Background

Pakistan is once again witnessing a wave of internally displaced persons from its crisis-affected Federally Administered Tribal Areas. Very recently, the Government of Pakistan launched military action to uproot miscreants in the North Waziristan Agency, which is leading to displacement of people in large numbers to the nearest settled districts as well as other parts of Pakistan. Updates on displaced populations by the Provincial Disaster Management Authority (PDMA) show that as many as 103,183 families (1,016,559 individuals) have been displaced from NWA mainly to District Bannu and FR Bannu.

Internal Contingency Planning

Foreseeing the upcoming NWA situation, SRSP held internal meetings whereas Contingency Planning was started in mid April 2014. Site location, teaming, resource and security planning, regular field observations and coordination with Government Agencies were integral parts of this process.

Focusing Citizen-State RelationshipYears of regional instability and economic deprivation have led to a general increase in marginalization and unequal development in Pakistan and, in particular, the Khyber Pakhtunkhwa Province and the Federally Administered Tribal Areas (FATA). In addition, religious extremism has also made serious in roads into the region, which has further set back progress. Service delivery gaps have also been compounded by recurrent natural disasters in recent years. These factors have contributed to increased disappointment amongst the population, which in turn has become a cause of resentment against the State.

In the recent NWA IDP crisis, SRSP is pursuing the attainment of two important objectives; 1) ensuring the IDPs, especially the poor, women, girls, disable and youth, have access to adequate humanitarian support; and 2) facilitating the re-engagement of the State with the Citizens and rebuilding trust of the citizens in state institutions. In the first case, SRSP is partnering with UNHCR, UNDP, UNFPA and UNICEF to deliver relief and recovery initiatives for both IDP and local host communities in District Bannu. In the second case, SRSP has extended technical assistance to the government- Provincial and FATA Disaster Management Authorities (PDMA and FDMA).

SRSP seconded 130 staff members to FDMA for the pre-registration of 43,007 IDP families, which was completed in 13 days. (Funded by UNHCR)

Similarly, FDMA was supported in Registration Data Up-gradation process of 63,698 IDP families in five districts, i.e., Peshawar, DI Khan, Bannu, Kohat and Karak. (Funded by UNHCR)

Child Protection and Welfare Commission was provided 3 women staff for 3 months. This support enabled the commission to have a direct interface with women and girls and address their most pressing needs.

Furthermore, SRSP is also extending support to Humanitarian Clusters i.e. Water, Sanitation and Hygiene (WASH), Shelter/NFIs, Community Restoration (CoR) and Food by facilitating cluster meetings at its office in District Bannu.

Extending Outreach to PhilanthropistsSRSP has launched an appeal for funds on its website for the IDPs of North Waziristan Agency. This helped in organizing support from philanthropists from both within and outside Pakistan. The cash and in-kind assistance received for IDPs was utilized to address most pressing needs of the displaced communities. 2,500 Blankets and 500 Food Packages were also distributed amongst IDP families. Humanitarian accountability was ensured through facilitating visits of philanthropists to distribution sites.
