NEW DELHI, Nov 2: Taking a cue from Gujarat, the Centre has asked all its employees to design and imple- ment projects of their choice to help it in improving citizen- centric services, governance and provide new initiatives of mass welfare. “It has been decided to launch an initiative to provide a platform to Government offi- cials to design and implement projects or schemes of their choice on voluntary basis which would give them a sense of self satisfaction and achieve- ment,” the Department of Administrative Reforms and Public Grievances (DARPG) said in an order. The scheme of ‘Swantah Sukhaya’ (Sanskrit words meaning for one’s happiness) envisages providing an oppor- tunity to all Government employees to use their initia- tive and insights for the benefit of the community and nation at large outside their structured format of work. The Government is trying to meet the challenges of ful- filling diverse needs and expec- tations of a large number of people. However, due to struc- ture of administration, limited freedom is available to its employees to initiates pro- grammes or projects based on their own ideas, concepts and capabilities, the order said. The initiative would give autonomy to the employees to make use of their initiative, enthusiasm, energy and innova- tion as well as their knowledge, understanding and insights of ground level reality for taking up assignments and schemes, it said. “As the employees them- selves design the projects, it creates their own stake in the implementation and thus motivates them to excel. Freedom to collaborate with agencies facilitates direct interaction with local people and stakeholders, and also ensures faster implementation of the project. “The scheme is structured on the model successfully prac- tised in Gujarat state for the past 10 years,” said the draft guidelines issued by the DARPG. The ‘Swantah Sukhaya’ ini- tiatives was first planned by Sardar Patel Institute of Public Administration, Ahmedabad and supported by the DARPG. According to the draft guidelines, a Government ser- vant can design and implement a ‘Swantah Sukhay’ scheme without taking prior permission or approval from his or her competent authority in Government. “Leave and all other modal- ities would be as per conduct rules. The officer has to ensure that he or she is not doing any work at the cost of his routine and mandated job,” the guide- lines said. According to the order, the official can take up any area of work in which his or her pas- sion lies irrespective of the department or cadre to which he or she belongs. He said that "repetitive hounding" of an individual on an issue that has been "conclu- sively rejected both by a Constitutional body like Election Commission of India as also High Courts and finally the Supreme Court of India is not appropriate". Vadra had yesterday lost his cool and reportedly pushed aside the microphone of a reporter at a five-star hotel gym when he was quizzed about his controversial land deals in Haryana. A livid Vadra was seen on a video footage shown on TV channels asking the reporter four times as to whether he was serious about his land deal ques- tion. The Congress spokesperson said that while rejecting a Public Interest Litigation of a "BJP sym- pathizer" against Vadra, none less than the Supreme Court of India had said, "We won't allow you to destroy someone's reputation. Merely because someone is relat- ed to a politician, you cannot call him a sinner". It is clear that entire episode is being propagated as a political agenda for obvious reasons which cannot be considered either fair or proper, Surjewala said in a statement released by the Congress. "I want to remind leaders of BJP and friends of the media as to how none less than the current Prime Minister (the then Chief Minister) - Narendra Modi had removed the mike and walked out of a pre-fixed interview with leading journalist -Karan Thapar who questioned him about Gujarat riots". He also mentioned the "shoddy treatment" meted out by Modi to two senior journal- ists when they had similarly questioned him about his role in Gujarat Riots. On numerous occasions, fringe elements affiliated to BJP-RSS-Shiv Sena have attacked news media offices in Delhi and Mumbai without any reason or provocation, he said. "The deliberations on the proposed new policy will start next year and we should have a policy," she said. "We will start a new educa- tional policy soon. Educational policy takes seven months to three years and politicians, bureaucrats and experts draw it up. But there is need to involve principals, teachers and students in the educational policy," she said. Irani was speaking at a vale- dictory function of the 21st Annual Sahodaya conference of CBSE at nearby Nedumbassery. Addressing principals and teachers from CBSE schools across the country and abroad, she said, "The future of the country lies in your hands. I say this not only as HRD Minister, but as also a mother of two CBSE school-going kids." She said parents want a safe and secure environment for their children in schools. Pointing out that India is going through an evolution, she said the nation's destiny has for too long been vested on those who did politics and now there was a chance to transform India for the better. "I stand here as witness of the desire of people to seek transfor- mation and this cannot happen only in Government. It should happen at the grassroots and teachers should be a vehicle to bring about the change," she said. The minister, who also rolled out 'Saransh', a tool for compre- hensive self-review in schools, said it was a big step. As part of this, parents can be intrinsically involved in aca- demic achievements of children from classes 9 to 12, she said. It should not be used as a 'pressure tactic', but as an enabler, especially for children with learn- ing challenges, she added. She also said the 'Kerala Kalolsavam' wherein competi- tions in various dance and art forms are held annually in the state, should be taken to the national level. Currently, state boards and CBSE schools in Kerala conduct such art festivals. "We have competition in sports, in essay writing. I join my voice for teachers of Kerala to take Kala Utsav to the nation- al platform," she said. In separate letters to chief secretaries and DGPs of all States and Union Territories, Union Home Secretary Anil Goswami said the number of cognisable IPC crimes in the country has gone up to 26,47,722 in 2013 from 21,21,345 in 2009 and provision of adequate manpower in state police forces is one of the pre- requisites to arrest such a trend. “In view of the aforesaid, may I request you to initiate a time- bound action plan to fill up the existing vacancies in the state police preferably within a period of one year,” he wrote in the letter. The highest 1,01,100 posts of police personnel are lying vacant in Uttar Pradesh, fol- lowed by 45,191 in Gujarat, 38,725 in West Bengal and 32,247 vacancies in Andhra Pradesh as on January 1, 2013.
