ForewordThe Bureau of Standards, Metrology and Inspection (BSMI) undertakes the responsibilities of ensuring a fair-trade environment for commodities, assisting in the development of industries and protecting consumer interestes. To fulfill the responsibilities, the BSMI establishes a national conformity assessment infrastructure based on international practices, which lays the foundation for sustainable development of the industry as a whole and forms a platform that the consumers rely on for product safety.

I. Activities

1. Standards

National Standards

The purpose of setting up national standards is to protect the common interests of the whole society by establishing a fair trade criteria, to enhance the cost-effectiveness of manufacturing process by enabling the interexchangibility of products and to facilitate economic development by reducing technical barriers to trade. Out national standards are developmed in accordance with the Standards Act and the Regulations Governing the Establishment of National Standards. The full name is National Standards of the Republic of China and abbreviated as CNS, which is used as the symbol for international information exchange.

The CNS is developed and revised based on the national economic development plans and the specific needs of industry. Under the obligations of the WTO/TBT Agreement, priorities are also given to harmonize the national standards with related international standards. With a view to promoting our national standards and enhancing industrial development, the BSMI actively participates in activities of international standardization bodies.

CNS Mark

The CNS Mark Certification System (CNS) is a voluntary product certification system enforced in 1951 in order to promote the use of national standards. The purpose of issuing a CNS Mark is to demonstrate the compliance of product quality with national standards and the compliance of manufacturers’ quality management systems with the requirements of international standards. Manufacturers with manufacturing quality management evaluated to comply with relevant regulations, and with products inspected to comply with national standards, can apply for the CNS Mark. The manufacturers may gain the confidence from the confidence from consumers in order to promote their products and the consumers’ interests may be protected by purchasing products of excellent quality.

2. MetrologyMetrology is the fundamental infrastructure of national economic and social development. It relates closely to many aspects of our daily lives, including commercial activities, industrial development and upgrade of technology. The BSMI is in control of national affairs of metrology. It developed measures to ensure harmonizat ion of m e a s u r e m e n t u n i t s a n d a c c u r a c y o f measurement results so as to provide services for the industry.

Establishment and Dissemination of National Measurement Standards

The BSMI is responsible for the establishment, maintenance and dissemination of national measurement standards, development of techniques for absolute standards in scientific metrology, industrial metrology and legal metrology; establishment of independent measuring standards; harmonization of national standards with international standards, and provision of international, traceable measuring standards to industries via calibration services.

Verification and Inspection of Measuring Instruments

Measuring instruments that are announced by the Ministry of Economic Affairs to be subject to metrological control shall be verified by the verification body to ensure that tey comply with the regulatory requirements for composition, construction, performance and errors when they are transported out of the factory or imported. All measuring instruments that pass verification will be affixed with the logo “ ”or issued a conformity certificate.

Instruments that do not pass verification will not be allowed for use or sale. The BSMI conducts random inspection of verified instruments that are in use to ensure that they continue to comply with the requirements. Measuring instruments that have passed inspection will bear an inspection compliance mark and those that do not pass inspection will attached with markings of stopping use after the removal of thier verification compliance seals or marks. In order to be able to be used again, these non-complying measuring instruments are required to be repaired within a certain time limit and pass verification after a new application is made.

Type Approval of Measuring Instruments

Type approval is the evaluation and approval procedures for all elements, such as the construction, composition and technical characteristics, that will affect the performance of measuring instruments. Type approval is a procedure prior to verification and inspection. It is used to ensure that measuring instruments continue to maintain accuracy in terms of construction, composition and performance through a series of performance inspections. The implementation of type approval not only simplifies the operation of verification, but also ensures and enhances the quality of measuring instruments, which benefits directly or indirectly manufacturers, users and consumers. Under the trend of regional economic integration, mutual recognition of type approval between countries would help reduce trade barriers faced by measuring instruments when crossing borders.

Management of Measuring Instruments Enterprises

Those who manufacture, repair, or import measuring instruments have to apply for permission and licensing from the BSMI.

3. Inspection & Certification of CommoditiesThe BSMI is the competent authority for commodity inspection and certification, and may operate related certification programs for products or management systems in accordance with laws. Based on the principles of trade facilitation and liberation, products are inspected by following four conformity assessment procedures, namely batch-by-batch inspection, registration of product certification, monitoring inspection and declaration of conformity, before they can be placed on the market. By so doing, the BSMI protects consumers from hazards arising from unsafe products and ensures protection of the environment.

4. Management System CertificationWith a view to enhancing the level of quality management of Taiwan’s organizations, improving environmental performance, ensuring occupational health and safety, assuring

information security management and reducing food safety hazards, the BSMI provides services of quality, environment, information security and food safety management systems certification as an independent third-party certification body. The services are provided based on Regulations Governing Implementation of Management Systems Certification, which was adopted by the Ministry of Economic Affairs on January 9, 2002.

ISO 9001 Quality Management System Certification

ISO 9001 was adopted by the International Organization for Standardization (ISO) in March 1987 and revised in December 2000 as the international standard on the implementation of quality management system for organizations. The goal of the standard is “to specify requirements for a quality management system for any organization that needs to demonstrate its ability to consistently provide products that meet customer and applicable regulatory requirements and aims to enhance customer satisfaction through the effective application of the system.”

ISO 14001 Environment Management System Certification

ISO 14001 was adopted by the ISO in September 1996 and revised in November 2004 as the international standard on the implementation of environment management system for organizations. The goal of the standard is to “specify requirements for an environmental management system to enable an organization to develop and implement a policy and objectives which take into account legal requirements and other requirements to which the organization subscribes and information about significant environmental aspects to control impacts resulted from its manufacturing activities, use of products and service processes so as to demonstrate its environmental performance and achieve the ultimal goal of environmental protection and pollution prevention.”

information security management system (ISMS) for organizations. The goal of this standard is to specify requirements for establishing, implementing, maintaining and improving a documented ISMS within the context of the organization’s overall business risks. It also ensures that an organization comply with information security requirements determined by risk assessment, applicable regulatory requirements and other requirements and that appropriate and pertinent security control measures are selected to protect information assets and to enhance the confidence of the relevant parties.

OHSAS 18001 Occupational Healthy and Safety Management System Certification

OHSAS 18001 is a standard on the implementation of occupational health and safety management system, which was drafted and adopted in 1999 by several reknowned international certification bodies and research institutes by referring to a number of health and safety management system standards (such as BS 8800, ISA 2000, AS/NZ 4801, NSAI SR 320, OHSMS, etc.). The goal of this standard is to ensure that an organization comply with related occupational health and safety regulations as well as other requirements through the operation of an occupational health and safety management system. It can be used to eliminate or

minimizerisk to employees and other interested parties who may be exposed to occupational health and safety risks associated with its activities.

ISO 22000 Food Safety Management System Certification

ISO 22000 is the internatinal standard on food safety management system adopted by the ISO in September 2005. The standard is a combination of ISO 9001 and HACCP (Hazard Analysis and Critical Control Point System) and is applicable to food industries. The goal of ISO 22000 is to identify significant control points for potential internal and external food safety hazards (including biological, chemical and physical aspects), through systematic assessment and evaluation of food manufacturing processes in order to take immediate

control and prevention measures to eliminate their impacts on end products. The system not only protects consumers from food safety hazards by enhancing the safety of food products but also provides criteria for international trade.

ISO 14064-1 Verification and Certification of Greenhouse Gases (GHG)

ISO 14064 series of standards are international standards adopted and published by ISO in March 2006 to benefit organizations, governments, project proponents and stakeholders worldwide by providing clarity and consistency for quantifying, monitoring, reporting and validating or verifying GHG inventories or projects. ISO 14064-1 provides details of “principles and requirements of designing, developing, managing and reporting organization- or company-level GHG inventories. It includes requirements for determining GHG emission boundatries, quantifying an organization’s GHG emissions and removals, and identifying specific company actions or activities aimed at improving GHG management.”

Hazard Analysis and Critical Control Point System Certification (HACCP) for

Manufacturers Exporting Food to Other Countries

HACCP system is a preventive and self-managed quality management system, which identifies critical health control points through hazard analysis and further minimizes hazards through control measures. The Codex Alimentarius Commission (CAC) recommended it as a global guideline, and the USA, Canada, Japan, Europe, Australia and New Zealand have implemented the system, making it as an international trend.

5. Information ServicesThe BSMI established an Information Center to assist industries and businesses in obtaining standards-related information in order to promote upgrade of industries, enhance competitiveness of products and expand internatonal markets. The Information Center is in charge of activities related to collecting, managing, providing and promoting international and national standards (CNS). It also provides services for users to search and/or purchase CNS as well as the standards of other countries.

Publication of Standards-related Information

In addition to the publishment of individual national standards, the Information Center of the BSMI also publishes CNS Catalog annually to provide updated information on the development of national standards. Furthermore, with a view to promoting international trade and inter-

organization exchanges of information, certain national standards are translated into English by taking into account the needs of industry and regulatory product insepction. Up to the end of 2007, there were 2,873 national standards translated into English, mainly in the fields of chemical-engineering, electronics, food and ceremics.

2. Metrology(1) Establishment of measurement standards, development of measurement technology and

provision of calibration and measurement services a. Maintanence of 132 measurement standards systems on 17 fields in the National

Measurement Laboratory (NML) and provision of 4,000 cases of primary and secondary calibration services as well as 5,016,000 cases of calibration services, which is able to support the economic effect of the domestic testing market at billions of NTD; and

b. Finished the establishment or expansion of the radiation thermometer measurement system ,high frequency permittivity measurement system, high-frequency dielectric parameter measurement system, mammography kVp meter calibration system and micro/nano mechanical properties measurement system to provide strength and mechanical property measurement services for biomedical materials, micro electro-mechanical (MEM) elements, precision machinery, flexible electronics and textile fabric materials as well as to help the development of biomedicine, microsystems technology and flexible electronics and ensure the medical quality assurance of the 200-plus thousand women per year receiving mammography to secure people’s medical safety.

(2) Project on the Promotion and Consultation of Measuremet Management System 5 ISO 9001 companies have received consultation from this project to comply with

the requirements specified in ISO 10012. 3 seminars were held in northern, central and soutern Taiwan in Ocboter 2007 to propagate the fruitful results.

(3) Completion of a study on the certification system “EurepGAP (Euro-Retailer Produce Working Group Good Agricultural Practices” and provision of the research results to the competent authority (Council of Agriculature) for reference to promote related

agricultural policies, such as the resume system for agriculatural products, in line with international practices.

(4) Verification of legal measuring instruments and maintenance of a fair-trade environment With a view to ensuring the accuracy of measuring instruments employed for business

transactions, industrial safety, medical health and environmental monitoring, the BSMI requires that such measuring instrument pass verification before sale or usage so as to protect the public’s safety and health.

(5) Inspection of measuring instruments In order to ensure compliance of the measuring instruments in use with the related

regulations and maintain the accuracy of measurement, random inspection of taxi meters, oil meters, water meters and radar detectors, sound level meters, breath alcohol detectors and analyzers applied in official duty is conducted in accordance with the annual inspection plan. In 2007, 89,472 measuring instruments were inspected, among which 88,517 passed inspection and 955 were non-compliant. Non-compliant instruments are followed up to ensure corrective actions are taken.

3. Inspection & Certification of Commodities(1) Inspection of imported and domestically-manufactured products With a view to protecting consumers, products that are domestically manufactured or

imported are required to pass inspection before they can be placed on the market in order to ensure that they comply with related safety, health or energy requirements. In 2007, 388,409 batches of imported products and 6,522 batches of domestically-manufactured products underwent inspection.

(2) Product items subject to regulatory inspection By the end of 2007, there are 621 products subject to regulatory inspection. In addition,

the BSMI accepts commission from the Department of Health to conduct inspection of food products and the total number of items is 1,806. A comparison of products subject regulatory inspection is shown in the table below.

(3) Announcement of fiberboard with medium density (6 items) and particle board (9 items) to be subject to regulatory inspected beginning from January 1, 2008. The requirements include formaldehyde tests, labeling and, where applicable, fire resistance tests.

(4) Inclusion of manual gas valves in the Voluntary Product Ccertification (VPC) Scheme on November 26, 2007.

(5) Holding of laboratory intercomparison tests on areas of chemical properties, physical properties, electrical properties and other areas to understand the technical capacity of domestic testing laboratories; provision of contracted inspection and commissioned tests for 30,000 cases.

(6) Establishment of a specialized laboratory on green building materials to support the national industries and serve the relevant enterprises. The laboratory made an application to the Taiwan Architecture & Building Center (TABC) for becoming a recognized laboratory for Green Building Materials Labelling.

(7) Promotion of specialized laboratories and adjustment of laboratory activities so as to effectively integrate the BSMI’s inspection resources by taking account of current equipment, personnel, work load and industry needs.

(8) Provision of self-print service of the “Certificate of Conformity for Imported Commodities” and “Certificate of Monitoring Inspection for Imported Commodities” starting from October 1, 2007 in line with the Trade Facilitation/Internetizatioin policy.

(9) Conduction of project market surveillance and sampling tests of products placed on the market to prevent unsafe products and ensure continuous compliance of products with regulatory requirements.

(10) Set up a Team on Prevention of Unsafe Products to educate consumers on the concept of product safety and tips to buy products complying with regulatory requirements by the conduction of 109 visits to schools, exhibition halls and shopping centers.

(11) Propagation of education materials on product safety through the television, redio, consumer reports magazines (6 articles) and led display board of the Government Information Office (7 messages).

4. Management System Certification(1) Extension of accreditation scope of ISO 9001 quality management system certificatio

program to cover the category (No. 38-1) of health and social work by the Taiwan Accreditation Foundation (TAF).

(2) Development of an ISO 27001 Information Security Management System database and an audit-auxiliary system.

(3) Measures taken to responded to the new version of OHSAS 18001 published in July 2007.

(4) Accreditation granted by the TAF on the certification of ISO 22000 Food Safety Management System with accreditation scope covering 11 categories.

(5) Holding of “Seminar on ISO 22000 and Food GMP Practicalities” under the co-sponsorship of Good Manufacturing Practice (GMP) Association.

(6) Operation of a new certification program on ISO 14064-1 concerning the verification of greenhouse gases.

(7) Conduction of a “Workshop on the Consistency of HACCP Factory Audits.”

5. Information ServicesThe supply of standards information in 2007 totaled 180,407 pieces (167,547 concerning national standards and 12,860 concerning foreign standards). 10,989 foreign standards were collected in 2007 and consulting services were provided for 19,489 man/time.

III. International CooperationWith the advent of an age of globalization, international exchanges occur more frequently. Though international collaboration and harmonization of systems, countries work together in a wide of areas to promote prosperity of societies and progress of civilization. In recent years, the flow of commodities across borders is often obstructed due to the need to comply with different technical regulations or conformity assessment procedures adopted by different countries. In order to reduce the impact these measures would impose on trade and to prevent repeated inspection, the BSMI actively seeks cooperation with renouned certification bodies of other countries. Via such cooperationi, the BSMI hopes to assist domestic manufacturers in obtaining product certification marks of the importing countries and to enhance the testing capabilities of the BSMI.

1. Multilateral Cooperation(1) UN/CEFACT & AFACT a. Participation in the 10th UN/CEFACT Forum in Dublin, Ireland on March 26-

30 and the 11th UN/CEFACT Forum in Stockholm, Sweden on September 26-30. Our delegates attended meetings of 3 working groups: International Trade & Business Processing Group (TBG), Techniques & Methodologies Group (TMG) and Information Content Management Group (ICG). From these meetings, we collected information on drafted standards of WCO Data model, UNeDocs and Core Component as well as the updated development at the WCO;

b. Participation in the 25th AFACT Steering Committee on Phuket Island, Thailand on April 26-27. The BSMI, serving as the AFACT Secretariat, also assisted in the preparation of this meeting;

c. Participation in the 13th UN/CEFACT Meeting in Geneva, Switzerland at the UN European headquarters on May 14-16; and

d. Participation in the 25th AFACT Plenary Meeting and EDICOM 2007 in Bangkok, Thailand on August 6-10. A presentation on the National Progress Report was made at the meeting.

TBT Committee Meeting in Geneva, Switzerland on March 21-22, the 5th Special Meeting on Procedures for Information Exchange on November 7 (a presentation on the operation of our TBT National Enquiry Point was made), and the 44th WTO/TBT Committee Meeting on November 9;

b. Participation in the Regional Seminar on TBT Agreement held by the WTO Secretariat in Malaysia on November 20, where the representatives of the BMSI shared the experience of building the notification database of Taiwan’s TBT National Enquiry Point; and

c. Submittion of 13 WTO/TBT notifications on behalf of the regulatory authorities; distribution of 934 WTO/TBT notifications submitted by other WTO Members to related regulatory authorities, industry associations and manufacturers for their commenting, among which 633 were translated into Chinese to help local industry better understand measures to be taken by other countries. The BSMI, serving as the WTO/TBT National Enquiry Point also assisted the regulators and industy in obtaining information on technical regulations implemented in other WTO Members.

other countries so as to assist manufacturers in exporting their products to other countries.

(2) Various international-exchange activities a. International symposiums ● Participation in the 14th ICPHSO Annual Meeting in the United States from

February 26 to March 2. ● Host of an APEC Market Surveillance Workshop in Howard International

House Taipei on May 24-25, with the participation of 140 delegates from 16 APEC member economies, including respresentatives of market surveillance authorities, academic researchers, industrial groups, consumer protection groups

and foreign agencies in Taiwan. The results of the Workshop have been submitted to APEC/SCSC 2 and the related suggestions were supported by APEC member economies. The Acting Chairman of the US Consumer Product Safety Commission was invited to be the keynote speaker. During the time of the Workshop, meetings were arranged to discuss consumer protection policies and implementation of the “Memorandum of Understanding between American Institute in Taiwan and the Taipei Economic and Cultural

Representative Office in the United States for Cooperation Associated with Consumer Product Safety Matters” signed in July 2004.

● Recruitment of experts of ICT standards from the private sector to participate in the 28th ISO/IEC JTC1/SC2/WG2/IRG Meeting, the 2007 ICANN Meeting in Puerto Rico, the Tokyo 2007 Linux World Conference and Expo, the 5th RAISS Forum, the 13th ISO/IEC JTC1/SC31 Meeting, the 6th RAISS Forum, the 2007 North East Asia Open Source Software Promotion Forum (NEAOSS) and the 29th ISO/IEC JTC1/SC2/WG2/IRG Meeting to express our views and collect up-to-date information on ICT standards for the use of our industries.

● Host of seminars on “EU Standardization and Future Development” in Taipei, Taichung and Kaohsiung in July to assist manufacturers in understanding the legal framework of standardization in EU. Mr. Rene Nielson, Head of International Affairs, Danish Standards Association was invited to be the speaker and a total of 222 representatives from 133 organizations participated in these seminars.

● Arrangement of companies acquiring the national e-achievement awards to participate, on behalf of Taiwan, in the 2007 eASIA Awards held by the AFACT in Bangkok, Thailand on August 9 to demonstrate our achievements in promoting e-commerce in the Asia-Pacific Region and share our successful experience of the electronic application practices.

● Participation in an “International Forum on the Implementation Status of the EU RoHS Directives” held by Intertek Testing Services Taiwan Ltd. on November 19 to promote the BSMI’s GC-VPC System, which was specificly designed for the

● Host of an “International Cooperation Conference on Telematics and National Industrial Standards Technologies” in Gis Convention Center, NTU on December 7, in which experts from Telcordia (USA), Wind River (USA), Hitachi (Japan) and Renesas (Japan) were invited to share the development of telematics standards like IEEE WAVE in system integration, facility embedded software, vehicle information system and car-applicable semiconductor as well as opportunities of cooperation with domestic industries.

b. Exchange of visits with foreign organizations ● Visit of Malaysian Timbering Industrial Trade Delegation on April 10 to discuss

measures relating to regulatory inspection of plywood starting from July 1 and exchange of views on trade of timber products between M a l a y s i a a n d Ta i w a n t o facilitate mutual understanding.

● Visit to Korean Food & Drug A d m i n i s t r a t i o n , N a t i o n a l Fisheries Products and Quality Inspection Service and their branches in Pusan and Icheon on May 6-10 to exchange views with the Korean officers on the discrepancies of test results for exported aquatic products and to confirm sanitary standards and test methods for aquatic products used by Korean officers.

● Visit of Dr. David Shortall, OECD expert on regulatory impact assessment, on October 1 to exchange views on market openness related issues.

● Visit to EU FVO on October 3 to receive a 3-month STP to understand EU legislation and the operation of EU inspection visits to third countries.

● Visit to the EU, with representatives from the DOH and BAPHIQ in November to collect information on the operation of RASFF notification mechanism under the project of “A Study of Construction of a Rapid Report System for the Safety of Food Products” supported by the National Science Council.

2nd Department of Japan Agricultural and Livestock Industry Organization (ALIC), accompanied by the Head of Economic Office in Interchange Association, Japan, on November 28 to exchange views on measures concerning import vegetables and fruits, including the inspection methods, inspection time limit, release condition, inspection items of pesticides residues, control of noncompliant products and announcement of unsafe products.

c. Personnel training courses ● Dispatch of experts to Malaysia to explain regulatory inspection measures for

plywood on August 7-10. ● Disptach of trainees to DIN, TUV Rheinland, PTB, Technische Universitaet

(Technical University) Ilmenau, Rheinisch-Westfalisch Technische Hochschule Aachen and VDMA to study high-speed cutting technology, complex tool machinery and high-speed feeding technology of precision machinery in Germany during the period from July11 to August 19.

● Participation in the “Education Project of Experts in Areas Related to Deep Sea Water Industry” held by Taiwan International Institute for Water Education under the commission of Water Resources Agency, Ministry of Economic Affairs on October 2-5. Dr. Ikeue of the Oceanic Energy Research Institute of Saga University, Japan was invited to deliver speeches on the use of cool energy from deep sea water, Japanese technology of pipe selection for deep sea water and introduction to deep sea water products in Japan. During the training, the deep sea water acquisition system in Taiwan, pipe selection technology, quality standards of deep sea water, inspection and certification were also introduced.

● Visit of SASO delegates to attend courses on calibration technology during the period from October 29 to November 7.

● Participation in the 2007 Seminar on Water Resources Industries and Taiwan-Russia Seminar on Water-Ocean Resources and Development of Environmental Technology, held by Tainan Hydraulics Laboratory of National Cheng Kung University on November 1-2, in which water resources experts from Russia, Japan and Belgium were invited .

● Participation in the Seminar “Toward a Common Marketplace of Electric and Electronic Appliances” held by Standards, Productivity and Innovation Board (SPRING) on November 5-8 and delivery of a presentation on the regulatory system for E&E products in Taiwan. The BMSI delegate was also invited as the speaker for a one-day training course for new employees of Singapore’s certification bodies to explain the RPC Scheme and DoC Scheme implemented in Taiwan.

● Visit to SASO in Saudi Arabia on November 10 to deliver training courses on “CISPR Measurement” and “Paints: Toy Safety.”

● Participation in the 1st Asian Photocatalytic Materials Standardization Committee Meeting, initiated and hosted by Japan on December 4-7. The purpose of this meeting was to encourage exchanges on technological research, industrial development and standards development of the photocatalytic materials (TiO2) in Asian countries. The participating countries included Taiwan, Japan, Thailand, Malaysia, Singapore, China, Korea, Indonesia and India.

d. Information services and databases The BMSI submitted the monitoring plan for residues in aquacultural products to the

European Commission in March for review. The European Commission, as per its Decision 2007/362/EC published on May 16, approved that Taiwan remained on the list of third countries from which aquacultural products are allowed to be imported.
