Baseline survey: socio-economic condition of dairy operators to set bench marks for project M&E
Dairy operators = all the actors in the cow-consumer dairy chain (farmers, processors, sellers, service providers, legislators, regulators)
Findings - the key constraints (1)
Milk production:milk production (& processing) continues to fall
there is a chronic lack of improved dairy cows adapted to Mongolian conditions
input services for milk producers are limited due to State pull out
up to one third of “marketable’ milk cannot be got to consumers

Milk collection, processing & marketing:by Asian standards, Mongolians consume a lot of milk - but rural people consume up to 4 times as much as urban dwellers - the total market is relatively small
as milk production falls, imports of milk and dairy products are accelerating – many are approaching or past their “sell-by” dates
many modern urban Mongolians are wary of the quality of Mongolian milk, especially traditional dairy products
existing milk collection and processing infrastructure is generally either obsolete or very run down

Capacity building & training:
dairy operators lack up to date technologies & know how
no vocational or practical training courses for dairy operators
processing equipment is difficult to obtain & expensive

there may be problems – but there are also real opportunities for the Mongolian dairy sector:
resources available to produce more milk – farmers are starting to invest in small 10 to 20 cow dairy farms
small, medium & large scale processors want to invest in new or modernise their existing milk collection, processing & marketing enterprises

Our project is not large (in terms of personnel & financial resources), but it is large in terms of our vision to work with Mongolians to .....

7 cows tested +ve for Brucellosis – they will not be included in the breeding scheme
