The entire administratively complete application must be available for public review for the comment period. (Note: The public comment period begins when the Division notifies the permittee by letter that the permit application has been determined administratively complete. The permittee then publishes the notice of the permitting action in a newspaper in the locality of the mining operation for four consecutive weeks.
