It has been another strong year forour neighborhood and the localbusiness community. Our littlevillage continues to be one of themost sought after places to liveand operate a business in the Cityof Chicago. At the Chamber ofCommerce we have been able tomeet our growth in membershipwith increase services, anexpansion of our marketingcapabilities, and multiplenetworking events throughout theyear. THE 3/50 PROJECTHOW YOU CAN SAVELOCAL BUSINESSWhich three local businesseswould you miss if they closed theirdoors? Maybe it’s that deli on thecorner where you grab the bestsandwiches. Perhaps it’s the videostore down the street where theclerk stashes the latest releasebehind the counter so it will still be there when you stop after worklate on Friday night. Is it the floristwho already seems to know exactlywhat your wife will love for herbirthday—and is good enough togive you a reminder call so younever forget the date?
Small business (defined as having500 or fewer employees) are thelifeblood of the American economy,accounting for an astounding 99.7percent of all employer firms,according to a 2007 study by theU.S. Department of Commerce. Yet locally owned independentbusinesses are under far morepressure than ever. Trying economictimes that have consumers closingtheir wallets, the credit crunch, andshoppers searching for perceivedbargains at large chain stores havetaken a severe toll, while buyouts of corporations that are “too big to
fail” largely don’t benefit the littleguys. It was that combination offactors that was weighting heavilyon Cinda Baxter, a Minneapolis-based retail consultant, early in2009. “It began with a really rottenweek in March,” Baxter explains.
That Monday, a friend told her toturn on Oprah. “I flipped it on andsaw an hour-long program tellingconsumers to stop discretionaryspending. As someone who knowshow small business works, it wasdevastating. Then CBS did a pieceon consumer saving and howconsumers were now doing such agood job of it. The headlines werejust dire and abysmal; by the end of the week, more people I knewhad turned off the news than werestill watching it.”
A few days later, after seeingCNBC’s Erin Burnett discuss howthe headlines were impactingconsumer psychology on the TodayShow and a later interview on Meet the Press in which Burnettsaid part of the problem was diremedia coverage, Baxter decided totake matters into her own hands:

“I am not a person who thinks theglass is half empty with holes drilledin the bottom, so three days later, I wrote a blog post.”Baxter’s ideawas simple: if half of the employedU.S. population chose three locallyowned independent businesses theywould hate to lose, and then spent acombined total of $50 a month withthem, it would have a major impact—generating an estimated $42.6billion of revenue annually. WhatBaxter couldn’t have envisioned was how quickly what she dubbedthe 3/50 Project would take off. “I thought maybe a dozen of myfriends would see the post. I cameup with a flyer explaining the ideathat businesses could hand out tocustomers, and I thought thatperhaps half of that dozen would go that far,” Baxter recalls. Insteadof the six she initially envisioned,“within 48 hours, I had more than350 emails from total strangersasking, ‘This is great, what else have you got?‘” She spent a Sunday afternoon designing awebsite—www.the350project.net—that launched on Monday, March 30, 2009. It drew 7,600absolute unique visitors in sevendays. By early November, more than12,800 businesses had becomesupporters, there were 21,600Facebook fans, and absolute unique hits were at 203,700.
What caused the groundswell?Perhaps it’s the straightforward wayBaxter presents the facts: For every
$100 spent in locally owned stores,$68 remains in the local economy. In contrast, only $43 of every $100remains local when spent in nationalchains, and little or no local revenueresults from online purchases.
“No one has talked this through withconsumers,” Baxter says. “Theexperts all talk in terms of macro ormicro-economi cs—not howconsumers talk to each other overthe dinner table. We simply say,‘Here’s the impact.’ It reallyresonates that even a small amount of spending can make a big difference.”
Another difference is that the 3/50Project takes a realistic approach.“We’re the only buy local movementthat doesn’t ask consumers to stopgoing to big boxes. I understand that while you can find many thingsin a local business, there are someitems that people will continue to goto big boxes for. We just ask them tobalance their spending a little better;that all or nothing mentality is whatgot us into this mess in the firstplace,” she states.What is essentialto helping small business is gainingand maintaining local support. “The3/50 Project is defi nitely having animpact,” Baxter says. Facebook isfilled with comments from businessowners and consumers echoingBaxter’s sentiments, like these byMartha Pesta Smith, who ownsPeafunk Designs in Wickford, R.I. “As the owner of a small gift shop,

If so, it will literally change the lives ofpeople like myself and so many of my fellow small businessowners.” Baxter’s own email boxis happily logged. “I now average350 to 450 emails daily. I hearfrom business owners who aregrateful to finally have a messagethat’s positive and a ridiculouslyeasy way to explain it—theysimply hand customers a flyer. I hear stories about long-lostcustomers coming back and new customers coming in. I even hear that consumers areprinting out the flyers and takingthem to businesses they want tosupport. I never would havedreamt of that.”
Baxter also never imagined theimpact that post would have onher own life, as she now speaksabout The 3/50 Project toaudiences across the country. “I quite inadvertently created asecond full-time job for myself. It has completely up-ended mypersonal life, which justdemonstrates how obviouslynecessary this is,” she says.
Future plans for additionalmembership levels and Canadian,UK and Australian sites are in the
works. “I’m also looking atcorporate sponsorships that willallow us to keep growing,” shesays, then adds with a laugh, “Atsome point, though, I just hope toget a good night’s sleep.”

There is somecontroversy regardingthe origin of the nameof RRoossccooee SSttrreeeett, butthe most plausibleexplanation is that itwas named after atown in Pennsylvaniaby John LewisCochran, a tobaccosalesman, who in1885 began buyingtracts of land and found what arenow Edgewater and Avondale,which is west of Roscoe Village.When he named the streets, henamed them after suburbs andtrain stops near Philadelphia andtowns elsewhere in Pennsylvania.

community, are less likely to leave, andare more invested in the community'sfuture.

6Competition and diversity leads tomore choices: A marketplace oftens of thousands of small
businesses is the best way to ensureinnovation and low prices over the long-term. A multitude of small businesses,each selecting products based not on anational sales plan but on their owninterests and the needs of their localcustomers, guarantees a much broaderrange of product choices.
7Reduced environmental impact:Locally owned businesses canmake more local purchases
requiring less transportation andgenerally set up shop in town or citycenters as opposed to developing on thefringe. This generally means contributingless to sprawl, congestion, habitat lossand pollution.
8Public benefits far outweigh publiccosts: Local businesses requirecomparatively little infrastructure
investment and make more efficient useof public services as compared tonationally owned stores entering thecommunity.
9Encourages investment in RoscoeVillage: A growing body ofeconomic research shows that in
an increasingly homogenized world,entrepreneurs and skilled workers aremore likely to invest and settle incommunities that preserve their one-of-a-kind businesses and distinctivecharacter.
10Non-profits receive greatersupport: Non-profit organizations
receive an average 350% greater supportfrom local business owners than they dofrom non-locally owned businesses.

The C & NWopened a stop and theycharged exorbitant pricesfor tickets to exclude thepoor. In 1889, Chicagoannexed Lakeview. Theextension of the “L” to theRavenswood area in 1907 ended theirexclusivity. Affordable transportationled to affordable housing, andmembers of the working class movedin making Ravnswood the diverseneighborhood it is today.

ABOUT THE ARTIST:
Laura Fairman has been a resident of Roscoe Village since 2004, and passionateabout art her entire life.
She began her artistic career in oil painting, with a focus on portraiture, then quicklymoved into graphic design. In 2002 Laura founded Blue Canvas, a graphic and webdesign boutique specializing in creative work for small businesses. Graphic work includes logo and corporate identity packages, brochure, catalog, promotional andpresentation design. Web work includes strategic planning, information and interfacedesign, and development of content management systems with a focus on websitesutilizing WordPress as a platform.
In her spare time she loves creating art with her two daughters, Ruby and Frances,and traveling the world with her adoring husband, Jonathan.
