2011 SHLAA Update
Strategic Housing Land Availability Assessment 2011 Update The 2010 SHLAA1 has been updated for a number of reasons:
To incorporate the latest annual residential monitoring results for the
year 2010/2011. The annual monitoring exercise records schemes gaining planning consent for housing, updates progress on sites with an extant planning consent for housing and adjusts supply where housing schemes have been completed.
To adapt the 2010 SHLAA to the City Plan timeframes which now
extend to 2030. The anticipated adoption date for the City Plan is 2014 so the five year supply timeframes start from April 2014. Supply in the period 2010 – 2014 is also assessed.
To review some of the 2010 SHLAA data and to reflect further technical
work undertaken for the consultation on Planning Policy Options (October- December 2011) including the Housing Delivery Target Options which were consulted upon.
To update and inform the housing trajectory in the latest Annual
Monitoring Report (December 2011); and
To assist in taking forward the housing delivery policy formulation in the City Plan.
The schedules attached summarise and illustrate anticipated housing delivery over the plan timescales 2010 to 2030. The schedules also illustrate what is expected to be delivered spatially across the city in terms of the Development Areas (DA1 – DA7) that will be identified in the City Plan2 and across the rest of the City. In overall terms, the update illustrates that there is a potential ‘capacity’ for around 11,500 dwellings to be delivered over the City Plan timeframe to 20303. The preferred housing target delivery option4 consulted upon was 11,200 which equates to an annual average delivery rate of 560 dwellings per annum which reflects past delivery rates over the last 15 years. However, the housing trajectory graph illustrates that, in reality, delivery is likely to be lower than this over the first ten years of the Plan reflecting the

impacts of ongoing economic recession with a return to higher delivery rates later in the Plan period. Taking account of the development anticipated in the 2010-2014 period (1558 dwellings which will include some completions for the year 2010/2011) a target of 11,200 dwellings would imply that housing delivery over the outstanding Plan period 2014 – 2030 would need to be 9,640 dwellings (11,200 – 1558 = 9642). The identified supply summarised at Table E indicates that there is potential supply for 9200 dwellings from currently identified sites in the 2014 – 2030 period and that some development from anticipated ‘windfall’ development5 (Table F) would easily make up the required delivery to 2030. Details of site assessments and site plans can be accessed on the Council’s website. NB: There will be further annual updates of the SHLAA to monitor likely housing delivery within the City over the plan period.
5 Windfall sites are those that come forward unexpectedly and cannot be easily identified e.g. in Brighton and Hove they are often small scale conversions and changes of Use. Historically small windfall development has contributed 30% of all residential development.
