1. JPC - Rules of Procedures
Purpose� Joint decision-making body established at the beginning of the
programming process with key role in all main phases in programming process
Membership/composition� Representatives from national authorities responsible for IPA
component II � Representatives from regional authorities from the bordering regions � Nominated members have authority to participate in decision-making
process� Every member of the JPC shall nominate his/her replacement
Observers – designated desk officer from EC is encouraged to participate meetings as well as TA representatives
Chairmanship� Representative from Croatian Ministry of sea, tourism, transport and
development (MSTTD) - nominated as chairperson of the JPC� Representative from Serbian MIER - nominated as deputy chairperson
1. JPC - Rules of Procedures
Mandate of the JPC
� Confirm members of the JPC once they are nominated by each country
� Agree on working procedures of the JPC (adoption)� Agree on the Drafting Team mandate� Communicate with EC on the elaboration and submission of
the OP� Discuss and reach agreement an all phases of OP
development� Give clear guidelines (including timetable) to the Drafting
Team� Ensure timely preparation of all phases of the OP and
relevant annexes
1. JPC - Rules of Procedures
Working procedures� JPC will meet regularly to approve steps in programme development (5 meetings envisaged)
� Two participating countries will take turns in hosting of JPC meeting
� MSTTD will ensure secretariat for the JPC� All preparatory materials for the meeting of the JPC need to be submitted to the JPC members 7 days before meeting
� Minutes from each meeting will be sent to all members of the JPC, and to the responsible Desk officer in the EC(if no comments obtained within 7 working days, the minutes will be considered accepted)
� Reach conclusion on the basis of consensus agreement of all JPC members

3. The Drafting Team (DT)- Rules of Procedures
Purpose:� Joint technical body established by the Joint Programming
Committee at the beginning of the programming processwith its key role to prepare the document
� Mandate lasts from the beginning of the programming process until adoption of the final OP
Membership� Composed of representatives from national institutions,
technical assistance and representatives from regional authorities (4 – 6 persons)
� Drafting team leaders coordinate work of the Drafting team
3. The Drafting Team (DT)- Rules of Procedures
Main Tasks� Compile and analyse all relevant data for the elaboration of the
OP� Organise and facilitate consultative workshops with relevant
programme stakeholders� Draft text for all chapters and relevant annexes of the OP� Prepare technical documentation relating to the OP for JPC
meetings� Organise and conduct consultative processes with all relevant
institutions from the national, regional and local levels from each participating country
� Redraft texts according to the results of the various consultative processes undertaken and inputs from the JPC
� Timely preparation and submission of all relevant documents in relation to the OP under preparation (including draft OP texts) for JPC meetings
� To ensure regular communication and dissemination of information amongst all DT members
� To hold regular operational meetings
