Information Note
Background
The SEAMEO‐Jasper Research Award was established in 1990 with the support of theGovernmentofCanadaasawayofrecognizingexemplaryresearchconductedbySoutheastAsiannationalsintheregion.Theyearlyawardaimstoencourageyoungscholarstopursueresearchon a relevant theme on social development in Southeast Asia and to facilitate continuedinteractionandknowledge‐sharingamongSoutheastAsianandCanadianresearchers.TheThemefor2018/9SEAMEO‐JasperResearchAward
Thethemefor2018/9SEAMEO‐JasperResearchAwardisOvercomingBarrierstoInclusion.Since 2015, the Southeast AsianMinisters of Education has approved of SEAMEO EducationAgendatodirectthecountriesandSEAMEOunitsintheregiontofocusthedevelopmentschemesin some or all of the sevenpriority areas namely, 1) Early childhood care and education, 2)Addressingbarrierstoinclusion,3)Resiliencyinthefaceofemergencies,4)Promotingtechnicaland vocational education and training, 5) Revitalising teacher education, 6) Promotingharmonization in higher education and research, and 7) Adopting a 21st century curriculum.Fromthenon,therehavebeenprogrammesandactivitiesimplementedbytheministriesaswellasSEAMEOSecretariatandCentresaccordingtothepriorityareas.Severalprogrammesarealsoundertakenwithpartnersandagencieswhohavemutualinterestandaim.Canada’sFeminist InternationalAssistancePolicyseekstoeradicatepovertyandbuildamorepeaceful, more inclusive andmore prosperous world. Canada firmly believes that promotinggenderequalityandempoweringwomenandgirlsisthemosteffectiveapproachtoachievingthisgoal. Afeministapproachdoesnotlimitthefocusofeffortstowomenandgirls;rather,itisthemosteffectivewayto fight therootcausesofpoverty thatcanaffecteveryone: inequalityandexclusion. Given this inclusive approach is one of Canada’s key Development priorities, theSEAMEOSecretariatandCanadaEmbassyinBangkokdeliberatelyconsideredandconsensuallyconcurredtohavePriority#2asafundamentalconcepttothe2018/9SEAMEO‐JasperResearchAward. This round’s SEAMEO‐Jasper Research Award recognizes research studies thatinvestigatehoweducation,scienceandculturecanhelpovercomebarrierstoinclusiveeducationformarginalisedgroups. TheAwarddistinguishesstudiesthatexploreconcepts,traditionalorinnovativemodelsandbestpracticesonacademicandresearchinpromotinginclusiveeducationinSoutheastAsia.Likewise,researchstudiesmayincludeinvestigationsordocumentedcasesonpoliciesandpracticalstrategiestowardinclusiveeducation.

1. AnationalofaSEAMEOMemberCountry*;2. Holderofamaster’sordoctoratedegree;3. Notmorethan55yearsofageatthetimeofapplication;4. Not currently associated with or employed by any of the SEAMEO Centres/Network or
SEAMEOSecretariat;5. NotpreviouslyreceivedanyawardsorganisedbySEAMEOSecretariat;6. Forstudies/projectsconductedbyateamofresearchers,onlyoneauthorwillbeeligiblefor
nomination.Thesubmissionshouldincludeawrittennotefromtheco‐author(s)waivinganyclaimtotheaward,incasetheresearchisselected;andastatementindicatingthenominee’slevelofresponsibility(inpercentage)fortheresearchwork;and
7. Physically fit to travel; certification by a competent physician may be requested beforetravelling.

1. The research must be a completed research study/project conducted in Southeast Asia(coveringonecountryormoreintheSoutheastAsiaregion)relatingtotheidentifiedthemefortheyear.
2. Theresearchmusthavebeencompletedwithinthepastthreeyears.3. Allsubmissions,includingphotocaptionsandothermaterials,mustbeinEnglish.4. Allresearchentriesconductedforgraduate/post‐graduate thesesordoctoraldissertations
willnotbeaccepted.5. Research entries from previous winners of SEAMEO‐Jasper Research Award and other
SEAMEOAwardswillnotbeaccepted.6. Aresearchentryshouldcomprise:
I. 20‐pagesummaryoftheresearchpaper;II. one‐pageabstractoftheresearchpaper;andIII. Completeresearchpaper.
7. Researchentryshouldhavethefollowingessentialsections:I. Introduction(includingrationale,statementoftheproblem,researchobjectives);II. Methodology;III. ResultsandDiscussions;IV. ConclusionsandRecommendations;V. References;andVI. Appendices.
8. Non‐winningresearchentriesmaybeselectedtobefeaturedinSEAMEO’sSoutheastAsianJournalofEducation,subjecttopermission/approvalfromtheauthor.

AwardSelectionProcess
Thisyeartheselectionwillbecomprisedoftwostages:1. Review
OfficialsofSEAMEOwillbeconvenedtoreviewthesubmittedentries.Onlyshortlistedpapersthatpassthisprimaryprocesswillbesubmittedtoexperts’review.
2. SelectionA Selection Committee composed of representatives from relevant internationalorganizations,expertsinthefieldcoveredbythethemewhoshallconductthefinalreviewofthequalifiedpaper.Selectionwillbebasedonthequalityoftheresearchreport,itsrelevancetothethemeandtoimprovingeducationinSoutheastAsiaanditspotentialforpromotingbetterunderstandingbetweenCanadaandSoutheastAsia.
BenefitstoSEAMEO‐JasperResearchAwardee
1. ThewinneroftheSEAMEO‐JasperResearchAwardwillbeawardedaPlaqueofRecognitionattheSEAMEOHighOfficialsMeetinginBangkok,Thailand.
2. TheSEAMEO‐JasperResearchAwardwinnerwillreceiveatravelfellowshiptoCanadaortoanytwo(2)oftheSEAMEOMemberCountriestodisseminatetheresultsofwinningresearchtoCanadaembassiesinSoutheastAsia/relevanteducation/researchinstitutions.
Thefellowshipincludes8‐daytravelexpenses**toCanada/SoutheastAsiancountries(inclusiveof travel time). However, the fellowmustberesponsible forexpensesrelated to immigrationsuchaspassportandvisawhichoccurpriortothevisit.ThefellowshipwillincludeassistancebytheSEAMEOSecretariatintravelandmeetingarrangements.Thefellowshipvisitshallbedonewithintwelvemonthsfromthedateofthewinnerannouncement.**Thetravelexpensestobeprovidedrefertoaneconomy‐classround‐tripairticket,accommodationandperdiem(SEAMEOrate).SubmissionofResearchEntries
Candidates are expected to submit one set of hard copy and one set of electronic file of thefollowing:1. Completedapplicationform(Downloadtheformhere)2. A20‐page summary of the research paper (including rationale statement of the problem,
objectives, methodology, results and discussions, conclusions and recommendations; andreferences/appendices);
