Historical Background
Tremendous concern voiced by community leaders – their region of the state needed educational help
Community requested University of North Carolina to establish a UNC-Rocky Mount
A task force of community leaders was established and lead by Dr. Jim Leutze, Chancellor Emeritus of UNC-Wilmington
Construction of Gateway Technology Center (GTC), opened 2006
Senate Bill 1239 “A Bill to be Entitled an Act to Appropriate Funds to Extend Advanced Educational Opportunities to Eastern North Carolina through the Gateway Technology Center”
The Collaborative was created in 2006 with $300,000 of state appropriated funds; 2 employees are located at GTC
Upper Coastal Plain Learning Council (UCPLC) was established in 2008 with $250,000 of state appropriated funds; 2 employees are located at GTC; contracted Executive Director resides in Rocky Mount

• Opened May 2006, $3 M facility, 16,000 sq. ft. of available space managed by The Gateway Technology Center, Inc. – a nonprofit corporation
• Board members are representatives from City of Rocky Mount, Nash County, NC Wesleyan College, Carolinas Gateway Partnership, East Carolina University and NC State University• State-of-the art technology and meeting spaces that are
perfect for educational, organization and business meetings
• A fully equipped distance learning lab with advanced video-conferencing capabilities
• Fully equipped industrial lab for a wide range of research projects
• Two flex classrooms• Entire building is Wi-Fi connected and has a 5 Meg
bandwidth Internet connection• Facilities are available to rent at a very moderate price
on a daily basis

Working partnership between NC State University, Distance Education and Learning Technology Applications (DELTA) at NC State and East Carolina University (ECU)
Served more than 20,500 individuals in a variety of credit and non-credit programs since 2006
Credit side offers three site-based, face-to-face advanced degree programs, • master’s degree in school administration,• master’s degree in social work• N. C. TEACH, a program that helps students
to become licensed teachers for a North Carolina public or charter school

Non-credit side offers many educational workshops and provides facility usage for community non-profits with a role in education or community development
K-12 enrichment programs, during the summer and the school year to help bridge the gap between school curricula and advanced learningExamples• A Math Enrichment Camp for students, grades 3-5• An Engineering Camp for middle grade students• A 4-H Biotechnology Camp for elementary and
middle grade students• A Reading Enrichment Summer Program for K-12
grade students• A Veterinary Camp for middle grade students• The Shelton Challenge, a leadership camp for high
school students Fayetteville State University offers a master’s degree in
business administration starting in 2010

Serves five northeastern counties – Edgecombe, Halifax, Nash, Northampton and Wilson counties
Program Goals Retaining students in K-12 education and encouraging
them to pursue education beyond high school
Developing and retaining K-12 teachers
Stimulating economic growth through workforce preparedness
Seeking support and funding for in-school health care

25 representatives from NC State University, Barton College, East Carolina University, Edgecombe Community College, Elizabeth City State University, Halifax Community College, Nash Community College, North Carolina Central University, North Carolina Wesleyan College, University of North Carolina General Administration, Wilson Community College, business, industry and governmental leaders who work to address the area’s needs
Over the last two years, the UCPLC has provided program assistance in the amount of $125,190 to local partners to support the core mission areas in the five counties
