1.0 EXECUTIVE SUMMARY
With the summer of 2013 past, the Proposition S Construction initiative continues with the progress of current projects, Restroom renovations are mostly completed, and elevator/lift installation remains at 7 schools. Lighting projects are mostly completed. Vashon Gym Lighting approved by Ameren. ADA signage installation is about to begin. The Radio Tower is going through permitting stage. Interior locks are being installed. On October 2, 2013, the Operations team presented an update to the Prop S Oversight Committee in the Foundation room at 801.

2.0 PROGRAM OVERVIEW
On May 20, 2010, the Special Administrative Board (SAB) voted to place a bond referendum on the ballot for the citizens of St. Louis to vote on a $155 million dollar renovation program for St. Louis Public Schools. The funds will be used to acquire, construct, renovate, repair, improve, furnish and equip school sites, buildings and related facilities. The bond issuance will not increase the tax rate for city residents.
The SLPS Operation staff and the Construction Management team presented an overview to the Special Administrative Board SAB) of how the Program will be implemented over the next three years (completion set for Fall 2013). In accordance with the Program goals (see below), the plan will target the most critical renovation projects needed to improve the teachers' and students' learning environment in the St. Louis Public Schools.

At the recommendation of the District's Operations staff, on October 14, 2010, the Special Administrative Board (SAB) awarded the Proposition S Construction Management contract to Kwame Building Group, Inc., a St. Louis based construction management company. Under the leadership of Kwame Building Group’s senior manager, the Construction Management Team will oversee the renovation design, construction implementation, diversity initiatives, student engagement and community outreach efforts. Committed to optimizing skills and resources to complete the projects, the Prop S Construction Management Team is comprised of a diverse team of St. Louis based professional firms. They are as follows:
• KWAME Building Group, Inc. is one of the nation's preeminent providers of pure
construction management services. KWAME dedicates one hundred percent of its firm's resources to ensure each client receives a higher quality of performance and projects that are delivered on time and within the established budget.
• Hudson and Associates, LLC (HA) is a woman/minority-owned community relations and communications consulting firm based in St. Louis. The company will coordinate all communications, community/student engagement, and diversity initiatives for the program.
• Arcturis is a woman-owned multi-disciplined design and architecture firm based in St. Louis. The company will provide design templates, plan review, and support services.
• PGAV Planners is an architecture and industrial design firm based in St. Louis. The company will provide master planning, GIS mapping services, and demographic analysis services.
• Jacobs is a St. Louis based construction management, architecture, and engineering
firm that will provide construction management support, safety management, project controls, support engineering, implementation and design review services.

3.0 DETAILS
Community Outreach
Signs have been placed in front of individual schools advertising the Proposition S work that has occurred.
Management
The Construction Management Team is utilizing the expertise of IDIQ Architecture Firms, David Mason & Associates and Grice-Trivers JV Architects. These two firms have provided preliminary design documents, as well as design review.
Field Operations & Project Controls are monitored by the Construction Management Team’s staff. Continual inspection of field work and project financials are recorded and presented to the St. Louis Public School District.
The team continues implementing program management software - Prolog. Current contractors performing work are using Prolog to upload their Daily Reports, RFI’s, and Submittals.

Projects under Construction
PS31 SLPS HAZMAT consultants are providing continuous hazardous material testing & abatement work throughout the district.
PS40 For restroom renovations, Demien Construction has commenced elevator work at Ashland, Bryan Hill, Buder, Columbia, Dunbar, Hamilton, and Laclede and finishing painting at Shaw & Oakhill, and placing ceiling tile and accessories at Clay and Dunbar and Columbia, floors and taping at Hamilton, tile and flooring at Farragut. Elevator and lifts are being installed at various schools.
PS60 For restroom renovation, Raineri Construction is competing floors are Ames, Walls and floors at Fanning, walls at Hickey and Langston, rough-in plumbing at Kennard, ceiling and lights at Meramec and Wilkinson/Roe and Yeatman, framing and drywall at Stevens. Elevator and lift work is in progress at various schools.

PS87 Raineri is completing the ramp for the Cleveland Bleachers.
PS88 Excel is completing Classroom Lighting work at various schools.
PS89 Raineri is ready to install ADA Signage at various schools.
PS90 Raineri received approval for lights at Vashon Gym.
PS103 Interface is processing a change order for lockset installation at various schools. Prop S Computer labs and wiring Infrastructure and wireless access point installation

ADA Update
In September of 2012 the design team of Grice/Trivers & David Mason & Assoc. with a representative from Kwame Building Group met with the City’s Senior Plan Examiner Ron Brendel RA and David Newburger; the Commissioner of the Office of Disabled, Department of Human Services for the City of St. Louis to review & discuss the ADA accessibility Plan and toilet room renovations for a number of schools throughout the district.
