Fares, freight rates on holdin rail budget ahead of pollsIndia left train fares and freight rates unchangedin its interim railway budget, as politicians try toplease voters and manufacturing companiesahead of national elections due in the next threemonths.

India's state-owned railways are theworld's fourth-largest, with 65,000 km (40,000miles) of track, after the United States, China andRussia, but have suffered from years of lowinvestment and a lack of policy reforms.

India last raised passenger fares inJanuary 2013, after a nine-year gap, snapping apopulist trend in order to mend the finances of acreaky rail network that drags on the economy.

Railways Minister Mallikarjun Khargesaid the department would rely on budgetarysupport as well as market borrowing to invest innew tracks.

"Inadequacy of financial resources is akey constraint to railways," he said, while pre-senting an interim budget for the first four monthsof the fiscal year to March 2015.

Indian Railways plans to invest 643.05billion rupees on new lines and other infrastruc-ture in the next fiscal year, up 8.3 percent from arevised figure of 593.6 billion in the current fiscalyear, he said.

It expects support to the tune of 302.23billion rupees from the federal government's

budget, and plans to borrow about 198 billionfrom the market.

Annual gross tariff receipts are projectedto grow 14.4 percent to reach 1.6 trillion rupeesin the next fiscal year, while working expensesare expected to rise 14 percent to 1.1 trillion.

In election years, India presents an inter-im budget to seek parliament's approval forplanned expenditure for a few months, butleaves the next government to take major policysteps in the full-year budget after the polls.

The railway budget precedes the federalinterim budget, to be presented in parliament byFinance Minister P. Chidambaram on February17, which is likely to raise funding for some vote-winning projects while trying to rein in the fiscaldeficit.

In a bid to please voters, the railwaysminister announced 72 new trains, despite thefinancial woes that beset the sector.

Successive governments have milked therailways to provide voters with cheaper transportand employment. The railways spends about $4billion on passenger subsidy each year whilecharging higher freight tariffs.

In the past five years, it has added about260,000 staff to rank among the world's largestemployers, with a work force of nearly 1.4 mil-lion.The railways remain India's chief mode of long-distance travel, despite a poor safety record ofmore than 2,200 deaths in railway accidents inthe last decade.

SLEEP--Sleep is God's gift for the body to recupe its energy,by putting all the systems as inactive as possible. Sleep shouldbe deep and uninterrupted at least for about 6-8 hours a day.

Waking up early is healthy both physically to breathe moreozone and to concentrate on any activity in the so called USHADKALAM(auspicious time).Sleeplessness leads to lot of physicaland mental problems.

Few following activities will to maintain physical and mentalhealth.a) After waking up by about 4-00 AM a tablespoon of oil(preferablygingeley oil or any vegetable oil) and gargle for 15-25 minuteswhich helps to maintain oral hygiene to prevent the FOCALSEPSIS which can precipitate or perpetuate chronic problems.Then spit it out.b) Then brushing and bath yoga like pranayama for10-15 minutesis useful to energise the whole systemsc) Few stretching exercises will help to keep all the joints flexible.d) About 30 minutes walk in an area of 8 feet by 6 feet in the formof "8" will help to maintain blood sugar, blood pressure,etc.e) About 10-15 minutes of meditation will help to quiten the mindand relieve any stress.f)Food--RIGHT FOOD/ Right TIME/RIGHT QUANTITYg) Keep the mind PURE as every act starts with MINDh)BUILD UP 10 possessions---Love, Wisdom, Humility, Grace,Mental Zeal, Physical implementation.
