As per provisions of the Memorandum of Association of the Board of Practical Training, Eastern Region, Kolkata, the Board has been reconstituted and the said reconstituted Board assumes the Office with effect from the date of holding of 106th Meeting. The Chairman and Member-Secretary extend hearty welcome to all members and look forward to their valuable advice and suggestions during their tenure. A list containing the names and designation of the Members of the reconstituted Bard is placed at Annexure-I (Page 20 to 22 ).

B. To co-opt two Members in the reconstituted Board.

As per provisions of the Memorandum of Association two members may be co-opted by the Board for inclusion in the reconstituted Board. In this connection the attention of the members may be drawn towards letter No.F.24-31/95-TS.III/TS.IV dated 2.7. 1997 received from the Ministry of HRD, a copy of which is placed at Annexure-II (Page ). Through the said letter it is proposed by the Ministry that each Board may co-opt two members (two State Directors of Vocational Education) by rotation on the BOG of individual BOAT/BOPT. In the earlier Board the Director of Secondary Education, Office of the Directorate of Secondary Education, Govt. of Assam, Kahilipara, Guwahati – 19, and the Director of Vocational Education, Department of Secondary Education, Govt. of Bihar, New Secretariat, Bikash Bhavan, Baily Road, Patna-800 015 were the co-opted members.

The Board may co-opt the members accordingly.

Item 106.02 : To confirm the Minutes of the 105th Meeting of the Board of Governors of Board of Practical Training (ER) held on 3rd September, 2008

The Minutes of the 105th Meeting of the BOG of Board of Practical Training, Eastern Region, held on 3rd September, 2008, as approved by Shri Aniruddha Lahiri, Chairman, BOPT (ER), were duly circulated to all Board members. As no comment has been received from any member, the Minutes of the 105th Meeting of the BOG of Board of Practical Training, Eastern Region, may be treated as confirmed. A copy of the Minutes of the 105th Meeting of the BOG of BOPT (ER) is placed at Annexure-II (Page 23 to 26 ).

The Board unanimously passed a resolution and appreciated the various efforts taken by Shri Gautam Chatterjee and for his valuable guidance and support during his tenure and desired that this be communicated to Shri Gautam Chatterjee.

(ii) Item 105.04(i) of the Minutes of the 105th Meeting of the Board.

Money Suit No.3 of 2001 filed by Board against NBCC Ltd., for faulty construction of the Office Building.

The Board reiterated that action may be initiated to settle the case as early as possible. The Director will explore all options including engagement of reputed private Lawyer to bring the above case to a close.

(iii) Item No.105.04 (ii) of the Minutes of the 105th Meeting of the Board.

Regarding recruitment of Assistant Director of Training and also Writ Petition No. 5813 (W) of 2005 filed by Shri S.P. Das, Ex. Assistant Director of Training., BOPT (ER) .

(iv) Item 105.05 of the Minutes of the 105th Meeting of the Board.

Regarding action taken for appointment of Director, BOPT (ER).

The Minutes of the Selection Committee has been approved by the Board and it is resolved that the same has been approved by the Board to enable the Chairman to send the approved Minutes to Govt. of India for

(i) The resolution of the BOG of the Board had already been communicated to Shri Gautam Chatterjee, Ex. Chairman, vide this Office letter No. BOPT/105BM/D/08/2893 dated 30.09. 2008.

(ii). The Secretariat of the Board is taking initiative to settle the case as early as possible by engaging a reputed private Lawyer.

(iii) The Writ Application being W.P. No. 5813 (W) of 2005 filed by Shri S. P. Das, Ex. Assistant Director of Training, BOPT(ER) is still pending in the Hon’ble High Court at Calcutta. Attempts are being made to fight out the case by engaging a reputed Senior Advocate.

Item 106.05: To consider a note regarding action taken for appointment of Director, Board of Practical Training, Eastern Region, Kolkata.

The Minutes of the Selection Committee for appointment to the post of Director, as approved by the BOG of BOPT(ER) at its 105th Meeting of the Board held on 03.09.2008, was forwarded by the Chairman vide his letter No. BOT/DEL/D.Selec/08 dated 3rd September, 2008 to the Secretary, Ministry of Human Resource Development, Department of Higher Education, Govt. of India, New Delhi, for consideration and approval of the Central Government.

The Additional Apprenticeship Adviser (T). Ministry of Human Resource Development, Department of Higher Education, Govt. of India, vide its D.O. letter No. 12-6/2004-TS.IV dated 22nd September, 2008 addressed to the Chairman, BOPT (ER) conveyed the approval of the Central Government to the appointment of Shri Syed Mohammed Ejaz Ahmed (worked as Deputy Director of Training at BOPT(ER) Kolkata) as Director, Board of Practical Training, Eastern Region, Kolkata. Accordingly offer of appointment was issued to Shri Syed Mohammed Ejaz Ahmed by the Hon’ble Chairman, BOPT (ER) and Shri Ahmed joined as Director, BOPT (ER) on 30th September, 2008 (FN).

This is for the information and noting of the Board.

Item 106.06: To consider a note regarding action taken for appointment of Deputy Director of Training, Board of Practical Training, Eastern Region, Kolkata.

Consequent upon appointment of Shri S.M. Ejaz Ahmed to the post of Director, the post of Deputy Director of Training, BOPT (ER) fell vacant. As per existing Recruitment Rules of the Board, the post is required to be advertised in the leading newspapers. Accordingly action has already been initiated to publish the advertisement for recruitment of Deputy Director of Training, Board of Practical Training, Eastern Region, Kolkata. The Secretariat of the Board has already written to the Director, Directorate of Advertising & Visual Publicity, Ministry of Information and Broadcasting , Government of India, P.T.I. Building, 3rd Floor, Sansad Marg, New Delhi -110 001, requesting them to publish the advertisement for recruitment of Deputy Director of Training, BOPT (ER) in the two leading newspapers viz. (1) Employment News and (2) The Telegraph. A copy of the advertisement text is placed at Annexure – III (Page 27 to 29 ) for perusal and approval of the Board.

Item 106.07: To receive a note on status of National Technical Manpower Information System, Nodal Centre attached to Board of Practical Training, Eastern Region, Kolkata.

The survey for the year 2007-08 is continuing on the basis of revised Establishment Questionnaire. The status of Survey of collection of data by new Questionnaire stands as below:-

The Survey could not pick up due to the reason that already a set of old questionnaire (2007-08) was despatched to the Establishments on which they responded. Later, the new set was sent to them which created a lot of confusion for the Establishments which now have been clarified by sending a fresh letter. The filled-in questionnaires are now pouring in and visits are also being made.

Item 106.08: To consider and approve the Minutes of the 39th Meeting of the Standing Finance Committee of the Board held on 21st November, 2008

The Thirty-Ninth (39th) Meeting of the Standing Finance Committee of the Board of Practical Training, Eastern Region, Kolkata, was held on Friday, the 21st November, 2008 in the “Conference Room” of Board of Practical Training, Eastern Region, Block-EA, Sector-I, Salt Lake City, Kolkata -700 064 . A copy of the Minutes of the 39th Meeting of the Standing Finance Committee (SFC) of the Board held on 21st November, 2008 is placed at Annexure - IV (Page 30 to 36 ). The SFC approved the following Revised Estimate for 2008-09 and Budget Estimate for 2009-10 for expenditure in addition to the unspent balance as on 01.04. 2008.

Item 106.09: To consider and approve the Minutes of the Departmental Promotion Committee of Board of Practical Training, Eastern Region, held on 22nd November, 2008.

A meeting of the Departmental Promotion Committee for Group “C” and “D” posts in the Office of the Board of Practical Training, Eastern Region, Kolkata, was held on 22nd November, 2008 at 10-30 A.M. in the “Conference Room” of the Board to discuss the following agenda Item:-Item :To consider a proposal of promotion of three employees from Lower

Division Clerks to Upper Division clerks in Board of Practical Training, Eastern Region, Kolkata.

A copy of the Minutes of the Meting of the Departmental Promotion Committee for Group “C” and “D” posts in the Office of the Board of Practical Training, Eastern Region, Kolkata, held on 22nd November, 2008, is placed at Annexure - V (Page 37 ).

The Board may ratify the recommendations of the DPC Meeting.

Item 106.10: To consider a note on implementation of “e-governance Web-portal” Solution for BOPT (ER).

The BOG of BOPT (ER) at it’s 104th meeting held on 2nd June, 2008 resolved that the “e-governance Web-portal” of BOPT (ER) may be procured/developed from M/s. Alphanix Technologies Pvt. Ltd., Bangalore. Accordingly order was placed and the work is in the completion stage. The estimated budget approved by the Computer committee and subsequently by the BOG for the entire project is Rs.10.00 lakh. This includes Rs.7.00 lakh development cost of web-portal, Rs.1.50 lakh for laying (LAN) cable and procurement of leased Broadband line and Rs.1.50 lakh for leasing space of the Server or procurement of rack server for hosting of web-portal as may be found suitable at a later stage. The Finance Committee has approved the above proposal at its 39th Meting held on 21.11. 2008.

As on date the project is almost in the stage of completion. The “e-governance Web-portal” of BOPT (ER) has been hoisted giving a link through the Website of M/s. Alphanix Technologies Pvt. Ltd., Bangalore, on temporary basis for the purpose of trial. The establishments, students and the institutions are being intimated in phased manner to get themselves registered enrolled through this Web portal. Once the establishments and students, who are stack holders in the implementation of the Apprentices Act. as amended in l973 and l986 will complete their registration on line, this Board will start working with the new Web portal in regard to processing of Data such as sponsoring of students, registration of Contract etc. It is hoped that before 31st March 2009, this Project will be completed and fully functional. However, for smooth switch over from existing Software to the new Web-portal, the Board may start its operation on the new application from 01.04.2009.

The matter is placed before the Board for information and further discussion.

Item 106.11 : To approve the Annual Report of the Board of Practical Training , Eastern Region, Kolkata, for the year 2007-08.

The Annual Report of the Board of Practical Training, Eastern Region, Kolkata, for the year 2007-08 containing Audited Accounts and Audit certificate was put up in the 39th Meeting of the Standing Finance Committee of the Board held on 21st November, 2008 and subsequently it was approved and with the permission of the Hon’ble Chairman the Annual Report was printed and requisite number of copies was sent to the Ministry for placement in both the Houses of Parliament. A copy of the said Annual Report for the year 2007-08 containing Annual Accounts and Audit Certificated is placed before the Board for post facto approval.

Item 106.12: To consider a note regarding recruitment of Senior Stenographer/P.A. to Director in the BOPT (ER) consequent upon retirement on superannuation of the preset incumbent Shri B.N. Bose.

The Recruitment Rules of the employees of this Board, as approved by the Ministry of Human Resource Development, Department of Higher Education, Govt. of India, is very old. The existing Recruitment Rules of the Board was approved in July 1975. The qualification and other requirements for the various posts need to be revised in view of the recommendations of the 6th Central Pay Commission. For example the qualification requirements for Lower Division Clerk as per the existing approved Recruitment Rules is as follows :-

Matriculation or equivalent – knowledge of Typing with a minimum speed of 30 w.p.m.

Whereas presently this Board needs more qualified staffs with better Computer proficiency. It is also to be noted that the post of Senior Stenographer/PA to Director was created later on and the existing Recruitment Rules does not contain the qualifications, age and other requirements for recruitment to this Post. The Board in is 35th Meeting held on 21.12. 1981 framed the Recruitment Rules for Stenographer Grade-II as produced below :-

Item 106.13: To consider a note regarding extension of services of Shri B.N. Bose, P. A. to Director on contractual basis after his retirement on superannuation .

Shri B.N. Bose has been working as P.A. to Director for about three decades and discharging his duties and responsibilities efficiently and with entire satisfaction of all concerned. Shri Bose will retire on superannuation with effect from 28th February, 2009 (AN). The matter was already discussed in the 39th Meeting of the Standing Finance Committee of the Board of Practical Training, Eastern Region, held on

: 12 :21st November, 2008 under Agenda Item No. 39.09 and the relevant portion of the resolution is reproduced below :-

“The Committee was apprised by the Member-Secretary that the post of PA to the Director being very important in view of the confidentiality of the work, an early action may be initiated for seeking his replacement as per the rules. However, if the competent person is not placed before his superannuation, his services may be sought on contractual basis” .

The matter is placed before the Board for ratification.

C. Group Meetings/Workshop:

The Board organized Career Guidance Programmes/Supervisory Development Programmes for final year students belonging to Degree, Diploma and Higher Secondary Vocational institutions. Officers from this Board and Faculties from other organizations such as SISI (Small Industries Service Institution) located in various parts of eastern Region were also called to deliver lectures on Entrepreneurship, job opportunities in large and small industries, Apprenticeship training, financial assistance etc.

Meet the Apprentice Programmes were also conducted at various establishments in Eastern region as per the details given below. The main purpose of MAP was to interact with the apprentices so as to give effectiveness of the training programme and other related issues during the period of training. More number of such programmes is scheduled to be organised after opening of School/Colleges after vacation.

D. Seminars/Group Meeting/Other Meeting

(i) A Group Meeting was conducted on 14th May, 2008 in the conference hall of Directorate of Higher & Technical Education, Govt. of Arunachal Pradesh. Dr. Joram Begi, Director, Higher & Technical Education, Arunachal Pradesh chaired the meeting. As representatives of this Board 2 (two) Asstt. Directors participated in the meeting. There were 16 (sixteen) participants from different establishments of Arunachal Pradesh including Central Govt. Deptts. In the meeting it was decided that Directorate of Higher & Technical Education will forward the list of eligible candidates to different establishments as per notified quota under intimation to BOPT (ER) immediately after declaration of final year result. With the help of power point presentation all the participants were enlightened about the procedure to be followed for engagement of apprentices, their notified quota of training seats and the important operating provisions of the Apprentices Act. Finally it was agreed by all that the Apprenticeship scheme of Govt. of India will be implemented by all the establishments for imparting one year practical training as per the provisions of the Act during 2008-09.

(ii) The Board organised ‘Industry Institute Interaction Programme’ on 30 th August’2008 at National Institute Of Technical Teachers’ Training and Research, Kolkata, West Bengal. Twenty five (25) members from industries and institutes participated in the programme along with BOPT(ER) officers and members of staff. Chairman, BOPT(ER), Mr. Aniruddha Lahiri was present in the meeting as the chief guest. He inaugurated the interaction meet. Director, BOPT(ER) delivered the keynote address. Director of Technical Education and Training, Govt. of West Bengal stressed on academic matters. Secretary, West Bengal State Council of Vocational Education, narrated the scenario of vocational education in West Bengal. During the meeting, various ways of implementation of the apprentices act in industries were discussed.

(iii) A Group Meeting with State Govt. Deptts./Undertakings of Meghalaya was organized on 17th December, 2008 in the Conference Hall at Meghalaya Administrative Training Institute (MATI) Building, Shillong, Meghalaya.The meeting was chaired by Sri W.Khyllep, M.C.S., Director of Higher & Technical Education, Govt. of Meghalaya. Director and Regional Central Apprenticeship Adviser and Asstt. Director of Training were present as representatives of BOPT, ER, Kolkata. There were 15 (fifteen) participants from different establishments of Govt. of Meghalaya present in the meeting related to engagement of Degree & Diploma engineers as apprentices under the Apprentices (Amendment) Act, 1973 & 1986. In the meeting a power point presentation was made by the Asstt. Director of Training, BOPT(ER) indicating the salient features of the apprenticeship scheme of the Govt. of India; status of engagement of apprentices in the state of Meghalaya and procedure to be followed for engagement of apprentices under the Act It was agreed in principal by all the establishments to implement the said Act at the earliest by engaging apprentices in their respective organization as notified by this Board. It was also discussed that till the State Govt. Deptts., get the final approval of sub head from Department of Finance in regards to provisions of stipend they may start with engaging notified quota of apprentices in their organization/establishments immediately making provision of Stipend from contingency head or other suitable heads.

Item 106.15: To consider a note regarding voluntary retirement of Smt. Kalyani Kerketta Lower Division Clerk on health ground

Ms. Kalyani Kerketta, Lower Division Clerk joined this Board on 21st November, 1983 and submitted an application on 27th May, 2008 for voluntary retirement on completion of 20 years of service under Rule 48A of CCs (Pension Rules ) 1972 due to her prolonged sickness (Rheumatic Arthritics). Her application was duly considered by SFC and accepted by appointing Authority of this Board which was communicated to her accordingly. Under this circumstances, the Board may take necessary decision in regards to settlement of her retirement benefit. A detail note in this regard will be put up on the meeting table.

Item 106.16: To consider a note regarding repair of Office Car.

The existing Staff Car of this Board has undertaken a major overhaul from M/s. H.M. Authorised Agency on the selected system as recommended by the AAI Mechanical Department, Dum Dum with the approval from the Hon’ble Chairman for an amount of Rs.1,12,883/-. The said car is presently roadworthy and cleared the fitness test from the Motor Vehicle department of West Bengal and registration has been extended for another period of 5 years accordingly.
