1. Einführung
INNOWWIDE – Viability assessment of collaborative and INNOvative
business solutions in WorldWIDE markets ist ein durch Horizont 2020
gefördertes Projekt, welches darauf abzielt, mindestens 120 innovative
europäische KMUs und Start-ups bei der Durchführung von
sogenannten “Viability Assessment Projects (VAPs)” in
außereuropäischen Zielmärkten zu unterstützen.

2. INNOWWIDE VAP AUSCHREIBUNG
Die 2. INNOWWIDE Ausschreibung zielt darauf ab, europäische innovative
KMUs bei der Erschließung neuer Märkte zu unterstützen, in dem
sogenannte “Viability Assessment Projects (VAPs)” in Zusammenarbeit mit
lokalen Partnern/Stakeholdern gefördert warden.
Das gesamte Fördervolumen beträgt 7,2M€, womit 120 VAPs gefördert
werden können (60k€/VAP). Zielmärkte liegen in Entwickluungsländern,
Schwellenländern (Brasilien, Russland, Indien, China, Mexiko) und
Industrieländern außerhalb der EU. Auf jede Ländergruppe entfällt der
gleiche Anteil der Förderung.

Was ist ein VAP?
Viability Assessment Projects (VAPs) sind ein umfassendes und
ausgewogenes Bündel aus technologischen, juristischen,
soziökonomischen und marktorientierten Analysen, die dazu
dienen, die Machbarkeit einer international und innovativ
ausgerichteten Geschäftsidee innerhalb globaler
Wertschöpfungsketten zu überprüfen.
VAPs sollen die entscheidenden Rahmenbedingungen identifizieren,
welche die erfolgreiche Umsetzung eines gemeinsamen
Geschäftsmodells in Drittstaaten fördern oder behindern.

Was ist ein VAP?
Eine auf Co-Creation ausgerichtete Partnerschaft mit einem
lokalen Partner aus dem Zielmarkt als Unterauftragnehmer
enthalten – dieser kann z.B. ein Lieferant, Kunde,
Unternehmensberater, Rechtsberater oder Forschungs- und
Entwicklungspartner sein, je nach Art der Partnerschaft.
Ein VAP muss:
Ein Bündel von Aktivitäten enthalten, die darauf abzielen, die
praktische, tecnologische und wirtschaftliche Machbarkeit eines
innovativen Ansatzes zu untersuchen und darlegen können, ob dieser
Ansatz zur örtlichen Nachfrage und den dortigen
Rahmenbedingungen passt. Sechs Monate dauern.
Die erste Phase einer potenziellen mittel- bis langfristigen
Innovationspartnerschaft mit einem Partner aus dem Zielmarkt sein.
Mindestens €86.000 förderfähige Kosten aufweisen, die bis zu einer
Höhe von 70% gefördert werden, mit einer maixmalen Fördersumme
von €60.000 [Auszahlung in zwei Tranchen]
Muss von einem KMU mit Sitz in einem Mitgliedstaat der EU oder in
einem zu Horizon 2020 assoziierten Staat durchgeführt werden.
Dieses KMU nimmt den lokalen Partner in Unterauftrag.

2. The applicant SME must have at least one strategic target third country local subcontractor to collaborate in the implementation of
VAP product and market development eligible preparatory activities. This subcontractor must not be from an H2020 nor H2020 associated
country and be independent from the applying SME(s) or H2020 /H2020 associated countries subcontractors. Other EU or H2020 associated
country non-SMEs entities (suppliers, research providers, large companies, interface, etc.) are allowed as minor subcontractors if duly justified.
3. Six months project duration.
Eligibility Criteria
6. The VAP must have a minimum budget of €86,000 Euros.
4. None of the participating organisations have convictions for
fraudulent behavior, other financial irregularities, unethical or illegal
business practices. 5. None of the participating organisations have been or are in the
process of being declared bankrupt or are considered to be
organisations which are 'Undertakings in Difficulty' according to the EU
definition Project eligibility criteria.
The following criteria must be met, otherwise the application will be disqualified:
1. The applicant must be an independent SME (according to EU
definition) from an EU or H2020 associated country.

Project
Subcontracting There are no subcontracting thresholds nor ceilings, even though a
minimum staff effort from the applicant SME is at least expected in terms
of project oversight, management and preparatory work for future
collaborative RTDI activities. The weight of subcontracting is to be
decided by the applicant. Subcontracting amounts will be accepted if
duly justified, needed to accomplish eligible activities and relevant in
terms of added value, balanced collaboration, future international
collaborative R&D&I and market outreach prospects.
Third country subcontractors must be independent from the
applicant SMEs. Subsidiaries of the applicant SME do not qualify as third
country subcontractors. They can participate in the VAP under the
auspices of the parent company, i.e. as local offices of the applicant SME,
but subcontracting an autonomous local entity is obligatory and the
subcontracted tasks must be relevant.
More than one subcontractor is allowed, up to a
reasonable number and upon duly justified reasons.
However, only one main subcontractor, based in the target
country, needs to be named in your application. The
partnership with this subcontractor must focus on the co-
creation activities cited in the INNOWWIDE call text and
guidelines. Other subcontractors, if needed, do not need to be
named at the submission stage. A contract between the
applicant SME and each main local subcontractor will be
required at Grant Agreement stage.

Funding Conditions
The INNOWWIDE financial support rate is up to 70% of minimum eligible costs
of €86.000. Each successful project will receive a fixed grant of €60.000.
The funding to each SME VAP coordinator will be processed as follows:
1. An advance payment of 50% (€30.000) provided at the
beginning of VAP implementation;
2. The remaining 50% (€30.000) at the end of the VAP, upon delivery and
acceptance of a complete Final Report by the INNOWWIDE Evaluation Review
Panel. If the report is not acceptable, VAP beneficiaries could be requested to
present additional information (within 1 month). If still unacceptable, the grant could
be reduced or the VAP could be declared as withdrawn and the beneficiaries will be
required to repay the advance payment.

The grant is a "lump sum" to allow to carry out a minimum
number of activities out of a list of eligible ones.
Staff, equipment, consumables and subcontracting costs for
these purposes will be eligible if duly and technically motivated
and justified in the application form, including labor costs and
staff effort.

INNOWWIDE wendet ein zweistufiges Verfahren bei der Begutachtung an:
• Stufe 1: jeder Antrag wird durch zwei unabhängige Experten bewertet,
von denen einer einen Evaluation Consensus Report (CR) erstellt
• Stufe 3: Förderempfehlung durch ein hochrangig besetztes Expert
Review Panel (ERP) Bewerbung als Gutachter
