MTAC General SessionApril 2009

48

Effective July 6, 2009*

The Postal Service™ will be revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 202.5.3 and 507.9.8.1 to implement a more liberal barcode placement standard for mailers printing a barcode in the lower right corner of automation letters or Business Reply Mail® mailpieces.

IMB Placement Update

49

New RuleVertically, the barcode must be within the area

between 3/16 inch and 1/2 inch, both measured from the bottom edge of the piece.

to increase the upper limit of the allowable vertical placement for a

POSTNET or an Intelligent Mail barcode placed in the lower right corner of an automation letter or Business Reply Mail mailpiece to ½ inch from the bottom of the mailpiece.

provides an additional 1/16 inch of vertical clearance for mailers choosing to print a barcode in the lower right of automation letters or Business Reply Mail mailpieces.

IMB Placement Update

50

MERLIN ChangesMay 2009

MTAC General SessionApril 2009

51

Merlin Updates

Effective May 11, 2009* The Postal Service is revising the allowable tolerance for a

MERLIN barcode readability verification to eliminate the 80 – 89% threshold.

When a MERLIN or manual barcode readability verification falls below the 90% threshold, additional postage will be assessed based on the difference between the automation prices and the non-automation prices for the total automation price pieces in the mailing.

The Postal Service is revising the process for mailers who request an appeal when a mailing processed on the Mail Evaluation Readability Lookup Instrument (MERLIN) or manual barcode verification falls below the acceptable tolerance for barcode readability verification.

May 11 -- Merlin Updates

The Postal Service is also revising the process for appeals when a mailing processed on MERLIN or manual barcode verification falls below the acceptable tolerance for barcode readability verification

If an appeal is requested, the mailer must agree to pay for the Express Mail shipment (both to and from the PCSC) from their permit imprint or additional postage account.

Mailers will receive a refund for the Express Mail costs for any appeal upheld by the PCSC.

Mailers will not receive a refund when the PCSC denies an appeal. The PCSC will notify the mailer and the origin acceptance site of the results of the appeal and whether or not a refund is authorized.
