New permit applications (administratively complete) Significant revisions (administratively complete) Permit Renewal Applications/Mining and Reclamation Plans Permits Permit changes Permit transfers Copies of records, correspondence, reports, inspections materials, or information obtained by the Division through

inspections When and Where are Public Records in the Utah Coal Program Available?

o New permit applications, significant revision applications, and permit renewal applications that have been determined administratively complete must be filed in the county courthouse in the county where the mine is located during the public comment period. The entire administratively complete application must be available for public review for the comment period.

(Note: The public comment period begins when the Division notifies the permittee by letter that the permit

application has been determined administratively complete. The permittee then publishes the notice of the permitting action in a newspaper in the locality of the mining operation for four consecutive weeks. Within 30 days of the last newspaper publication, written comments or objections to the permitting action may be submitted to the Division.)

o Permit Change Applications and Permit Transfer Applications are available during the permit change and permit

transfer process at the offices of the Division of Oil, Gas, and Mining in Salt Lake City.

o Approved permits are available for public review everyday during business hours in the Public Information C enter (PIC) at the Division of Oil, Gas, and Mining in Salt Lake City.

o Copies of records, reports, inspection materials, or information obtained by the Division through inspections are

available everyday during business hours at the offices of the Division of Oil, Gas, and Mining in Salt Lake City. These records may also be obtained by mail by requesting the specific information.
