My personal experience starting and completing the process to earn a GSA Federal
Supply Service Contract
The breakdown of the 23% ….
Why would a small business person like myself want to bother with the United States Government procurement Branch ?
In 2010 the GSA Federal Supply Services purchased $38 Billion dollars in Products, Services and Information Technology. Government has about 19,225 Contractors, with the average Contractor enjoying $1,976,000 in sales in 2010.
The Government-wide goal mandates that 23% of its expenditures must go to small businesses annually. That breaks out to $8.74 Billion dollars for you, me and them to split up. Not bad. The Federal Government's fiscal year runs from October 1st. through September 30th.
These figures don’t include Department of Defense spending of $664 Billion.Prime Government Contractors must hire sub-contractors to maintain their 23% to be in compliance with their Government Contracts.

These are the steps he walked me through in locating the solicitation Contract we needed to work on. …..
PTAC's mission is to promote economic and small business development through bid matching services, counseling, education, and outreach programs. PTAC's goal is to increase small business revenues, create jobs and to improve the regional economy.
Where can you find such skilled professional people, who are like having your own business consultants, that don't charge you or I for their services ?
To locate a PTAC office in your area...Go into a major search engine such as Google or Yahoo and type in the keyword "PTAC" All states will be listed click on your state and you will find the main number.

Next, click on your SIN number and that will bring you to a list of your competitors. Click on one which will take you to the screen showing the name of your Contracting Officer, phone and email address.

In the search box put in your product by name, then click on search.If the Government buys your item (s) two important things will appear:
• The schedule number will show, like a department number.• Several SIN (special item number) numbers will show up.
Give that person a call to introduce yourself, give your SIN number and ask where can you locate your products, and then print your solicitation.
IMPORTANT: The Government buys whole products, they don’t buy parts unless the parts are in a project kit.
From the many products shown, pick the one which is the closest to yours.(That will be your SIN category)
• Don't try speed reading it (you won't make the Guinness Book of Records)
Printing the Solicitation
Our 111 page solicitation is about average.
They can run from 65 to 400 pages, depending on the category.
Remember, at the end of this solicitation you will be held responsible for all those rules and regulations that might seem unnecessary and unbusiness like at the time. Don’t think you can change any of the FAR’S (Federal Acquisition Rules).
If you still want to be considered for the contract after everything is read and the information needed is filled out, then signing Form 1449 is mandatory.
• Don't read it like a novel. (Boring, uninteresting)
• Don't gloss over anything. Understand what you are reading.
Things not to do after printing the solicitation (I call it my Manuscript):
August, 2002 printed the solicitation.
Three times during the month I picked it up read 10 or more pages and set it down..boring...I gave up for a while.
Then in Mid-October during a frustrated phone call to Marc Violante of the PTAC office at the College of Lake County in Grayslake, he suggested I read and try to understand 3-5 pages at a session. Lo and behold I took his advice, by the end of December, 2002 the solicitation was completely filled out, signed and 2nd day aired to the GSA regional office in Kansas City, MO.

During the next 3 months there was considerable dialog between myself and the assigned Contracting Officer.
Most of the contact was through email. She reminded me that one of the more important points was that I was confident our company could meet their minimum sales volume requirements.
The GSA needs $25,000 in sales by the end of the first two years, then $25,000 annually every year thereafter.

The GSA requires you have two price lists. One is for your Commercial/Industrial accounts and one for the GSA.
The GSA requires that they purchase at either the same price or better than your MFC (Most Favored Customer). Even if your MFC has to buy a truckload of your widgets for the best price, the Government wants that price for buying only one carton.
Then you negotiate freight terms, payment terms, minimum order quantity and some other points of interest. It is really worth all of this trouble, time, money and lost sleep (remember your piece of that $38 billion might go to another company in your field if you don't get it for yourself).

On April 10, 2003 All Foam Products Co. received notification by the GSA that we were awarded our GSA Scheduled Contract number.

Eight months after printing the Solicitation, it arrived. I believe with help from a PTAC Director, patience, and perseverance, the contract should be completed and awarded within 4-6 months.
Note: There are companies out there that charge $10,000-$35,000 to do this contract for you and guarantee you will receive your GSA number.If you have the big bucks to have someone do it for you, that's OK. However, the average small business person doesn't.

If you complete the first 5 years, maintain your volume, do your reporting, ship on time, remain competitive, follow those rules, etc. etc., the Government can issue up to three 5 year renewals of your contract.
In essence, you possibly could have a 20 year contract by a customer that pays their bills on time and your money is guaranteed. Where can you find a better business deal than this one?
