    Draft budget included a new capital wish list which was created assuming theproposed by-law would be in place and the necessary changes that would berequired due to increased flows.

    Treasurer Holly Morrison suggested that the Board may wish to consider settingcommercial rates for those businesses which do not have an agreement prior to2011.

    7. Public Question Period:

    1) Calvin ConferMr. Confer noted an error in the minutes, showing Ross Slaughter as beingemployed by Genivar. Mr. Confer had some observations regarding the draftbudget and would like to see a broader business plan in place rather than ahaphazard one. Further, he would like to see where the revenue is comingfrom before moving forward with the FIT application and the by-law. Thebusiness plan submitted by Genivar in 2012 could be reviewed and madeavailable to the public at the time of the public meeting regarding the by-law.

    2) David ChapmanIs there a Biodigester anywhere in Ontario that is a benchmark of success?

    Mr. Chapman suggested it may not be Chatsworth and Georgian Bluffsresponsibility to pioneer environmentally responsible human wastemanagement.

    Mr. Chapman urged the Board to ask, if we are in the business of pioneeringthis process and, if not, why are we doing this?

    In field, water quality and quantity sampling and testing of dewatering of septageis on hold until an engineering firm has been acquired through RFP and theBiodigester is up and running.

    11. New Business:

    1) Application for FIT to OPANov 1

    Timeline for application is November 4 to December 20, 2013

    Generally, the cost to apply has been $3,000-$4,000. Joint Board directs RossSlaughter to prepare the application for submission. A formal motion will beprepared for the next meeting. It was noted that we do not currently have 3-phase power available, however a FIT application is being made for a solar-power project nearby which will require 3-phase power and, if approved, mayallow for access at the Biodigester.

    2) Application to OPA for up to $500,000 grant for municipalities using

    biodigesters

    November 12, 2013 is the deadline for application.

    3) OMAFRA odour assignment number

    Odour assignment number for Georgian Bluffs is OA11-1006.

    4) Digestate quality

    This information will be added to the letter being sent Rick Chappell at the localMinistry of the Environment.

    1.0 IntroductionThe following report summarizes operational data, maintenance activities and compliance issueidentified during the month of September, 2013. This report includes all information required underAppendix H of the Georgian Bluffs Services Agreement.

    2.0 Wastewater SystemDerby Lagoons2.1 Influent FlowsThe influent flows are determined through records provided by the Septic hauler and are tabulatedas follows; for the month of September, the total influent flow was 696.78m 3, with an average dailyflow of 23.23m3or approximately 40.39% of the rated capacity based on the monthly average.

    2.2 Treated FlowsThe irrigated flows for the month of September were 0.00m3based on data collected on 31 July,2013 (193,474m3) and compared to data collected on 30 September, 2013 (193,474m3). The totaleffluent volume pumped year-to-date is 9,477m3.

    2.4 Repairs and Maintenance DetailsA rebuild of the effluent spray pump was completed consisting of the replacement of the followingparts; check valve, butterfly valve, various fittings, piping, and flanges. There was a temporaryrepair on the suction line from the lagoon to the building. It is recommended that this line bereplaced in 2014.

    2.5 Regulatory Issues

    The Annual Derby Lagoons Inspection was scheduled for Tuesday, 5 June, 2012 with Ministry ofthe Environment officer, Rhonda Shannon. The final report has not been received by Veolia WaterCanada.

    2.6 Consumer Complaints/Inquiry and Actions CompletedVarious odour complaints have been received throughout the month of September by theTownship and Ministry of the Environment. The odour complainants to date are at the followingaddresses;

    Odour monitoring has been conducted by various persons and various times to troubleshoot theseodour complaints. All necessary documentation is being collected to ensure that all complaints /monitoring is being addressed in a timely manner to rectify this issue as soon as possible.

    Strategic Plan:

    3.1 Water & Waste Water System

    Operate water and waste water systems to maintain a high standard of public health andsafety, protect the environment and ensure long term financial sustainability.

    3.2 Solid Waste Management

    Manage solid waste to protect public health and minimize environmental impact throughwaste reduction, diversion, recycling and re-use.

    Background:

    On July 7 2013, staff noticed a sparks coming from the flywheel near the end of thegenerator. Rolan Mechanical was requested to attend to determine what the problemwas. The flex plate and bearing were checked. There was no obvious sign of problemsor wear on the stator. Sparks were unexplained. July 13 2013, did compression test onengine and serviced engine upon start up. Regulator failed and a temporary one wasput in place. July 19, noticed noise, July 20 shut the generator down. July 23, thegenerator bearing was replaced. August 10 2013, could hear the generator bearingagain. August 14, the circuit board and the bearing were replaced. September 4, could

    hear bearing again, September 7 2013, the generator was shut down, the generator wasremoved and, upon inspection, it was found that the aluminum on the rotor had meltedand the generator was beyond repair.

    Roland was asked to evaluate the damaged generator and determine why it had failed at20,000 hours instead of the expected 40,000 hrs. Staff determined the generator wasbeyond the manufactures one year warranty period and no compensation was available.The report prepared by Rolan details several contributing factors that may haveshortened the lifespan of the generator. See the attached report from Rolandsummarizing these factors. Staff proceeded to investigate alternative generators fromseveral suppliers. It was hoped that by selecting a larger capacity generator it would beless susceptible to the stresses detailed in the reports. Also it would provide a generatorthat could perform well beyond its expected life span.

    Staff contacted:

    - Stamford in Hamilton they quoted on a UCI274H1 with PMG, which is 2 sizes larger.

    -Sommers Electrical also recommended going with the same size unit with PMG.

    -Rolan also suggested up-sizing the generator. After looking into the PMG, it was not

    worth the extra cost with the safety settings we already have.

    By selecting a larger generator, concerns with capacity on Hydro ones networkwerebrought up. ANF solutions recommended we contact Hydro One for approval of thelarger capacity Generator. The recommended generator would be able to handle largerfault currents, which in turn could cause damage to utilities. Hydro one was contacted.They said the new, larger capacity generator would be acceptable and safe to connect to

    the grid. The Township was asked to supply an updated single line drawing to HydroOne for approval. Martin Machinery suggested the Township try to reduce the ambienttemperature inside the building housing the generator. Also, when Martin Machinerysized our current generator, they sized it 2 sizes bigger at the current power factor rating.

    Trademark Mechanical was contacted and asked to provide an independent evaluationof the generator and the cause for the failure. This report has been attached for yourreference.

    It is expected, based on the recommendations from three different mechanical andelectrical specialists, the larger generator will run cooler, under less stress and providethe same or better electrical output, ultimately extending the life of the generator.

    Financial Considerations:

    Three quotes were received:

    Sommers - $9896.75 plus installation

    Rolan - $6959.00 plus installation

    Stamford - $8466.69 plus installation

    Recommendation:

    Be it resolved that the Georgian Bluffs Chatsworth Joint Biodigester Board receive thereport prepared by Biodigester Operator, Troy Unruh and further recommends staffpurchase the new generator (Serial # UCI274H1) from Roland Mechanical at the quotedprice of $6959.00 plus the cost of installation. Further, that staff investigate options toreduce the ambient temperature around the generator and report back with solutions andcost implications.

    Cause of Failure and Recommended Repair Report

    Notes:

    Symptoms;

    The unit was emitting an occasional spark from the fan of generator, and the bearing was failing

    prematurely, as well as the AVR (voltage regulator) failed .

    Observances;

    Upon disassembly the rotor was found to be defective, as a number of the aluminum bars were

    melted back into the laminations.

    Diagnosis;

    The melted bars are intended to equalize or further dampen any imbalances in the power

    system, which means any phase to phase voltage imbalances, but more specifically current

    imbalances.

    Overheating of these bars is the primary cause of failure, but the cause of overheating is

    complex, and all of the following could contribute; higher than 40C ambient air, clogged air inlet

    screens, excessive build-up of dust on the rotor, unbalanced grid current, poor power factor

    (over or under sensitive control), dirty power and/or fluctuating voltages, engine misfiring for

    long durations.

    In communicating with other experts, there seems to be a consensus that operating a

    generator on single phase as well as grid-tying it, are 2 factors in causing premature

    overheating if operating at close to 100% load.

    Conclusion;

    While this generator operated for 20000+Hrs, we still consider this to be somewhat of a

    premature failure, as we would expect to see 40-50000Hrs, so we need to look at what may

    have been some of the most likely contributors to this failure.

    The generator is rated at 100Kw at 105C temp rise @ .8PF (Power Factor) which means it was

    operating at 100% of its rating during 100% power export, so with the fact that this unit is

    running on a soft feeder (far from HV distribution) there is a high likely-hood of harmonic

    distortion on the line, or in general dirtypower, along with the fact that it is single phase and

    operating in the reserve range at times, and operating in a high ambient temp enclosure,

    especially when the boiler is operating at the same time.

    Suggested remedy;

    1) Replace generator with an 115Kw oversize model to allow 100% export and still staying inthe

    Here is the reply from our Engineering group

    The primary issue was high current through the damper cage bars and end rings.

    Subsequently some bars opened at the connection to the end ring; then the bars

    essentially grounded to the core and current passed between bars via the core iron,

    causing iron heating as well as bar heating. A single phase machine has a pulsating

    field that induces more current in a damper winding than would occur with a three

    phase winding. Based on the feedback from Stamford to the customer, there is a

    possibility that the cage winding in this generator is not large enough for the 100kw

    single phase rating; and that may be the fundamental reason that the generator

    needs to be replaced with a larger power rating. In fairness to Stamford, if the load

    was in fact at 0.8 PF, the generator would be producing 125 kva at 100kw load, and

    the current would be 25% above rated. That would result in increased current in

    the rotor cage and could have contributed to the failure.
