2016 was an exciting year for Solid Ground. We launched a new housing program; increased the amount of afterschool tutoring offered to K-8 students; expanded enrichment opportunities for children/youth of all ages; and created partnerships to better serve the families in our housing programs.

In August, Solid Ground opened HomeFront, a new supportive housing program that serves long-term homeless veterans and their families. HomeFront is a partnership between Solid Ground, Sherman Associates and the Metropolitan Housing Authority to provide high quality, affordable housing and supportive services to men and women who have served our country and now need our help. Ten years ago, one of every nine homeless persons in the U.S. was a veteran; today, thanks to projects like HomeFront, we have reduced veteran homelessness by one-half! It’s a powerful example of what we, as a community and as a nation, can do to resolve the issue of homelessness when we put our minds, hearts and resources to the task.

In Solid Ground’s 2015-2020 Strategic Plan, one of our four key goals is to grow our impact to meet the community’s needs; the opening of HomeFront is an important step for Solid Ground in achieving that goal. Solid Ground continued to offer housing and services through our other housing programs in Ramsey and Washington Counties; you can learn more about our programs on pages four and five. In all, Solid Ground housed 384 women, men and children in 113 families in 2016; an increase of 20% from the previous year.

One of our most pressing needs in 2016 and today is access to affordable rental units and landlords who are willing to rent to families with less than perfect credit and rental histories. The lack of affordable rental units not only impedes our ability to move families out of shelter quickly and into our HomeAgain and HomeSafe programs, it also limits program graduates who are ready to move out of our East Metro Place program and into the community, thus freeing those units for other families in need.

Expanding housing opportunities is part of a larger effort to increase engagement with, and by, the community. Solid Ground is achieving this by expanding our participation in public policy initiatives that impact families in poverty and those experiencing homelessness. Poverty and homelessness are toxic conditions that will not be overcome without our collective effort. Be on the lookout for emails, posts, policy forums and other invitations from Solid Ground asking you to make your mark on these important issues. Together, we can do more.

GEOGRAPHIC LOCATION AND POPULATION SERVEDSolid Ground served 136 adults and 248 children (384 total persons) in 113 families in 2016 in our site-based and scattered-site housing programs for families experiencing homelessness. Eighty-nine percent (89%) of persons served came to Solid Ground from Ramsey and Washington Counties. Sixty percent (60%) of adults and children served were persons of color, primarily African American. Forty-four percent (44%) of children in Solid Ground housing in 2016 were age 5 and younger.

HOMEFRONT is Solid Ground’s newest program which opened in August 2016. The HomeFront program is both familiar and new territory for Solid Ground. Like our other programs, HomeFront serves families experiencing homelessness in our community. New to us, these are all military veteran families. HomeFront serves 10 households in permanent supportive housing. All units receive Section 8 rental assistance to make the housing affordable for very low income families. Onsite

services are provided to help veterans and their family members achieve housing stability and work towards life goals such as improving their health, securing gainful employment and advancing their education. HomeFront serves about 30 adults and children annually. Solid Ground is excited to have expanded our program and is proud to be able to serve veterans and their families, who have made such sacrifices for our country.

SOLID GROUND PROGRAMS

EAST METRO PLACE provides 20 units of transitional housing for homeless families and is located next to Century College in White Bear Lake where families can stay for up to two years. All units receive rental assistance which makes the housing affordable to very low income families. Adults receive a wide range of services including case management, budgeting, tenant training, parenting, Dialectical Behavior Therapy (DBT) skills-training, referral to mental/chemical health services, and employment and education services. East Metro Place also hosts the Learning & Enrichment Program, an after-school tutoring program. East Metro Place serves about 110 adults and children annually.

EAST METRO PLACE II provides 14 units of permanent supportive housing co-located on the White Bear Lake campus. Seven units serve families with long-term histories of homelessness. All 14 units also receive rental assistance, after-school tutoring and other support services as described above. East Metro Place II serves about 75 adults and children annually.

HOMESAFE provides 12-15 units of scattered-site transitional housing for families experiencing homelessness in suburban Ramsey and Washington Counties. Families receive case management and employment services as well as monthly rental assistance, paid directly to the landlord, based on family/unit size and length of time in the program. The average time a family participates in this program is 12 to 18 months while they work to regain stability and increase their income. The HomeSafe program serves about 80 adults and children annually.

HOMEAGAIN provides 10-12 units of scattered-site rapid re-housing for families experiencing homelessness in Washington County. Families receive in-home case management and employment services as well as rental assistance, paid directly to the landlord, for 6 to 12 months while they stabilize and work to increase their income. The HomeAgain program serves about 80 adults and children annually.

Vicki Slagle was recognized as our 2016 Volunteer of the Year. Vicki has been volunteering with us for 5 years. Over the years, she has volunteered as a Table Captain and with our Girls Club. Vicki can also be seen every week at our Front Desk where she greets clients and visitors and pulls together job leads for our clients. We are so thankful for Vicki’s positivity, kindness and dedication!

In 2016, 579 volunteers gave 6,643 hours of service to Solid Ground! These volunteer hours supported our mission in many ways.

Did you know that there is a dire shortage of affordable housing in the Twin Cities metro area? This is especially true for renters who have barriers to housing including low incomes, poor credit, criminal histories, etc. The first step out of homelessness is to be housed, and Solid Ground is looking for landlord partners to help house families throughout suburban Ramsey and Washington Counties. Families working with Solid Ground receive rental assistance as well as the support of Solid Ground staff in stabilizing and moving forward.
