The 2013 annual report of NSO-La Union representsthe accomplishments of the provincial office that broughtanother milestone that is worth cherishing.

The journey that we travelled for the year was indeedremarkable. Landing to the 2013 Field Awards as one of theperforming provinces nationwide displayed once again theunity and commitment of the men and women of NSO-La Union by turning all challenges into stepping stones inpursuing the mandate of the office differently. Revitalizingour collaboration among the stakeholders in accomplishingall field work especially in surveys and censuses coupledwith the utilization of the systems provided by the office inprocessing our surveys and censuses made our work at thefield office much easier. Strengthening our technicalassistance on civil registration services to our localgovernment units furthers our services to the general public.Expanding our focus in serving our constituents throughour social responsibility activit ies and informationdissemination activities continued to increase our dedicationas service providers. These things were made possible by theconcerted efforts shared by each personnel and with the fullsupport of the management.

The 3rd level training of the 2012 Census ofAgriculture and Fisheries (CAF) was conducted onJanuary 28 to February 1 at Sea and Sky Hotel andRestaurant. It was attended by all NSO-La Unionregular employees, the Provincial AgriculturalStatistics Officer and Asst. PASO of the Bureau ofAgricultural Statistics (BAS) including the 17 pre-selected Team Supervisors and three DistrictClerks who are capable to act as trainers duringthe 4th level training.

The love month was occupied with statistical andcivil registration activities.

The (22nd) Civil Registration Month, which carriedthe theme “Civil Registration, Bringing PublicService Closer to the People” was observed withvarious activities l ike the Fun Walk, CivilRegistrat ion Quiz and train ing on theimplementation of Republic Act 10172 (An ActFurther Authorizing the City/Municipal Civil Registraror the Consul General to Correct Clerical orTypographical Errors in the Day and Month in theDate of Birth or Sex of a Person Appearing in theCivil Register Without Need for Judicial Order,Amending for this Purpose RA 9048), a new law incivil registration.

The enumeration of the 2012 CAF kicked off onFebruary 25.

NSO-La Union celebrated Women’s Month with agender statistics exhibit, livelihood seminar, gendersensitivity forum, and disaster preparednessseminar.

AprilAnother census undertaking started on April 1 -the distribution of the 2012 Census of PhilippineBusiness and Industry (CPBI) questionnaires. The2012 CPBI, the 15th in the series of economiccensuses conducted in the country, aims to collectand generate information on the levels, structure,performance and trends of the economic activitiesof the formal sector in the entire country for theyear 2012.

In support to the city government, all the NSO-La Union personnel joined the annual cityanniversary parade.

MayThe manual processing of the 2012 CAF whichinvolved general screening, editing, and coding andverifying of questionnaires began on May 27.

Four female personnel of NSO-La Union attendedthe pre-test 3 training of the 2013 NationalDemographic and Health Survey (NDHS) held atthe NSO Region I office on May 20 to 24.

JuneThe Northern Luzon Alliance Workshop on CivilRegistration conducted at the University ofLa Sallette, Santiago City, Isabela on June 25 to 27was attended by all District Statistics Officer(DSOs) of NSO-La Union for them to be updatedwith the new laws on civil registration and to getacquainted with the Municipal Civil Registrars inNorthern Luzon (Region I, II, and CAR). PSOImelda L. Buyuccan served as one of themoderators of the said event.

NSO-La Union conducted a training on datatabulation particularly the result of the 2010 Censuson Population and Housing (CPH) using CS PROon July 30 with Stat. Niño Tuazon of NSO Region Ias resource speaker.

The manual processing of the 2012 Registry Systemfor Basic Sectors in Agriculture (RSBSA) began onJuly 29.

AugustNSO-La Union together with the NSO Region Icelebrated the NSO Founding Anniversary with thetheme “Handog ng NSO:73 Taong Taos-PusongSerbisyo sa Mundo” which aimed to bring trueservice to the Filipino people. Among the activitiesconducted for the anniversary were the Holy Massand bloodletting on August 19 and a sportsfestfeaturing the Filipino “Laro ng Lahi” and other indoorgames from August 23 to 30.

As part of the Gender and Development (GAD)activities of the NSO Region I, all NSO La Unionpersonnel performed during the Cultural and TeamBuilding Activities participated by NSO Region Iand the four field offices at Plaza del Norte Hoteland Convention Center, Laoag City, Ilocos Norteon September 28 to 29.

OctoberNSO-La Union actively participated in thecelebration of the 24th National Statistics Month(NSM) with the theme “Statistics that Matter toEvery Filipino “ by attending the NSM opening andclosing ceremonies, contributing to the statisticalexhibit at the Governor’s Gallery, assisting in thestatistics contests, joining the tree planting activity,serving as resource speaker in the statisticalsymposium, and co-organizing a training on datatabulation using CS PRO with the Provinc ialGovernment of La Union. For three consecutiveyears, the province of La Union has been awardedas the “Best NSM Province”.

Highlights of 2013

A Stakeholder’s Forum was conducted onSeptember 19, 2013 at Oasis Country Resort andHotel, City of San Fernando, La Union todisseminate the importance of the 2012 Input-Output Survey of Philippine Business and Industry(IOSPBI), its background, objectives and the properfilling out of the questionnaires. A data appreciationon the results of the 2012 Listing of Establishmentswas also presented. The sample establishmentswere awarded Certificates of Appreciation for theirsupport to census and survey undertakings of theNSO.

PSO Imelda Buyuccan together with the provincialstatistician, three Statistical Coordination Officer(SCOs) and one hired Statistical Researcher (SR)attended the 2013 Functional Literacy, Educationand Mass Media Survey (FLEMMS) 2nd level trainingat Vis tas Las Islas Resort, Alaminos City,Pangasinan on November 19 to 22. Theenumeration in the province started on November27.

DecemberNSO-La Union with the hardwork and commitment of itspersonnel bounced back inthe Field Awards placing 9thamong all NSO provincialoffice nationwide. The awardwas received by PSOBuyuccan during the 2014National Planning Workshop.

All NSO-La Union personnel participated in the 2014Regional Planning Workshop (RPW) conducted byNSO Region 1 at Treasures of Bolinao BeachResort and Hotel, Patar, Bolinao, Pangasinan onDecember 10 to 12. The introduction of the newrating system, the Of fice PerformanceCommitment Review (OPCR) and IndividualPerformance Commitment Review (IPCR) wasdiscussed by Director Lerma Oalin of the CivilService Commission.

The 2012 CAF, a large-scalegovernment undertaking geared towardsthe collection and compilation of basicinformation on the agricultural and fisherysectors in the Philippines, is the sixth ina series of decennial agriculture censusand the fifth in the decennial census off isheries in the country. The datacollected in this census shall constitutethe bases from which policymakers andplanners formulate the ir plans andprog rams fo r the soc io -economicdevelopment in the country.

The 3 rd Level Training of the2012 CAF was held on January 28 toFebruary 1 at Sea and Sky Hotel andRestaurant, City of San Fernando, LaUnion. PSO Buyuccan, Stat. RosalinaAbellera, DSO Elsie Elaine Nardo ofNSO-La Union and Stat Niño Tuazon ofNSO RO1 served as trainers. Thetraining was attended by all NSO- LaUnion regular employees, Bureau ofAgricultural Statistics (BAS) staff,17 pre-selected Team Supervisors (TS) andthree dis trict c lerks who served astrainers in the 4 th level training.Meanwhile, the 4th level training of the2012 CAF was conducted in 13 differentvenues on February 11 to 16.

To inform and encourage thegeneral public to support the 2012 CAF,an inf ormation d issemination wasconduc ted during the meeting ofBarangay Of f icials . Informationcampaigns were done in themunicipalities of Aringay, Caba, and Agooon January 9, 14 & 15 respectively.

2012 Census of Agricultureand Fisheries

Enumeration started on February 25 and ended on April 26. A total of 174hired TS served as immediate supervisor of the 355 hired enumerators. Fourprovincial office staffs were also hired for the 2012 CAF. There were four cases ofdog bite and one was wounded during the enumeration period. Medical claims withcomplete supporting documentswere paid by the off ice.

The manual processing of the 2012 CAF forms started on May 27. A total of25 manual processors were hired to perform the general screening, editing, andcoding of questionnaires in preparation for the selection of coders and verif iers. Allthe questionnaires in the 725 barangays/enumeration areas (EAs)/segments wereverified by the hired verifiers on September 11.

Machine processing immediately started after the 3rd level training of themachine processing on September 12 to 14. There were 20 hired machineprocessors composed of data encoders, editors, and receipt and control clerks.Data files for CAF forms 2, 3, 4 and 5 were sent to the CAF Regional processingcenter on November 23 while data files of CAF Form 6 were submitted on December16.

2012 Registry System for Basic Sectors in Agriculture(RSBSA) Manual Processing

The manual processing of the 2012 RSBSA forms commenced on July 29.There were 26 manual processors hired to perform the general screening, editing,and coding of questionnaires in preparation for the selection of coders/verifiers. As ofSeptember 30, all questionnaires (100 percent) in the 576 barangays were generallyscreened, edited/coded, and verif ied.

Labor Force SurveyThe Labor Force Survey (LFS) is a quarterly survey conducted by the NSO to

gather data on the demographic and socio-economic characteristics of the populationbased on a past week reference period. It was designed specifically to provide statisticson the levels and trends of employment, unemployment and underemployment for thecountry as a whole and for each administrative region. The latest LFS release of theNSO provided the provincial estimates on employment rates for January, April and July2013 as shown in Table 1.

The statistical package STATA was used in the computation using the f inalsurvey weight and treating each enumeration area as the primary sampling unit.

A standard error (SE) is a measure of dispersion of an estimate from theexpected value. The SE can be used to calculate confidence intervals within which thetrue value for the population can be estimated, while the coefficient of variation (CV) isa measure of relative variability that is commonly used to assess the precision ofsurvey estimates.

The CV is defined as the ratio of the standard error and the estimate. Anestimate with CV value of less than 10 percent is considered precise. Hence, the CVof 2.3 percent, 1.7 percent and 1.4 percent for January, April and July 2013 respectivelyshows that the employment rate estimates in the province are precise.

The response rates recorded for all the survey rounds in 2013 surpassed 90percent: 94.2 percent (January), 95.1 percent (April), 95.0 percent (July), and 93.1percent (October).

In the January 2013 round, there were 444 households from 28 enumerationareas provided as sample households/housing unit in La Union. After the enumeration,a total of 413 households were classif ied as eligible households and 389 householdswere successfully interviewed that included four new occupant households.

Based on the provincial estimates on employment rate (January, April, andJuly), La Union’s employment rate was highest in April (91.8 percent) which evensurpassed the regional employment rate of 90.6 percent. On the other hand,employment rate in the province was lowest in January with 89.6 percent while theregional employment rate stood at 92.4 percent.

In the April 2013 round, therewere 502 househo lds from the 29enumeration areas provided as samplehouseholds/housing units in La Union.Out of the 453 households classifiedas e ligib le , 431 households weresuccessfully interviewed that includedthree addit ional households in thehous ing unit and 17 new occupanthouseholds.

In the July 2013 round, therewere 502 househo lds from the 28enumeration areas provided as samplehouseholds/housing units for La Union.After the enumeration, 457 householdswere cons idered as el ig ib lehouseholds and 434 households weresuccessfully interviewed that included26 add itional households in thehous ing unit and 24 new occupanthouseholds.

In the October 2013 round,there were 496 households from the 28enumeration areas provided as samplehouseholds/housing units f or theprovince. From the 451 householdsconsidered as eligible households afterenumeration, a total of 420 householdswere successfully interviewed thatincluded 11 additional households inthe housing unit and sixteen newoccupant households.

Eligible households are thosewith interview status as: completedinte rview, ref usal, no househo ldmember at home or no competentrespondent at home at time of visit,entire household absent for extendedperiod of time, housing unit not found,and critical/flooded area.

Consumer ExpectationSurvey

The Consumer ExpectationsSurvey (CES) is a quarterly household-based survey of the Bangko Sentral ngPi lipinas (BSP) on the consumer’sassessment of their f inancial situation,the economic condition of the country andthe ove ral l performance of thegovernment. The NSO serves as thecollector of comprehensive informationon the business conditions of the countryin the household sector.

2013 Consumer Expectations Survey

In the January round, a total of 38 households/housing units were provided as samples. After enumeration,38 samples were completely interviewed including twoadditional households and one new occupant household;2 were temporarily away, and one household permanentlymoved out.

In the Apri l round, there were 38 samplehouseholds /housing units for the province. Afterenumeration, 33 samples were completely interviewed,three were temporarily away, one housing unit wasdemolished, and one household permanently moved out.

In the July round, there were 37 samplehouseholds/housing units for the province. All the samplehouseholds were visited of which 34 samples weresuccessfully completed, one housing unit was vacant, andtwo households permanently moved out.

In the October round, a total of 41 households/housing units were provided as samples. All the samplehouseholds/housing units were visited of which 36 sampleswere successfully interviewed, three were temporarily away,one housing unit was demolished, and one lone householdmember passed away.

There were two sample barangays for the provincefor every survey round. Barangay Baroro in Bacnotan andBarangay Barrientos in Luna were the sample barangaysfor the January, April and October survey rounds. In theJuly round, Barangay Baroro in Bacnotan and BarangayTanqui in the City of San Fernando were selected as samplebarangays.

2012 Household Surveyon Domestic Visitors

The 2012 Household Survey on Domestic Visitors(HSDV) is a nationwide survey that aims to gather data onhousehold information on domestic tourism vital to theeffective and efficient development and implementation oftourism plans and programs.

The enumeration in La Union was conducted fromNovember 11 to November 29, 2012. A total of 399

questionnaires (107-HSDV Form 1 and 292 - HSDV Form2) were manually processed by the provincial statisticianfollowing the instruction in the processing manual. Allmanually processed/folioed questionnaires and updatedMaster Sample (MS) Form 6 were submitted to NSO Region1 on January 9.

2013 Survey on Overseas Filipinos

The Survey on Overseas Filipinos (SOF) isdesigned to provide data on overseas Filipinos particularlyOverseas Contract Worker (OCWs) and their contributionto the economy. The survey specifically aims to obtainnational estimates on the number of overseas workers

and their socio-e c o n o m i ccharacteristics and toprovide estimates onthe amount of cash andkind transfer received bythe families and mode ofremittances.

The 2013 SOFwas conducted as a riderof the October 2013LFS and seeks togather information onFilipino citizens who left

for abroad during the last five years, that is, from October2008 to September 2013. A total of 89 Overseas Filipinosleft for abroad during the reference period. Most of theoverseas Filipinos who left the country went to the MiddleEast, Asian Countries, and Canada as contract workers.Few of them left as immigrants and tourists.

2013 Public Perception Survey

The Public Perception Survey (PPS) is anothersurvey of the BSP contracted with the NSO. The PPSaims to obtain the views of the general public on the BSPin terms of effectiveness, integrity, responsiveness, andtransparency, with the end in view of improving the qualityof BSP services and further strengthening the relationshipwith the Filipino public.

The enumeration of 2013 PPS samples wasconducted from December 11 to 21 by one hired SR. Atotal of 98 households/housing units were visited of which87 samples were successfully interviewed. Fivehouseholds were temporarily away during the surveyperiod, one housing unit permanently moved out and fivewere vacant housing units.

2012 Family Income and ExpendituresSurvey (FIES) - Visit 2

2013 Annual Poverty Indicators Survey

The Family Income and Expenditures Survey (FIES)aims to gather data on family income, sources of income,family expenditures and related information affecting familyincome and expenditure levels of living and spendingpatterns and the degree of inequality among families; providea benchmark information to update the weights used in theestimation of consumer price index (CPI); and provide inputsin the estimation of the country’s poverty threshold andincidence.

For the 2012 FIES-Vis it 2, the same samplehouseholds in the July 2011 LFS/2012 FIES-Visit 1 roundwere again visited. After enumeration, four processors werehired to do the manual processing of the accomplishedquestionnaires.

The Annual Poverty Indicators Survey (APIS) is anationwide survey designed to provide non- incomeindicators related to poverty at the national and regionallevels. It gathers data on the socio-economic profile offamilies and other information that are related to their livingconditions.

The 2013 APIS is a rider questionnaire to the July2013 Labor Force Survey round. The enumeration wasconducted from July 9 to 30. There were four SRs involvedin the enumeration of the 2013 APIS samples. During theJuly 2013 LFS/APIS round, all sample households fromreplicate 3 of the 2003 master sample, are new, that isone-fourth of the LFS samples.

A total of 141 households from 7 enumeration areaswere provided as sample households/housing units for theprovince. After the enumeration, 121 households or 85.82percent of the total households were successfullyinterviewed that included 6 new occupant households. Therewere 26 households/housing units that were not interviewedthat included the following: temporarily away households,vacant housing units, demolished housing units,permanently moved out households, and not permanentresident households.

Two hired personnel manually processed the APISquestionnaires from September 2 to 13.

2013 National Demographicand Health Survey

The 2013 National Demographic and Health Survey(NDHS) is the tenth in a series of demographic surveysundertaken in the Philippines at five-year intervals since1968. It is a nationwide survey designed to provideinformation on fertility, family planning and health in thecountry. It is taken as part of the worldwide Demographicand Health Survey (DHS) Program.

DSO Marieta Piaoan of NSO-La Union served asthe Regional Supervisor during the month-long enumerationof the 2013 NDHS in September. Three SRs were hired forthe province of La Union.

The 2013 Functional Literacy, Education and MassMedia Survey (FLEMMS) is a nationwide survey that seeksto gather information on the basic and functional literacystatus and educational skills qualifications of the populationand their exposure to mass media. The 2013 FLEMMSwas conducted in line with the government’s thrust topromote education policies and programs aimed ateradicating illiteracy in the country especially in depressedareas.

Enumeration in the province started on November27 and ended on December 31. There were 268households/housing units from the 14 enumeration areasprovided as samples for La Union. Three SCOs and onehired SR served as interviewers. After the enumeration,the samples increased to 275 with the inclusion of sevenadditional households in the sampled housing units. Ofthis total, 222 households were successfully interviewedusing FLEMMS Form 1. For the individual questionnaires(FLEMMS Form 2), a total of 709 eligible respondents 10to 64 years old were accounted.

2013 Functional Literacy, Education andMass Media Survey

The hired statistical researchers during the LFS/FIES 2nd Visitpatiently ask the detailed questions of the FIES questionnaire.

SCO I Susan Cora Hufana administers the proper filling upof the 2013 FLEMMS Form 2 by the respondents in the samplehousehold.

Quarterly Survey of Philippine Businessand Industry (QSPBI)

The QSPBI gathers quarterly information onemployment, compensation, revenue, value o fproduction, inventories and capacity utilization ofestablishments engaged in economic activi tiesclassified under the 2009 Philippine Standard IndustrialClassification (PSIC).

All regular field personnel were involved in thedistribution, f ollow up and co llection o f thequestionnaires in their respective municipalassignments. The manual processing, encoding andtransmittal of data files and edited questionnaires toIndustry and Trade Statistics Department-StatisticalSampling and Operations Division (ITSD-SSOD) weredone by the provincial office staff.

There were thirty-three (33) questionnairesallocated for La Union for the fourth quarter of 2012which were all distributed on December 2012. As ofMarch 31, 2013, 31 questionnaires (93.9 percent) werecollected, field edited and transmitted to SSOD.

In the f irst quarter of 2013, a total of 28questionnaires were allocated for La Union. Asidefrom the original sample, two questionnaires werereferred by NSO-Benguet and NSO-Ilocos Sur makingthe total workload at 30 establishments. As of June 3,2013, 100 percent collection, editing and submission(30 questionnaires) were achieved for the first quarter.

In the second quarter, there were 27questionnaires (original samples) and onequestionnaire referred by NSO-Benguet posting a totalworkload at 28 establishments. As of August 16, 2013,100 percent collection, editing and submission (28questionnaire) were accomplished.

Moreover, a total of 27 questionnaires wereallocated for the province during the third quarter. Asof December 16, 2013, a total of 25 questionnaires92.6 percent) were collected, edited and submitted toSSOD through email.

Monthly Integrated Survey of SelectedIndustries (MISSI)

The MISSI provides timely flash indicators thatmonitor the performance of growth-oriented industriesin the manufacturing sector. All information collectedin the MISSI refers to current month of the referenceperiod.

In 2013, there were six (6) sampleestablishments for the province.

Price Survey

The National Statistics Office generates andannounces the monthly Consumer Price Index (CPI) basedon a nationwide survey of prices for a given basket of goodsand services. Two important indicators, the inflation rateand purchasing power of the peso (PPP), are derived fromthe CPI which are important in monitoring price stabilityand the value of the country’s currency.

Monthly Survey of Prices of Goodsand Services for the CPI (2000-based)

A total of 1,935 price quotations (1,399 for the firstphase and 536 for the second phase) were gathered fromselected outlets of the 2000-based CPI. Consolidatedreports were machine processed to come up with thepreliminary consumer price index for the province. Datafiles for the first and second phases were submitted toNSO-Industry and Trade Statistics Department (ITSD) thrue-mail for further processing.

For the CPI (2006-based), a total of 2,844 pricequotations (2,182 for the first phase and 662 for the secondphase) were collected and encoded monthly and were alsosubmitted to NSO-ITSD.

La Union’s annual average inflation improved

The annual average consumer price index (CPI) inLa Union in 2013 was recorded at 133.3, a slight increaseof 2.2 percentage points from the annual average CPI of131.1 posted in 2012.

The annual average inflation rate in the provinceslowed down to 1.7 percent in 2013 from 2.8 percent in2012. This was due to the decline in the annual averagerates of the indices of food and non-alcoholic beverages;housing, water, electricity, gas and other fuels; furnishings,household equipment and routine maintenance of the house;health; and transport.

The lowest annual average inflation during the yearwas observed in April at 0.9 percent while the highest wasrecorded in January and December both at 2.6 percent.

By Commodity GroupCompared to a year ago level, the annual average adjustment in the

housing, water, electricity, gas and other fuels index recorded the biggest decreaseof 3.5 percentage points to -2.7 percent in 2013 from 0.8 percent in 2012.Similarly, the annual average gain for the heavily-weighted food and non-alcoholicbeverages index slipped down to 1.9 percent from 4.2 percent; transport index,2.0 percent from 4.4 percent; furnishings, household equipment and routinemaintenance of the house index, 0.8 percent from 1.6 percent; and health index,1.6 percent from 2.3 percent.

On the contrary, the annualaverage inf la tion for a lcoholicbeverages and tobacco climbed to37.9 percent in 2013 from 4.7 percentin 2012 recording the biggest increaseof 33.2 percent among commoditygroups. From 0.3 percent a year ago,the annual average growth rate inrecreation and culture index jumpedto 1.9 percent. The annual averageadjustment in the education index alsoincreased by 1.5 percentage pointsrecording a zero percent average rateduring the year. Moreover, the annualaverage inflation of communicationindex moved up to 1.2 percent from0.4 percent; clothing and footwearindex, 2.4 percent from 1.8 percent;and restaurant and miscellaneousgoods and services index, 1.4 percentfrom 1.3 percent.

In the transport group, theannual average inflation of operationand personal transport equipment slidto 1.9 percent from 4.2 percent whilethe transport services index eased to2.0 percent from 4.4 percent.

The annual averageadjustment of the food group indeximproved to 2.0 percent in 2013 from4.4 percent in 2012. The biggestannual drop of 10.3 percentage points(0.7 percent from 11.1 percent) wasnoticed in the corn index. In addition,the annual average growth of the fishindex dipped by 8.8 percentage pointsto 3.9 percent from 12.7 percent;vegetables index, -1.0 percent from 5.4percent; oils and fats index, -0.5percent from 5.7 percent; milk, cheeseand eggs index, 0.3 percent from 4.9percent; and food not elsewhereclassified index, 3.0 percent from 3.2percent.

On the other hand, the annualaverage hike in sugar, jam, honey,chocolate and confectionery indexjumped by 6.9 percentage points to -1.6 percent in 2013 from -8.5 percentin 2012. While there was a notedimprovement in the annual average

adjustment in the vegetables index, the annual average movement in the fruit index went up to 3.0 percent from-0.3 percent. Furthermore, the annual average inflation of the rice index also moved up to 2.0 percent from 0.7percent; breads and cereals, 2.2 percent from 2.0 percent; and meat index, 1.6 percent from 1.5 percent.

The annual average gain for non-alcoholic beverages also increased by 0.7 percentage points to 1.7percent in 2013 from 1.0 percent in 2012.

The average Purchasing Power of the Peso (PPP) in the province in2013 went down to 75 centavos from the average PPP of 76 centavos in 2012.This means that the purchasing capability of P1.00 in 2006 decreased by 25centavos in 2013. This further means that the same basket of goods and servicesworth P75.00 in 2006 can be bought at P100.00 in 2013.

Survey of Petroleum Products

Census of PhilippineBusiness and Industry (CPBI)

Generally, prices of alcoholic beverages and tobacco went up in 2013resulting to the uptrend in the annual average inflation of the alcoholic beveragesand tobacco among commodity groups. The annual average adjustment in thetobacco index greatly jumped by 54.6 percentage points to 62.3 percent from7.8 percent while the annual average growth of alcoholic beverages index climbedby 13.3 percentage points to 15.3 percent from 2.0 percent.

All the items in the recreation and culture group showed an uptrend intheir respective annual average inflation. Among the items, the annual averageadjustment of the recreational and cultural services index picked up to 28.9percent from a zero percent average rate in 2012, recording the biggest increasein the group.

Further, the annual average inflation of postal services, telephone andtelefax equipment, and telephone and telefax services all went up by 0.3, 1.9,and 0.7 percentage points respectively.

While the annual average inflation of clothing index went up to 2.4 percentfrom 1.3 percent, the annual average price hike of footwear index declined to 2.1percent from 3.5 percent.

In the restaurant and miscellaneous goods and services group, the annualaverage inflation of catering services moved up to 1.3 percent from a zero percentrate and personal effects not elsewhere classified also increased to 6.2 percentfrom 2.7 percent. However, the annual average gains of personal care index slidto 1.2 percent from 2.7 percent.

The 2012CPBI is aforerunner of the2006 CPBI. I taimed to col lectand generateinformation on thelevels, s tructure,performance andtrends ofeconomic activities of the formal sectorin the entire country for the year 2012. Itwill also serve as benchmark informationin the measurement and comparison ofnational, regional and p rovincialeconomic growth.

Distribution of questionnaireswas done on April 1 to 30, 2013 by two(2) DSOs, four (4) SCOs, and five (5)Statistical Researchers. Collection ofquestionnaires started in April. As ofAugust 8, 2013, 358 questionnaires(99.67 percent) were already collected.Manually edited questionnaires weretransmitted to NSO-ITSD weekly everyFriday. The high collection rate wasachieved through early distribution ofquestionnaires, constant follow up withthe contact person in the establishment,and immediate editing upon receipt bythe provincial personnel in charge ofmanual editing.

In addition to the monthly CPI, prices of petroleum products are alsocollected. A total of 11 price quotations are collected weekly from the petroleumproducts outlets. Collected prices were sent directly to NSO- Economic Indicesand Indicators Division (EIID).

2012 Input-Output Surveyof Philippine Businessand Industry (IOSPBI)

A total of 42 establishmentsare the respondents of the survey inLa Union from about 15,000 samplees tablishments nationwide. A llquestionnaires were delivered beforethe end of September.

The 2012 IOSPBI aims toprovide a comprehens ive se t ofstatistical information required in thecompilation of the 2012 Input-Output(I-O) Table of the Philippines. It will collectdetailed data on revenue, cost, andinventories in businesses and industriesof the country belonging to the formalsector of the economy for the year 2012that are needed to build an input structureand to construct a distribution output forthe 2012 I-O Table.

The new construction projectsfrom approved building permits inLa Union in 2013 were recorded at1,200. This posted an annual decreaseof 9.8 percent compared to 1,331construction projects in 2012.

Despite the dec line in thenumber of approved building permits, thetotal floor area of construction in 2013reflected a 12.3 percent increase to204,507 square meters from 182,121square meters in 2012. Similarly, thevalue of construction in 2013 wasestimated at PHP1.6 billion, a growth of20.3 percent f rom PHP1.4 bi llionrecorded in 2012.

Residential-type building construction in 2013 declined by 14.5 percentto 940 from 1,099 in 2012. On the contrary, non-residential building constructionshowed a 4.3 percent increment to 196 from 188 reported in 2012.

Moreover, combined number of additions, alterations and repairs of existingstructures grew by 45.5 percent to 64 from 44 reported in 2012.

Residential building construction in 2013 reached a total floor area of111,086 square meters. This translates to an average cost per square meter ofPHP8,159, indicating an increase of 12.6 percent from PHP7,244 per squaremeter reported in 2012.

For non-residential building construction, the total floor area recorded in2013 was 89,685 square meters reflecting an average cost per square meter ofPHP7,510 , a slight decrease of 2.1 percent from PHP7,673 per square meterrecorded in 2012.

Value of residential construction comprising more than half (55.0 percent)of the total value of construction in 2013 increased by 1.3 percent to PHP906.3million from the previous year’s value of PHP895.1 million. Moreover, value ofnon-residential building construction rose by 74.6 percent to PHP673.6 millionin 2013 from PHP385.7 million reported in 2012.

Combined value for additions, alterations and repairs of existing structureswas estimated at PHP69.1 million, a decline of 23.5 percent from PHP90.4 millionrecorded in 2012.

Single-type residential units recorded the most number of residential building constructions with 918 or 97.7percent of the total. Total value of construction for this type was estimated at PHP883.2 million covering a total floor areaof 107,958 square meters. This translates to an average cost of PHP8,181 per square meter.

Duplex/Quadruplex was recorded at four (0.4 percent) with an estimated construction value of PHP3.5 million anda total floor area of 505 square meters. This corresponds to an average cost of PHP6,992 per square meter.

Furthermore, there were eight Apartment/Accesoria reported or 0.9 percent share of the total residential buildingconstructions. This type had an estimated construction value of PHP8.9 million with total floor area of 1,225 square metersor an average cost of PHP7,241 per square meter. Those falling in the Others category accounted for 1.1 percent or tennumber of constructions.

Commercial-type building construction comprisedmore than half (57.7 percent) of the total number of non-residential construction with 113. Total value of constructionfor this type was estimated at PHP 312.7 million covering atotal floor area of 42,095 square meters. This translates toan average cost of PHP 7,427 per square meter.

Institutional building construction distantly followedwith 40 projects or 20.4 percent of the total non-residentialconstruction. This type had an estimated construction valueof PHP268.3 million or an average cost of PHP13,756 persquare meter.

Moreover, industrial building construction rankedthird accounting for 16.8 percent of the total non-residentialconstruction, with construction value of PHP83.9 million, atotal floor area of 24,776 square meters and an averagecost of PHP3,385 per square meter.

Among the city/municipalities, the City of San Fernando reported the highest number of construction projects at284 or 23.7 percent of the total approved building permits during the year 2013. The municipalities of Naguilian and Balaoanfollowed comprising 15.2 percent and 9.4 percent respectively of the total approved building permits in the same year. In2012, the City of San Fernando also reported the highest number of construction projects at 29.3 percent followed byNaguilian (13.1 percent) and Bauang (8.5 percent).

The value of constructionfor the City of San Fernandoremained highest at PHP465.9million and PHP745.7 millionaccounting for 34.0 percent and45.2 percent of the total value ofconstruction in the province in2012 and 2013 respectively.

Although Naguilian andBalaoan ranked second and thirdin terms of number ofconstruction projects in theprovince in 2013, themunic ipalit ies of Agoo andRosario posted the second andthird highest value of constructionof PHP137.4 million (8.3 percent)and PHP130.2 mi llion (7.9percent) respectively.

In 2012, the municipalityof Agoo also ranked second withconstruction value of PHP156.0million comprising 11.4 percentof the total value of constructionin the province. Naguilian rankedthird with share of 9.3 percent(PHP127.6 million).

A total of 92 imports documents were cleared bythe BOC in 2013 for import trades that occurred at theSan Fernando International Seaport (SFIS) in Poro Point,City of San Fernando, La Union posting a 31.4 percentincrease from last year’s 70 total number of importdocuments. In 2013, the highest number of importdocuments was registered in the month of December with13 documents while the smallest number was recorded inthe months of May and June both recording four (4) importdocuments. By month of occurrence, the highest annual

Commodity Flowor Domestic Trade Statistics

(DOMSTAT)

NSO gathers information on the movement ofcommodity within the Philippines to enable policy-makersto monitor the domestic trade. Domestic trade data pertainsto the flow of goods through airports, seaports and railwaystations in the country, whether for government or privateuse, or for commercial purposes.

Coasting manifests were collected from major portsand other active seaports listed by the Philippine PortsAuthority (PPA) all over the country. Fishing ports areexcluded in the compilation of data. Goods transportedby vessels of the Philippine Navy, fish and other marineproducts landed direct from the sea, service cargoes forconsumption of the vessel and cadaver are excluded fromthe data.

The number of foreign documents went up by 23.0percent from 87 documents to 107 documents. The highestnumber of foreign documents was recorded in January with15 documents and the least was registered in Februarywith five (5) documents. By month of occurrence, thehighest annual increase was observed in July with 250.0percent increase from four (4) documents to 14 documents.On the other hand, the month of February posted thebiggest decrease with -28.6 percent from 7 documents to5 documents.

The source of document for coastwise tradestatistic is the Outward Coasting Manifests (Bureau ofCustoms Form No. 78, submitted by masters of vesselsplying the inter-island ports to the collectors of PPA ortheir authorized representatives before the vessels leavesthe port area. NSO personnel collects copies of thesedocuments from the PPA designated collection points inthe provinces.

Another source document is the PhilippineCoastwise Passenger Manifests (BC Form No. 460).

Information on passengers commuting via water transportsystem along with the BC form No. 78 is collected when avessel carries both cargo and passengers. Otherwise, onlyone document is collected.

In La Union, coasting manifests of vessels weregathered from the Poro Point Industrial Corporation (PPIC)in the City of San Fernando.

The total number of coasting manifests declinedby 18.9 percent from 238 documents in 2012 to 193documents in 2013. By month of occurrence, the biggestincrease was recorded in the month of May with 16.7percent from 18 documents to 21 documents. The biggestdecrease was observed in the month of January with 50.0percent from 24 documents to 12 documents.

In 2013, the most number of coasting manifestwas recorded in the months of May and July (both with 21documents) while the least number of coasting manifestwas registered in January (12 documents). On the otherhand, the most number of coasting manifests in 2012 wasgathered in the month of July (27 documents) while theleast number of coasting manifests was recorded inSeptember (14 documents).

Vital StatisticsVital statistics are derived from information obtained

at the time when the occurrences of vital events and theircharacteristics are inscribed in a civil register.

Vital acts and events are the births, deaths, fetaldeaths, marriages and all such events that have somethingto do with an individual’s entrance and departure from lifetogether with the changes in civil status that may occur toa person during his lifetime. Recording of these events inthe civil register is known as vital or civil registration andthe resulting documents are called vital records.

Birth StatisticsThe number of registered births in La Union in 2013

summed up to 16,859. The figure indicated a decrease of447 or 2.6 percent birth occurrences from the 2012 figureof 17,306. During the year, there was a daily occurrence of46 births or about two babies born per hour.

Males (8,856) outnumbered females (8,003) in termsof registered live births in 2013 resulting to a sex ratio of

110.7 males per 100 females. Seven city/municipalitiesregistered a sex ratio higher than the provincial average:

Luna (177.3), Bagulin (140.3), Bacnotan (126.6), Rosario(121.9), Sudipen (115.2), City of San Fernando (114.8), andAgoo (114.1). On the contrary, the least sex ratio of 85.7

males per 100 females was recorded in Bauang and Burgos.

Among the city/municipalities in the province, thehighest number of registered births was recorded in the Cityof San Fernando in 2013. It comprised 7,734 or 45.9 percentof the total births in La Union. Agoo ranked second with3,610 (21.4 percent) distantly followed by Balaoan with 912(5.4 percent), Naguilian with 901 (5.3 percent) and Rosariowith 750 (4.4 percent).

A year ago, the lone city in the province also rankedfirst being the city/municipality that registered the highestnumber of live births with 7,129 or 41.2 percent of the totalbirths in the province. It was followed by Agoo with 3,687

The Crude Birth Rate (CBR) in La Union in 2013was computed at 21.9. This means that there were almost22 live births per 1000 persons in the province in 2013. TheCBR across the city/municipalities greatly varied with theCity of San Fernando as the highest at 64.9 births followedby Agoo at 56.9 births. The lowest CBR was computed inLuna at only 1.7 or around 2 live births per 1000 persons.

The highest daily average of 53 registered live birthswas recorded in September. A year earlier, the highestdaily average was recorded in January with 58 registeredlive births. On the contrary, March had the lowest dailyaverage of 36 in 2013 while December had the lowest dailyaverage of 41 in 2012.

Moreover, September was also the month with thehighest number of registered live births. Births registeredduring the month counted to 1,603 or 9.5 percent of thetotal registered births in La Union in 2013. On the otherend, the lowest number of registered live births was alsorecorded in the month of March with 1,110 of 6.6 percent.

During the year, it can be observed that the monthsof January, February, April, May, September and Novemberposted higher daily average number of registered births thanthe provincial average.

Marriage StatisticsThere were 3,786 marriages registered in 2013

showing a decline of 6.1 percent from the previous year’sfigure of 4,031.

Seventy percent of the city/municipalities havedecreasing number of marriages in 2013 compared to their2012 figure. The biggest decrease was noted in Burgos

from 81 to 55 marriages (-32.1 percent). This was followedby Santol from 95 to 69 marriages (-27.4 percent) andSan Gabriel from 180 to 145 marriages (-19.4 percent).

On the contrary, the top three municipalities thatposted the highest increase were Pugo from 91 to 111

(22.0 percent), Rosario from 238 to 277 (16.4 percent) andBagulin from 98 to 106 (8.2 percent).

Although the number of registered marriages in the

City of San Fernando went down to 566 in 2013 from 598 in2012, it remained as the city/municipality that registeredthe most number of marriages in the province. Bauang

ranked second with 365 (9.6 percent) followed by Rosariowith 277 (7.3 percent).

A year earlier, Bauang also ranked second with404 marriages or 10.0 percent of the total registeredmarriages in the province while Naguilian placed third with

297 or 7.4 percent.On the other end, the municipality of Burgos

posted the least number of registered marriages in 2012

and 2013 with 81(2.0 percent) and 55 (1.5 percent)respectively.

In 2013, the rate in which couples are marrying orthe Crude Marriage Rate (CMR) was 4.9. This means that

there were almost five marriages per 1000 persons in theprovince in 2013.

The top three municipalities with the highest CMR

were San Gabriel (8.4),Bagulin (8.3), and Burgos (6.7) whilethe three municipalities with the lowest CMR were Agoo (3.0).Bangar (3.7) and Balaoan (4.2).

Meanwhile, the favorite month of couples to tie the

knot in 2012 was the month of May with a daily average of22 marriages. This was followed closely by the month of

April with a daily average of 21. The month of Januaryranked third with a daily average of 18.

The least favored month for marriage in 2013 were

the months of August and October both posting a dailyaverage of four marriages. In 2012, the least favored monthsfor marriage were the months of March, August and

September with a daily average of five.

The City of San Fernando ranked first in terms onthe number of registered deaths in 2013 with 1,746 or about

one third (33.4 percent) of the total registered deaths in theprovince. Agoo placed second with 687 (13.1 percent),followed by Bauang with 308 (5.9 percent), Naguilian with

260 (5.0 percent) and Balaoan with 247 (4.7 percent).

Similarly, the said city/municipalities had the sameranking in 2012. The City of San Fernando recorded 1,714

deaths or 33.6 percent of the total deaths in the province.Agoo registered 631 (12.4 percent), Bauang with 320 (6.3percent), Naguilian with 243 (4.8 percent), and Balaoan

with 240 (4.7 percent).

The top five city/municipalities showed increasing

number of registered deaths from 2012 to 2013 except forBauang that posted a decrease of 3.8 percent from 320 to308 registered deaths.

On the other end, the municipalities of Burgos,Bagulin, and Santol posted the smallest number ofregistered deaths in the province with 35 (0.7 percent), 41

(0.8 percent), and 54 (1.0 percent) respectively. In a similarway, said municipalities were the bottom three in 2012 in

terms of number of registered deaths: Burgos with 34 (0.7percent), Bagulin with 38 (0.7 percent) and Santol with 44(1.0 percent).

On the average, there was a daily occurrence of 14deaths in 2013, maintaining the same daily average in 2012.

Mortality was at its peak in January 2013 with atotal of 533 registered deaths. Although January had the

largest total deaths, it had the same daily average of 17deaths as that of the month of April. The next highestnumber of deaths was noted in months of October with 503

and September with 476 followed both posting a dailyaverage of 16 deaths. The least number of deaths wasrecorded in March with 350 deaths or a daily average of 11

deaths.

In 2012, the highest number of deaths wasregistered in the month of October with 494 deaths. Next

to October was the month of September with 471registered deaths. The same daily average of 16 deaths

was computed for both the months of September andOctober. The months of January with 468 and July with457 followed with the same daily average of 15 deaths.

The smallest number of deaths was registered in Junewith 348. Although June has the smallest number ofdeaths, it had the same daily average of 12 deaths as

that of the month of March.

Crude death rate (CDR) for 2013 was computed at

6.8 or around 7 deaths per 1,000 persons in the province.Two city/municipality in the province registered

higher CDR than the provincial value. The highest CDR

was recorded in the City of San Fernando valued at 14.7followed by Agoo at 10.8. The smallest CDR was computedin Bagulin at 3.2 or around 3 deaths per 1000 persons.

There were more male (2,989) deaths than female(2,244) deaths recorded in La Union in 2013. The computedsex ratio during the year was 133.2 which means that 133males died for every 100 female deaths.

Nine city/municipalities recorded a sex ratio higherthan the provincial average, the highest of which wasrecorded in Bagulin at 272.7. Second in rank was Burgosat 250.0 followed by Naguilian at 152.4. The smallest sexratio of 96.5 male deaths per 100 female deaths wasrecorded in Rosario.

Civil Registration Month

The 2013 Civil Registration Month (CRM) celebration kicked off onFebruary 1 in La Union with a Fun Walk initiated by the La Union City/MunicipalCivil Registrar’s Association. PSO Buyuccan together with Administrative Aide(AA) Jesus Caluza participated in the said event which started from themunicipality of Bangar to the municipality of Luna.

Another activity for the CRM was the Civil registration Quiz initiated byNSO-La Union to the Municipal Civil Registrar Office (MCRO) Staff of the differentmunicipalities on February 20. Winners were awarded after the contest. On thesame day, PSO Buyuccan presented the new set of officers of the La UnionCivil Registrars Association (LUCRA) during the induction/oath-taking ceremony.

During the month of February, an exhibit featuring the activities on civilregistration was displayed at the NSO-La Union bulletin board. Graphs onregistered births, marriages and deaths were also presented.

NSO-La Union together with the local civil registry offices also hung the2013 CRM streamer bearing the theme “Civil Registration, Bringing Public ServiceCloser to the People” in support to the 2013 CRM and to inform the public of thecelebration.

2013 North Luzon Alliance WorkshopPSO Buyuccan together

with the three District StatisticsOfficers (DSOs) of NSO-La Union(Marieta Piaoan, Elsie ElaineNardo, and Dominador Juloya Jr.)attended the Northern LuzonAlliance Workshop on Civi lRegistration held at the Universityof La Salette, Santiago City, Isabelaon June 25-27.

The event revolved aroundthe theme, “Bringing public servicecoupled with wisdom, love andoneness.”

As the front liners at themunicipal level, they were requiredto attend the said event to beupdated with the new laws, issuesand concerns on civil registrationand to get acquainted with themunicipal civil registrars of NorthernLuzon (Region I, II and CAR).

On the f irst day o f theworkshop, the following topics werediscussed: “Immigration Civi lRegistration Concerns (Mr. DaleTongson); “DOH Concerns on CivilRegistration” (RD Rio I.Magpantay); “Updates, Issues, andConcerns on RA 9255, RA 9048and RA 10172” (SCO V Joseph P.Cajeta); and “Updates, Issues andConcerns on Civi l Registration,PhilCris, BREQS, CRS, and CDLI”(Dir. Lourdes J. Hufana).

Moreover, queries werealso accommodated byAdministrator Carmelita N. Erictaduring the Civil Registrar General’sHour. Special awards like MostCitizen-Focused Civil RegistrationActivity in 2012, Most InnovativeCivil Registration Activity in 2012,Most Collaborative Civi lRegistration Activi ty in 2012,Leadership Award, and MostOutstanding Public Service on CivilRegistration were awarded duringthe Recognition Ceremony.

On the second day of theworkshop, the following topics werepresented: “Judicial Decrees andOrders Concerning Civi lRegistration” (Hon. Raul V.Babaran); “Online Access o fOCRG Circulars thru the NSO JuanClick Info Center” (RD Socrates L.Ramores); “Leadership Transition”(MCR Cynthia B. Soriano); and“Rethinking the Northern LuzonAlliance Civil RegistrationImplementers” (RD Olivia G. Gulla).In addition, Vice Mayor Roberto C.Agcaoili of San Mateo, Isabela, asGuest Speaker, talked on “TheLGUs Perspective”. A paneldiscussion on civil registrationconcerns was also conducted onthe second day.

The DVSS accomplishmentreport was prepared and submittedmonthly to the Civil RegistrationDepartment (CRD). The reportcontained the detailed activities inprocessing the civil registrationdocuments. The data files for thecivil registration documentsprocessed under DVSS were alsoemailed to CRD.

Republic Act 10172

Seminars/Trainings on Civil Registration Laws

Republic Act (RA) No. 10172 is an act furtherauthorizing the city or municipal civil registrar or theconsul general to correct clerical or typographicalerrors in the day and month in the date of birth or sexof a person appearing in the civil register without needof a judicial order, amending for this purpose RepublicAct 9048.

RA 10172 is a new law aimed to improve thecivil registration system. But before i ts f ormalimplementation, series of trainings are conducted tothe different personnel involved in the implementationof said law.

Training on Processing of Annotated Documents

PSO Buyuccan and SCO I Joseph Estoestaattended the training on processing of annotateddocuments affected by legal instruments, courtdecrees, RA 9048, RA 10172 and supplementalreports conducted by NSO Central Off ice onDecember 17-18 at Basco Batanes. The said training was participated by RegionalDirectors, Provincial Statis tics Of ficerss, andpersonnel in charge on civil registration matters inRegion I, II, and CAR in line with one of the majorfunction of the NSO which is civil registration.

The training on the guidelines andImplementing Rules and Regulations (IRR) of RA10172 was spearheaded by NSO Region I on January17 at Citylight Hotel, Baguio City. It was attendedthe city/municipal civil registrars of Region I. PSOBuyuccan served as moderator during the openforum.

On February 20, NSO-La Union alsoconducted the same training to all MCRO staff ofthe different municipalities of La Union. OIC-RDRamores, PSO Buyuccan and MCR Francisco ofBalaoan, La Union served as resource person. Forthe NSO-La Union staff, the training was conductedon February 27 at the NSO-La Union conferenceroom.

All the CAF Team Supervisors alsoparticipated in the one-day training on RA 10172 onMarch 1 to keep them informed about this new law.PSO Buyuccan and Mr. Jessie Campos-OutletSupervisor of the CRS served as trainers. Moreover, PSO Buyuccan also served asresource person during the seminar on RA 10172and 9255 conducted by NSO-La Union on July 19.The participants were the hired RSBSA manualprocessors. The activity was done to inform ourhired personnel on the new laws on CivilRegistration.

Publications

The La Union QuickStat is a monthlypublication of NSO-La Union that features theupdates of NSO’s most requested availablestatistics particularly in the province of La Union.Data at the provincial level such as population bymunicipality and by congressional districts; CPI,inflation rates and PPP by area (Philippines,Region I and La Union); number of establishments;construction statistics; geography and agricultureare included. The publication was e-mailed [email protected] and other local recipients.

During the year, the La Union Facts andFigures, a handbook that contained data on thecensus of population and housing of the differentcensus years, was prepared and disseminated tousers. Other publications prepared were theSpecial Release on Private Building Constructionin La Union (4 th Quarter, 2011-2012); SpecialRelease on Marriage (2008-2012); SpecialRelease on Death (2008-2012); and one issue ofthe Unionstat Update, NSO-La Union’s newsletter,which featured the highlights of various activitiesof the province from January to March 2013.

NSO-La Union has its regular radioprogram at DZAG Radyo ng Bayan Agoo entitled“Ti NSO Ken Sika” to disseminate the activities ofthe office to public listeners. This is also an avenueto ask the public to support the census and surveysconducted by the office.

PSO Imelda Buyuccan regularly attendsthe radio program to inform the public on statisticaland civil registration matters over the air. Shediscussed the 2012 CAF trainings and enumerationand the 2013 CRM celebration during the liveinterview of DZAG Acting Administrative OfficerCharity Frianeza on January 15 and February 5.She was also interviewed by Frianeza on March15, 2013 with the topic revolving on the 2012 CAFand 2012 CPBI. To intensify the informationcampaign to support the 2012 CAF, the 2012 CAFRadio plug (Ilocano version) was heard over DZAGRadyo ng Bayan Agoo during the month of March.On April 3 and 24, the PSO again talked about theconduct of the 2012 CPBI and informed the publicon RA 10172, a new law in civil registration.

Furthermore, PSO Buyuccan, Stat IIRosalina Abellera and DSO Dominador Juloya Jr,were interviewed on May 3 with topics revolvingon the 2012 CPBI operations at the district leveland provincial level. Other upcoming activities ofthe office were also mentioned. Another interviewwas aired on May 22 with PSO Buyuccan talkingabout the processing of the 2012 CAFquestionnaires and the conduct of the 2013 NDHSPre-test in La Union.

DZSO Bombo Radio Reporter AbeOcasion interviewed PSO Imelda Buyuccan onFebruary 4 at NSO-La Union provincial office aboutthe on-going activities of the NSO particularly inLa Union. The 2012 CAF and 2013 CRMcelebration were the highlights of the said interview.

Also, DZAG Radyo ng Bayan AnchorMaricel Fronda interviewed PSO Buyuccan andOIC-Director Socrates Ramores on July 5 duringthe conduct of the second level training of the 2013July LFS/APIS conducted at the International RuralElectrificaton Training Center, Agoo, La Union.

On June 7, PSO Buyuccan informed theradio listeners about the 2012 CAF operations, July2013 LFS/APIS and the Batch Request EntrySystem (BREQS). Another interview wasconducted on July 16 where the PSO againappealed to the public to support the current JulyLFS/APIS and the 2012 CPBI operation.

Moreover, PSO Buyuccan, Stat II Abellera,and DSO Juloya were interviewed by Radio AnchorMaricel Fronda on October 16, 2013 informing thepublic of the activities for the month-long celebrationof the 24th NSM. They also answered queries oncivil registration concerns and asked for the public’ssupport to the October 2013 LFS/SOF and the2012 IOSPBI.

Exhibits/Bulletin Boards

The NSO accredited information center atSaint Louis College also catered data request bystudents in the campus. Most of the publicationsrequested were on the 2010 CPH results by area.

NSO-La Union conducted three fora provincewide regarding the results of the 2010 Annual Surveyon Philippine Business and Industry (ASPBI) and2012 Census on Philippine Business and Industry(CPBI).

The owners/managers, accountants andbookkeepers of the sample establishments for the2012 CPBI were the participants of the fora conductedon May 3, 7 and 9 in District 3, District 2 and District1 respectively. The results of the 2010 ASPBI werepresented to the participants for them to appreciatethe end-result of the data they provided to the NSOdata gatherers. They were also familiarized with thedata items contained in the 2012 CPBIquestionnaires and were taught how to properlyaccomplish the forms. PSO Imelda Buyuccan, Stat IIRosalina Abellera, Stat. I Niño Tuazon and DSODominaror Juloya Jr. served as resource persons.

Maintenance of NSO La Union LibraryThe Office’s library is the main source of

research materials/information/data for researchersand data users. Publications of the dif ferentcensuses and surveys conducted by NSO aredisplayed and kept therein. An inventory of availablepublications, books and other library collections wasupdated quarterly.

One way to disseminate the results of thesurveys and censuses conducted by NSO is in theform of statistical exhibits where the public caneasily understand statistical data through graphicaland tabular presentation.

In February, graphs involving registration ofbirths, marriages, and deaths in La Union werepresented at the NSO-La Union bulletin boardtogether with the pictures of civil registrationactivities in the province. During the Women’sMonth celebration, graphs and tables depicting theresults of the 2010 census by area and by sex werealso displayed.

In October, NSO-La Union contributed to theStatistical/Info Exhibit at the Governor’s Gallery byproviding tables and graphs on demographic, vital,price, and construction statistics as well as flyersand brochures on NSO’s census and surveys. Thisis in support to one of the activities for 24th NationalStatistics Month celebration as planned by theProvincial Statistical Coordination Committee. Inaddition, the same tables and graphs weredisplayed at the office’s bulletin board.

NSO Accredited Information Center

NSO-La Union’s regularly updates its gallery of civilregistration and statistical information at the NSO La Unionbulletin board.

Publications on different censuses and surveys are kept ina see-through cabinet for easy viewing by researchers.

Gender and DevelopmentWomen’s Month Celebration

NSO-La Union continues to support Gender and Development concernsby helping in the dissemination of sex-aggregated data from the results of census,surveys, and administrative reports and by conducting lectures on genderawareness.

Women’s month celebration inthe country has served as a venue tohighlight women’s achievements anddiscuss continuing and emergingwomen’s empowerment and genderequali ty issues and concerns ,challenges, and commitments. Duringthe month of March, NSO-La Unionjoined in the observance of Women’sMonth with the theme, “Kababaihan:Gabay sa Pagtahak sa Tuwid na Daan.”

Several activities were done bythe office like hanging of streamer,posting of gender statistics at theoffice’s bulletin board, holding oflectures on gender awareness anddisaster preparedness, conducting oflivelihood trainings, engaging in sportsactivities and extending help to needychildren of La Union.

Director Rogelio T. Del Rosario of Civil Service Commission, UrdanetaField Office discussed on gender-related issues and concerns during the GenderSensitivity Forum conducted on March 22 at the NSO-La Union conference room.Furthermore, Mr. Freddie Evangelista of the Office of Civil Defense, Region Iserved as resource speaker in the Seminar on Disaster Preparedness conductedon March 25 at the NSO-La Union conference room. The seminar was done toinform all NSO La Union and Region I employees of the different calamities thatstrike the country and how to be prepared with the said calamities.

On March 11, a livelihoodseminar was also conducted to equipthe men and women of NSO-La Unionwith additional skills that can helpthem in preparing for their ownconsumption and that can also be asource of additional income. Ms.Leonila F. Munar, accredited TESDAtrainer, demonstrated how to cookchicken nuggets and embutido.

In line with the Women’sMonth celebration, NSO-La Unionalso had its second round of the“KAPUSO” outreach program atBarangay Alaska, Aringay, La Unionon March 20 and at Barangay Arosip,Bacnotan, La Union on March 21.Day Care children and GradeSchool pupils in the area served asbeneficiaries for the Feeding program.Used clothing, bags, school suppliesand slippers were distributed throughthe collective efforts of the NSO-La Union employees

Team Building Activities

Aside f rom the Women’sMonth activities that fostered genderand development, all NSO-La Unionpersonnel attended the NSO-GADCultural and Team Building Activitiesconducted at Plaza del Norte Hoteland Convention Center, Laoag City,Ilocos Norte on September 28-29,2013. During the said event, aSeminar on Gender Awareness andGender Statistics were lectured byHRMD Chief Hilda Ballesfin and StatII Elma Ruth Casasola respectively.The cultural night and the “Laro ngLahi” were activities that promotedthe cultures and traditions ofFilipinos, reminding the NSO RegionI family of the heritage every Filipinoshould be proud of. During thecultural night, the s inging anddancing talents of all NSO Region Iand field of fice personnel wereshowcased. Moreover, thesportsfest which featured the “Larong Lahi” not only awakened thealmost forgotten Filipino games butalso promoted camaraderie andsportsmanship with the competingteams composed of employeescoming from the regional office andthe field offices.

Trainings and Planning Workshops

In addition to the regular in-house trainings conducted by NSO-La Union, the following trainings werealso attended by the requestedpersonnel:

Mr. Joel Natura, SCO I ofNSO-La Union attended thePhilippine Government ElectronicProcurement System (PhilGEPS)tra ining conducted by theDepartment of Budget andManagement - Procurement Serviceon March 7-8, 2013 at CyberFiestaInternet Café, Dagupan Ci ty,Pangasinan. The topics included BidNot ice, Award Not ice, NewPhi lGEPS features and otherPhilGEPS functions with hands-onactivities.

The training for the pre-test3 of the 2013 National Demographicand Health Survey (NDHS) was doneat the regional office on May 20-24. Four female personnel of NSO-

La Union and female counterpartsfrom the other provinces of region Iwere involved in this activity. After thediscussion of the manual, mockinterview was done in preparation forthe field practice. The last day of thetraining was devoted to field practicein Barangay Biday, City of SanFernando. Households wererandomly visited to interview women15-49 years of age using the preparedquestionnaires. This was done toassess if the questions contained inthe NDHS questionnaires are clearand understood by the respondentsand to record the duration of theinterview. Ms. Erma Aquino ofDemographic and Social StatisticsDivision (DSSD) served as the trainer.

PSO Imelda Buyuccanattended the 2012 CPBI ValidationWorkshop conducted by the Industryand Trade Statistics Department(ITSD) on June 18-19 at HotelEurotel, Angeles City, Pampanga.

The workshop aimed to ease themanual processing of the CPBI oreven the ASPBI by using the systemprepared by Pampanga PSO ArleneDivino.

PSO Buyuccan a lsorepresented the region during theAdvance ICD-10 Training on MortalityCoding using the Mortality MedicalData System (MMDS). The saidtraining was conducted by theDepartment of Health -NationalEpidemiology Center at CiudadChristia Resort, San Mateo, Rizal onSeptember 23-27.

Planning WorkshopsIn preparation for the 2014

Regional Planning Workshop, allNSO-La Union personnel participatedin the Provincial Planning Workshopheld at Ivy’s Garden Resort onNovember 8. The workshop wasfocused on the preparation of the 2014workload by activity, commitmentsand gender and developmentactivities. PSO Buyuccan and Stat.II Abellera served as resourcepersons/facilitators.

All NSO-La Union personnelalso participated in the 2014 RegionalPlanning Workshop conducted atTreasures of Bolinao Beach Resortand Hote l, Patar, Bolinao,Pangasinan on December 10-12. Theworkshop was organized by theregional office. All employees of NSO-Region I and its field offices wereincluded in the said activity due tothe introduction of the new ratingsystem: the Office PerformanceCommitment Review (OPCR) andIndividual Performance CommitmentReview IPCR. NSO-La Union continues to share newknowledge and experiences by serving as resourcespeaker/lecturer in seminars, trainings, and capabilitybuilding activities not only to NSO personnel but alsoto other agencies.

On civil registration, PSO Buyuccan served asone of the resource speakers during the Seminar onCivil Registration conducted by the NSO-Region I onMarch 22. She talked about the “Overview of the CivilRegistration System in the Philippines.” On the sameday, she again discussed the same topic to the CRSSerbilis Center clients with problems on civil registrationmatters.

PSO Buyuccan also served as resourcespeaker during the “2012 Census of Phi lippineBusiness and Industry (CPBI) Validation Workshop”conducted by NSO-Regional Office I on July 5 at theInternational Rural Electrif ication Training Center,Agoo, La Union. The workshop aimed to ease themanual processing of the CPBI or even the AnnualSurvey of Philippine Business and Industry (ASPBI)by using the system prepared by Pampanga PSOArlene Divino. On July 9, she also echoed the sametopic to NSO-La Union personnel.

During the Capability Training, SCO DanitesTeñido lectured on layouting using Adobe Pagemakerconducted by NSO-La Union on July 9. The objectiveof the lecture was to help the personnel in thepreparation o f their reports and art ic les ascontribution to the quarterly newsletter and narrativereports of the office.

Furthermore, SCO I Divino Amor Riverashared his expertise on Mail Merge using Excel whileSCO I Danites Teñido lectured on Microsoft WordBasics during the “Seminar on Microsoft Excel andMicrosoft Word Applications” conducted by NSO-Region I on July 1. The training was attended byNSO Region I and NSO provincial offices personnel.

Tree Planting

NSO-Region I and La Union participated inthe National Tree Planting Day in support to thegreening program of the government.

The NSO personnel had tree planting atBarangay Cares, Pugo, La Union on June 25 incoordination with the Department of Environmentand Natural Resources Region I. The second roundof the tree planting activity was done on September26. The NSO personnel visited the same barangayto check the condition of the seedlings they plantingduring the first visit and to plant additional seedlingsin the area.

SCO I Danites Teñido was also invited asresource speaker during the “Orientation Seminar onIndigenous Peoples Mandatory RepresentationGuidelines” conducted by National Commission onIndigenous Peoples (NCIP) Region I at Puerto de SanJuan Hotel on November 22. She was requested tolecture on “The Basics of Technical Writ ing andStatistical Report Writing.”

NSO Anniversary

The 73rd Founding Anniversaryof NSO for the monthof August was celebrated by NSO-La Union with the theme“Handog ng NSO: 73 Taong Taos-Pusong Serbisyo saMundo” with the aim to bring true service to the Filipinopeople.

Several activities were lined-up for the month-longcelebration. The streamer depicting NSO’s 73rd Anniversarywas hung in front of the office for public awareness. OnAugust 19, NSO-La Union together with the NSO-Region Ipersonnel attended the Thanksgiving Mass celebrated atthe CRS Serbilis Center waiting area. In addition, a blood-letting drive was also done on the same day. To break themonotony of work, a sportsfest featuring the Filipino, “Larong Lahi” was participated in by NSO-Region I and La Unionpersonnel from August 23-30.

Outreach ProgramSocial responsibility is

one of the commitments of theoffice beyond its mandates.The “Kapuso OutreachProgram” serves as theoutreaching arm of NSO-La Union as it adopts abarangay/school where freeservices/gif t-giving isundertaken.

In line with the Civilregistration month celebration,NSO La union had its“KAPUSO” outreach programon February 26 at BarangayAlaska, Aringay, La Union, oneof the depressed coastalbarangays in La Union. Anotherfeeding program and gift-givingactivity was done in themountainous area of BarangayArosip, Bacnotan, La Union onFebruary 28. Day Care childrenand grade school pupils in thetwo brangays served asbeneficiaries for the feedingprogram. In addition, usedclothing, bags and schoolsupplies were dis tr ibutedthrough the collective efforts ofthe NSO La union employees.

The NSO Anniversary sportsfest kicks off with thePledge of Sportsmanship.

Moreover, NSO-La Union conducted an outreach program inBarangay Pogo, Bauang, one of the sample barangays of the quarterlyLabor Force Survey (LFS) in the province on June 21 and August 20.The consultation dialogues with the residents of the barangay regardingcivil registration concerns were accommodated. In addition to the regularfeeding program, the Day Care children and grade school pupils werealso provided with slippers. The activity was in coordination with the officialsof said barangay.

First in its Kapuso Outreach Program, all employees of NSO-La Union visited the Dungngo Home Health Care Inc. at Sevilla, SanFernando City n December 26. This is a home for the aged institutioncatering 12 resident patients. Aside from free consultation dialogue oncivil registration with the employees and residents, the employees sharetheir blessings during the holiday season thru gift-giving.

Give love on Christmas Season! NSO-La Union shared their blessingsand time to the aged residents of Dungngo Home Health Care Inc.

NSO-La Union has been supportive toNational Statistics Month (NSM) Celebration being thepartner of the Provincial Government in carrying outthe NSM activities.

The following activities were done in line withthe NSM celebration:

The streamer of the 24th NSM bearing the theme“Statistics that Matters to Every Filipino” wasdisplayed in front o f the o ff ice for publicawareness.

NSO-La Union joined in the tree planting activity onOctober 4 together with all agencies housed at theprovincial center in support to the National GreeningProgram of the government.

All NSO-La Union staff attended the openingand c losing ceremonies of the NSM onOctober 1 and 31 respectively at the DiegoSilang Hall of the Provincial Capitol.

NSO-La Union co-organized a training programsponsored by the Provincial Government ofLa Union as part of the 24th NSM activities. Thestatistical training on Data Tabulation using CS PROwith Computer application was held on October 24at the Provincial Capitol with SCO I Divino AmorRivera of NSO-La Union and Stat I Niño Tuazon ofthe regional office as lecturers. Participants werepersonnel f rom various agencies and localgovernment units within the province.

SCO I Joseph Estoesta served as one of theresource speakers during the Statistical Symposiumheld in three National High Schools in the provinceon October 16, 21 and 22. He presented thehighlights of La Union’s Population and Housingcharacteristics from the 2010 Census on Populationand Housing .

SCO I Divino Amor Rivera and SCO I Danites Teñidoprepared the questions and served as member ofthe Board of Judges during the conduct of StatisticsQuiz contest held at San Fernando South CentralSchool, San Fernando City on October 15. Theactivi ty was sponsored by the ProvincialGovernment of La Union.

Philippine Statistics QuizSix students from the three university/colleges

in La Union (Don Mariano Marcos Memorial StateUniversity M id La UnionCampus, Don MarianoMarcos Memorial StateUniversity South La UnionCampus and Saint LouisCollege) joined in the 22nd

Philippine Statistics Quiz(PSQ) RegionalChampionship held onNovember 14 at BangkoSentral ng Pilipinas, SanFernando City, La Union.

PSO Buyuccan and Stat Abellera attended theRegional opening ceremony of the 24 th NSMconducted at the Bangko Sentral ng PilipinasRegional Office I on October 9.

Four NSO-La Union personnel assisted in theconduct of the said contest. SCO I Divino Amor Riveraand SCO I Joseph Estoesta provided technical supportwhile SCO I Joseli to Garcia served as procto r.Meanwhile, SCO I Danites Teñido was one of the quizmasters.

The Philippine Statistics Quiz is a nationwidecontest that aims to assess the competency and skillsof college freshmen in Statistics a acquired from highschool. The NSO and Philippine Statistical Associationhave been conducting the yearly undertaking since1992 to promote public awareness and appreciationof statistics. In 1994, the Commission on HigherEducation (CHED) began endorsing the annualcompetition.
