    SINGAPORE MarketOverview

    Market Overview

    The white collar employment market in

    Singapore has rebounded strongly in

    the atermath o the global economic

    downturn. Jobs growth is occurring across

    all proessional occupation groups and the

    employment outlook or 2011 is buoyant.

    Our annual employment survey, which

    this year includes responses rom over

    400 senior managers rom Singapores

    corporate sector, reveals 53% o employers

    anticipate an increase in sta numbers over

    the next 12 months. Some 41% believe their

    stafng levels will remain stable, with only

    6% saying a reduction in headcount is likely.

    The initial phase of recovery began in

    the last quarter o 2009 and was driven

    primarily by companies that were already

    established in Singapore. Many were

    operating with signifcantly reduced

    sta numbers as a consequence o

    the redundancies that occurred during

    the downturn. As business conditions

    improved, these employers increased

    headcount quickly rom a very low base in

    order to take advantage o opportunities

    for growth. This resulted in a sharp spike in

    hiring activity during the frst hal o 2010.

    While this trend has continued into

    the second hal o the year, the rate o

    investment in new sta has moderatedwith most o the critical hires or the

    year already completed. Companies

    remain cautious about their bottom lines

    and are hiring based on their stafng

    requirements or the next six months,

    as opposed to the next two years.

    Fortunately, this slight easing in hiring

    activity is being oset by the entry o

    new multinationals into the Singapore

    market. Global companies are looking to

    Southeast Asia as a core growth market

    given the ongoing uncertainties plaguing

    the US and European economies. Within

    Southeast Asia, Singapore is regarded as

    a logical business hub with a well qualifed

    workorce and the required inrastructure

    to support international business activities.

    Government tax incentives have urther

    encouraged multinationals to set up

    regional headquarters in Singapore and

    this is also having a positive eect.

    The nancial services, bio-pharmaceutical

    and semicon industries are experiencing

    high levels o jobs growth and we

    anticipate this will continue in 2011. In

    fnancial services, more banks are setting

    up regional hubs in Singapore and this

    is driving demand or proessionals

    with specialist skills in compliance and

    technology. Private banking is a core

    growth market and many employers are

    recruiting seasoned banking talent rom

    overseas markets like the UK and Europe.

    The labour market is tightening and staff

    retention is becoming a major challenge oremployers. During the economic downturn,

    companies retained their top ront line

    perormers and support sta with business

    critical skills. Many o these employees were

    asked to cope with increased responsibility

    and work volumes, without a review o

    salary. Now that the employment market

    is recovering, these employees are less

    cautious about a career move and are

    actively looking or their next opportunity.

    Recruitment activity in the nance sector is

    increasing as market conditions continue

    to improve. Both local and multinational

    companies are investing heavily in growth,

    with more than hal o the companies

    surveyed expecting an increase in sta

    numbers over the next 12 months.

    There is consistent demand for Financial

    Analysts with strong business partnering

    experience. Other niche skills in areas

    such as treasury and tax continue to be

    highly sought ater as companies aim to

    better manage cash and oreign currency

    risk, as well as comply with local tax

    regulations rom other regions within Asia.

    We are also seeing increasing demand or

    compliance proessionals as businesses

    place more o an emphasis on corporate

    governance and risk management.

    As the popularity o Singapore as a fnancial

    hub grows, companies are expandingtheir operations and establishing new

    ofces and regional headquarters. This

    activity is expected to urther increase

    the demand or fnance proessionals

    in 2011. Strong communication skills

    and excellent commercial awareness

    will be particularly sought ater to help

    companies support this growth.

    Financial Services

    Recruitment activity in the nancial

    services industry has increased over

    the last 12 months, with more than hal

    o the companies surveyed reporting

    an increase in hiring activity.

    Teams are expanding within theinrastructure divisions as Singapore

    continues to establish itsel as an

    operational hub. Strong demand is being

    seen or client onboarding, reerence

    data and project roles. Recruitment in the

    risk and compliance area has also been

    positive at all levels. Local candidates with

    established relationships with regulatory

    authorities are particularly sought ater.

    The requirement for middle and senior

    management positions has returned to

    the fnance sector, with rising demand

    or product control and fnancial

    planning and analysis proessionals,

    particularly at the Associate Vice

    President/Vice President levels.

    Hiring in front ofce areas has varied by

    institution. There has been an overall

    increase in demand or proessionals in the

    equities markets, as well as for Relationship

    Managers, as banks look to generate

    revenue and expand their existing customer

    base. We are also seeing a strong ocus on

    transaction banking, cash, trade, structured

    trade and commodity fnancing roles.

    The strong hiring activity in the sector

    looks set to continue into 2011. I positive

    market conditions continue, banks

    will persist with their expansion plans

    and this will drive new jobs growth.

    Singapore continues to establish itsel as

    a prime location or pharmaceutical and

    biomedical operations. A growing number

    o multinational companies are looking

    towards Singapore as a regional hub or

    their research and development activity,

    with signifcant investment rom newmultinationals being seen throughout 2010.

    The Singapore Government continues to

    invest in the Science Park and Biopolis

    to help meet this increasing demand.

    With the primary ocus on high-tech

    manuacturing, the biologics industry is

    suering a skills shortage or technical

    roles, particularly at the senior level. Clinical

    operations and clinical quality proessionals

    are also in high demand as more major

    Contract Research Organisations (CROs)

    choose to invest in the country.

    Many large scale pharmaceutical mergers

    took place in early 2010, which caused most

    an increasing number o companies are

    looking for the traditional HR function

    to have more o a strategic ocus. As

    companies plan their hiring strategies or

    the year ahead, highly experienced Talent

    Managers are becoming particularly soughtater to help implement talent acquisition

    and succession planning strategies.

    Demand is also increasing or proessionals

    with experience in setting up Shared

    Services operations in Singapore.

    Companies are looking for professionals

    with an understanding o dierent cultures

    as well as the knowledge to recommend

    and support organisational structural

    efciencies. Bilingual language skills are

    very highly regarded, particularly English,

    Korean, Japanese and Mandarin.

    As more companies expand to position

    procurement and supply chain

    proessionals increased steadily throughout

    2010 in line with rising global consumer

    demand. Experienced proessionals

    in the areas o strategic procurement

    and demand planning are particularlysought ater as more companies ocus on

    developing efciencies in their operations

    and implementing cost control measures.

    With economic conditions improving

    across Asia, particular demand is also

    being seen or talented proessionals

    in the electronics and FMCG areas, as

    well as in the 3PL and energy markets.

    As more companies transer their global

    supply chain unctions to Singapore, hiring

    activity is expected to increase steadily

    throughout 2011. O the companies

    surveyed or this report, over 50% intend

    to increase employee numbers during

    this period. Competition is also expectedto increase or talented proessionals

    at both local and oshore levels. More

    The property market in Singapore and

    the wider South East Asia region began

    a steady recovery in 2010 and is now

    looking or increased investment to help

    sustain growth. As the property und

    market improves, demand will continue

    or proessionals with solid investmentand transaction related experience.

    Leasing and development roles are also

    increasingly required as the property

    development market continues to grow.

    During the global economic downturn,

    employment opportunities in the property

    and construction sectors signifcantly

    decreased. I the economy continues

    to strengthen over the next 12 months,

    the positive hiring activity experienced

    throughout 2010 will continue. Some 46%

    o respondents surveyed predict that a

    proessional skills shortage will be an issue

    or their business over the coming year.

    Sales & Marketing

    Throughout 2010, high demand has been

    seen or sales proessionals in revenue

    generating roles such as Business

    Development Managers and local and

    regional Sales Managers. Proessionals

    with the ability to deliver immediate sales

    results have been particularly sought ateracross all levels and industry sectors.

    The level of hiring activity for marketing

    proessionals grew steadily throughout

    early 2010, with a sharper increase in

    demand occurring in the second hal o

    the year. The strong recruitment activity

    is a positive sign that companies are

    expanding their back ofce unctions

    to help support and sustain business

    growth. Particular demand is being seen

    or Marketing Specialists and Marketing

    Managers. Whilst many companies

    are seeking proessionals with brand

    management and product management

    backgrounds, there is also an increasing

    demand or proessionals with retail insight

    and customer marketing experience.

    Recruitment activity in the sales and

    marketing sectors traditionally slows down

    towards the end of the year. Companies

    will be using this period to assess the

    economic recovery and will most likely

    begin hiring again in the New Year.

    The employment outlook is positive for both

    sales and marketing proessionals in 2011.

    Companies that have strengthened

    their sales teams in 2010 will be looking

    to sustain this growth and are likely to

    continue their recruitment campaigns

    at a steadier pace next year.
