PLAZA CITY COUNCILMEETING MINUTES

OTHERS PRESENT: Jim Olson, AE2S, City Engineer Jason Strand, AE2S, City Attorney Bill Woods

The meeting was called to order at 7:00 p.m.

MinutesDave moved, seconded by Greg, to ap-

prove the minutes of the Tax Equalization Meeting of April 14, 2020. The vote was all in favor, motion carried.

Becky moved, seconded by Dave, to approve the minutes of April 14, 2020 City Council meeting. The vote was all in favor, motion carried.

BillsPhil moved, seconded by Becky, to ap-

prove the May 2020 bills. The vote was all in favor, motion carried.

Public Meeting for Plaza’s Proposed New Water Tower

Jim Olson of AE2S, who is responsible for writing the Preliminary Engineering Report (PER) to apply for USDA funding for construction of a proposed new water tower in the City of Plaza, opened the Pub-lic Meeting to provide information on the project.

Jim thanked the Council and opened the Public Meeting. He explained that the original date of the meeting had to be postponed due to restrictions related to the coronavirus. He stated the date change had been published in the newspaper. He stated that there will be one more Public Information meeting held once the PER is completed, which will be next month, and it will be available for review in the City Offi ce. He then reviewed the summary of the Project’s Report, providing information for the following sections of the Summary:

Summary Section, Preliminary Engi-neering Report

1. Present condition of the existing fa-cility

2. Reason for the project3. Improvement Alternatives4. Project Costs Opinion5. Recommended Alternatives6. Funding Alternatives7. User Impact8. Conclusions and RecommendationsJims said that Plaza’s existing water

tower had been built in 1955; it is now expe-riencing internal coating failures and does not meet current OSHA safety standards. He said that if the project is funded, the existing tower will be torn down. Should the existing tower fail, the City would have no water for fi ghting fi res. The City needs to provide continued, reliable water ser-vice; at present the City is provided water through North Prairie Rural Water District at a rate. The current water tower can hold up to 50,000 gallons, the proposed new wa-ter tower will hold up to 100,000 gallons. He explained that if the City is provided funding under the USDA grant process, those funds could pay for 45% of the proj-ect’s costs and the remaining amount could be covered by a low-interest loan through the USDA’s Wastewater Loan process. The loan would be repaid through increased utility rates, with estimated payment of $39,000/year for 40 years. The total project cost is estimated at $1.79 million.

Jim and the Council discussed various logo ideas for the new water tower as well. He hopes to have a fi nal design chosen in time for the next meeting. Construction would begin in the fall of 2020 with com-pletion in the fall of 2021.

Dave moved, seconded by Greg, to hold another Public Information Meeting concerning the proposed water tower proj-ect at the Council’s next meeting, June 8, 2020 at 7 p.m. The vote was all in favor, motion carried.

City Engineer ReportJason had the contract ready for signa-

ture for the new Lift Station Project to be constructed for the new Mountrail County Shop building.

Becky moved, seconded by Phil, to au-thorize Mayor Terry Reese to sign the con-tract with AE2S for the construction of the new lift station. The vote was all in favor, motion carried.

City Attorney ReportNPRWD EasementPhil said he had reviewed the easement

request from NPRWD and had forwarded it to City Attorney Bill Woods for his review. Bill stated he would like the City to wait on signing it until such time that NPRWD had provided the City with a map showing the exact path of the pipeline for which the easement is requested.

Bill next read through his suggested changes and additions to the City’s up-dated Ordinance book for the Chapters 13 through 18. This is the fi rst reading of pro-posed updates to the City’s Ordinances and will be fi nal after the second reading and publication in the newspaper.

The Council and Bill next discussed various matters that have been on hold since the resignation of the City’s former attorney. Becky moved, seconded by Dave, to have Bill contact former City Attorney Alicia Brenna to request notes and docu-ments related to three matters she had been handling on behalf of the City. The vote was all in favor, motion carried.

The Council also directed the City At-torney to send a letter to a resident about use and discharge of fi rearms within the City.

New BusinessBill next discussed the need for a rate

schedule of fi xed charges for any work that the City needs to do when a resident ne-glects a property. Currently the City charg-es $75/hour for mowing and $150/hour for any work involving the City’s heavy snow or dirt moving equipment. The Council dis-cussed the need to increase mowing costs owing to machine upkeep, replacement and employee costs.

Becky moved, seconded by Dave, to increase the City’s mowing fee to $100 per City lot. The vote was all in favor, motion carried.

Old BusinessDave asked if the County will bring

in their fi nal plans for their shop for the Council to review? Terry said yes they are planning to present their fi nal plans for the City’s review and approval.

Phil shared that a resident had asked if the City could provide gravel or other materials to repair his alleyway. Terry said there is plenty of loose asphalt available but will discuss this with the resident fi rst.

CITY OF PALERMO MINUTES7/7/2020

Mayor called the meeting to order. Wayne Enger and Walter Dunham

signed their oath of offi ce papers for being elected to serve.

Motion to appointment Kathryne Meckle as the City Auditor was made by Kevin Marmon, seconded by Wayne Enger. Motion carried.

Minutes from the last meeting were read. Motion to accept the minutes as read was made by Kevin Marmon, seconded by Kenny Meckle. Motion carried.

Old Business:The Mayor has ordered the 15MPH

signs.The backboards are here. Will work on

getting them put up.The Flooring in the City Building is

getting done.Motion to go with Gronos Construction

out of Minot for the siding was made by Kenny Meckle, seconded by Kevin Mar-mon. Motion carried.

New Business:Motion to get more cupboards for in the

City Building was made by Kenny Meckle, seconded by Wayne Enger. Motion carried.

The Mail Carrier asked if the City could get another parcel locker. The motion to get another parcel locker was made by Kevin Marmon, seconded by Kenny Meckle. Mo-tion carried.

The City received a complaint letter from a resident in town about a couple of dogs. The Auditor will send the dog owner a letter about this.

Talked about hiring someone to cut down some trees between the two City Buildings. Motion to do this was made by Wayne Enger, seconded by Kenny Meckle. Motion carried.

Motion to pay the bills was made by Kevin Marmon, seconded by Wayne Enger. Motion carried.

The City still had some Gaming money left over from last quarter.

Motion to pay the requests as follows was made by Kenny Meckle, seconded by Kevin Marmon. Motion carried.
