NEW DELHI, Nov 2:Taking a cue from Gujarat,

the Centre has asked all itsemployees to design and imple-ment projects of their choice tohelp it in improving citizen-centric services, governanceand provide new initiatives of

mass welfare.“It has been decided to

launch an initiative to provide aplatform to Government offi-cials to design and implementprojects or schemes of theirchoice on voluntary basiswhich would give them a senseof self satisfaction and achieve-ment,” the Department ofAdministrative Reforms andPublic Grievances (DARPG)said in an order.

The scheme of ‘SwantahSukhaya’ (Sanskrit wordsmeaning for one’s happiness)envisages providing an oppor-tunity to all Governmentemployees to use their initia-tive and insights for the benefitof the community and nation atlarge outside their structuredformat of work.

The Government is tryingto meet the challenges of ful-filling diverse needs and expec-tations of a large number ofpeople. However, due to struc-ture of administration, limitedfreedom is available to itsemployees to initiates pro-grammes or projects based ontheir own ideas, concepts andcapabilities, the order said.

The initiative would giveautonomy to the employees tomake use of their initiative,enthusiasm, energy and innova-tion as well as their knowledge,understanding and insights ofground level reality for takingup assignments and schemes, itsaid.

“As the employees them-selves design the projects, itcreates their own stake in theimplementation and thusmotivates them to excel.Freedom to collaborate withagencies facilitates directinteraction with local peopleand stakeholders, and alsoensures faster implementationof the project.

“The scheme is structuredon the model successfully prac-tised in Gujarat state for thepast 10 years,” said the draftguidelines issued by theDARPG.

The ‘Swantah Sukhaya’ ini-tiatives was first planned bySardar Patel Institute of PublicAdministration, Ahmedabadand supported by the DARPG.

According to the draftguidelines, a Government ser-vant can design and implementa ‘Swantah Sukhay’ schemewithout taking prior permissionor approval from his or hercompetent authority inGovernment.

“Leave and all other modal-ities would be as per conductrules. The officer has to ensurethat he or she is not doing anywork at the cost of his routineand mandated job,” the guide-lines said.

According to the order, theofficial can take up any area ofwork in which his or her pas-sion lies irrespective of thedepartment or cadre to whichhe or she belongs.

The DARPG has cited someareas of ‘Swantah Sukhaya’initiatives undertaken by theGujarat Government includingnutrition, education, literacy,pollution control, environment,health, hygiene, income gener-ation, providing Governmentservice facility, irrigation, agri-culture and economic develop-ment among others.(PTI)

The new educational policy ofthe BJP-led NDA Government islikely to be rolled out next year,Union HRD Minister Smriti Iranisaid here today.

"The deliberations on theproposed new policy will startnext year and we should have apolicy," she said.

"We will start a new educa-tional policy soon. Educationalpolicy takes seven months tothree years and politicians,bureaucrats and experts draw itup. But there is need to involveprincipals, teachers and studentsin the educational policy," shesaid.

Irani was speaking at a vale-dictory function of the 21stAnnual Sahodaya conference ofCBSE at nearby Nedumbassery.

Addressing principals and

teachers from CBSE schoolsacross the country and abroad,she said, "The future of thecountry lies in your hands. I saythis not only as HRD Minister,but as also a mother of twoCBSE school-going kids."

She said parents want a safeand secure environment for theirchildren in schools.

Pointing out that India isgoing through an evolution, shesaid the nation's destiny has fortoo long been vested on thosewho did politics and now therewas a chance to transform Indiafor the better.

"I stand here as witness of thedesire of people to seek transfor-mation and this cannot happenonly in Government. It shouldhappen at the grassroots andteachers should be a vehicle tobring about the change," she said.

It should not be used as a'pressure tactic', but as an enabler,especially for children with learn-ing challenges, she added.

She also said the 'KeralaKalolsavam' wherein competi-tions in various dance and artforms are held annually in thestate, should be taken to thenational level.

Currently, state boards andCBSE schools in Kerala conductsuch art festivals.

"We have competition insports, in essay writing. I joinmy voice for teachers of Keralato take Kala Utsav to the nation-al platform," she said. (PTI)

With 5.5 lakh posts in policeforce lying vacant across thecountry, the Centre has asked allStates to fill up the vacancies ina time-bound manner, prefer-ably within a year, as the crimegraph is soaring gradually.

In separate letters to chiefsecretaries and DGPs of allStates and Union Territories,Union Home Secretary AnilGoswami said the number ofcognisable IPC crimes in thecountry has gone up to26,47,722 in 2013 from21,21,345 in 2009 and provisionof adequate manpower in statepolice forces is one of the pre-requisites to arrest such a trend.

“In view of the aforesaid, mayI request you to initiate a time-

bound action plan to fill up theexisting vacancies in the statepolice preferably within a periodof one year,” he wrote in the letter.

The highest 1,01,100 postsof police personnel are lyingvacant in Uttar Pradesh, fol-lowed by 45,191 in Gujarat,38,725 in West Bengal and32,247 vacancies in AndhraPradesh as on January 1, 2013.

Goswami asked the StateGovernments to review the exist-ing sanctioned strength of policepersonnel at all levels in light ofcrime rate, available technologyand national and internationalbenchmarks for police populationratio so as to strengthen and main-tain a feeling of safety and securi-ty in the country by preventingcrimes and upholding law andorder.(PTI)
