Changes since Draft STIP released
• Schedule changes – projects delayed from FY 19 to FY 20 results
in more money in FY 2020-2029 STIP
• Cash balancing – shifting schedules to manage NCDOT’s cash –
additional GARVEE projects
The above may result in additional funding schedule changes for other
projects

Local Input Points – Formula
20
# of Points per Area = Base of 1,000 points
+ 100 additional points for every 50,000 in pop.
• Max 2,500 points per area
• 100 point max per project per category
• Same allocation for REG and DIV
• Same formula as P5.0
• Round population up to next 50,000 (instead of nearest)
Local Input Points – Flex Policy
21
Policy: Up to 50% of the base local input points (500 LIPs)
can be flexed between Regional Impact and Division
Needs per MPO/RPO or NCDOT Division
• Flexing points would be optional
• Each organization’s choice to potentially use flexing would need to be
included in the approved LIP methodology (i.e. “flexing cause”)
• Allows for more flexibility in addressing various areas’ needs in each
category and among the different modes/types of projects
REQUIRES ADDITIONAL COORDINATION, PLANNING, & THINKING!!
P6.0 Project Submittals
22
P6.0 Definition:
MPOs and RPOs:
Base of 12 submittals per mode:
+ 1 for every 50,000 in population
+ 1 for every 500 centerline miles
Divisions: 14 submittals per mode
Same formula as P5.0
Highway Modernization vs. Mobility
23
Splitting out Mobility and Modernization Highway specific improvement types (SITs) – as done in P2.0 scoring
Modernization
• Different set of default criteria and weights
• SIT 16 – Modernize Roadway
• SIT 17 – Upgrade Freeway to Interstate Standards
Mobility
• Adding capacity to roadway
• All remaining SITs (1-15, 18-26)
• WG recommended same weights as P5.0 scoring

New Highway SITs
26
SIT-25 – Improve Multiple Intersections along Corridor
In SPOT Online, submitter would select the entire corridor (just like modernization from improvement intersection to improvement intersection) and list out the intersections
New Safety Benefit Factor being developed
TTS scored by CALC Method (for P6.0 initially)
• If limited number of projects, CMT may take on role. In that case, the benefits would be averaged
New Highway SITs
27
SIT-26 – Upgrade Roadway
In SPOT Online, submitter would select the entire corridor (just like modernization from improvement intersection to improvement intersection)
New Safety Benefit Factor being developed
Basically a modernization project but the submitter is choosing to score the project with mobility default criteria and weights
Aviation Scoring Changes
28
Pre-Screening Process – improve process to screen and vet projects for justification prior to STI submission
Project Eligibility – remove system plan goal requirement and expand eligible projects to include projects that increase the capacity of the airport and/or modernize the airport
Non-State Contribution Index – remove this criteria and incorporate a funding leverage component into the Benefit-Cost criteria
Aviation Scoring Changes
29
Benefit-Cost Criteria – change benefit formula to reflect individual airport data and add funding leverage component
New Constructability Index – measures project constructability
Criteria Weights – minor adjustments

Bike/Ped Scoring Changes
31
Specific Improvement Types – remove route designation from SIT 1 and minor additions/removals from other facilities
Safety – remove Speed Limit measure and replace with ATLAS Safety Risk Analysis
Safety – edit Safety Benefit lookup table
Bike/Ped Scoring Changes
32
Accessibility/Connectivity – combine Access and Connectivity criteria
• ATLAS points of interest automatically buffered for Access portion, with manual additions of some points of interest
• Connection Point options changing to “Existing/Committed” or “In A Plan” (ATLAS PBIN available for reference)
• Reward if project is improving designated bike route
Criteria Weights – minor adjustments
Bike/Ped Project Bundling
34
Allow bundling across geographies and across varying project types
• Does not have to be contiguous/related
• Can be multiple SITs (SIT used for submittal must be majority by cost)
• Can be within a single municipality, or across multiple governments (will need documentation of agreement on bundling, local matches, and project management)
• Bundling will be limited by project management requirements rather than geographic limitations – any bundled project must be expected to be under one project manager / administrative unit (must be a TAP-eligible entity)
Makes projects more attractive for LIPs and easier to manage/let
Transit Project Bundling
35
Allow across geographies
• Must be kept within same SIT due to scoring setup and varying data needs for each SIT
• Can be within a single municipality, or across multiple governments or transit systems (will need documentation of agreement on bundling, local matches, and project management)
• Bundling will be limited by project management requirements rather than geographic limitations – any bundled project must be expected to be under one project manager / administrative unit
Makes projects more attractive for LIPs and easier to manage/let
In-process Tasks
Bike/Ped Cost Estimation Tool Updates
37
AECOM under contract (in process) to update the bicycle and pedestrian cost estimation tool for P6.0 projects
Currently a spreadsheet hosted on Prioritization Data page, originally created by UNC Charlotte and updated in P5.0 by consultant with simpler guidance
Bike/Ped Cost Estimation Tool Updates
38
Anticipated requirements of the new tool will include the following:
• Be intuitive for submitters to use and designed for those who are
unfamiliar with the project design and construction processes
• Be transparent in the calculations it runs
• Produce estimates broken into components to match the inputs needed for
SPOT Online
• Produce estimates in a format appropriate for easy explanation to elected
and appointed officials
• Be easy to maintain by NCDOT personnel
• Be ready for use by P6.0 project submitters by June 15, 2019
On-going Prioritization Committee
On-going Prioritization Committee
40
Idea to have an on-going committee to address research and develop scoring improvement ideas before P7.0 WG begins
Potential Topics to initially discuss:
• (Hwy) Reliability – HERE Data
• (Hwy) Resiliency – Use of NCSTM?
• (Hwy) Accessibility – New Data sources
• (Hwy) Multimodal - Complete Streets status
• (Hwy) Pavement Condition Rating formula
• (Hwy) Freight – measure economic influence?
• (Modes) Transportation Disadvantage
• (Transit) Data Availability outside Ridership
• (Rail/Ferry) Criteria/Measure deep dive
Identified Needs Statement Form
Complete Streets Project Form
Identified Needs Form for P6.0
Purpose: Capture “Why” project is submitted
• Info used to assist project scoring, cost estimate and NEPA/SEPA (if
funded) feeds Purpose & Need
Required for all projects (all modes) by Sept. 30th
Worked w/ Integrated Project Delivery (IPD) Team to develop
• Keep form as simple as possible but capture requested info
• Couldn’t integrate in SPOT On!ine
Divisions (CDEs & DPEs) ultimately responsible for all forms
• Completing forms = joint effort; Divisions will work with you on who
initially fills out each form42
STIP Update
TOP3S
Application development continuing
• Go-live planned for late 2019
Each project has unique ID (no new group/subgroup projects)
• Easier to track projects (subgroup projects not currently in STIP)
New Project IDs for all new projects created in TOPS
• Existing projects keep their IDs
