Dutch planning / land development

Vision: based (in principle) on what community wants, strategic long-term and generally

product of extensive consultation. Adoption input discretionary. Only self-binding.

Zoning plan (binding) is political: adopted by municipal council. There is a round of public

consultation, but no requirement to adopt ideas. The result of consultation is usually published

in a report that lists all the points and whether or not they will be adopted.

Right to self-realization: zoning plans grant full development rights, opponents have very

little to say at this point (some compensation for damages perhaps)

Gap between theory and practice: planning theory advocates public participation in

planning, since Arnstein, Jacobs, Davidoff. In practice, this is more complex given political

realities and interdependencies with other projects and decisions occurring in parallel.

Participation anchored in law: but input does not guarantee impact.

Participation and role of local government: tensions regarding unpopular higher-level

decisions, should local levels represent constituency or common good / public interest?

Participation depends on the type of plan: inner city redevelopment vs a business park on

the highway vs windpark

Energy

Er zijn veel weerstanden bij burgers, bijvoorbeeld tegen windmolenparken in Groningen en Drenthe. Of tegen de bouw van windmolens in de Wieringermeer, broodnodig voor nieuwe datacentra. Hier zien we een pittig onderhandelingstraject met diverse agrariërs. In gebiedsontwikkeling zien we zowel aan de publieke als private kant de effecten van de crisis na-ijlen. Er wordt voorzichtig omgegaan met grote risicovolle investeringen. Aan de publieke kant zien we dit bij het voorzichtig en kleinschalig bouwrijp maken van de grond en aan de private kant in het kleinere en kortere kapitaalsbeslag bij projecten. Kortom, het is tijd voor andere perspectieven. Waar liggen vragen en kansen, niet alleen voor de woningmarkt, maar in samenhang met de forse urgente maatschappelijke opgaven zoals de energietransitie?

Energy

Verduurzaming heeft draagvlak nodig. En burgers moeten zelf in de gelegenheid worden gesteld om keuzes te maken. Zo laakte duurzaamheidadviseur Esther Slegh van de gemeente Goeree-Overflakkee een term als 'windopgave', als alternatieven voor handen zijn om een CO2-doestelling te halen. Laat burgers daarover meebeslissen, was haar boodschap. Haar eiland doet het overigens uitstekend op duurzaamheidvlak. Niet alleen is Goeree in 2020 volledig energieneutraal, het Zuid-Hollandse Zeeland pioniert ook op het gebied van duurzaam kusttoerisme.

Duurzaamheid is voor de bewoners van Zuid geen eerste prioriteit. Ik denk dat gemiddeld Nederland meer op Rotterdam-Zuid lijkt, dan op Pakhuis de Zwijger. En de directeur van het Planbureau van de Leefomgeving is zich daar als geen ander van bewust. Verduurzaming is een topprioriteit, maar wonen, werken, leren; dat zijn topprioriteiten voor de meeste Nederlanders.
