Critical Developments

During the Supporting Syria and the Regionconference in London, donor and host countriesraised more than US$ 6 billion and pledgedcontinued support, protection and opportunitiesfor more than 22.5 million people in need ofhumanitarian assistance both inside Syria andacross the region in 2016. In addition, over 5billionUSDhasbeenpledgedforhumanitariananddevelopment programmes until 2020. Thankingdonors who provided more than US$7 billionsince2012,UNHighCommissioner forRefugees,FilippoGrandi,stressedthatasignificantincreasein pledges is needed to offer much-neededstability, opportunities and hope to refugees andthe countries hosting them.UNHCR is organisinga high level meeting on resettlement and otherlegalpathwaysforSyrianrefugeesinGenevaon30March. Grandi invited all governments present attheLondonconferencetosupportthatevent.

German Interior Minister, Thomas de Maiziere,statedtheGermangovernmentplanstosendtwoGermanFederalPoliceboatsandupto100borderpatrolofficialstotheGreekcoastasof1March.DeMaizieresaidGreecedeservedadditional supportfrom Europe considering its geographic positionandthemagnitudeofarrivals.

On 3 February, theUnited Kingdomwas the firstcountrytorespondtoGreece’srequesttoactivatetheEUcivilprotectionmechanism,bysendingthefirst part of humanitarian aid to assist Greece indealingwiththerefugeecrisis.

In Italy,aseven-year-oldSyriangirlsuffering froma rare form of eye cancer is to receive treatmentthrough a new humanitarian scheme, the"humanitarian corridor" project. The project waslaunched by the Catholic Sant'Egidio Communityand the Federation of Protestant Churches. ThetwogroupslobbiedtheItaliangovernmenttogrant1,000humanitarianvisastorefugeeswithspecificneedsandhumanitariancasesincampsinLebanon,Morocco and Ethiopia. UNHCR welcomed theecumenical airlift initiative, one of many types ofprivate sponsorship that enables those most inneed to reachsafety, andstart new lives inothercountries.

Arrivals and Departures: ThenumberofseaarrivalstoEuropeduringthefirstfourdaysofFebruary2016hassurpassedthetotalnumberofseaarrivalsfortheentiremonthofFebruary2015.InGreece,therewasa noticeable decrease in the number arrivals from3,299on3Februaryto565on4February,possiblyduetodeterioratingweatherconditions.

Situation at Borders: In Greece, the ferry strikecontinued for thesecondday.Thesituationat theborder between Greece and the former YugoslavRepublic of Macedonia improved compared topreviousdays.Smallgroupsofpeoplewereallowedtocrossthebordermoreregularly.Asaresult, the

sitesinEidomeniwerelesscongested.Incontrast,temporary accommodation sites in Athens andmainland port of Piraeus became crowded due toroadblockscausedbydemonstrationsbyfarmers.

Condition of People: On Leros, 30 North Africannationals,whohadbeendetainedatAghiaMarinapolice station for approximately nine days, weretransferred last night tomainlandGreece. Twenty-oneother individuals,however,remain indetentionatthepolicestation.Meanwhile,onSamos,20NorthAfricannationalsremaininpolicedetention.
