Introduction:Oilspillsendangerpublichealth,impactdrinkingwater,devastatenaturalresourcesanddisrupttheeconomy.Spillscanhappenduringproduction,storage,ortransport.Everyeffortmustbemadetopreventoilspills,andtocleanthemuppromptlywhentheyoccur.Costsassociatedwithspillpreventionaremuchlessthanthoseassociatedwithspillcleanup.

Considerthatonlyonegallonofoilcancontaminateamilliongallonsofwater.Itiseasytoseewhypreventingandimmediatecleanupofspillsissoimportant,andwhyhavingaformalplantopreventandcontrolspillsiscritical.

Discussion:

AnSPCCplanisawrittendocumentthatincludesregulatoryrequirementsandinformationspecifictoyourfacility,andshouldincludeinformationaboutannualtraining.SPCCplansshouldbereviewedatleastonceeveryfiveyearsorwhentherearechangesinthefacility’sdesign,operationormaintenanceaffectingaspillpotential.

FacilitiesneedanSPCCplanwhentheyhaveabovegroundstorageofoilcapacityofmorethan1320gallonsandundergroundstoragewithcapacityofmorethan42,000gallons.Thisamountofoilisnottheactualquantityofoilbeingstored,butrathertheamountthatcouldbestored.Whenitisnecessarytoreportaspill,youwillfindreportingguidelinesandphonenumbersinyourSPCCplan.
