LE 200: Communication, Awareness Leadership

AS-300: Exploring Space LE 300: Life skills and Career opportunities

Criteria for JROTC Course Advancement/Enrollment:AS-100: Enrollment into the class upon entering ENHS, be a US citizen.

AS-200: Attain the rank of C/A1C by end of AS 100 yearAS-300: Attain the rank of C/SSgt by end of AS 200 year

AS-400: Attain the rank of C/MSgt or C/Officer by end of AS 300 year

Disenrollment PolicyCadets will adhere to HQ AFJROTC guidance, uniform/dress and appearance standards,standards of conduct, and academic progress by passing all classes. If the student meetsthe criteria for disenrollment in the fall semester, they will be removed from the programat the end of the fall semester and before the start of the spring semester. Students will bedis-enrolled for:

● Failure of 2 classes in any semester or the same class over two semesters.● Placement in AISP > 3 days a school year. Exception: AS-100s shall not

exceed 3 days of AISP in a semester.● Suspension from school.● Failure to meet promotion criteria.● Inability to fit/wear the uniform.● Unable/unwilling to meet the USAF uniform/dress and appearance

standards in accordance with Air Force Instruction (AFI) 36-2903.● An indifference to training (See NOTE below). After the school’s

“add/drop period,” only a school administrator may approve a student’swithdrawal from JROTC. Students should expect their grade to be areflection of their ability/inability to maintain the standards in thishandbook. If your student is on a district transfer and drops or isdisenrolled from JROTC, Edmond Public School administrators (notJROTC instructors) will determine if he/she remains at Edmond North HS.

NOTE: JROTC Instructors will use the following remedial actions to correct a cadet’sbehavior and document the actions in Infinite Campus: 1. Verbal counseling. 2. Writtenreprimand. 3. Phone call/meeting with parent. 4. Meeting with principal for removal.

Classroom Rules and Decorum1. Each cadet will refer to their instructors by their rank and last name. Cadets will

respond to instructor’s questions with “yes sir” or “no sir.”2. When reporting in to a cadre member’s office, cadets will stand at attention,

knock once, and wait for permission to enter.3. We will strictly enforce Dress & Appearance standards (see AFI 36-2903).4. No drinking, food or gum in the classroom, unless pre-approved by your

instructor.5. Students shall be through the classroom’s doorway before the tardy bell. A cadet

with three unexcused tardies in a 9-week period will earn before-school detention.If a cadet fails to serve their detention or earns detention twice in a 9 week period,the classroom instructor will double the before school detention, may refer you tothe Principal and has grounds to remove you from AFJROTC at the end of thesemester for “Indifference to training.”

6. In accordance with EPS policy, cadets will not use cell phones without instructorpermission. To avoid student distraction, instructors may require cadets use of aclass cell phone holder.

7. Earbuds will be removed before entering the AFJROTC building and will not beused/worn while in uniform. There are two exceptions. 1. Cadets may useearbuds/headphones when required for classroom computer work. 2. YourAFJROTC instructor may approve your wearing of earbuds/headphones duringphysical fitness.

8. The bathrooms on the AFJROTC drill pad are for faculty. Students are expectedto use the bathroom between classes. Cadets are allowed a maximum of 6bathroom passes per semester (exceptions are granted for students with anappropriate medical note in infinite campus or a written note from a physician).

9. IAW Para. 7.3. of AFJROTCI 36-2001, 20 May 2016, hazing (verbal or physical),bullying, or physical punishment in any form by Cadre or cadets, is strictlyforbidden. In addition, requiring cadets, individually or as a group, to perform anyphysical action as a reprimand, punishment, or for failure to perform, will also notbe tolerated. Cadets will not condone or encourage any type of hazing or initiationrituals. Examples of prohibited physical activities include, but are not limited to:push- ups, running laps, or any inappropriate physical contact such as shoving,pulling or grabbing. Any form of verbal abuse, teasing, public rebuke or anyattempt to otherwise humiliate a cadet is prohibited. This prohibition is applicableto all AFJROTC unit activities, and includes instructors, cadets and any personnelinvolved with or participating in an AFJROTC unit or activity. No unit mayencourage, facilitate, or otherwise condone secret societies or private clubs as partof the AFJROTC program.

Leadership Development Requirements (LDR)The purpose of these activities is to promote interest in AFJROTC and provide theopportunity to become more involved in your school and community. In accordance withChapter 4 of HQ AFJROTC’s Operational Supplement, 11 Sep 19, for our unit to meetstandards, 50-89% of cadets must be involved in an LDR. To exceed standards, 90% ofour cadets must be involved in an LDR. These LDRs must be planned, organized andexecuted by cadets who properly load the activities into WINGS. These activities arebefore, during or after school and are voluntary. For more information on tiers andLDRs, see Chapter 4 of HQ AFJROTC’s Operational Supplement, 11 Sep 19

1. Honor Guard (HG)/Sabers/Flag Corps (Tier II & III, Activity & Unit Based): Agroup of select cadets who present and post the Colors at formal/informal events andparticipate in parades. The HG performs at all home football/basketball games, EPSgraduations and many other high visibility events in our local area. Our HG also includesa saber team who will serve at special events like football and basketball senior nights.Our flag corps is responsible for raising/lowering and folding ENHS’ flags each day.

2. Armed Drill (Blue Knights)/Unarmed Drill (Falcons)/Competition Color Guard(Tier II: Activity Based): Three separate groups join to refine the complicated skills ofmilitary drill and promote esprit de corps. All teams compete in drill meets and some willparticipate in Edmond’s 4th of July parade. Our Blue Knights also perform at BALTOand future freshman night.

3. Physical Training (PT) Team (Tier II: Activity Based): PT Team membersparticipate in demanding physical exercises, encourage crowd participation at homefootball games and compete in local area PT/Warrior Challenges.

4. Aeronautics (Tier 1: STEM): Members of this team, build/launch model rockets toearn their Rocketry Badge and compete for landing accuracy. Other activities include:virtual reality flight simulators, quad copters, RC aircraft, and small unmanned aerialsystems (sUAS) and/or private pilot ground instruction. When local Civil Air Patrolorientation flight hours are available, our cadets may earn a flight.

5. CyberPatriot (Tier 1: STEM): Our cadets participate in the National Youth CyberDefense Competition, sponsored by the Air Force Association (AFA). The competitionputs teams of high school students in the position of newly hired IT professionals taskedwith managing the network of a small company. In the rounds of competition, teams aregiven a set of virtual images that represent operating systems and are tasked with findingcybersecurity vulnerabilities within the images and hardening the system whilemaintaining critical services. Teams compete for the top placement within their state andregion. The top teams in the nation earn all-expenses paid trip in April to the Baltimore,MD/Washington DC area for the National Finals Competition, where they can earnnational recognition and scholarship money. 6. STELLARXPLORERS (Tier 1: STEM): Sponsored by the AFA, this challengingonline space system design competition involves all aspects of system development andoperation. Cadets provide their solution to a typical space design problem, such as: orbitdetermination, satellite component selection, and launch vehicle planning. Each scenariois outlined with the system’s mission and constraints. Practice Rounds precede each of

the three Qualification Rounds in November, December, and February. The results of thethree rounds are totaled to determine who advances to the Semi-Finals in March. The top10 teams after the Semi-Final round (total scores include all three qualification roundsand the Semi-Final round score) will earn an all-expense-paid trip to the National Finalsin Colorado Springs, CO or Houston, TX in early April to compete for national honorsand educational grants. 7. JLAB: Joint Leadership Academic Bowl (Tier 1: STEM) - A cadre-selected sixmember team (4 primary members and 2 alternates) of Juniors and Sophomores. Thereare three levels to the competition: Level I: November, Level II: February and Level III:June (Washington, D.C.) The team of cadets accomplish this national competition duringschool hours on a school computer. The JLAB questions are a mix of JROTCcurriculum, English, Math, Science and current events (international relations, politics,business, and science). LDR Flight commanders are responsible for ensuring each cadet understands what isexpected and how to remain an active member of the LDR. Flight commanders willeither have LDR participants sign a written document, respond via email, or complete anonline Google type form. Flight commanders will ensure their feedback to team/clubmembers is always supportive and constructive. Flight commanders must communicatewith and get their assigned Cadre’s approval, before a cadet may be removed from theteam/club.

Practices: These are the set days and times. Any change must be approved by the Cadre.Public Affairs (PA) will publish changes on the board as far in advance as possible(minimum: 1 full day).

Curriculum in Action (CIA) TripsEach AS level will have at least one CIA trip per year. To participate, cadets must becurrently passing all classes (checked with the most current exception roster), have a B orhigher in AFJROTC and meet all uniform/haircut standards on the day of the trip.

Post-Graduation Benefits1. Advanced Enlistment. In accordance with Para. 5.2.4.1. of DODI 1205.13, Feb 6,2006, A student presenting evidence of successful completion of at least 2 academicyears of the JROTC program under any Military Department is entitled to advancedpromotion to the grade of no less than E-2 on initial enlistment in an Active or Reservecomponent of a Military Service. At their discretion, the Military Departments mayaward the grade of E-3 for successful completion of 3 academic years of the JROTCprogram. For the USAF, see Rules 3 and 7 in Table 3.1 of Air Force Manual, MilitaryRecruiting and Accessions, AFMAN36-2032 27 SEPTEMBER 2019.

2. ROTC Course Credit. A student who completes at least two years of JROTC may beentitled to General Military Course (GMC) program credit in the senior ROTC program.See Para. 6.4 of Air Force Manual, Military Recruiting and Accessions,AFMAN36-2032, 27 SEPTEMBER 2019, College ROTC programs control their ROTCscholarships. 3. Service Academy Nominations. U.S.C. Title 10 sets aside up to 20 nominations perService Academy for “honor graduates of JROTC honor schools.” Holm CenterOperations Support will send a list of the AFJROTC Distinguished Unit Award (DUA)winners to all three Service Academies. The Service Academies will maintain aDistinguished Unit Award list, so cadets who apply to Academies online will getadditional consideration. Due to the level of competition for these limited appointments,cadets are highly encouraged to pursue other nomination sources to increase their chancesof earning an appointment. See your SASI or ASI for recommendations on how tocontact your Congressional representative. Applications for Congressionalrecommendations open in the summer before your senior year and typically close inOctober.

Wear of the Air Force Uniform1. We inspect cadets on their adherence to all uniform and grooming standards IAW AFI36-2903 and Chapter 7: Uniform and Awards, Operational Supplement, 10 Feb 2021.AFI 36-2903, establishes policies, procedures, and standards governing the wear of theAir Force uniform. All cadets must ensure they thoroughly understand this AFI becauseour compliance is mandatory. We must follow it to continue to be an Air Force program.If any information in this cadet handbook is inconsistent with the governing AFI, the AFIwill take precedence and we will update this cadet handbook at the next opportunity.

2. You are wearing the uniform that represents our affiliation with the United States AirForce. This uniform is not a “costume.” The military uniform represents one of the mostrespected traditions of our country and it will be worn in a manner to honor it’s heritage.Do not wear partial uniform elements because it dishonors the uniform and is a violationof the rules. The only way to wear the uniform is proudly and properly.

3. Cadets may only exchange uniform items on non-uniform days.

4. When cadets graduate or disenroll from AFJROTC, they must return all uniform items.Cadets who fail to do so, will have a bill for their uniform on their student account.

5. General Uniform Wear Rules:a. Tuesday of each week is a uniform wear day. Exceptions: CIA trips and HHQ visits. Ifa cadet is absent on a uniform wear day, they must wear the uniform on the first day backto school or they will receive a uniform grade of zero. Cadets must wear the prescribeduniform all day. Exceptions must be approved in advance by the SASI or ASI. Anyissue preventing a cadet from wearing the uniform all day must be communicated to theJROTC instructor in advance (in-person or via email). Cadets who fail to wear theuniform all day will also earn a uniform grade of zero. Cadets who will miss theirAFJROTC class are responsible for ensuring their uniform is inspected before leavingschool. Cadets may request a uniform inspection before or after school or during lunch.

b. If the wind chill temperature is 32 degrees fahrenheit or lower, cadets may wear acivilian jacket over their uniform, headgear and gloves to and from school. Once youarrive at school, you may not wear these civilian clothing items with your uniform. Stowyour jacket, hat and gloves in your backpack or locker.

c. Only wear uniform items issued by the ASI. Authorized purchased items (other thanCorfam shoes) may only be worn after your SASI/ASI gives you written permission.

d. When the uniform of the day is the service dress, cadets must wear their service dresscoat outside the classroom and between classes. Inside the classroom, cadets mayremove the service dress coat and carefully drape it over the back of their chair. If youremove your service coat, it is inappropriate to remove or loosen your necktie.

e. Glasses/sunglasses: Cadets may wear AFI 36-2903 approved sunglasses in uniform,but not in a drill formation. Exception: prescription transitions lenses are permitted information. Reflective or mirrored sunglass lenses are not allowed. Cadets will removetheir sunglasses when they come indoors. Improper wear of glasses and sunglassesincludes: on top of the head, back of the head/neck or exposed/hanging from the uniform.

f. Earrings. Male cadets in uniform may not wear earrings or any other type of facialpiercings. Female cadets may wear small (not exceeding 6 mm in diameter) conservative(moderate, being within reasonable limits; not excessive or extreme) round or squarewhite diamond, gold, white pearl, or silver earrings as a set with any uniformcombination. If a cadet has multiple holes, only one set of earrings are authorized to beworn in uniform and will be worn in the lower earlobes. Earrings will match and fittightly without extending below the earlobe unless the piece extending is the connectingband on clip earrings.

g. Body piercings. Cadets will not attach, affix, or display objects, articles, jewelry, orornamentation to or through the ear, nose, tongue, or any exposed body part.

h. Rings. Cadets may not wear more than three rings. Wear rings at the base of the fingerand do not wear a ring on the thumb.

i. Articles such as wallets, pencils, pens, watch chains, pins, jewelry, handkerchiefs,combs, and sunglasses must not be worn or carried exposed on the service uniform. Donot place objects under the epaulets of uniform coats, shirts, or blouses.

j. Watches and Bracelets. Cadets may wear conservative wristwatches and medicalidentification bracelets (no more than ½ inch wide). Cadets may wear POW/MIA/KIAbracelets, but ankle bracelets and colored “cause” bracelets are prohibited.

k. Pockets. Keep all shirt and trouser pockets buttoned. Do not carry items in your shirtpockets. Do not put your hands in your uniform pockets. Items in trouser pockets mustnot extend outside the pocket or be excessively bulky. Replace missing buttons promptly.See your ASI for replacement buttons.

l. Service Dress Uniform - Males: Service coat, trousers, blue shirt, tie, headgear, shoes,black socks, and required accessories. Females: Service coat, slacks/skirt, blue blouse,tab, headgear, shoes, and required accessories.

m. The service dress coat, hat, tie/tab, slacks and lightweight blue jacket must bedry-cleaned from time to time. Do not wash these uniform items! Cadets are responsiblefor all dry-cleaning and laundering costs. This is considered proper care of your uniform.Do not crease the service dress or the blue lightweight jacket. The blue lightweight jacketwill be waist length with the zipper worn no lower than halfway between the collar andthe waistband.

n. Shirt/blouse - Machine wash your light blue service uniform shirt and iron it to presenta crisp, wrinkle free appearance. Wear the shirt with a military tuck to enhanceprofessional appearance. The only creases on the shirt/blouse will be down the sleeves.You may crease the patches on the sleeves. The short sleeve shirt/blouse may be wornwith or without a necktie/tab. A necktie/tab is always worn with a buttoned collar.Cadets shall wear a necktie/tab with the long sleeve shirt. Undergarments and jewelry(necklaces) must not be visible at the neckline.

o. Necktie/tab - As a tradition, OK-81 cadet officers will wear a necktie/tab with the shortsleeve shirt. Tie knots will be either single or double Windsor knots. The tie shall neverbe tucked inside the shirt. Every cadet must wear their issued blue tie/tab when wearingthe Service Dress Uniform. The tip of the tie must cover a portion of the belt buckle, but

cannot extend below the bottom of the belt buckle. If wearing a tie clasp, use the “wingand star” design and determine the location of the tie clasp by centering it between thebottom edge of the tie knot and the bottom tip of the tie.

p. Trousers/Slacks - Male and female. Worn on the waist. The bottom of trousers/slackswill rest on the front of the shoe with a slight break in the front crease. The hem on theback of the trousers will be approximately 7/8 inch longer than the front.

q. Skirt – Females. Skirts shall hang naturally over the hips with a flare. The length ofyour skirt may not vary beyond the top and bottom of the kneecap while standing atattention. Your skirt will fit smoothly, hang naturally, and must not be excessively tight.You must wear hosiery with the skirt. Choose a sheer nylon in a neutral dark brown,black, off-black, or dark blue shade that complements the uniform and your skin tone.

r. Belt Buckle - Highly polished chrome finish. Must not be dirty, smudged, or scratched.

s. Belt - Dark blue with silver tip. Males: The silver tip end of the belt extends beyond thebuckle to the wearer’s left with no blue fabric showing between the silver tip and thebuckle. Excess belt material is cut off behind the buckle once the belt is properly sized.The belt must be worn with trousers. Females: The silver tip end of the belt extendsbeyond the buckle facing to the wearer’s right with no blue fabric showing between thesilver tip and the buckle. Female cadets must wear the belt when wearing slacks or skirt.

t. Check your “gig” line frequently during the day. Your gig line is formed by the edge ofthe shirt flap, the belt buckle, and the fly of your trousers or the center of the skirt. Thesepoints should always be aligned.

u. Undershirt/undergarments - Wear of the white V-neck style or athletic tank topundershirt when wearing opened collar service uniforms is authorized. The undershirtwill be tucked into the trousers/slacks/skirt. The undershirt must not have pockets.Undershirts/undergarments must not be visible at the neckline or sleeves. See Chapter 7:Uniform and Awards, Operational Supplement, 10 Feb 2021, for further details.

v. Socks - Mandatory. Must be plain black with no design and at least calf high. No barelegs. Female cadets must wear hose or socks with slacks.

w. Hose (females) - Choose a sheer nylon in a neutral dark brown, black or off-black, ordark blue shade that complements the uniform and your skin tone. Must be worn withthe skirt and may be worn with slacks. Patterned hosiery is prohibited. Must be fulllength (no knee-highs) when worn with the skirt. If not wearing hosiery with slacks,plain (not patterned) black socks must be worn.

x. Footwear- Plain black, standard issue shoes or purchased Corfam shoes. Shoes will beclean and shined to a high gloss. The ASI may issue corfam shoes to the unit Color Guardand Drill Team cadets.

y. Headgear - Flight caps or other issued head coverings will be worn anytime outdoors(except in the two no hat areas [See page 22]) and will be removed upon entering abuilding.

1.) The flight cap is worn slightly to the wearer’s right, with the vertical crease of

the cap in line with the center of the forehead and 1 inch above the eyebrows. The crownis not crushed. No hair will be visible below the front of the cap.

2.) Berets - Cadets will wear berets with the insignia over the left eye and theexcess flap over the right side of the head. Solid color: white, dark blue or black ONLY,with AFJROTC officer rank insignia or mini-Hap Arnold Insignia pin. The formerofficer/enlisted flight cap emblems will not be worn on the beret. The wear of a “BeretFlash” or mini unit patch is not authorized. Berets may be worn on regular uniform days.

3.) Service Caps (wheel and bucket hats, dark Air Force blue color only and freefrom embroidery) may be worn. Females are authorized to wear the male Service Cap.Silver braid headband straps may only be worn on the Service Cap while the cadet isperforming in a color guard or drill team competition. Cadets will wear the blackheadband strap during regular uniform days. Service Cap insignia. Cadet Officers maywear the highly polished/chrome Hap Arnold Wings or the large highly polished/chromeCadet Officer Insignia on the Service Cap (wheel and bucket hats). Enlisted cadets mayonly wear the highly polished/chrome Hap Arnold Wings.

z. Rank Insignia - Worn on service coat, lightweight blue jacket, and blue shirt for therank of Cadet Airman and above. Cadet officers will wear their rank insignia on theirhat.

aa. Name Tag - Ultramarine blue with white letters. The blue name tag is only for yourshirts. Wear your silver name tag on the service dress jacket. Males: wear the name tagcentered over the right breast pocket, resting on, but not over the pocket line. Females:wear the name tag on the right side of the blouse, centered horizontally between thebuttons and the arm seam and vertically 1 ½ inches above to 1 ½ inches below the firstexposed button.

bb. Ribbons/Medals – Cadets will wear all authorized ribbons. Replace missing, dirty,torn or frayed ribbons, as soon as possible. Ribbons will not be worn with medals.AFJROTC and Civil Air Patrol (CAP) medals may be worn together on the service dressuniform during the Military Ball and the Awards Banquet. Male cadets: wear the ribbonscentered over the left breast pocket, resting on, but not over the pocket line. Femalecadets: on the blouse, wear the ribbons centered on the left side, parallel with the ground,with the bottom of the ribbons even with the bottom of the name tag. On the service coat,females will wear the ribbons on the left side centered on, but not over the pocket welt.

cc. Badges - Wear all authorized badges, but no more than three.

dd. Gloves - Only black gloves are authorized with the blue service uniform.

ee. Backpack - Cadets may wear a backpack on the left shoulder or both shoulders (notto interfere with rendering the proper salute).

ff. OK-81 Cadre and cadets will not tolerate Public Displays of Affection (PDA)(hugging, kissing, etc.) while wearing the uniform.

gg. Electronic devices (cell phones, etc.) will NOT be exposed or hanging from theuniform. Earbuds will not be used/worn while in uniform. Exceptions. 1. Cadets mayuse earbuds/headphones when required for classroom computer work. 2. Your AFJROTC

instructor may approve wearing of earbuds/headphones during physical fitness. 3.Earbuds/headphones are authorized during travel on public transportation (i.e. schoolbus).

hh. Tattoos. Tattoos anywhere on the body that are obscene or advocate sexual, racial,ethnic, or religious discrimination are not permitted in uniform. Tattoos that are of anature, which tends to bring discredit upon the Air Force, are not permitted in uniform.

ii. UNAUTHORIZED WEAR OF THE UNIFORM:

(1) Cadet auxiliary societies may not create a special uniform with any USAF item.

(2) Cadets will not wear the uniform while participating in student demonstrations, forcrowd control, or during any other activity that would reflect negatively on JROTC.

(3) The uniform must not be worn when working at a job or participating in an athleticevent or activity. When authorized by an ASI/SASI, cadets may wear issued ABUs withan OK-81/school shirt at AFJROTC or school sponsored athletic events and activities.

(4) Should a cadet notice another member of OK-81 violating any uniform guideline, thecadet should report the matter to the ASI/SASI.

6. Male Uniform Requirements

a. Hair - (See Ch.3 of AFI 36-2903 and Chapter 7: Uniform and Awards, OperationalSupplement, 10 Feb 2021, for images of appropriate hairstyles, sideburns andmustaches). Men’s hair will be clean, well-groomed, and present a professionalappearance. Hair will not contain excessive amounts of grooming aids (e.g. gel, mousse,pomade, or moisturizer), appear lopsided, touch either eyebrow, or end below animaginary line across the forehead at the top of the eyebrows that is parallel to theground. If applied, dyes, tints, bleaches and frostings must result in natural hair colors.Examples of natural hair colors are brown, blonde, brunette, natural red, black or grey.Prohibited examples (not all inclusive) are burgundy, purple, orange, fluorescent, frostedor neon colors. Tapered appearance on both sides and the back of the head, both with andwithout headgear. A tapered appearance is one that when viewed from any angle outlinesthe member's hair so that it conforms to the shape of the head, curving inward to thenatural termination point without eccentric directional flow, twists or spiking. Ablock-cut is permitted with tapered appearance. Hair will not exceed 2 inches in bulk,regardless of length and 1/4 inch at natural termination point; allowing only closely cut orshaved hair on the back of the neck to touch the collar. Hair will not touch the ears orprotrude under the front band of headgear. Cleanly shaven heads, military high-and-tightor flat-top cuts are authorized. Prohibited examples (not all inclusive) are Mohawk,mullet, cornrows, dreadlocks or etched design. Men are not authorized hair extensions.

b. Sideburns - If worn, sideburns will be straight and even width (not flared), and will notextend below the bottom of the orifice of the ear opening. Sideburns will end in aclean-shaven horizontal line.

c. Mustaches - The face must be clean shaven except for mustaches. Male Airmen mayhave mustaches; however, they will be conservative (moderate, being within reasonablelimits; not excessive or extreme) and will not extend downward beyond the lip line of the

upper lip or extend sideways beyond a vertical line drawn upward from both corners ofthe mouth.

d. Beards - Beards are not authorized unless for medical reasons, when authorized by aSASI on the advice of a medical official. SASI will submit waiver request in WINGS forreview by HQ AFJROTC Waiver Review board. Members will keep all facial hairtrimmed not to exceed 1⁄4 inch in length. Individuals granted a shaving waiver will notshave or trim any facial hair in such a manner as to give a sculptured appearance.

e. Cosmetics / Nails - Male cadets are not authorized to wear cosmetics or nail polish.

7. Female Uniform Requirements:

a. Hair - (See Ch.3 of AFI 36-2903 and Chapter 7: Uniform and Awards, OperationalSupplement, 10 Feb 2021, for images of appropriate hairstyles). Hair-Female. Nominimum hair length, to a maximum bulk of 4 inches from scalp and allows proper wearof headgear. Also, one or two braids or a single ponytail may be worn with bulk notexceeding the width of the head and length not extending below a horizontal line runningbetween the top of each sleeve inseam at the under arm through the shoulder blades.Bangs, or side-swiped hair, may touch eyebrows but will not touch or cover eyes. Whenin doubt, assess correct length of hair with Airman standing in the position of attention.See AFI 36-2903 figures 3.2 thru 3.6 for examples of authorized and unauthorized femalehair styles.

(1) Hair will be clean, well-groomed, and present a professional appearance. Willnot contain excessive amounts of grooming aids (e.g. gel, mousse, pomade, ormoisturizer), appear lopsided, touch either eyebrow, or end below an imaginary lineacross the forehead at the top of the eyebrows that is parallel to the ground. If applied,dyes, tints, bleaches and frostings must result in natural hair colors. Examples of naturalhair colors are brown, blonde, brunette, natural red, black or grey. Prohibited examples(not all inclusive) are burgundy, purple, orange, fluorescent or neon colors.

(2) Hair accessories. If worn, hair accessories (e.g., fabric scrunches, hairpins,combs, clips, headbands, elastic bands, barrettes, etc.) must match hair color. Black hairaccessories are authorized regardless of hair color. Hair must still comply with bulk andappearance standards. Headgear must fit properly. Headbands or fabric scrunchies willnot exceed one-inch in width. Ornaments are not authorized (i.e., ribbons, beads, jeweledpins).

(3) Locs, braids, twists, micro-braids, french braids, dutch braids and cornrowsare authorized. Locs are defined as portions of hair that have been intentionally orunintentionally fused together to form a loc or locs. A braid or twist is two or moreportions of interwoven hair. If adding additional hair, it must be a natural-looking color,similar to the individual's hair color. It must be conservative (moderate, being withinreasonable limits; not excessive or extreme) and not present a faddish appearance. Hairmust not exceed bulk and length standards and must not extend below the bottom of thecollar (see Figure 3.2). Headgear must fit properly.

(4) All locs, braids and twists, when worn will be of uniform dimension, no widerthan one inch, with natural spacing between the locs, braids, and twists and must betightly interwoven to present a neat, professional and well-groomed appearance. When

worn, multiple locs, braids, or twists shall be of uniform dimension, small in diameter(approximately 1⁄4 inches), show no more than 1⁄4 inch of scalp between the locs, braids,or twists and must be tightly interwoven to present a neat, professional appearance. Abraid/twist must continue to the end of the hair without design and following the contourof the head, and may be worn loose or in a secured style within hair standards. Exception:Micro-braids or twists are not required to continue to the end of the hair.

(5) Unauthorized: Mohawk, mullet or etched design.

b. Cosmetics - Female cadets may wear cosmetics; however, if worn, they will beconservative (not excessive or extreme) and in good taste. Female cadets will not wearshades of lipstick that distinctly contrast with their complexion, that detract from theuniform, or that are extreme colors. Some examples of extreme colors include, but are notlimited to, purple, gold, blue, black, bright (fire-engine) red, and fluorescent colors.

c. Nails - Fingernails must not exceed 1/4 inch in length beyond the tip of the finger andmust be clean and well-groomed. If worn, nail polish will be a single color that does notdistinctly contrast with the female cadet’s complexion, detract from the uniform, or be anextreme color. Some examples of extreme colors include, but are not limited to, purple,gold, blue, black, bright (fire engine) red and florescent colors. Do not apply designs tonails or apply two-tone or multi-tone colors; however, white-tip French manicures areauthorized.

d. Purses - If carried, must be black or some dark color. Bright colors and oversizedhandbags are prohibited while wearing the uniform.

8. Physical Training Gear (PTG) and Physical Fitness Training (PFT) gear – PhysicalTraining Gear (PTG). PTG refers to the Air Force Physical Training Uniform thatmay be ordered through FEDMALL. OK-81 may locally design and purchase PhysicalFitness Training (PFT) gear and sweatpants/shirts that are customized for esprit-de-corpswithin a unit (usually school colors). Air Force PTG may be mixed with local purchasedPFT gear as long as the unit is standardized. The short-sleeve PTG/PFT shirt will betucked into shorts. PTG undershirts, short and long-sleeved form fitting undershirts, (i.e.Spandex, LycraTM or elastic material) may be worn and visible under the short-sleevedPTG shirt. Cadets may wear the PT uniform when participating in field days andAFJROTC athletic events. Keep your uniform clean and serviceable. Cadets must wearappropriate footwear while engaging in physical fitness activities. Bandanas and othersimilar head-scarves/headgear are not authorized with the PTG.

9. Airman Battle Dress (ABU) uniform:

a. The Wing Staff and AS-400 cadets will wear their ABUs on the second and fourthTuesday of the month. This policy will ensure we continue to wear the blues at leasttwice a month.

b. With SASI approval, ABUs may be worn as a Drill Team, Color Guard, and Exhibitionuniform. Berets, shoulder cords, ascots and gloves will not be worn with the ABUuniform.

c. Do not wear badges, ribbons, or cords with the ABU.- 17 -

d. Iron your ABU. Starch is encouraged, but not mandatory.

e. Do not combine this uniform with other uniforms.

f. During school, the ABU blouse will be worn at all times.

(1) Undershirt/undergarments. Cadets will wear a desert sand (tan), short or longsleeved t-shirt, turtleneck or thermal undergarments under the ABU blouse. Theundershirt/undergarment must not have pockets and must be tucked into thepants/trousers. Cadets may wear a solid school color (blue or gray) T-Shirt withthe ABU uniform. All cadets must wear the same style and color T-Shirt. ThisT-Shirt may be worn without an ABU Blouse during any Sports/FitnessCompetition and PT Team events at football games.

(2) Pockets will be secured and items stowed in pockets will not be visible exceptpens stowed in the pen pocket on the sleeve.

(3) Buttons. The top button of the ABU coat will not be fastened; however, allother buttons will be secured at all times.

g. ABU Pants/Trousers

(1) Pockets. Secure ABU pockets and ensure items inside pockets are not visible.

(2) Boot blouse. Cadets must always blouse ABU pants over the sage green boots.

h. Belt. Desert Sand colored (Tan). A one piece rigger style, nylon, web belt (1 3/4 inchwide) will be worn with ABU trousers. The belt may extend past the buckle.

i. Headgear. Will be worn outdoors at all times, unless in a designated “no hat” area (Seepage 22.) The ABU patrol cap will rest squarely on the head with the bottom of the capparallel with the ground. The brim of the cap will face forward. Cap may not be pushed,rolled, folded or tucked in (e.g. ranger fold). Only cadet officers will wear their rank onthe ABU cap.

j. Footwear. Cadets must wear sage green boots and socks with the ABU.

10. Semi-Formal Dress Uniform. Semi-formal dress uniform is worn for social functionsof a semi-formal or official nature as prescribed by the SASI. When in semi-formal dress,saluting is not required. Semi-formal dress uniform is to be worn only during specialevents as determined by the SASI and not during regular weekly uniform days.

a. The semi-formal dress uniform coat is the service dress uniform coat without a nametag or headgear.

b. Semi-Formal Dress Uniform. Cadets may wear medals with the semi-formal uniformat events such as the Military Ball and Awards Banquet or other formal events as

specified by the SASI. Large medals will be worn on the semi-formal uniform coat 1/2inch below the top of the welt of the pocket, centered on the pocket. Additionally,AFJROTC ribbons may be worn on the semi-formal uniform, however, if medals areworn, ribbons will not be worn (no mixing).

c. Cadets may wear either the blue or a white long-sleeve shirt. The blue or whitelong-sleeve shirt will be plain, knit or woven, commercial type with a short or mediumpoint collar, with button or French cuffs. Shirts will be tucked into the trousers. Femalecadets may wear a white long-sleeved blouse similar in style to the men’s whitelong-sleeve shirt.

d. Tie/Tab. Either a blue polyester or silk, herringbone twill tie/tab or may be worn witheither the blue or white long-sleeved shirt. Men may wear a plain black or dark blue bowtie with the long-sleeve white shirt, with the semi-formal dress uniform only.

e. Trousers or skirts. The semi-formal dress uniform trousers or skirt are the same as theservice dress uniform trousers or skirt. No stripes (braiding) on the outside length of thetrousers is authorized for wear on the semi-formal dress uniform.

f. Belt and Buckle. The semi-formal dress uniform belt and buckle are the same as theservice dress belt and buckle.

g. Headgear. Cadets will not wear headgear with the semi-formal dress uniform.

11. Operational Camouflage Pattern (OCP). OCP uniforms are not authorized for wear byAFJROTC cadets at any time.

12. Mess Dress Uniforms are not authorized for AFJROTC cadets.

13. Flight Suit. AS-400 cadets who meet the requirements outlined in Chapter 7 of HQAFJROTC’s Operational Supplement are authorized to wear the flight suit on the sameday other cadets wear the ABU. Wear the uniform IAW AFI 36-2903 and Chapter 7:Uniform and Awards, Operational Supplement, 10 Feb 2021. Flight Suits areaccountable uniforms items and must be issued/returned via WINGS. Aviation badges,from lowest to highest:

a. Cadets who successfully pass the FAA Part 107 (small unmanned aerial system(sUAS)) knowledge test and are “active” members of the unit's unmannedaircraft/multicopter team.

b. Awarded for successful completion of the FAA’s Private Pilot Practical Test (Poweredor Glider).

c. Cadets who have earned their FAA private pilot’s flight certificate.

*Cadets on competitive drill teams will only wear shoulder cords duringcompetitions and must comply with all guidance in Para. 7.8. of Chapter 7:Uniform and Awards, Operational Supplement, 10 Feb 2021.

2. Shoulder tabs. Cadets may only wear one shoulder tab at a time and mustcontinue to meet all of the requirements of the tab to continue wearing it.a. ACADEMICS: Awarded annually at the December change of command to AS200 cadets who achieved a weighted overall GPA of 4.0 or higher.b. HONOR GUARD: Awarded to active Honor Guard members who havecompleted at least 3 events (flag detail or saber team) and met all of therequirements of being on the Honor Guard.c. DRILL TEAM: Awarded to active Falcons or Blue Knights who havecompleted at least 1 competition and met all of the requirements of the team.d. PT TEAM: Awarded to active PT Team members who have completed at least1 PT challenge event and meet PT Team attendance requirements.e. COLOR GUARD: Awarded to active Competition Color Guard members whocompleted at least 1 competition and met the requirements of being on the team.f. CYBER PATRIOT: Must meet attendance requirements and compete in 1qualifying round of the Cyber Patriot competition.g. STELLARXPLORERS (when available): Must meet attendance requirementsand compete in 1 qualifying round of the StellarXplorers competition.h. JLAB: Awarded after completing in 1 qualifying round of the competition.

3. Berets. Active cadets earn their beret by completing at least 3 events. To receivea beret, the Team/Flight Commander will sign an approval letter addressed to theASI, stating the following cadets have met the criteria necessary to wear the beret.Cadets will wear berets during competitions. When a cadet is no longer an activemember of the team, the cadet must return their issued beret to the ASI.

Saluting Rules

1. American military personnel consider the salute a courteous and respectfulgreeting between members of an honorable profession. It is one of the oldesttraditions binding military professionals together. You will be taught the propermanner of saluting and the rules.

2. If a cadet is outside in uniform and encounters an active-duty or retired officerwho is also in uniform, the Cadet shall salute the officer. When a Cadet Enlistedmember encounters a Cadet Officer, the Cadet Enlisted member must salute theCadet Officer. If both Cadets are Cadet Officers, the lower ranking Cadet Officerwill render a salute to the higher ranking Cadet Officer. If both Cadet Officers arethe same rank, no salute is required.

a. The salute is rendered indoors only when cadets are in formation, participatingin a ceremony, or reporting to the SASI. The proper sequence of reporting-in is asalute and the statement “Sir/Ma’am, Cadet (last name) reporting as ordered.” Thecadet holds the salute until the senior ranking individual returns the salute oracknowledges the Cadet. When the purpose of the report or meeting is completed,the cadet will salute again, to report out. The Cadet will hold their salute until thesenior ranking officer returns the salute. As the senior ranking officer lowers theirsalute, the cadet lowers their salute at the same rate or faster and will turn sharplyto the most direct exit and leave.

b. Do not give a salute or return a salute while running. The junior ranking cadetwill come to quick time (a walk) and render the salute when approximately threepaces from the officer.

c. If a cadet in uniform observes the American Flag being raised or lowered fromany flagstaff or is reciting the Pledge of Allegiance, he or she will assume theposition of attention facing the flag, render the hand salute, and hold it until theflag has reached the summit or base of the flag staff. If the cadet is in civilianclothes, he or she will assume the position of attention facing the flag and placethe right hand over the heart. If a cadet is wearing civilian attire and is alsowearing headgear, he or she will remove the headgear and hold it to their leftshoulder, so their right hand is over their heart.

d. If a cadet is outdoors and hears the National Anthem or “To the Colors,” thecadet in uniform shall stand at attention, face the flag or music, and render thehand salute until the music or call ends. If the cadet is indoors, they will face theflag or music, and stand at the position of attention until the music or call ends.

e. When a cadet is late for formation, he or she will approach the cadet or personin charge (when the formation is at halt) salute and request permission to fall-in.

f. Cadet officers and cadet non-commissioned officers will correct observedsaluting violations in a courteous and helpful manner. All cadets are expected toaccept these corrections as being constructive in nature.

g. The Principal and SASI’s two “no hat/salute areas,” are the covered walkwaysfrom the main school building to: AFJROTC and the Freshman Academy.

i. During a promotion board, cadets will salute the head administrator of the board,state their rank, name, and what promotion board they are reporting to. Example:“Sir/Ma’am, Cadet Tech Sergeant (last name) reporting to the Cadet MasterSergeant promotion board.” The board member will return the cadet’s salute andthe board will ask the cadet to sit down. When the Board is over, the cadet willstand, salute, state their rank and last name and report out. Example: “Sir/Ma’am,Cadet Staff Sergeant (last name) reporting out.”

Organization/UMD of the OK-81 AFJROTC Wing

1. The Unit Manning Document (UMD) on the following page reflects how theOK-81 AFJROTC Wing is organized. This organization breaks down the functionsof the group into specialized tasks. The responsibilities associated with these tasksare available in a separate document. Each cadet should study all of the jobdescriptions as they relate to the organizational chart and UMD, to gain a morecomplete understanding of how the various functions relate to the total mission ofthe wing.

2. Examination of the organizational chart shows not everyone can be a leader atthe same time. A system exists (the promotion system) to ensure cadet leaders arechosen carefully. Information relative to promotions is contained in a separatechapter.

3. Closer examination of the organizational chart will show a “Chain ofCommand” reflected by the black lines connecting the cadet functions orpositions. Information, guidance, and decisions should flow “down” the “chain ofcommand” in the form of orders, either oral or written, through all intermediatelevels of command. Information, advice, and recommendations should flow “up”the “chain of command” through all intermediate levels of command. There is alsoa lateral flow of information, such as between staff elements, in the classroom, andin leadership laboratories. Unless there is this flow of information both “up” and“down” the “chain of command,” the organization will quickly become ineffectiveand cease to function as a unit. If the Wing Commander is not present, thecommand of the Corps falls to the Vice Commander.

4. The number of leadership positions authorized is shown in the UMD. Toprogress up this chain of command, each cadet should strive to learn the duties andresponsibilities of each position on the chart. If you are selected for one of theleadership positions, fulfill the position to the best of your ability and there will beroom for you to move “up” the chain-of-command. Remember… Service BeforeSelf.

Cadet Promotions1. Promotion opportunities challenge and motivate cadets. Earning a promotion is visibleevidence of progression and standing among fellow cadets. Promotion is also evidence ofmaturity, the ability and willingness to accept additional responsibility, and a demonstratedability to direct others toward objectives resulting in an effective organization.

2. Promotions are based on academic performance, leadership potential and the otherrequirements outlined in the cadet promotion criteria.

3. The promotion system is patterned after the active duty Air Force and will conform toguidance provided by Headquarters AFJROTC.

a. There are 4 promotion cycles each academic year. See the cadet calendar. Each cadet mustearn their promotion to the minimum course enrollment rank listed on page 6 or reach theirmax rank for their AS year group to progress from one AFJROTC level to the next.

(1) Cadet Enlisted Members: Every AS 100 cadet begins as a Cadet Airman Basic (nostripe). Cadets may earn a promotion up to 3 times a year. Exception: AS 100 cadets selectedas Flight Sergeants will be promoted to C/SSgt at the beginning of the fall semester of their AS200 year. AS 100 cadets must earn at least C/A1C to enroll as an AS 200. AS 200 cadets mustearn at least C/SSgt to enroll as an AS 300. AS 300 cadets must earn at least C/MSgt to enrollas an AS 400. Flight Sergeants: During the spring semester, interested AS 100 cadets willcompete for a select number of flight sergeant positions. AS 100 cadets wishing to serve as aFlight Sergeant for their AS 200 year must notify their instructor, by email, of their desire toserve in the role no later than the second Friday of March/Spring Break. They must also meetthe following minimum criteria (verified in WINGS): Attain the rank of C/SrA; earned anoverall GPA of 3.0 or higher; served a minimum of 8 hours of community service; active in atleast one AFJROTC LDR or ENHS sport/club; scored in the 40th percentile or higher on aPhysical Fitness Test (PFT) during the academic year and was not assigned AISP at any pointduring the current academic year. After meeting the minimum criteria, the selection processconsists of 4 parts: 1.) a multiple choice test with a minimum passing score of 70% 2.) 30-stepdrill step execution 3.) a uniform inspection and 4.) a board interview using a rubric. Each partis worth 25 points. The Cadre will award an additional 10 points based on classroom behavior,attitude toward the OK-81st and leadership readiness. The Cadre will select the top scoringcadets to serve as Flight Sergeants the following year. The Cadre will select the AS 300/400Flight Sergeants by the second week of school in August of the fall semester. Cadets interestedin serving in this role should notify their instructor by mail prior to the first day of class.

(2) Cadet Officers: To become a Cadet Officer, cadets must attain C/MSgt or higher, passingALL classes and pass the Cadet Officer Qualification Test (COQT) in the spring semester witha 70% or higher. Cadets who pass the COQT will begin wearing the C/2Lt rank in August.

Officer Promotions:a. Cadets assigned to command and staff positions start at their current rank (exception: Cadet WG/CCwill start the semester as C/Col). This method permits promotions up to the maximum authorized rankbased on performance in their assigned position.

b. Cadets will not hold a grade higher than authorized by the UMD for their current position.

c. Promotion consideration for all cadets currently C/2Lt and higher. Cadet Officers may only bepromoted once per semester (exception: the Wing XO may be promoted up to 3 times in an academicyear). To earn your promotion, you must: perform your assigned position well; have a currentsemester GPA of 2.8 or higher; have a B or better in AFJROTC; are currently passing all of yourclasses; have no time in AISP during the semester; show exemplary conduct in and outside of schooland earn the recommendation of cadet staff in your chain of command. Supervisors shall use the cadetofficer Promotion Recommendation Form (PRF) to rate every cadet officer during each eligiblepromotion cycle. An ASI or SASI will approve or disapprove each PRF. Once a cadet has reachedtheir maximum rank for their assigned position (per the UMD), a PRF is not required. Supervisorsshall not use PRFs to provide first time corrective feedback. However, PRFs may be used toemphasize previous corrective feedback already documented in a Memo for Record (MFR).Supervising cadet officers are responsible for providing junior cadets feedback as often as possible. Ifa supervising cadet has to provide constructive feedback that could impact the next promotion, theymust document it in a MFR. This MFR will remain in the supervised cadet’s personnel file for theremainder of the academic year. Use the MFR to highlight deficient performance, poor behavior, andthe associated improvement expectations. The MFR shall be written in a way to provide an opportunityto discuss strengths, weaknesses with recommended means of improving their performance.

d. Cadet officers will lose their cadet officer rank and revert to their highest cadet enlisted rank shouldthey: remain on the eligibility (failing) roster more than 3 consecutive weeks or 6 weeks total in asemester; be assigned AISP for more than 3 days in an academic year; be assigned any out of schoolsuspension during the academic year; fail to meet dress/appearance standards more than 2 weeks in arow (verbal counsel on the first week, MFR on the second week and revert to cadet enlisted on thethird week); or fail to accomplish their assigned duty following 1 verbal counseling and 1 signed MFR.Cadre will remove the former cadet officer from their assigned staff position. The former cadet officermay test for cadet officer at the end of the spring semester.

4. ENHS AFJROTC policies governing appointments:

a. The SASI will select the Corps Commander. The Corps Commander will recommend, and theSASI/ASI will approve: WG/CV, IG and Group CCs. The Cadre will select the WG/XO and WG/CCC.

b. The WG/CC will serve for one semester. Cadets in other positions will serve for the academic year.

c. Past performance and sustained dedication to the OK-81st are good indicators of future performance.Show you are ready for more responsibility by doing the best you can in your current position and setthe example for junior cadets. Be active in our: LDRs; greenery sales; fall picnic; awards banquet andcommunity service projects. Take care of yourself and prepare for a healthy future. If you maintain aPFT score of at least 40%, you are setting a good example for your fellow cadets.

AWARDS AND DECORATIONSThis is a summary. For the complete guidance, see Chapter 7: Uniform and Awards,Operational Supplement, 10 Feb 2021. Only awards and decorations authorized in the HQsupplement are authorized for presentation. Any chartered Veterans Service Organizations(VSO), recognized by the Department of Veteran Affairs may award a cadet ribbons andmedals, but only the ribbons and medals on the HQ AFJROTC’s 3 Aug 2019 Ribbons Chart(Attachment 1, Page 41) are authorized to be worn on the uniform. AFJROTC units may notpurchase national-level awards, medals, using Air Force funds. The national-level hostorganization/local chapter must provide the award.

1. AFJROTC Awards. Cadets exhibiting superior academic and leadership excellence or valormay earn a number of distinctive awards. Cadets may only receive one National-level Awardfor each year they are in AFJROTC and not receive the same National-level award twiceduring their AFJROTC career (this does not apply to National competition awards). There aretwo categories of awards with accompanying medals, ribbons, and/or certificates: NationalAwards and AFJROTC Awards.

2. The SASI/ASI and selected guests will present awards at the annual Awards Banquet. Localorganizations such as banks, local businesses, military Top 3 organizations, Chiefs’ Groups,etc., may present awards to cadets. The Public Affairs Officer (PAO) will publicize the eventto ensure families of cadets are invited to attend.

3. Wear of Devices on Ribbons: Cadets will wear the ribbon for each award earned.Additional awards of the same ribbon will be indicated by the wear of oak leaf clusters(devices) on the ribbon. A maximum of four devices may be worn on a ribbon. Devices will beworn tilted slightly downward to the wearer’s right, with the stem pointing to the wearer’sright. If not all devices fit, (more than four) wear a second ribbon. When additional awardsreduce the devices to a single ribbon, remove the second ribbon.

4. Ribbons of Other Services, Organizations and CAP: IAW, Chapter 7: Uniform andAwards, Operational Supplement, 10 Feb 2021, AFJROTC cadets will not wear sister-serviceJROTC ribbons/medals, but are authorized to wear some CAP ribbons. The SASI/ASI willgive the cadet equivalent AFJROTC ribbons to wear in lieu of Army, Navy, Marine Corps, orCoast Guard Junior ROTC ribbons/medals. AFJROTC cadets may not wear Boy Scout orBoys/Girls State awards on their uniform. Cadets may wear AFJROTC and CAP medalstogether (without ribbons) on their service dress coat to the Military Ball and Awards Banquet.Cadets may only wear certain Civil Air Patrol ribbons during regular uniform days. These CAPribbons will be worn, in the precedence below, after the Patriotic Flag Ribbon: General CarlSpaatz Award; General Ira C. Eaker Award; Amelia Earhart Award; General Billy MitchellAward and the General J.F. Curry Achievement Award. Badges or insignia from Active Duty,Guard, Reserve, or any other non-AFJROTC group are not authorized on the AFJROTCuniform.

5. The following are a list of national awards in order of precedence:

Gold Valor Award . Awards consist of a medal, ribbon, and certificate. The Gold Valor Awardrecognizes the most outstanding voluntary acts of self-sacrifice and personal bravery by a cadetinvolving conspicuous risk of life above and beyond the call of duty.

Silver Valor Award . Awards consist of a medal, ribbon, and certificate. The Silver Valor Award isawarded to a cadet for a voluntary act of heroism which does not meet the risk-of-life requirements ofthe Gold Valor Award.

Cadet Humanitarian Award. Award consists of a ribbon and certificate. It is intended to recognizecadets who provide aid in response to a singular extraordinary event such as a natural disaster or othercatastrophe that has placed or has the potential to place a hardship on their fellow citizens. This awardis not to be used to recognize day-to-day service in the community.

Silver Star Community Service with Excellence Award . Award consists of a ribbon with a SilverStar device and certificate. The Silver Star Community Service with Excellence Award will be anhonor that emphasizes the value of community service, and establishes a greater sense of pride withinthe corps. The award will be given to cadets in the Top 5% of units (approximately 45 units) who havethe highest "per cadet average" community service hours. "Countable" hours must be logged intoWINGS and be accomplished IAW published guidance in AFJROTCI 36-2001, 20 May 2016.Countable hours will be the period from 11 April (previous year) to 10 Apr (current year). HQ will usethe last PSR cadet enrollment and the hours submitted in WINGS for that period to calculate the Top5% units and notify the units earning the Award. Instructors at the Top 5% units will determine whichof their cadets have contributed to the unit earning the new award.

Community Service with Excellence Award. Award consists of a ribbon and certificate. It is intendedto recognize those individual cadets who provide significant leadership in the planning, organizing,directing, and executing of a major unit community service project that greatly benefit the localcommunity. This is not an award given to participants but to the key leader(s) of the project.

National-level Awards

Air Force Association (AFA) Award . This AFA-sponsored award consists of a medal and ribbon andis presented annually at each unit to the outstanding third-year cadet (in a 4-year program). The awardrecipient must possess/meet the following personal characteristics and eligibility criteria: Top 1% ofthe cadets in a unit in the following areas, academics, leadership, and professionalism. Positiveattitude (toward AFJROTC and school). Outstanding personal appearance (uniform and grooming).Display personal attributes such as initiative, judgment, and self-confidence.

Daedalian Award. The Order of Daedalians is a fraternity of commissioned pilots from all militaryservices. It is named after the legendary figure, Daedalus, and was organized by WWI military pilotswho sought to perpetuate the spirit of patriotism, love of country, and the high ideals of self-sacrifice

which place service to the nation above personal safety and position. This award is offered toencourage the development of these traits in cadets and to interest them in a military career. The medalis fashioned after an ancient Grecian plaque discovered by a Daedalian in the village of Lavadia,Greece and depicts Daedalus and his son Icarus fabricating their legendary wings of wax and feathers.The award also includes a ribbon. This annual award recognizes one outstanding third-year cadet ateach unit that meets the following criteria: Demonstrate an understanding and appreciation ofpatriotism, love of country, and service to the nation. Indicate the potential and desire to pursue amilitary career. Rank in the top 10% of their AS class. Rank in the top 20% of their school class.

Daughters of the American Revolution (DAR) Award. Cadets may only receive this award once.Ribbon for this award may be worn on the cadet’s ribbon rack and worn on regular uniform days. Thisaward is presented annually to one third-year (in a 3-year program) or fourth-year cadet (in a 4-yearprogram) that meets the following criteria: Rank in the top 25% of their AFJROTC class; Rank in thetop 25% of their high school class; Demonstrate qualities of dependability and good character;Demonstrate adherence to military discipline; Possess leadership ability and a fundamental andpatriotic understanding of the importance of JROTC training.

American Legion Scholastic Award. This award consists of a bronze medal accompanied by a ribbonwith a distinctive miniature attachment depicting a scholastic scroll. This award is presented annuallyto one second- or third-year cadet (in a 3-year program) or a third- or fourth-year cadet (in a 4-yearprogram) based on the cadet’s overall scholastic achievements. Each cadet must: Rank in the top 10%of the high school class. Rank in the top 25% of their AS class. Demonstrate leadership qualities.Actively participate in student activities.

American Legion General Military Excellence Award. This award consists of a bronze medalaccompanied by a ribbon with a distinctive miniature attachment depicting a torch. This award ispresented annually to one second- or third-year cadet (in a 3-year program) or a third- or fourth-yearcadet (in a 4-year program) based on the cadet’s general military excellence. Each cadet must: Rank inthe top 25% of their AFJROTC class. Demonstrate outstanding qualities in military leadership,discipline, character, and citizenship.

Reserve Officers Association (ROA) Award . This award consists of a bronze medal, ribbon, andcertificate. This award is presented annually for military and academic achievement to an outstandingthird-year cadet (fourth-year cadet in a 4-year program). The recipient must possess individualcharacteristics contributing to leadership such as: ∙ Positive attitude toward the AS curriculum. ∙Outstanding personal appearance (wear of the uniform, posture, and grooming). ∙ Attributes ofinitiative, judgment, and self-confidence. ∙ Courtesy (promptness, obedience, and respect). ∙ Growthpotential (capacity for responsibility, high productivity, adaptability to change). ∙ Demonstrate thehighest personal and ethical standards and strong positive convictions. 9-7 ∙ Rank in the top 10% oftheir AS class.

Military Officers Association of America (MOAA) Award . This award is presented annually to anoutstanding second-year cadet (third-year cadet in a 4- year program) who shows exceptional potentialfor military leadership. Each cadet must: ∙ Be a member of the junior class. ∙ Be in good academicstanding. ∙ Be of high moral character. ∙ Show a high order of loyalty to the unit, school, and country. ∙Show exceptional potential for military leadership.

Veterans of Foreign Wars (VFW) Award. This award consists of a medal pendant with ribbon. Thisaward is presented annually to an outstanding second- or third-year cadet in a 3-year program (third- orfourth-year cadet in a 4-year program) who is actively engaged in the AFJROTC program and whopossesses individual characteristics contributing to leadership. Each cadet must: ∙ Have a positiveattitude toward AFJROTC. ∙ Have outstanding military bearing and conduct. ∙ Possess strong positivepersonal attributes (such as courtesy, dependability, punctuality, respect, and cooperation).Demonstrate patriotism (being a member of the color guard or drill team) and actively promoteAmericanism. ∙ Demonstrate leadership potential. ∙ Attain a grade of “B” in AFJROTC with an overallaverage grade of “C” in all subjects for the previous semester. ∙ Be active in student activities. ∙ Nothave been previous recipients of this award.

National Society United States Daughters 1812 Award. Cadets may only receive this award once.Ribbon for this award may be worn on the cadet’s ribbon rack and worn on regular uniform days.Medals will not be worn on regular uniform days or during any type of competition. Awarded annually,at the SASI’s discretion, for academic excellence, leadership, military discipline, dependability,patriotism and upright character in speech and habits.

National Sojourners Award. Cadets may only receive this award once. Ribbon for this award may beworn on the cadet’s ribbon rack and worn on regular uniform days. This award is presented annuallyrecognizing an outstanding first- or second-year cadet (second or third-year cadet in a 4-year program)who contributed the most to encourage and demonstrate Americanism within the corps of cadets andon campus. Each cadet must: be in the top 25% of their academic class; encourage and demonstrateideals of Americanism; and demonstrate potential for outstanding leadership. The SASI selects therecipient subject to the final approval of the sponsoring National Sojourners chapter.

Scottish Rite, Southern Jurisdiction Award. Cadets may only receive this award once. Ribbon forthis award may be worn on the cadet’s ribbon rack and worn on regular uniform days. This awardannually recognizes an outstanding second-year cadet in a 3-year program or third-year cadet in a4-year program. Each cadet must: contribute the most to encourage Americanism by participation inLDR activities or community projects; demonstrate academic excellence by being in the top 25% ofclass and demonstrate the qualities of dependability, good character, self-discipline, good citizenshipand patriotism. The SASI selects the recipient.

Military Order of the Purple Heart Award. Cadets may only receive this award once. Ribbon forthis award may be worn on the cadet’s ribbon rack and worn on regular uniform days. This awardannually recognizes an outstanding underclassman (first, second, or third-year cadet), who is enrolledin the AFJROTC program and demonstrates leadership ability. (Seniors are not eligible) Each cadetmust: have a positive attitude toward AFJROTC and country; hold a leadership position in the cadetcorps; be active in school and community affairs and attain a grade of “B” or better in all subjects forthe previous semester. The SASI selects the recipient.

Sons of the American Revolution (SAR) Award. Cadets may only receive this award once. Ribbonfor this award may be worn on the cadet’s ribbon rack and worn on regular uniform days. This awardrecognizes an outstanding second-year cadet in a 3-year program or third year cadet in a 4-yearprogram who is enrolled in the AFJROTC program. The recipient must exhibit a high degree ofleadership, military bearing, and all-around excellence in AS studies and not have previously receivedthe award. Each cadet must: be currently enrolled in the AFJROTC program; be in the top 10% of their

AFJROTC class; be in the top 25% of their overall class. The SASI and the Principal select therecipient of the award.

Military Order of World Wars Award . Cadets may only receive this award once. Ribbon for thisaward may be worn on the cadet’s ribbon rack and worn on regular uniform days. This award ispresented annually to an outstanding cadet who has committed to continue the aerospace scienceprogram the following school year. Selection is based on outstanding accomplishments or service tothe AFJROTC unit. The SASI, with the concurrence of the principal, selects the recipient.

American Veterans (AMVETS) Award. Cadets may only receive this award once. Ribbon for thisaward may be worn on the cadet’s ribbon rack and worn on regular uniform days. This award ispresented annually to one qualified cadet that possesses individual characteristics contributing toleadership such as: A positive attitude toward AFJROTC programs and service in the Air Force;personal appearance (wearing of the uniform, posture, and grooming); personal attributes (initiative,dependability, judgment, and self-confidence); officer potential (capacity for responsibility,adaptability, and maintenance of high personal standards); obtained a grade of “A” (or the numericalequivalent) in their AS class and be in good scholastic standing in all classes at the time of selectionand at the time of presentation. The SASI selects the recipient

Air Force Sergeants Association (AFSA) Award . This award recognizes an outstanding third- orfourth-year cadet in a 4-year program. Each cadet must: Be in the top 10% of the AFJROTC class;demonstrate outstanding qualities in military leadership, discipline, character, and citizenship.

Tuskegee Airmen Incorporated (TAI) AFJROTC Cadet Award. Ribbon for this award may beworn on the cadet’s ribbon rack and worn on regular uniform days. This award is presented annuallyto two cadets. Cadets may be first-year, second year, or third-year cadets (in a 3- or 4-year program)and must meet the following criteria: Attain a grade of “B” or better in their AS class; be in goodacademic standing; actively participate in cadet corps activities and participate in at least 50% of allunit service programs. The SASI and ASI select the recipients.

The Retired Enlisted Association (TREA) Award . Cadets may only receive this award once.Awarded annually, at the SASI’s discretion, for exceptional leadership to the most outstandingAFJROTC cadet while serving in an Enlisted Rank. The selected enlisted cadet must have shownoutstanding leadership throughout the course of the school year. Ribbon for this award may be worn onthe cadet’s ribbon rack and worn on regular uniform days.

The Celebrate Freedom Foundation (CFF). Award for Excellence in Academic Programs. Cadetsmay only receive this award once. The awards program recognizes 9th, 10th, 11th and 12th gradestudents enrolled in AFJROTC programs. Ribbon for this award may be worn on the cadet’s ribbonrack and worn on regular uniform days. Cadets must demonstrate the following personal characteristicsto be eligible for nomination: Outstanding personal appearance (uniform and grooming); Displaypersonal attributes such as initiative, judgment and self-confidence; Courteous demeanor (promptness,obedience and respect for customs); Growth potential (capacity for responsibility, high productivityand adaptability to change); Possess the highest personal and ethical standards and strong positiveconvictions; Shows the potential and desire to pursue a military career; Rank in the top 5% in his/herAS class with a grade average of A or numerical equivalent; Rank in the top 15 % of his/her academicclass and Demonstrates a positive attitude (toward AFJROTC and school)

Air Commando Association Award . Cadets may only receive this award once. Awarded annually atthe SASI’s discretion for completing a one-page essay based on a historical AF Special OperationsMission possessing the 13 critical attributes of success: integrity, self-motivation, intelligence,self-discipline, perseverance, adaptability, maturity, judgment, selflessness, leadership, skilled,physical fitness and family strength. Ribbon for this award may be worn on the cadet’s ribbon rack andworn on regular uniform days.

6. The following are ribbons and criteria that must be met in order to be awarded:a. DISTINGUISHED UNIT AWARD WITH MERIT (DUAM): Awarded to cadet enrolled duringthe same academic year in which OK-81 receives a HQ AFJROTC evaluation with an overall rating of“Exceeds Standards” and the unit is selected by HQ AFJROTC to receive the DUA. Both criteria mustoccur during the same academic year. For each additional ribbon earned an additional small silver starwill be awarded.

b. DISTINGUISHED UNIT AWARD (DUA): Awarded to cadets enrolled during the academic yearwhen OK-81 is selected by HQ AFJROTC to receive the DUA.

c. OUTSTANDING ORGANIZATION AWARD (OOA): Awarded to cadets enrolled during theacademic year when OK-81 is selected by HQ AFJROTC as the OOA. OOA recipients do not receivea streamer. For each additional ribbon earned an additional small silver star will be awarded.

d. OUTSTANDING FLIGHT RIBBON: Awarded each academic term to members ofthe outstanding flight under criteria determined by the SASI. Criteria for this award will bepublished in the unit’s Cadet Guide. For each additional ribbon earned an additional bronzeoak leaf cluster will be awarded. A single silver oak leaf cluster will be used for the awardof the fifth bronze oak leaf cluster.

e. TOP PERFORMER RIBBON: This award is only presented during a visit by HQ AFJROTCpersonnel. The award is presented to a maximum of 2% of the current unit cadet corps population.Once awarded, the ribbon may be worn for the duration of a cadet’s tenure in AFJROTC.Consideration for the Top Performer Awards. The Regional Director may select (SASIs may nominate)a maximum of 2% of a unit's cadets based on a cadet’s performance in the following key areas:Leadership and job performance: in primary duty and specifically in preparation for the unit’sassessment. Leadership qualities: involvement and positions held in Leadership DevelopmentRequirement (LDR) activities. Academic performance: nominee must be in good academic standing inall high school course work, significant self-improvement, community involvement and otheraccomplishments.

f. OUTSTANDING CADET RIBBON: Is a ribbon awarded annually to the outstanding first-year,second-year, third-year, and fourth-year cadets. The recipient from each class must be of high moralcharacter, demonstrate positive personal attributes, display outstanding military potential, and attainacademic and military excellence. For each additional ribbon earned an additional bronze oak leafcluster will be awarded. Outstanding Cadet Ribbon with silver star. Cadets chosen as State, Pacific andEuropean "AFJROTC and AFA Cadet Leadership Award" winners will be awarded the “OutstandingCadet Ribbon” with silver star. Exception: If a cadet has previously earned the Outstanding CadetRibbon or earns it in the future, that cadet will wear only one ribbon; that would be the Outstanding

Cadet Ribbon with silver star, since that award is of higher precedence.

g. LEADERSHIP RIBBON: Awarded annually for outstanding performance in a position of seniorleadership. Cadet squadron commanders and above may receive this ribbon. Is a ribbon awarded tocadets who have consistently displayed outstanding leadership ability above and beyond expectedperformance. For each additional ribbon earned an additional bronze oak leaf cluster will be awarded.A single silver oak leaf cluster will be used for the award of the fifth bronze oak leaf cluster.

h. SUPERIOR PERFORMANCE RIBBON: Awarded annually for outstanding achievement ormeritorious service rendered specifically on behalf of AFJROTC. Presented for a single or sustainedperformance of superior nature. Limited to the top 10% of each AS level. Cadets who sell $700 inGreenery sales will receive this award. Award is presented in recognition of achievements and serviceswhich are clearly outstanding and exceptional when compared to achievements and accomplishmentsof other cadets. For each additional ribbon earned an additional bronze oak leaf cluster will beawarded.

i. ACHIEVEMENT RIBBON: Awarded annually for a significant achievement in AFJROTC or otherschool activities/events as deemed appropriate in the judgment of the SASI and will be limited to thetop 5% of each AS level. For each additional ribbon earned an additional bronze oak leaf cluster willbe awarded.

j. ACADEMIC RIBBON: Awarded annually for academic excellence as signified by attaining anoverall GPA of at least a 3.0 and have an “A” in JROTC. For each additional ribbon earned anadditional bronze oak leaf cluster will be awarded. A single silver oak leaf cluster will be used for theaward of the fifth bronze oak leaf cluster.

k. CADET LEADERSHIP COURSE RIBBON: Awarded for completion of an approved leadershipprogram (Youth Leadership Conference, Summer Leadership Encampment, Boys/Girls State, CAPEncampment, or Military Academy Summer Seminars) of at least 5 days duration. This ribbon canonly be earned once.

l. SPECIAL TEAMS COMPETITION RIBBON: Is a ribbon awarded to team members for placing1st, 2nd or 3rd in an Air Force or Joint Service (local, regional, state or national-level) Competition toinclude Drill Teams, Color Guard Teams, Academic Bowl Teams (JLAB), CyberPatriot,StellarXplorers etc. For each additional ribbon earned an additional bronze oak leaf cluster will beawarded. A single silver oak leaf cluster will be used for the award of the fifth bronze oak leaf cluster.

m. ALL-SERVICE NATIONAL COMPETITION RIBBON: Awarded to team members whocompeted at a Joint/All Service national-level competition to include Drill Teams, Color Guard Teams,Academic Bowl Teams, CyberPatriot, StellarXplorers etc. For each additional ribbon earned anadditional bronze oak leaf cluster will be awarded. A single silver oak leaf cluster will be used for theaward of the fifth bronze oak leaf cluster.

n. AIR FORCE NATIONALS COMPETITION RIBBON. Awarded to team members whocompeted at an Air Force only national-level competition to include Drill Teams, Color Guard Teams,Academic Bowl Teams, CyberPatriot, StellarXplorers etc. For each additional ribbon earned, anadditional bronze oak leaf cluster will be awarded. A single silver oak leaf cluster will be used for the

o. ORIENTEERING COMPETITION RIBBON: Awarded to team members for completing aunit-specific Orienteering Program or UCO’s ROTC Orienteering course. For each additional ribbonearned an additional bronze oak leaf cluster will be awarded. A single silver oak leaf cluster will beused for the award of the fifth bronze oak leaf cluster.

p. LEADERSHIP DEVELOPMENT REQUIREMENTS (LDR) RIBBON: Awarded annually atthe SASI’s discretion for leadership in LDR activities to cadets who serve as either the Commander orTeam Captain of: Blue Knights, Falcons, Competition Color Guard, Honor Guard, Aeronautics, PTTeam, Cyber Patriot, StellarXplorers and Joint Leadership Academic Bowl (JLAB).

q. DRILL TEAM RIBBON: Cadets must be on the drill team for an entire year/drill season to beeligible to qualify and must have competed in at least 3 drill performance events, i.e., competitions,special school events, community demonstrations (cumulative). For each additional ribbon earned (3drill performance events) an additional bronze oak leaf cluster will be awarded. A single silver oak leafcluster will be used for the award of the fifth bronze oak leaf cluster.

r. COLOR GUARD RIBBON: Awarded for distinguished participation in at least 5 Honor Guardevents for the academic school year. An oak leaf cluster will be given for each additional 5 events. Asingle silver oak leaf cluster will be used for the award of the fifth bronze oak leaf cluster.

s. SABER TEAM RIBBON: Awarded for distinguished participation in at least 3 Saber Team events.A bronze oak leaf cluster will be given for each additional 3 events. A single silver oak leaf clusterwill be used for the award of the fifth bronze oak leaf cluster.

t. MARKSMANSHIP RIBBON: Does not apply to OK-81 since there is no marksmanship program.

u. GOOD CONDUCT RIBBON: Awarded annually to cadets who met the criteria for the attendance,dress and appearance, and longevity ribbons.

v. SERVICE RIBBON: Awarded to cadets who have participated in at least eight hours ofcommunity service in the academic year or sells at least $500 in greenery sales.

w. HEALTH AND WELLNESS RIBBON: Cadets who score at least 50% on any in class AFJROTCPhysical Fitness Test (PFT) will earn this award (based on the PFT-Mass Assessment in WINGS).Cadets who score 75-84% will receive a Bronze Star device; 85-95% earn a Silver Star device; and96-100% earn a Gold Star device. These cadets, if already wearing the ribbon with oak leaf cluster(s),will receive and wear an additional Health and Wellness Ribbon with the highest-level Star Device(s)affixed. Cadets may only earn additional oak leaf clusters during the first and last PFT each academicyear. Duplicate awards of the Bronze, Silver or Gold percentile will be denoted by the addition ofanother star on this ribbon. Should a cadet subsequently score in a higher percentile, only the starrepresenting the higher percentile will be worn. In no case will a cadet mix different color stars, orstar(s) and oak leaf cluster(s) on the same ribbon. With instructor approval, the flight’s logisticsrepresentative will award the ribbon and devices.

x. RECRUITING RIBBON: Is awarded for outstanding effort in support of unit recruiting activities.Cadets must have directly contributed to the recruitment of two new members to AFJROTC. Therecruiting flight commander will develop and use a form allowing new fall Cadets to confirm theyenrolled in AFJROTC because of interactions/recruitment by a more senior cadet. For each additionalribbon, award an additional bronze oak leaf cluster. Award a single silver oak leaf cluster for the awardof the fifth bronze oak leaf cluster. The recruiting flight commander, with instructor concurrence, willapprove this award and distribute the ribbon and approval form to the Cadet’s flight commander.

y. ACTIVITIES RIBBON: Awarded annually for active participation (attend at least 75% of allmeetings) in one LDR activity (other than those that qualify for the Color Guard, Drill Team, andSpecial Teams Competition ribbons.) These include, but are not limited to aeronautics, academic bowlteams (JLAB), PT teams, Cyber Patriot and StellarXplorers. LDR Flt/CCs are responsible for trackingattendance and submitting cadets for this annual award (no later than a week prior to the AnnualAwards Banquet). An oak leaf cluster will be added to this ribbon for each year of membershipbeginning with the second year. For each additional ribbon earned an additional bronze oak leaf clusterwill be awarded. A single silver oak leaf cluster will be used for the award of the fifth bronze oak leafcluster.

z. ATTENDANCE RIBBON: Awarded annually to cadets with no more than 3 school absences(excused or unexcused) per academic term (6 per academic year), in accordance with Chapter 7:Uniform and Awards, Operational Supplement, 10 Feb 2021, and no time in AISP/suspension. Cadetsearn a bronze oak leaf cluster for each additional ribbon.

aa. DRESS AND APPEARANCE RIBBON : Awarded annually, in the spring just before the awardsceremony, to cadets who maintain a 90% or higher average on weekly uniform grades. Anunexcused/missed uniform/not wearing the uniform all day will result in a 0. Cadets receiving thisaward will maintain the highest grooming and dress standards possible. Cadets will earn an oak leafcluster for each additional year they receive this award.

bb. LONGEVITY RIBBON: Awarded annually in the fall for successful completion of eachAFJROTC school year. Cadets will earn an oak leaf cluster for each additional year they receive thisaward.

cc. BATAAN DEATH MARCH HIKE RIBBON: Awarded to honor and remember the sacrifices ofthe victims and survivors of World War II’s Bataan Death March, AFJROTC units may conduct anoptional 14-mile Bataan Death March Memorial Hike. This event must be accomplished on a locallydetermined 14-mile course. Safety is paramount. No fees can be charged to participate in theMemorial March. However, units are encouraged to collect donations which will be given to reputableorganizations that benefit disabled veterans such as The Air Force Association’s Wounded AirmanProgram, the Wounded Warrior Project, Special Operations Warrior Foundation, etc. Completion of theannual Oklahoma City Memorial half-marathon fulfills the ribbon’s requirement.

dd. PATRIOTIC FLAG RIBBON: In accordance with Chapter 7: Uniform and Awards, OperationalSupplement, 10 Feb 2021, this ribbon will be awarded for participation in non-color guard eventsspecifically designed to honor our nation’s flag. Such events include flag raising ceremonies, flagretirement ceremonies, flag folding ceremonies, and historical flag demonstrations. In order to receivethis award, cadets must have participated in a minimum of 5 flag events. This ribbon will also be

awarded to OK-81 cadets who participate in either Edmond’s annual 4th of July parade or as a teammember during OK-81 sponsored Veteran’s Day events.

7. LOCAL AWARDS:a. SHARPEST CADET: Awarded to a single cadet in each flight, each semester (Change ofCommand, fall / Awards Banquet, spring) with the highest uniform inspection average.

b. FLIGHT COMMANDER’S AWARD: Recommended by the classroom’s flight commander andapproved by the classroom instructor. The classroom instructor will also verify the cadetrecommended for this award has a GPA of 3.00 or higher. Awarded each semester to a single cadet ineach flight based on the following criteria: 1.) Uniform inspection scores 2.) Sets a high standard ofconduct in the flight. 3.) Active in our unit. Measurable involvement includes: LDRs, communityservice, greenery sales, and Corps events (Fall Picnic, Military Ball and Awards Banquet).

c. PRINCIPAL’S AWARD: This award is presented annually to one cadet based on his/her combinedmilitary and scholastic excellence. The Cadet must have an overall GPA of 3.0 or higher and an A inAFJROTC. They must be involved in at least one LDR and passing all classes.

d. SENIOR AEROSPACE SCIENCE INSTRUCTOR AWARD: This award is presented annuallyto one AS-300 or 400 cadet whose performance and behavior most nearly reflects those traits ofleadership and academic achievement desired in an Air Force Junior ROTC cadet. They must beinvolved in at least one LDR and passing all classes.

e. AEROSPACE SCIENCE INSTRUCTOR AWARD: This award is presented annually to oneAS-100 cadet and one AS-200 cadet who demonstrates initiative and resourcefulness in performing allduties. They are dependable, actively seek responsibility, and exhibit exemplary behavior. They mustbe involved in at least one LDR and passing all classes.

f. DISTINGUISHED SERVICE AWARD: This award is presented to AS-400 cadet officers whohave made significant contributions to the overall success of OK-81. This award is in appreciation forall they have accomplished in their four years as a cadet. They must be passing all classes.

g. EXCEPTIONAL SERVICE AWARD: This award is presented to AS-400 cadets who havefaithfully served the Cadet Corps. Cadets selected have conscientiously served through exceptionalservice and are deserving of special recognition. They must be passing all classes.

h. MERITORIOUS SERVICE AWARD: This award is presented to AS-300 cadets whodemonstrated sustained superior performance to the Cadet Corps. They must be involved in at leastone LDR and passing all classes.

i. COMMENDATION AWARD: This award is presented to select AS-200 cadets who have highleadership and academic potential. They must be involved in at least one LDR and passing all classes.

j. ACHIEVEMENT AWARD: This award is presented to AS-100 cadets who have demonstratedenthusiasm and a positive attitude towards AFJROTC. They must be involved in at least one LDRand passing all classes.

8. BADGES and criteria that must be met in order to be awarded:

a. DISTINGUISHED AFJROTC BADGE: Awarded annually in the spring, prior to theawards banquet, to one AS-300 cadet for outstanding moral courage, personal attributes,military potential, and academic excellence. The SASI, in coordination with the ASI and withthe concurrence of the principal, selects the recipient of this award. The recipient must haveearned the following ribbons prior to being considered for this badge: Leadership, SuperiorPerformance, Achievement, Academic, Leadership Development Requirement and Service.

b. AEROSPACE EDUCATION FOUNDATION BADGE: Awarded annually in the spring,prior to the awards ceremony to AS 200 and AS 300 cadets with an overall unweighted GPA of3.3, and no grade lower than a C.

c. KITTY HAWK AIR SOCIETY: Awarded annually at the fall Change of Command to AS200 cadets and higher who have achieved an overall unweighted GPA of 3.3, an A in everyJROTC class, and have no grade lower than a C.

d. FLIGHT SOLO BADGE: Awarded to any cadet who possesses a signed FAA-approvedsolo flight certificate. A flight suit is not authorized with this badge.

e. UNMANNED AIRCRAFT BADGE: Awarded for successful completion of the FAA’sPart 107 Remote Pilot Certification Test (all AS levels). Flight suits are authorized forAS-400s, if they are an “active” member of the unit’s unmanned aircraft/multicopter team.

f. AVIATION GROUND SCHOOL BADGE: Awarded for successful completion of theFAA Private Pilot Practical Test (Powered or Glider). Flight suits are authorized for AS-400s.

g. FLIGHT CERTIFICATE BADGE: The highest aviation badge. Awarded to any cadetwho possesses a valid FAA pilot’s certificate. Flight suits are authorized for AS-400s.

h. MODEL ROCKETRY BADGE: Awarded to members of the Aeronautics Club whobuild a model rocket and accomplish two successful launches and recoveries.

Promotion Board Instructions for C/MSgt - C/SMSgtBefore meeting the promotion board, each cadet must ensure they meet all of the requirements for promotion toC/MSgt or C/SMSgt. The Promotion Flight Commander and C/CMSgt will post board dates and times at least oneweek prior to the board. SASI/ASI will confirm cadets eligibility to meet the board.

The Promotion Board: Will be the Command Chief and two OK-81 Wing Staff members. If the Command Chief isunable to attend, the SASI may waive this requirement and all candidates will be informed of the Command Chief’sabsence. Location: A classroom or, with approval, a Cadre member’s office. Remote Board: Use Google Meet.

Cadet - Reporting In: The reporting cadet will salute the highest ranking board member, state their rank, name, andwhat promotion board they are meeting the board for. Example: “Sir/ma’am, Cadet Tech Sergeant John Doe reportingfor the Cadet MSgt promotion board!” After reporting in, the cadet will sit at the position of attention: back straight,eyes and head forward, heels together, feet turned outward ~45 degrees and hands resting on their knees. Stay calmand respectful. Try not to fidget or rock in your chair. Remember, your promotion board wants you to succeed.

Board - Step One; The board will ask, “What extracurricular activities are you involved in?” *ExtracurricularActivities: Active member of a LDR (Honor Guard, Blue Knights, Falcons, Aeronautics, Cyber Patriot,StellarXplorers, PT Team, JLAB, etc.), band/orchestra, any North HS sport, or a job outside of school. If a cadet doesnot participate in any extracurricular activities, thank the cadet for their time and end the promotion board.

Board - Step Two: The promotion board will ask the candidate four questions and evaluate five areas. Each areawill be subjectively graded based on the rubric below. The promotion board members may score in whole and halfpoints. All board member scores must be within one point of the board’s average for each question. For example: 3,4, 5 is ok, but 1, 3, 4 is not. The outlying response of 1 indicates the board member has something to share with therest of the board. After discussion, each board member may assign a new score. Cadets earn their promotion whenthe board’s average score for the combined five areas (each member’s total score, add all scores together, then divideby number of members present) meet the minimum: C/MSgt = 20 points; C/SMSgt = 23 points.

Acommand stated in error, but stated the same way throughout the sequence will count as 1 error. If the cadet isnervous, the board will reassure them and offer an opportunity to restart. Cadets may restart up to 3 times.

Board - Concluding the Board: Tell the cadet, “Thank you for your time, this concludes our promotion board.”

Cadet - Will Report Out: The cadet shall stand at attention, salute, report out and close the door behind them.Example of reporting out: “Sir/ma’am, Cadet Tech Sergeant Jane Doe reporting out!”

Attachment 7Flight Sergeant Selection Process

During the spring semester, interested AS 100 cadets will compete for a select number offlight sergeant positions. AS 100 cadets wishing to serve as a Flight Sergeant for their AS 200year must notify their instructor, by email, of their desire to serve in the role no later thanthe second Friday of March/Spring Break. They must also meet the following minimumcriteria (verified in WINGS): Attain the rank of C/SrA; earned an overall GPA of 3.0 or higher;served a minimum of 8 hours of community service; active in at least one AFJROTC LDR orENHS sport/club; scored in the 40th percentile or higher on a Physical Fitness Test (PFT)during the academic year and was not assigned AISP at any point during the current academicyear. After meeting the minimum criteria, the selection process consists of 4 parts: 1.) amultiple choice test with a minimum passing score of 70% 2.) 30-step drill step execution 3.) auniform inspection and 4.) a board interview using a rubric. Each part is worth 25 points. TheCadre will award an additional 10 points based on classroom behavior, attitude toward theOK-81st and leadership readiness. The Cadre will select the top scoring cadets to serve asFlight Sergeants the following year. The Cadre will select the AS 300/400 Flight Sergeants bythe second week of school in August of the fall semester. Cadets interested in serving in thisrole should notify their instructor by mail prior to the first day of class.

1. A multiple choice test consisting of drill and ceremony, dress and appearance standards, andthe Cadet Handbook. Points are as follows:

2. A graded uniform inspection: Maximum of 25 points with points subtracted for eachinfraction

3. The 30 step drill sequence: Maximum of 25 points with a point subtracted for each mistake

5. Cadre assessment: Maximum of 10 points. Based on classroom behavior, attitude towardthe OK-81st and leadership readiness.

Flight Sergeant Board

Rubric for all AS-100 cadets attempting to become a flight sergeant for their AS 200 year.

Flight Sergeant board will be scheduled by the Personnel Flight Commander.The OK-81st Trng Gp/CC will recommend and the SASI/ASI will approve the board members. Theboard will have three cadets. All three must have previously served as an OK-81st Flight Sergeant. Thepresident of the board will be an AS-400 and they will be accompanied by an AS-300 and an AS-200.

The board will use a classroom or with approval, a Cadre member’s office.

The cadet must salute to the highest ranking board member and state their rank, name, and purpose.Example: “Sir/ma’am, Cadet Senior Airman Jane Doe reporting for the flight sergeant board!”After reporting in, the cadet will sit at the position of attention: back straight, eyes and head forward,heels together, feet turned outward ~45 degrees and hands resting on their knees.

Instructions for board members

After the cadet reports in, every cadet will be asked a total of four questions. Each question will begraded individually by each board member on a scale of 0 – 5. The promotion board members mayscore in whole and half points. All board member scores must be within one point of the board’saverage for each question. For example: 3, 4, 5 is ok, but 1, 3, 4 is not. The outlying response of 1indicates the board member has something to share with the rest of the board. After discussion, eachboard member may assign a new score.

The board will ask the following four questions:1. Why do you believe you deserve to be a flight sergeant?2. What is your greatest weakness and what have you done to overcome that weakness?3. How would you deal with a cadet who routinely disrupts drill and does not follow instructions?4. Please explain how you would instruct two of the following commands?

Air Force JROTC Uniform Policy, JROTC advancement criteria:Cadets are required to wear the Air Force issued JROTC uniform as part of the class. Uniforms will be worn everyTuesday, with exception. By signing below, you and your parent/guardian agree to meet the uniform/grooming standardsestablished in Air Force Instruction (AFI) 36-2903 and meet all requirements listed to remain in JROTC. All of therequirements of AFI 36-2903 requirements can be found on the internet athttps://static.e-publishing.af.mil/production/1/af_a1/publication/afi36-2903/afi36-2903.pdf JROTC classes are one yearin length. Students will be held accountable for meeting the standards for the entire school year.

4. If students do not meet weekly standards/refuses to wear the uniform each week or shows an indifference to theJROTC training, it will have a major impact on their grade. The first incident stated above will result in a zero forthe week, the second violation will result in a phone call home with stated documentation in Infinite Campus, thethird violation will result in a principal referral requesting removal from JROTC.

5. If a student is absent on a uniform day, they must wear the uniform the first day they return to school. If there is asituation where the uniform cannot be worn on uniform day, the parent/guardian must send a note with the studentor call the instructor with the reason. Having the uniform at the dry cleaner is not an excuse for missing a uniformday. You are responsible for dry cleaning all uniform items before they are returned.

6. Twenty percent of JROTC is focused on wellness. A parent must grant approval by signing the JROTC PFT(Presidential Fitness Test) form for the cadet to be in JROTC.

7. ADVANCEMENT/DIS-ENROLLMENT: Attached are the criteria to advance within JROTC from each ASlevel. That sheet is for you to keep. By signing below, you agree to the established criteria in the attachment.There are 4 promotion opportunities each school year and they are on the OK-81st Corps Calendar. It is thecadet’s responsibility to know and meet the promotion requirements during each promotion cycle. ADVANCEMENT: Although JROTC is an elective class, it is also a unique program designed to build citizens ofcharacter. Cadets will have the opportunity to move from each AS level to the next, but the requirements for academicachievement and behavioral responsibility increase at the AS 300 and 400 levels because they must lead by example. It isup to each cadet to take personal responsibility for their grades, behavior, and promotions. Criteria below are for a specific7-week (approx.) promotion cycle, not cumulative. There will be four promotion cycles each academic year. On theThursday prior to scheduled promotion testing, the instructor will check each cadet’s IC for: unweighted GPA, currentcrades and AISP history. Instructors will also review the most recent exception (failing) roster to determine a cadet’seligibility for testing and promotion.
