Introduction

IntroductionThepurposeofthismanualistoprovideareferencefordistrictsandschoolsonspecificproceduresandsecuritymeasurestobeimplementedduringtheFloridaAlternateAssessmentadministration.Althougheachdistrictcandeterminebestpracticesintermsofrolesandresponsibilities,theFloridaDepartmentofEducation(FDOE)providesthefollowingrecommendations:

•Districtassessmentcoordinator-managethedistrict’sprocessofdistributionandcollectionoftestmaterials,includingtrainingofschoolcoordinatorsregardingtestsecurityandprocedures,andimplementingsecuritymeasures.

•Alternateassessmentcoordinator-responsiblefortrainingtestadministratorstoassessstudents.

•Schoolcoordinators-managetheprocessofdistributionandcollectionoftestmaterialsandenforcesecuritymeasuresattheschool.

Please note that the term, “district coordinator,” is used throughout this manual to mean either district assessment

coordinator or alternate assessment coordinator.

1. Thestudenttestingwindowfor2013runsfromMonday, February 25, 2013 through Friday, March 29, 2013.TestmaterialsarescheduledtoarrivebetweenFriday, February 15, 2013andWednesday, February 20, 2013.Oncematerialshavebeeninventoriedatadistrict-level,theycanbedistributedtoschoolsfortesting.

2. Therewillbetwoformsoftheassessmentforeachgradelevel,Form AandForm B.Bothformswillcontainatotalof20itemsforeachacademicarea.

3. Thesecurityofalltestmaterialsmustbemaintainedbefore,during,andaftertestadministration.PleasecarefullyreadtheTestSecurityPoliciesandProceduresonpages11-15toensurethatyouarefollowingthecorrectprocedures.Districtcoordinatorsmustrequirethatprincipals,schoolcoordinators,andtestadministratorssignaFloridaAlternateAssessmentTestAdministrationandSecurityAgreement,providedinAppendixB.

4. TOBESCOREDmaterials(light-bluelabels)andNOTTOBESCOREDtestmaterials(light-greenlabels)areprocessedbytwoseparatecontractors.Readinstructionscarefullytoensurethematerialsarebeingsenttothecorrectlocation.

5. TOBESCOREDmaterialsmustbereceivedbyPiedraDataServicesnolaterthan:Friday, April 05, 2013 (shippedonorbeforeThursday,April04,2013).

Scannablestudentanswersheetsarenotgrade-specificdocumentsunlesstheyhavebeenpreidentifiedforaparticularstudent.TestadministratorsshouldrefertotheFloridaAlternateAssessment2012-2013AdministrationManualfordetailedinstructionsoncompletingstudentanswersheets.

Florida Statute and State Board of Education RuleFloridaStateBoardofEducationRule6A-10.042,FAC,wasdevelopedtomeettherequirementsofthetestsecuritystatute,Section1008.24,F.S.,andappliestoanyoneinvolvedintheadministrationofastatewideassessment.Theruleprohibitsactivitiesthatmaythreatentheintegrityofthetest.SeeAppendixAforthefulltextoftheFloridaTestSecurityStatuteandRule.Examplesofprohibitedactivitiesarelistedbelow:

• Revealingthepassages,testitems,orperformancetaskspriortotesting

• Copyingthepassages,testitems,orperformancetasks

• Interpretingtestitemsorpassagesforstudents

• Changingorotherwiseinterferingwithstudentresponsestotestitems

• Causingachievementofschoolstobeinaccuratelymeasuredorreported

The security of all test materials must be maintained before, during, and after test administration. Under no circumstances are students permitted to handle secure materials before or after test administration.

PleaserememberthatafterANYadministration,materialsmustbereturnedimmediatelytotheschoolcoordinatorandplacedinlockedstorage.Nomorethan3personsshouldhaveaccesstothelockedstorageroom.Testbookletsandanswersheetsshouldneverbeleftunsecured.Securematerialsmaynotremaininclassroomsorbetakenoutofthebuildingovernight.Materialsmustbetrackedbyusingthesecuritynumbersdescribedlaterinthissection.Secure documents should never be destroyed (e.g., shredded, thrown in trash, etc.), except for soiled documents, as described on page 13.

Districtcoordinatorsmustrequirethatprincipals,schoolcoordinators,andtestadministratorssignandreturntheFloridaAlternateAssessmentTestAdministrationandSecurityAgreement,providedinAppendixB,statingthattheyhavereadandagreetoabidebyalltestadministrationandsecuritypoliciesandprocedures.Additionally,anyotherpersonwhoassiststheschoolcoordinatorortestadministratormustsignandreturnanagreement.TestadministratorsmustNOTadministertheFloridaAlternateAssessmenttotheirfamilymembers.Studentsrelatedtotheirassignedtestadministratorshouldbereassignedtoanalternatetestadministrator.

Pleaserememberthatinappropriateactionsbyschoolordistrictpersonnelcanresultinscoreinvalidations.

DistrictsmustensurethatstudentsbeassessedonlyONCEduringthisadministration.Intheeventastudentisassessedmorethanonceanditcannotbedeterminedwhichtestwastakenfirst,bothscoreswillbeinvalidated.

Missing Materials/Breaches of Administration Procedures Schoolcoordinatorsmustverifythatallsecurematerialsidentifiedonthepackinglistarereceivedandshouldreportanymispackagedmaterialsoranymissingsecuredocumentstotheirdistrictcoordinatorimmediately.TheFDOEmaintainsarecordofthequantityofsecurematerialsandtheuniquesecuritynumberofeachsecuredocumentsenttoandreturnedbyallschools.IndividualsresponsibleforhandlingsecureFloridaAlternateAssessmentmaterialsareaccountableforthesecuredocumentsassignedtothem.Testadministratorsshouldreportanymissingsecurematerialstotheschoolcoordinatorimmediately.

If, after a thorough investigation, a secure document is not found or a breach of administration procedure is identified, the school coordinator must contact the district coordinator.ThedistrictcoordinatormustsendawrittenreportoftheincidenttotheBureauofExceptionalEducationandStudentServicesattheFDOEwithin10workingdaysafterthebreachhasbeendiscovered.Formsdesignedtoreportmissingmaterialsandbreachesintestprocedurescanbefoundonlineatwww.fl-alt.com/materials.CompletetheformsandfaxthemtotheFDOEat(850)245-0953oremailthemtotheBureauasindicatedontheforms.

Ifthereisreasontobelievethatasecuredocumenthasbeenstolen,theschoolcoordinatorshouldcontactthedistrictcoordinatorimmediately.ThedistrictcoordinatormustthencallKarenDenbroederorAngelaNathanielattheFDOEat(850)245-0475todiscussaplanofaction.Thisactionmayincludetheinvolvementoflocallawenforcementpersonnel.ItistheintentoftheFDOEtoprosecutesuchcasestothefullestextentofthelaw.

1) Itisunlawfulforanyoneknowinglyandwillfullytoviolatetestsecurityrulesadoptedbythe StateBoardofEducationformandatorytestsadministeredbyorthroughtheStateBoardof Educationtostudents,educators,orapplicantsforcertificationoradministeredbyschooldis trictspursuanttos.1008.22,ortheCommissionerofEducation,or,withrespecttoanysuch tests,knowinglyandwillfullyto:

(a) Giveexamineesaccesstotestitemspriortotesting;

(b) Copy,reproduce,oruseinanymannerinconsistentwithtestsecurityrulesallorany portionofanysecuretestbook;

(c) Coachexamineesduringtestingoralterorinterferewithexaminees’responsesinany way;

(d) Makeanswerkeysavailabletoexaminees;

(1) Testsimplementedinaccordancewiththerequirementsofss.1001.02(2)(d),1008.22,1012.56, 1004.93(7),1008.29(8),and1008.30,FloridaStatutes,shallbemaintainedandadministeredin asecuremannersuchthattheintegrityofthetestsshallbepreserved.

(a) Testitemsshallbepreservedinasecuremannerbyindividualswhoaredevelopingand validatingthetests.Suchindividualsshallnotrevealinanymanner,verballyorin writing,thetestitemsunderdevelopment.

(b) Testsorindividualtestitemsshallnotberevealed,copied,orotherwisereproducedby personswhoareinvolvedintheadministration,proctoring,orscoringofanytest.

(c) Examineesshallnotbeassistedinansweringtestitemsbyanymeansbypersons administeringorproctoringtheadministrationofanytest.

(d) Examinees’answerstoitemsshallnotbeinterferedwithinanywaybypersons administering,proctoring,orscoringtheexaminations.

(e) Examineesshallnotbegivenanswerkeysbyanyperson.

(f) Personswhoareinvolvedinadministeringorproctoringthetestsorpersonswhoteach orotherwiseprepareexamineesforthetestsshallnotparticipate,direct,aid,counsel in,orencourageanyactivitywhichcouldresultintheinaccuratemeasurementor reportingoftheexaminees’achievement.

(g) Eachpersonwhohasaccesstotestsortestitemsduringthedevelopment,printing, administration,orscoringofthetestsshallbeinformedofspecificationsformaintaining testsecurity,theprovisionsinstatuteandrulegoverningtestsecurity,andadescription ofthepenaltiesforbreachesoftestsecurity.

(h) Duringeachtestadministration,schooldistrictandinstitutionaltestadministration coordinatorsandcontractorsemployingtestadministratorsandproctorsshall ensurethatrequiredtestproceduresarebeingfollowedatalltestadministrationsites. OfficialsfromtheDepartmentareauthorizedtoconductunannouncedobservationsof testadministrationproceduresatanytestadministrationsitetoensuretesting proceduresarebeingcorrectlyfollowed.

(2) Testmaterials,includingalltestbookletsandothermaterialscontainingsecuretestitems, answerkeys,andstudentresponses,shallbekeptsecureandpreciselyaccountedforin accordancewiththeproceduresspecifiedintheexaminationprogramadministrationmanuals andothercommunicationsprovidedbytheDepartment.Suchproceduresshallincludebutnot belimitedtothefollowing:

(a) Alltestmaterialsshallbekeptinsecure,lockedstoragepriortoandafteradministration ofanytest.

(b) Alltestmaterialsshallbepreciselyaccountedforandwrittendocumentationkeptby testadministratorsandproctorsforeachpointatwhichtestmaterialsaredistributed andreturned.

(c) Anydiscrepanciesnotedinthenumberorserialnumbersoftestmaterialsreceivedfrom contractorsshallbereportedtotheDepartmentbydesignatedinstitutionalorschooldis trictpersonnelpriortotheadministrationofthetest.

(d) Intheeventthattestmaterialsaredeterminedtobemissingwhileinthepossessionof aninstitutionorschooldistrict,designatedinstitutionalorschooldistrictpersonnel shallinvestigatethecauseofthediscrepancyandprovidetheDepartmentwithareport oftheinvestigationwithinthirty(30)calendardaysoftheinitiationoftheinvestigation

Ataminimum,thereportshallincludethenatureofthesituation,thetimeandplaceof occurrence,andthenamesofpersonsinvolvedinorwitnesstotheoccurrence.Officials fromtheDepartmentareauthorizedtoconductadditionalinvestigations.

(e) Inthosecaseswheretheresponsibilityforsecuredestructionofcertaintestmaterials isassignedbytheDepartmenttoadesignatedinstitutionalorschooldistrictpersonnel, theresponsibleinstitutionalorschooldistrictrepresentativeshallcertifyinwritingthat suchdestructionwasaccomplishedinasecuremanner.(f) InthosecaseswheretestmaterialsarepermittedbytheDepartmenttobemaintained inanistitutionorschooldistrict,thetestmaterialsshallbemaintainedinasecure mannerasspecifiedbytheinstructionsprovidedbytheDepartment.Accesstothe materialsshallbelimitedtotheindividualsandpurposesspecifiedbytheDepartment.

(3) Inthosesituationswhereanemployeeoftheeducationalinstitution,schooldistrict,or contractor,oranemployeeoftheDepartmentsuspectsastudentofcheatingonatestor suspectsotherviolationsoftheprovisionsofthisrule,areportshallbemadetotheDepartment ortestsupportcontractor,asspecifiedinthetestadministrationprocedures,withinten(10) calendardays.Thereportshallincludeadescriptionoftheincident,thenamesofthepersons involvedinorwitnesstotheincident,andotherinformationasappropriate.Officialsfromthe Departmentareauthorizedtoconductadditionalinvestigations.

All personnel are prohibited from examining or copying the test items and/or the contents of student test booklets and answer sheets. Secure materials may not remain in classrooms or be taken out of the building overnight.

The use of untrained test administrators increases the risk of test invalidation due to test irregularities or breaches in security.
