Building a Needs Assessment Model
Needs Assessment – Oregon Open Campus
• Oregon Open Campus (OOC) needs assessment model is based on continuous input using annual focus groups, interviews, and surveys.
• All findings are shared with education partners to determine best source of learning services to meet timelines, level of education and skills needed, economy of scale, and access to expertise.
• Social Demographer hired.
• Needs Assessment – OSU Lifelong Learning (LL)
• Identifying needs for courses has been traditionally driven by OSU content providers. LL and OOC are looking to a more proactive approach.
• New model is being explored to combine OOC local needs assessment with LL capacity to provide online courses and other deliverables (learning modules, learning objects, etc.)

So how will we work together?
• OOC and LLL “…joined at the hip” • Fill knowledge gaps• Meet workforce development needs
• Our goal is to build a symbiotic relationship to respond to regional economic needs
A Pilot Cooperative Effort
• Pilot course on Public Sector Economics under way now, using synchronous online technology (Adobe Connect) to deliver workshops to OOC sites and other hubs (Extension offices).
Ultimately…the impact will be on OSU Extension
• The future of OSU Extension might be seen in the tea leaves of LL/OOC collaboration model.
• OSU Extension Service model is changing, and will heavily overlap on the model being created by OOC and LL.
• Traditional Staff Chairs at each county office will have a new role to assess needs and support OOC/LL capacity to deliver educational responses to those needs.

• How will our budget models work together?
• Will online courses attract local OOC audiences?
• How do we assess the needs of local OOC and identify potential for larger appeal?
• Getting buy-in to the new model from Extension and Extended Campus; OOC is not an easy concept to grasp.
…and Opportunities
• Carnegie Foundation bestows “Community Engagement” designation on OSU
• Extension is undergoing massive transformation
• OOC future expansion in the works
• We’ll have LOTS more to report next year!
