Warkentin says he hadoriginally snapped up thehistorical treasures to pre-serve what was oncethought of as part ofCanada’s best hope in theevent of a Soviet attack,from falling into the wronghands.

Rumours of Hell’s Angelsinterest in purchasing themain facility near the air-port were more a functionof the shrewd business tac-tics of his partnerPobihushchy than reality,he said.

“He wanted a good pricefor it,” Warkentin said. “Hewouldn’t tell me the half ofwhat was going on.”

Following the sales fromthe Crown to Pobihushchyand Warkentin, Nelsonsaid there were allegationsthat criminal elementsapproached the ownerswith an interest to pur-chase the bunkers.

“On June 15, 1997, thepurchasers of the Penholdbunkers wrote a letter tothe Solicitor General ofCanada and stated thatthey were approached byparties who may havewanted to purchase thebunkers from them for ille-gal purposes. Mediareported in August of 1997the Hell's Angels outlawmotorcycle gang hadreportedly offered US $1.3million to purchase the HQbunker,” she said.

Public Works andGovernment ServicesCanada paid $750,000 tobuy back the headquartersbunker and $500,000 tobuy back the communica-tions bunker, “in the inter-est of security and publicsafety,” she said.

Fees paid by oil and gascompanies to MountainView County for well drillingactivities have alreadyexceeded $1 million thisyear, councillors heard dur-ing last week’s Policies andPriorities meeting. GregWiens, director of corporateservices, presented a finan-cial update for the county as

of the end of September. “It is a significant amount

of revenue,” said Wiens. “Wehave received a lot of rev-enue in October andNovember, so we have wellover a million dollars in rev-enue from our well drillingtax in 2012.”

As of Sept. 30, the countyhad received $1,030,953from well drilling taxes.

“That revenue was slatedto go to reserves and as we

go through the year-endprocess there will probablybe some discussion as towhere some of those extrafunds could go,” he said.

“We have been getting alot of revenue, but we’vealso seen the impacts of a lotof oil and gas activities aswell.”

Coun. Paddy Munro said,“I see that impact in Division6. I see what happens withall that oil and gas activity,

the way the roads are basi-cally destroyed.”

CAO Tony Martens said,“Our concern is what is thefuture impact on thoseroads and when is that goingto show up.”

In 2011 well drilling feesbrought in about $435,000.

Road inspection fees havealso exceeded the budgetedamounts and are four timesthe revenue at this time lastyear, said Wiens.

“That indicates that ourpeople are out there moreand are collecting revenuerelated to the actual roadinspections,” he said.

As well as the well drillingfees, the update alsoincludes the following:

• Traffic fine revenue isexpected to be close tobudget expectations. Thepenalty amounts inSeptember were higher thananticipated in the budget.

• Redesignation fees areprojected to be $10,000short of the $90,000 budgetbut still well above the 2011levels.

• Solid waste collectionfees are tracking to be$45,000 ahead of budget.

• Equipment net revenueis showing a net cost of$572,000 so far.

• Gravel road bladingexpenses are at 35 per centof budget and slightly abovelast year’s levels.

• Hard surface roadexpenses are 41 per cent ofbudget and $100,000 abovelast year.

• Snow removal costs are$760,000 so far this year.This leaves 63 per cent ofthe budget for the remainderof the year.

“This is below last year’samount of $1.8 million,” hesaid.
