Will the Minister for Textile Industiry be pleased to state:

(a) whether it is a fact that the Textile Sector posted a decline ofnine percent in earnings during first nine months of the currentfiscal year; is so, the reasons thereof;

(b) the factors in local market/elsewhere including the appreciationof Pakistani rupee that caused the low level of profitability inthe Textile Sector; and

(c) the steps taken by the Government to increase textile exports ofthe country?

Minister for Textile Industry (Mr. Abbas Khan Afridi):- (a) It is nota fact that the textile sector is showing decline of 9% in exports.

(b) Textile exports have increased by 8.04% during July-March, 2013-14 which shows better export performance compared to corresponding periodof 2012-13.

(c) The textile sector of the country was granted drawbacks and supportsunder various schemes of the Textile Policy 2009-14 which however is coming toan end with this financial year. The Government has introduced a comprehensivetextile package in the latest budget under. Under the said, financing of long termcapital at interest rate of 9% which is well below the prevalent rates offered bybanks; export re-financing at 7.5% and subsidies for garment and made-upsexporters is included among other facilities which are all collectively aimed atenhancing the exports of Pakistan’s textile sector. Further, 120,000 unskilled youthand women will be trained,

Minister for States and Frontier Regions (Lt. General (R) AbdulQuadir Baloch): (a) The prescribed criteria for current budget is based on actualapproved estimates.

(b) The prescribed criteria for the distribution of development budgeton standing approved formula is as under:-

(a) 65% weightage for population

(b) 35% weightage for area.

The entire budget allocated for the FY 2014-15

(i) Development Budget = Rs. 1910.0 million

(ii) Salaries and other Expenses = Rs.1546.2261 million

Total Budget (in million) = Rs.3456.2261

(b) P&D and Finance Divisions, Government of Pakistan are in a betterposition to answer this Question as these Divisions determines the shares in thecurrent as well as Development budget of different special areas.

160. *Mr. Asad Umar:(Deferred during 14th Session)

Will the Minister for States and Frontier Regions be pleased to statethe steps taken by the Government regarding the 11 recommendationspresented in October, 2013 by Political Parties Joint Committee onFATA reforms?

Minister for States and Frontier Regions (Lt. General (R) AbdulQuadir Baloch): A report on steps taken on the recomendations of Political PartiesJoint Committee on FATA reforms is enclosed. The Governor, Khyber Pak htunkhwahas constituted FATA Reforms Commission vide order dated 16th May, 2014.With its multi-dimensional mandate for determination of strategic objectives for FATAover a period of 25 years in line with the aspiration of people of FATA to re-visit andre-define( the state-citizen relationship. The Commission’s report is expected toclarify, and recommend an action plan, proposing the future status of FATA.

Minister for States and Frontier Regions (Lt. General (R) AbdulQuadir Baloch): For the relief of Displaced Persons (DPs) of North WaziristanAgency the Government has been taking following steps:

i. Each family Head of House Hold (HOH) has been given a cashgrant of Rs. 37000/- under Prime Minister Package.

(a) An amount of Rs 12000/- for subsistence(b) Rs. 5000/- (one time) for Non Food Items (NFIs) kits.

(c) An amount of Rs.20000/- was provided under the Prime Minister Ramzan package.

ii. For Health Care Pakistan Institute of Medical Sciences (PIMS) hastaken over the control of DHQ, Bannu under Prime MinisterDirective.

iii. An amount Rs. 7000/- per month provided under the Chief Ministerof Punjab Package.

iv. An amount Rs. 5000/- (one time) and Rs. 3000/-(monthly) has beenprovided by the Government of Khyber Pakhtunkhawa.

v. Full Food Package by the World Food Program and non food itemsby UN High Commissioner for Refugees, (UNHCR). 214000Packages distributed so far.

vi. Free Health and Education facilities are being provided in camp andout of camp.

177. *Mr. Jamshed Ahmad Dasti:(Deferred during 14th Session)

Will the Minister for Textile Industry be pleased to refer to StarredQuestion No.213 replied on 7-4-2014 and to state:

(a) whether it is a fact that the import of cotton yarn is affectingthe domestic sector of the country; if so, since when alongwiththe reasons thereof; and

(b) whether it is also a fact that the Ministry has moved a summaryto the Economic Coordination Committee to impose 5% duty onthe said import; if so, the time by which it will be implemented?

Minister for Textile Industry (Mr. Abbas Khan Afridi):- (a) Cottonyarn imports from all countries increased from 12 Million Kgs to 23.9 Million Kgsduring the first 8 Month of currant finical year i.e. July-Feb 2013-14 Compared tosame duration of last year.

(b) The Ministry of Textile Industry moved a summary to the ECC of thecabinet to withdraw. SRO 15(1)2010 and restore import duty of 5%. The ECCof the cabinet approved the side summary on April 17th ,2014 and the federalboard of revenue issued the SRO 326(1)2014on April 25th 2014 Hence it standsimplemented.

178. *Ms. Munaza Hassan:(Deferred during 14th Session)

Will the Minister for Commerce be pleased to state:

(a) whether it is a fact that Pakistan faces the challenge of increasingthe productivity and thereby the export competitiveness; if so,the steps taken by the Government to address the said issue; and

(b) whether there is any proposal under consideration of theGovernment to remove the constraints to trade, includingproblems i.e trade logistics, availability and cost of electricity,labour market rigidities, the food safety standards regime andslow duty drawback payments; if so, the details thereof?

Minister for Commerce (Engr. Khurram Dastgir Khan): (a) Pakistanhas been facing the challenge of low productivity and export competitivenessover the years due to various constraints which inter alia include power shortageand law and order situation. In order to maximize exports and improve thecompetitiveness of Pakistan’s products in the international market, Ministry ofCommerce, announced a three year Strategic Trade Policy Framework (STPF)2012-15. The STPF provides a medium term road map to address challengesof export competitiveness through institutional / governance reforms, tradefacilitation measures and incentives for the development of various sectors. (Listof initiatives at Annex-A)

(b) The Government of Pakistan is committed to remove constraints totrade promotion. In order to remove these constraints and enhance Pakistan’sexport competitiveness over the medium term period, the Government adopted athree (03) years Strategic Trade Policy Framework. The three years StrategicTrade Policy Framework (STPF) 2012-15 announced measures aimed at tradefacilitation and access to finance. Such measures include establishment ofPakistan Land Port Authority (PLPA) and EXIM Bank. PLPA aims to transformour borders and land ports into efficient facilitators of trade. It will offer state ofthe art trade logistic facilities at the land border. Details of the initiatives are atAnnex-B.

As regards the issue of availability and lack of electricity, Ministry of Waterand Power is taking necessary measures to address this challenge.

With regards to the issue of food safety standards regime, Ministry ofNational Food Security & Research is in the process of developing the foodsafety standards and Agriculture and Food Security Policy. It has also recently,inaugurated the first ever locally manufactured Hot Water Treatment Plant that willaid in promoting disease free export of mangoes at National Agriculture ResearchCenter (NARC). Islamabad.

Regarding the issue of duty drawback payments, Ministry of Commercehas been raising issue of refund of duties and taxes with FBR on several occasions.The Finance Minister in his Budget Speech 2014-15 has promised to improve theRefund System and to develop a fast track channel for refund to manufacturers-cum-exporters. FBR has been directed to dispose of all their pending Sales Taxrefund claims before 30th September 2014.

INSTITUTIONAL STRENGTHENING AND GOVERNANCEINITIATIVES

1. Domestic Commerce Reform and Development

Recognizing linkages between domestic commerce and our competitivenessin the international markets, a Domestic Commerce wing has been created in theMinistry of Commerce comprising of two units i.e., Domestic Commerce Unitand Trade in Services Unit.

The new set up will establish necessary institutional and legal mechanismand busines processes to facilitate domestic commerce regulations. Besides this, itwould establish framework for interface with business community and provincialgovernments.

2. Establishment of Pakistan Land Port Authority (PLPA) toStrengthen Regional Trade

In order to develop mutually beneficial regional production and tradenetworks Pakistan’s border land ports lack world class trade facilities. Therefore,there was a need to transform land ports into efficient facilitators of trade whilesimultaneously be responsive to risks such as security issues, smuggling, humantrafficking etc. Thus Ministry of Commerce is in the process of establishing PakistanLand Port Authority of (PLPA), with a special focus to trade integration withSouth Asia. China and the ECO countries.

3. Setting Up of EXIM Bank

Pakistan’s exporters need legitimate trade financing support in the wakeof challenges of high interest rates and limited availability of financing for exportand investment. Therefore, an Export Import Bank is being established. The EXIMbank would not only provide export credit, but it would also provide supplier’scredit and export credit guarantees.179. *Shaikh Rohale Asghar:

Will the Minister for Foreign Affairs be pleased to state:

(a) whether it is a fact that a number of Pakistanis are missing inSaudi Arabia at present;

(b) if so, the steps being taken by the Government to search saidPakistanis?

Minister for Foreign Affairs: (a) Approximately 1.9 million Pakistanisare residing / working in the Kingdom of Saudi Arabia. There is a possibility thatfew Pakistanis might be missing from their work places.

(b) The Embassy of Pakistan in Riyadh comes to know about a missingPakistani only when the issue is brought to the knowledge of the Mission by relativesof the person who remains out of contact with his relatives/ colleagues.

On receipt of such applications/information, following steps are taken bythe Embassy:

1. The name of the missing person is checked in the list of prisoners(maintained by the Mission) provided by Saudi authorities.

2. If the name is not found, in the said list, the representatives of theMission verify the same from the record of the deportation centers.

3. If the name is not found then the issue is immediately taken up withthe relevant quarters through Saudi Ministry of Foreign Affairs tolocate the missing person.

4. The issue is also taken up during the high-level meetings with theconcerned authorities by the Head of Mission and other officials ofthe Mission.

89. *Ms. Shaista Pervaiz:

Will the Minister for Inter Provincial Coordination be pieased to state:(a) whether the Government provides incentives and financial

assistance to sports persons for participating in the Nationaland International sports events;

(b) if so, the number of sports persons who benefited therefromduring last five years alongwith details thereof; and

(c) the steps taken by the Government to promote sports in thecountry?

Minister for Inter Provincial Coordination (Mr. Riaz HusainPirzada): (a) PSB has affiliated 39 National Sports Federations which areresponsible for promotion of their respective sports in the country. PSB providesfunds annually to these Federations for their national and international activities.

PSB organizes national training camps for preparation to participate inmega events like Olympic, Asian, Commonwealth, Beach and South Asian Games.All the training expenses are borne by the PSB. Moreover, participation expensesare also borne by the Board.

PSB gives cash incentives to the medal winners of mega events as perapproved Government policy.

(b) The Government issued NOC to the National Sports Federations forparticipation of their teams in the international tournament at abroad. The participationof sports teams for the last five years including in mega events was as under:-____________________________________________________________

PSB has released grants to the National Sports Federations during thelast five years, the detail of which is attached at Annexure-I. The award/incentivewas given to the team members for winning madals in the mega events.

(c) Primarily it is the responsibility of the concerned National SportsFederations to promote their own sports. The Government substantiates the effortsof National Sports Federations by giving them financial and administrative support.

Pakistan Sports Board has established Sports Medicine Centre for Physicalfitness of the players. This system forms an integral part of any sporting organizationworld over, therefore, the basic objectives of this centre are:-

(a) Screening of athletes for various disease/disabilities.

(b) Prevention of injuries: -

(i) Education.

(ii) Management of injuries.

(iii) Testing the athletes randomly for doping.

90. *Ms. Shaista Pervaiz:

Will the Minister for Inter Provincial Coordination be pleased to state:

(a) whether it is a fact that all the National and InternationalStadiums in the country are equipped with modern infrastructuralfacilities for exercise/practice and training of sports persons;

(b) if so, the details thereof alongwith the total amount of fundsallocated and the expenditure incurred for the said purposeincluding upkeep/maintenance during the last five years;

(c) whether there is any proposal under consideration of theGovernment to build/create modern sports infrastructure ofinternational standard in the country and to upgrade the existinginfrastructure at various National/International stadiums; and

(d) if so„ the details thereof and the total amount of funds allocatedtherefor alongwith the time by which such projects will becompleted?

Minister for Inter Provincial Coordination (Mr. Riaz HusainPirzada): (a) Yes. International level stadiums comprise facilities for the exercise,practice and training of the sportspersons. However, stadiums in our country lackmodern facilities.

(b) Pakistan Sports Board (PSB) only maintains the sports facilities atPakistan Sports Complex, Islamabad and the PSB Coaching Centres at ProvincialHeadquarters. Details of these facilities along-with total expenditure incurred ontheir maintenance during the last five (5) years is attached at (Annex-I)

Sports facilities in the Provinces are owned and maintained by the respectiveProvincial/District Governments.

(c) No such proposal is at present under consideration of theGovernment to build/create modern sports infrastructure in the country. Afterthe devolution of the subject of sports to the Provinces in pursuance of 18thConstitutional Amendment, development of sports facilities in the Provinces isthe exclusive responsibility of the respective Provincial Governments. However,Pakistan Sports Board undertakes construction of sports facilities in the Provincesunder the President/Prime Minister’s directives or the projects specificallyassigned to it.

Minister for Foreign Affairs: (a) At present around 1500-2000 Pakistaniimmigrants are illegally residing in Libya. So far, during the recent crisis, the Missionhas evacuated 5769 Pakistanis from Libya. Of their 2769 Pakistanis have beenevacuated by 10 Special Flights sponsored by Government of Pakistan whileabout 3000 Pakistanis have been facilitated by the Mission for evacuation throughneighbouring countries i.e. Tunisia, Niger and Algeria.

(d) whether it is also a fact that a complaint has also been forwardedto the said Embassy by the parents of deceased persons forinquiry regarding issuance of said NOCs and cause of deathsand compensation therefor; if so, the findings thereof alongwithaction taken in this regard so far?

Minister for Foreign Affairs: (a), (b), (c) and (d) Our Embassy gets toknow about the death of a Pakistani national in the Kingdom once the Company/Employer of the deceased or any of his relative/ friend residing in the Kingdomapproaches the Embassy of Pakistan Riyadh or the Consulate General of Pakistan,Jeddah for obtaining the “No Objection Certificate” (NOC) for transportation ofdead body to Pakistan or local burial according to the will of the legal heirs.Obtaining NOC from the respective foreign Embassy/Consulate in KSA is a pre-requisite laid out by the Government of Saudi Arabia.

Following documents are required by the Embassy/Consulate for issuingthe NOC for the transportation or the local burial of the body:—

• Passport of the deceased,• Hospital report specifying the exact cause of death,• Police report in case of road accident or in case of natural death and• Written request by the legal heirs for issuance of the NOC.

As soon as these documents are received by the Embassy, the WelfareSection issues the NOC without further delay. A system has been put in placewhereby this facility of obtaining NOC is available to our nationals even on theweekend (Fridays 86 Saturdays) and holidays. Furthermore, the Embassy givestop priority to facilitate our nationals in distress and ensures swift transportation ofdead body to Pakistan. In this regard it is worth mentioning that the proceduresput in place by our Embassy/Consulate to facilitate the NOC issuance round the

clock are the simplest as compared to the procedures being followed by othermajor manpower exporting countries in Kingdom of Saudi Arabia.

In case of any unnatural death e.g. murder, suspicion of murder etc. or ifresident status of the deceased is doubtful or the employer of the deceased is nottraceable, local authorities withholds the dead body until completion of investigation.Such are the cases, where pre-departure formalities may take longer.

We have already brought this issue to the knowledge of the Saudi authoritieson a number of occasions including Joint Ministerial Commission meetings.

Minister for Foreign Affairs: As per the Government rules allgovernment officials posted abroad are entitled to medical coverage. Accordingly,all officers and officials including Ambassadors and their families are entitled tomedical coverage as admissible under rules during their posting abroad.

The expenditure incurred on medical treatment is paid directly to theAuthorized Medical Attendants (AMA) / Hospitals, except for medicines prescribedby doctors and for which payment has to made upfront to the service provider, ifany. Such payments can later be reimbursed as per original receipts.

In countries where health insurance is mandatory like the USA and mostof West European countries, insurance premium is paid directly to the respectiveinsurance companies.

Pak-Indonesia PTA:

Indonesia and Pakistan signed a Preferential Trade Agreement (PTA) on3rd February, 2012, which was operationalized w.e.f 1st September, 2013.

2. Pakistan’s Offer List to Indonesia under the Agreement includes atotal of 313 tariff lines for market access at preferential tariff., some of the majoritems are as under:—

• Edible Oil, Some varieties of Fish, Fresh Fruits, Edible Foods,Industrial Inputs — Citric Acid, varnishes, Esters), Chemicals(mosquito coils, prepared waxes, oleic acid) and ManufacturedGoods (gaskets of rubber, printing blankets, tanned leather, ComputerPrinters, electric amplifiers, digital cameras, flat monitors, golf balls,sunglasses, musical instruments)

3. Indonesia’s Offer List to Pakistan under the Agreement includes atotal of 232 tariff lines for market access at preferential tariff. Some of the majoritems covered under this agreement are as under;

• Kinnow, Cotton yarn, cotton fabrics, readymade garments, fans(ceiling, table, pedestal), sports goods (badminton and lawn tennisrackets), leather goods and industrial products.

• Pakistan signed FTA in goods with China in November 200, whichis operational from July 1, 2007.

• The Agreement on Trade in Services between Pakistan and Chinawas signed on 21st February 2009. The Agreement is operationalfrom 10th October 2009.

• Negotiations for 2nd phase of PCFTA commenced in March 2011.The 2nd meeting of 2nd Phase of CPFTA was held on November14-15, 2013. Both sides exchanged views to further deepen thebilateral trade and economic cooperation through the platform ofFTA. Both sides discussed the issues of Electronic Data Interchange,Sanitary and Phyto-sanitary measures (SPS) and Technical Barriersto Trade (TBT) etc. The 3rd meeting of 2nd Phase of CPFTA wouldbe held on mutually convenient dates between the parties.

• In 2007 Pakistan’s imports from China were at $ 4.1 Billion andexports to China were at $ 613 million. In 2013, Pakistan’s importsreached $ 6.6 billion, while our exports rose to $ 2.6 billion.

Malaysia Pakistan Comprehensive Economic Partnership Agreement(MPCEPA)

• Malaysia Pakistan Comprehensive Economic Partnership Agreement(MPCEPA) was signed on 8th November, 2007 and becameeffective from 1st January, 2008.

• Under the MPCEPA, a Joint Review Committee has been establishedto review the implementation and operation of this agreement. The1st Joint Review Committee meeting of MPCEPA was held in KualaLumpur, Malaysia on 12th Sep, 2011. The 2nd meeting was held on25-26th Feb, 2014 in Islamabad.

• Both countries have exchanged their requests lists for furtherexpanding concessions by revisiting existing concessions in tariff lines.

Pak-Sri Lanka FTA

• Pakistan concluded its first Free Trade Agreement (FTA) with SriLanka in August, 2002. Pakistan Sri Lanka FTA (PSFTA) isoperational from June 2005.

• In Year 2005-06 Pakistan’s exports to Sri Lanka were $ 159 millionand imports stood at $ 71 million. In 2012-13, Pakistan’s exports toSri Lanka increased to $ 327 million while imports from Sri Lankawere at $ 76 million.

• An annual review meeting is held between two sides. Five suchmeetings have been held so far. The last meeting was held in Islamabadon April 29-30, 2013. Both sides have agreed to form Joint WorkingGroups for further co-operation in the fields of Trade, Investment,Customs Cooperation and Auto sector.

• The future roadmap to enhance cooperation includes incorporationof the following Chapters in the Agreement to be called asComprehensive Economic Partnership Agreement (CEPA): -

• Trade in Services• Investment• Customs Cooperation

(b) No Free Trade Agreement has been signed with any country duringlast two years. However, a Preferential Trade Agreement (PTA) has been signedwith Indonesia in 2013. Details are as under;

• Pakistan Indonesia Preferential Trade Agreement was signed on 3rdFebruary, 2012 and operationalized w.e.f 1st September, 2013.

• Pakistan agreed to offer the same treatment on Palm Oil productsfrom Indonesia as provided to Malaysia under the Pakistan-MalaysiaFTA which means that Pakistan will import palm oil from Indonesia@15% Margin of Preference (MoP) under the PTA. Indonesia hasoffered Pakistan preferential market access for Kinnow, Cotton Yarn,Cotton Fabrics, Readymade Garments, Fans, Sports Goods andLeather Goods.

Minister for Textile Industry (Mr. Abbas Khan Afridi): (a) UnderTextiles Policy 2009-14 the technology up-gradation fund scheme was launchedin which for investment upto Rs. 10 million, 20% grant was permissible to theSME sector. Further, under Textiles Package Budget 2014-15, the governmenthas lowered the long term financing facility (LTFF) at interest rate of 9% forinvestment.

(b) Handmade khaddar is renowned.

(c) The Ministry of Textile Industry is in the process of formulating ‘TextilePolicy 2014—2019’. Under the new Textiles Policy, the Government will focuson establishing common facilitation center and provide skills development topromote value addition for various sectors including handmade fabrics, however,at the moment there is no proposal under consideration for establishment of TextileCity or Textile Village in Charsada.

140. Rai Hasan Nawaz Khan:(Deferred during 14th Session)

Will the Minister for States and Frontier Regions be pleased to state:

(a) whether Government has conducted any survey to identify thetribals living below Poverty Line during the last five years; ifso, the tribe wise details thereof;

(b) whether Government has formulated any special scheme/program for the upliftment of the said tribals during the said period;

(c) if so, the amount allocated/released/utilized during the saidperiod; and

(d) the year and tribe wise achievements made therefor during thesaid period?

Minister for States and Frontier Regions [Lt. General (Retd.) AbdulQadir Baloch]: (a) No such survey to identify the tribals living below poverty linehas so far been conducted in FATA. However, a survey “FATA DevelopmentIndicator Household survey (FDIH)” is being conducted in some Agencies/FRs,where law & order is conducive. Data collection/field activities are in progress.Draft report of the survey would be available in due course. However, in fewAgencies/FRs, the survey is not possible due to law & order and ongoing militaryoperation.

Moreover, the weak socio-economic indicators of FATA compared withthe rest of the country and KP suggest that FATA is the most backward area of thecountry. (Major socio-economic indicators are attached).

(b) Every year the Federal Govt. allocates one line development budgetfor FATA in the Federal PSDP. This budget is further allocated amongst 7 Agenciesand 6 FRs as per formula approved by the Governor, KPK as under:

• 65% on population basis

• 35% on area basis

The schemes/projects are identified in consultation with PoliticalAdministration and Parliamentarians concerned of the respective areas. (Sector/Agency-wise breakup in respect of the FATA Annual Development Programme2014-15 is attached).

As explained earlier, no exclusively designated poverty alleviation programhas been undertaken, but most of the investment in sectors like agriculture, livestock,fisheries, irrigation, forestry etc invariably impact the poverty index in FATA .Moreover, investment in one of the most prodigious sectors i.e. Communicationalso positively impact livelihood.

(c) 5 years FATA ADP allocation, releases and utilization position isattached.

(d) Yearly allocations and spending have been shared above, whereas,no tribal-wise data is available, as the development paradigm concentrates ongeographical areas i.e. Agencies/FRs rather than on tribal identities.

Khurram Dastgir Khan): The proposalto start trade with India from Munabao Border has been under consideration.However, at Present, there are infrastructure issues like lack of road network foroperationalization of the route for trade and non-availability of Customs' set up atthe border point. During the visit of Indian Commerce Minister to Pakistan on 13-16 February, 2012, the two sides, among other things, agreed that possibilities ofopening route for trade will be explored in consultation with the stakeholders(Annex-I). It was agreed, in principle to constitute a Joint Working Group toexplore the possibility of opening this route for trade. The matter is under discussionwith the stakeholders to achieve this objective.

LEAs are engaged in clearing the area. Presently, somevillages of SWA (Mehsud areas) have been cleared and repatriation process ofDPs has been completed. The detail of cleared areas is Annexed.

(b) Residents are not being stopped from going to the areas which havebeen cleared.
