2017 marked the halfway point of Solid Ground’s 2015-2020 Strategic Plan. We have made significant progress toward our four strategic priorities to: (1) expand services to children and youth to break the cycle of homelessness; (2) provide wellness services to enhance clients’ well-being; (3) increase opportunities for permanent employment; and (4) continue our organizational growth and impact. A highlight from 2017 was the addition of a new Children’s Services Specialist. In recent years we have found that we are serving an increasing number of parents and children with learning disabilities and histories of trauma. this position was created to help our scattered-site housing clients with navigating childcare/early learning opportunities and provide parenting and educational supports. the Children’s Services Specialist role has been invaluable to helping families access the services they need beyond housing. thanks to this and other efforts to collaborate with local schools and preschool providers, early learning enrollment for children aged three to five in all Solid Ground housing increased 24% from 2015 to 2017.

Despite this and other progress, Solid Ground often struggles to even find housing for our program participants. With a rental vacancy rate of less than 2%, applicants with low incomes, poor credit and/or criminal histories, however minor, are shut out of the rental market. In addition to offering monthly rental assistance, Solid Ground launched a risk mitigation fund in 2017 as an incentive for landlords to rent to higher risk families; we have had some success with this approach, but still about one-third of clients in housing search in 2017 were unable to find housing.

the Solid Ground Board of Directors met in July 2018 to determine our next steps in addressing this key challenge. thanks to our many supporters, Solid Ground has achieved a surplus in recent years, and we are committed to using this opportunity to access and create housing opportunities for families in our community. We will not be deterred from our mission to prevent and end homelessness for families. the affordable housing crisis is a community problem that requires a community solution. We thank you for your support and encourage you to do what you can to make sure that all families have a place to call home.

GeoGRAphIC loCAtIon AnD populAtIon SeRveDSolid Ground housed 118 adults and 224 children (342 total persons) in 88 families in 2017 in our site-based and scattered-site housing programs for families experiencing homelessness. Another 28 families received housing search services in 2017. Eighty-five percent (85%) of persons served came to Solid Ground from Ramsey and Washington Counties. Seventy-five percent (75%) of adults and children served were persons of color, primarily African American. Forty-five percent (45%) of children in Solid Ground housing in 2017 were age five and younger.

98% of families in Solid Ground housing achieved housing stability.

67% of families exiting the Solid Ground housing secured permanent housing upon exit.

44% of families increased their income at time of exit from Solid Ground housing.

98% of adults achieved a budgeting goal.

98% of school-age children regularly attended school.

88% of adults enrolled in an education or job training program completed or actively made progress in that program.

75% of participants accessed resources or were involved in their community.

96% of adults achieved at least one parenting goal.

Solid Ground operates five supportive housing programs:

East MEtro PlacE is located in White Bear lake and provides 20 units of transitional housing for families experiencing homelessness. Families at east Metro place can stay for up to two years and receive Section 8 rental assistance. Adults have access to a wide range of services including case management, budgeting, tenant training, parenting, Dialectical Behavior therapy (DBt) skills-training, Getting Ahead classes, referral to mental/chemical health services, and employment and education services. east Metro place also hosts the learning & enrichment program, an after-school tutoring program. east Metro place housed 127 adults and children in 2017.

East MEtro PlacE II provides 14 units of permanent supportive housing co-located on the White Bear lake campus. Seven units serve families with long-term histories of homelessness and seven serve families with disabilities. Families in this program are not limited to two years, rather they can stay for as long as they need. Families living at east Metro place II also receive Section 8 rental assistance and can participate in after-school tutoring and other support services as described above. east Metro place II housed 79 adults and children in 2017.

HoMEsafE provides scattered-site transitional housing for families experiencing homelessness in suburban Ramsey and Washington Counties. Families receive monthly rental assistance based on family/unit size and length of time in the program. Families also receive in-home case management services and support with employment and children’s services. the average time a family participates in this program is 12 to 18 months while they work to regain stability and increase their income. the homeSafe program housed 77 adults and children in 2017.

HoMEagaIn provides scattered-site rapid re-housing for families experiencing homelessness in Washington County. Families receive rental assistance for 6 to 12 months while they stabilize and work to increase their income. Families are also supported with in-home case management and children’s and employment services. the homeAgain program housed 26 adults and children in 2017.

HoMEfront provides permanent supportive housing for military veteran households. All units receive Section 8 rental assistance. onsite services are provided to help veterans and their family members achieve housing stability and work towards life goals such as improving their health, securing and maintaining gainful employment and advancing their education. homeFront housed 33 adults and children in 2017.

Brian Adams was recognized as our 2017 volunteer of the Year. Since 2014, Brian has given his time and energy as a leader of Boys Club, a group for 9 through 15 year old boys, taking them on monthly excursions. Brian also volunteers as a tutor and has gone above and beyond to help out kids during difficult times. Thank you, Brian, for your dedication to the kids and families at Solid Ground!

solid ground’s new Mentoring Program

seeks to break the cycle of homelessness for youth by tapping into

the inherent potential of each young person

through engagement with mentors, parents, peers, and community members. We are

currently seeking volunteer mentors to pair with kids ages 10-16 and living in solid

ground housing. Mentor pairs will meet weekly over the course

of a year and solid ground will support the relationship through ongoing training and activities.
