1. Support hydro power plants under PetroVietnam for optimal operation and bidding in Vietnam

Competitive Generation Market (2014)

The general objective of this project is to provide optimal solution for hydro power plants under

PetroVietnam for operation and bidding in Vietnam Competitive Generation Market to maximize its

revenue as well as profit based on market rules, actual condition of power plants and number of

reservoir operation constraints. The tasks including:

The general objective of this consultancy service is to provide international expertise, and support and

assist the ERAV to successfully implement Pilot Demand Response program(s) under DEP Component.

For the duration of this assignment, the main objectives of project are:

Based on draft regulations, proposed incentives and reports from previous ERAV

consultancies, design pilot/trial Demand Response (DR) program(s) starting in at least one PC,

and then extending to other PCs, including setting of objectives, customer DR target of

program(s), baselines of performance indicators, implementation arrangements of pilot DR

programs, data collection and reporting requirements, and monitoring and evaluation

arrangements;

Support ERAV in addressing issues to ensure effective implementation and in monitoring of

pilot DR programs (duration of pilot 12 months);

Support ERAV in evaluation of results, successes, lessons and issues to be addressed

The project involved Diamond Energy Services Pte Ltd and Vietnam MW Co., Ltd.

3. The electricity supply chain analysis and Proposals for Revamping (2014)

Public Utilities Commission of Sri Lanka (PUCSL) intends to engage the task of carrying ou t a supply

chain analysis of the electricity generation in Sri Lanka. The main objective of this study would be to

identify the costs of the existing supply chain up to the Generation Transmission boundary and to find

ways to revamp the supply chain with a view to reduce the costs of generation. The tasks including:

1. Conduct a supply chain analysis in electricity generation covering all areas up to the Energy

meter between generation licensee and transmission licensee including following and make

recommendation on revamping measures based on the analysis

o Fuel procurement, storage and transportation, and related agreements

o Equipment procurement maintenance, and retirement procedures

o Material procurement, stock holding and supply procedures

o Accounting Policies on plant depreciation

o The analysis should take into account all cost that contributes to the capacity and

energy costs

2. Scrutinize common cost apportioning methods used by utilities.

3. Scrutinize the apportionment of overhead costs to other non- utility activities conducted by

utilities.

4. Smart Grid implementation support consultant for National Transmission Corporation of Vietnam &

The World Bank (2013-2014)

By means of technical assistance, the World Bank intends to support NTP in capturing the

opportunities of new technologies and relevant international experience on developing the national

smart grid in order to improve the efficiency, resilience, and increase the transmission grid’s ability to

absorb intermittent renewable energy resources such as wind and solar. More specifically, the World

Bank intends to: (i) support NPT to refine the existing Smart Grid tentative roadmap; (ii) define and

help NPT perform technical and economic analyses of some priority projects (which actual

implementation will be financed by the Bank); and (iii) define metrics for the success of the roadmap

as a whole and for the specific projects to be financed by the Bank. It is expected that the consultant

will bring top-notch, state-of-the-art knowledge with regard to the applications that NPT intends to

implement and increase the capacity of in order to analyse, prepare, execute, and monitor the success

of smart grid activities. The tasks including:

1. Refined Smart Grid Roadmap Strategy Document for NPT

2. Detailed Technical and Economic Assessment of Priority Smart Grid Actions to be Financed by

the Bank

5. Strategic Options for Enhanced Financial Performance of Vietnam Electricity (EVN) (2013-2014)

The objective of the proposed consultants’ services is to support EVN in developing a comprehensive

strategy for enhanced financing performance of its group of power companies, including EVN

corporate, the Gencos, Power Corporation (PCs), National Power Transmission Corporation (NPT) and

developing financial recovery plan(s). While recognizing the impacts of broader sector restructuring

and general state enterprise performance issues as well as the on-going efforts to address them, this

study will focus on addressing performance matters from financial, operational and technical

perspectives. The project involved AF Mercados Consultant and Vietnam MW Co., Ltd.

6. Consulting Service For Establishing Technical Specifications of AMI for Vietnam (2013)

The objective of this assignment was to design of a standard integrated structure, technical

specification, functional requirements to be met by an advanced metering infrastructure (AMI) system

and its main components. The tasks including:

1. Review and analysis of existing metering systems and current experience in the applications

of AMR/AMI in Vietnam (including 5 PCs: Ho Chi Minh City Power Corporation, Hanoi Power

Corporation, North Power Corporation, Central Power Corporation and South Power

Corporation).

2. Review and analysis of current AMI applications in emerging countries comparable to

Vietnam;

3. Design of a standard integrated structure, technical specification, functional requirements to

be met by an AMI system and its main components (such as meters, information

communication equipment, communication technologies, MDMS, In-home displays, Web

portal, …) that will be applicable for PCs.

4. Identification and analysis of technological options available meeting the functional

requirements identified in the previous task and compatible with the communication

infrastructure existing in Vietnam; estimation of related investment and operating costs;

5. Assessment of the economic and financial feasibility of AMI systems in Vietnam.

The project involved AF Mercados Consultant and Vietnam MW Co., Ltd.

7. Consulting and building new SCADA system at Se San 3A Joint Stock Company office (2013)

Consulting and building new SCADA system at Se San 3A Joint Stock Company office, this system can

connect to DCS system, remote control and supervisory the power plant far from 90 km. The work

including: Survey existing Distributed Control System (DCS), gateway system, tele-communication

system; Consulting and building system in Gateway configuration, database design and building,

software development, Man-Machine Interface building, communication installation and

configuration, installation and Integrated system, End – to – end testing.

8. Assessment of Transmission Charges and Transmission Marginal Loss Factors (2013)

The project concerned with providing an assessment of how a number of candidate generation

projects under consideration in North Queensland would affect the Cost Reflective Network Pricing

(CRNP) transmission pricing regime in Queensland and an assessment of the marginal transmission

loss factors for each candidate project. In order to do this, a number of power flow studies of

Queensland’s power system were carried out by VietnamMW, to support the economic and technical

assessment conducted by Intelligent Energy Systems (IES).

9. Vietnam Rural Distribution Project: Organisation of District Power Distribution Company (2012-13).

The objective of this assignment was to assist Vietnam's Power Corporations in evaluating the

organisation functions and management arrangements of the District Branches that operate under

Vietnam's provincial power company, and establish a unified organizational model applicable to all

district branches, in order to enhance their efficiency. The project involved Dr. Stuart Thorncraft

(Intelligent Energy Systems - IES) and Mr. Nguyen Thanh Nam (VMW).

10. Vietnam Rural Distribution Project –component: Network Modelling (2011-12).

Consultant shall conduct an assessment of the existing and required network modelling systems for 5

Power Corporations (Distribution Utility) in Vietnam. Following a preliminary assessment, Consultant

sets out a set of recommendations in regards to the required training and systems and proceeded to

conduct a training course, building exercises, building network modelling to improve the knowledge and

capability of the Power Corporations. Mr. Nguyen Thanh Nam undertook this project as an individual

consultant to Central Power Corporation (EVNCPC).

11. Power market trading system for PetroVietnam Power Corporation - PVPower (2011-2013).

Vietnam Power Market is operated in 2012, all of power generation companies must competitive to

sell electricity in the market. PVPower is biggest generation company in Vietnam, the annual revenue

approximate 1 billion US$. PVPower need an optimization trading system to help them make long-

term planning, short-term planning and strategist bidding in the market with the aim is maximize their

revenue/profit. Vietnam MW is chosen to develop the system, PVP completely satisfy with the system

and our solution.
