Minutes June 8, 2020The regular meeting of the Colome City

Council was held on Monday, June 8, 2020.The meeting was called to order at 7:31pm byPresident Dougherty, Mayor Hill was absent,Council members in attendance were, Duffy,Watson, Witt and Muller joined via teleconfer-ence. Kahler was absent. Also present FinanceOfficer Fast and Utility Manager Ohlmann.

Old Business:Installation of new water meters were dis-

cussed. Going to get Bids for installation andlook into a loan for cost. To be discussed onJuly 6, 2020 meeting.

Discussion was held on some propertiesaround town that city has tax assessmentsagainst.

Discussions was held on Code Enforce-ment progress.

Fast discussed the upcoming audit in 2021.Working on items that the city had been wroteup for in the 2016 Audit.

Fast also discussed there was a grant of-fered by the DOT for cities under 5000 forcommunity access. Which would help withroads going to school and maybe main street.

Utility Manager Ohlmann Report:Ohlmann reported that he cannot get any

cold mix, but he can get patch mix 85 ton.There is a building being built on Boyd Stwithout a permit. Council instructed Fast tocall attorney. New pump has been installed atsewer pump house Council agreed to not mowfire department grass in front of fire hall. Thisis fire departments responsibility. Ohlmannhad mentioned that he meant with ThomasWilsey from Brosz Engineering and askedabout the upcoming street sign project.Ohlmann asked if the street committee andhim could meet and discuss where they wouldlike extra signs.

NEW Business:Council persons Duffy and Watson cut the

cards for 1-2-year term. Watson will serve a 2-year term and Duffy will be serving a 1- yearterm.

ORDINANCE NO. 2020-102

AN ORDINANCE ENTITLED “AN OR-DINANCE AMENDING ORDINANCE NO.179” ‘AN ORDINANCE ENTITLED AN

ORDINANCE PROVIDING FOR THE COL-LECTION AND DISPOSAL OF GARBAGE,RUBBISH AND WASTE AND SETTINGTHE FEES THEREFORE.

Establishment of AuthorityThe City has the authority to contract for

solid waste pickup and disposal within the cor-porate limits of the City.

BillingThe City shall bill monthly for solid waste

pickup and disposal for the previous month’ssolid waste services. The contractor shall no-tify the city for any additional charges eachmonth.

Waste ReceptaclesAll outside storage of solid waste with the

exception of yard waste shall be in a maximum96- gallon capacity, plastic receptacle with atight-fitting lid. Supplied by contractor and tobe left at residence. Dumpsters obtained fromthe contractor are also acceptable.

Preparation of Garbage and Refuse forCollection

A. All garbage shall be bagged beforeplacing same in garbage containers; and

B. Ashes must be placed in metalcontainers having a capacity not to exceed tengallons and shall have covers.

Waste ReductionThe City promotes recycling whenever

possible. Collection Dates and Locations A. The contractor shall designate trash col-

lection day(s). The City Council may alter therefuse and garbage collection schedule whendeemed necessary for the public welfare

B. The trash receptacle(s) shall be placedcurbside or ally side on the designated trashcollection day.

Method of Disposal – RestrictionsSolid Waste shall be disposed of as fol-

lows: A. The contractor shall dispose of all col-

lected garbage and refuse by the sanitary fillmethod at a location approved by the City andState Department of Health.

B. Burning of solid waste is prohibitedwithin the city.

Rates for ServiceThe Council shall set Rates for the collec-

tion and hauling of garbage and refuse excepttrees and bulky articles from residences, pub-lic buildings and other premises. Payment shallbe made monthly at the office of the City Fi-nance Officer and the monthly rates for thevarious classes shall be assessed against theoccupant and if the premises are not occupiedagainst the owner thereof, and the amount shallbe billed with and collected with the collectionof the water and sewer service of said City.

The following schedule of rates andcharges within and without the City for sanita-tion service is hereby established for all resi-dential dwellings, schools and commercialbusinesses:( Commercial rates are determinedby Heartland Waste Management.)

School………………………. $365.00Mandatory Payment of Monthly Fees The business and commercial rates shall be

a mandatory fee on each business in the City.The fee shall be applied to each business en-tity whether the business is in the same build-ing or structure as other businesses. The feeshall be applied to each separate business andthe business shall be required to pay the feeeven if the business’ garbage is deposited inthe garbage cans of another business orwhether the business disposes of their garbagein some other manner. Residential garbage feesshall be paid for each separate dwelling unit inthe City. For example, if a home owner livesin a home and has the basement rented out fordwelling purposes, each of the separatedwelling units in the home shall be assessedthe residential fee for garbage pickup and itshall be mandatory that the fee be paid for eachdwelling.
