PROCEEDINGS 38th SEAMEO High Officials Meeting

Plenary Session

29 November - 1 December 2015 Dusit Thani Bangkok Hotel, Bangkok, Thailand

I. Introduction 1 The SEAMEO Secretariat convened the 38th SEAMEO High Officials Meeting at the Dusit Thani Bangkok Hotel, Bangkok, Thailand on 29 November-1 December 2015. 2 A total of 144 participants representing 11 SEAMEO Member Countries, 3 Associate Members, 2 Affiliate Members, SEAMEO Regional Centres/Network, Partners, and Observers participated in the meeting.

A. SEAMEO Colours and Song 4 The Opening Ceremony of the 38th SEAMEO High Officials Meeting started with the entrance of colours and flags of SEAMEO through a multimedia presentation and followed by the SEAMEO Song. The SEAMEO Song was presented by the winners of the Angklung contest from SMK Wikrama Bogor, Indonesia (Traditional Angklung Category) and Tayug National High School, Philippines (Digital Angklung Category).

B. Welcome Remarks

5 As the Director of the SEAMEO Secretariat, Dr Gatot Hari Priowirjanto warmly welcomed all participants to the 38th SEAMEO High Officials Meeting and to the city of Bangkok. 6 The SEAMEO Secretariat Director stated that another year is about to close and as SEAMEO usher in 2016, SEAMEO continues to pursue innovative, forward-looking, and trendsetting programmes to optimise its best capacities, learn from proven models, build on region’s best practices, maximize inter-centre collaboration, engage in cooperation among SEAMEO Member Countries, and expand partnerships and networks. 7 The SEAMEO Secretariat Director highlighted the importance of the SEAMEO High Officials Meeting as the vital link with the Education Ministers of the 11 SEAMEO Member Countries who comprise the SEAMEO Council, and is the key in shaping decisions of the SEAMEO Council Conference. He pointed out that the support and guidance of the SEAMEO High Officials is an essential element in achieving productive deliberations. 8 Moreover, the SEAMEO Secretariat Director stated that the 38th SEAMEO High Officials Meeting would tackle agenda items in response to the SEAMEO 7 Priority Areas encompassing: 1) Early Childhood Care and Education (ECCE); (2) Addressing barriers to inclusion; (3) Resiliency in the face of emergencies; (4) Promoting Technical and Vocational

Education and Training (TVET); (5) Revitalising Teacher Education; (6) Promoting harmonisation in Higher Education and Research; and (7) Adopting a 21st Century curriculum.

9 He further stated that the agenda for the Meeting reflected the growing collaboration within SEAMEO and also with various partners as manifested by new and ongoing initiatives/programmes/projects that would be presented to the Meeting for consideration and endorsement. 10 The SEAMEO Secretariat Director reiterated that as the Organization reached its 50th year in 2015, SEAMEO remains committed in promoting cooperation in education, science and culture in Southeast Asia. SEAMEO has generated a legacy of partnerships within the region and beyond, and continues to embark towards pursuing the SEAMEO New Education Agenda (2015-2035): 7 Priority Areas. 11 Lastly, the SEAMEO Secretariat Director conveyed appreciation to the members of the meeting for their utmost cooperation and expressed gratitude to His Excellency General Dapong Ratanasuwan, the Minister of Education of Thailand for presiding over the opening of the 38th SEAMEO High Officials Meeting. 12 Appendix II shows the Welcome Remarks.

C. Opening Speech

13 H E General Dapong Ratanasuwan, Minister of Education of Thailand, presided over the Opening Ceremony of the 38th SEAMEO High Officials Meeting. He warmly welcomed the participants and expressed gratitude to SEAMEO Secretariat for its effort in organizing the meeting. 14 In his speech, the Minister of Education of Thailand highlighted that education is considered as the key tool to build a sustainable future and there is a need to ensure inclusive and equitable quality education, and promote lifelong learning opportunities for all. 15 The Minister of Education of Thailand also highlighted that education is a key tool to achieve security, prosperity, sustainability, and resilient democracy. Thailand is in the process of reforming her education system and the key focuses are to provide learning opportunities for all, improve workforce skills, develop research and development, promote quality education, build students’ critical thinking skills, nurture moral and ethical values, and improve teachers’ potential. 16 The Minister of Education of Thailand referred to the First Princess Maha Chakri Award Presentation Ceremony, hosted by Thailand in October 2015. The Princess Maha Chakri Award was established not only to honour Her Royal Highness Princess Maha Chakri Sirindhorn’s outstanding achievements in promoting education and developing people’s quality of life but also to recognize achievements of eleven teachers, representing SEAMEO Member Countries and with this kind of recognition, teachers will be more committed to their profession leading to improvement of the teaching profession in our Region. 17 The Minister of Education of Thailand congratulated SEAMEO on its 50th Anniversary and for five decades, she has promoted collaboration among SEAMEO Member Countries through education, science and culture, aims to continuously develop quality education. His Excellency stated that Thailand will continue to work closely with the SEAMEO Secretariat, its regional Centres, its Member Countries, Associate and Affiliate Members, and Partners.

18 Finally, the Minister of Education of Thailand declared the 38th SEAMEO High Officials Meeting open and expressed his wishes for a successful meeting.

D. Awarding Ceremony

a) SEAMEO-Australia Education Links Award 2015/2016

20 H E General Dapong Ratanasuwan, Minister of Education of Thailand, presented the plaque of recognition to the winner of the award: Ms Mia Damayanti, Government School Teacher and Project Leader of West Java Leader’s Reading Challenge, SMA Negeri 1 Cisarua Kbupaten Bandung Barat, Indonesia. 21 The Head of Australia Delegation, Ms Kim Cleary, Counsellor Education and Science, Australian Embassy Hanoi, delivered brief remarks on the SEAMEO-Australia Education Links Award. She congratulated Ms Mia Damayanti for her excellent proposal titled “Optimising the Potential of Early Childhood Development through Toys and Books” which is called “My TAB”

b) SEAMEO-Japan ESD Award 2015

22 H E General Dapong Ratanasuwan, Minister of Education of Thailand, presented the plaque of recognition to the winners of the award:

23 Mr Yoshiaki Sato, Director for Overseas Cooperation, International Affairs Division, Ministry of Education, Culture, Sports, Science and Technology (MEXT), Japan delivered brief remarks on the SEAMEO-Japan ESD Award 2015. He congratulated the winners of the award that have been actively promoting the activities based on the ESD philosophy.

E. SEAMEO 50th Anniversary

24 The 30 November 2015 is a very special day for SEAMEO as it is SEAMEO’s 50th Anniversary of establishment. Throughout the half-century, SEAMEO has shared many success stories in her efforts in nurturing and developing capacities in the Southeast Asian region. To showcase the Anniversary celebrations throughout 2015 by SEAMEO Member Countries and SEAMEO Regional Centres, a birthday video was presented followed by a special Anniversary cultural performance by Sai Naam-thip Primary School. The dance captures the rich culture and diversity of the people in Southeast Asia and in the spirit of Southeast Asian family. III. Opening Formalities

28 The Chair indicated that SEAMEO has initiated and implemented many projects in various areas and in line with the national development plan on human resources development. 29 Finally, the Chair conveyed his appreciation to the members of the meeting for their time and making this year’s SEAMEO High Officials Meeting possible.

C. Adoption of the Agenda and Programme 30 The 38th SEAMEO High Officials Meeting adopted the agenda and programme for the Meeting as proposed by the SEAMEO Secretariat. 31 The SEAMEO Secretariat proposed two additional items for the agenda items for the Other Matters: 1) Report and Updates on the SEAMEO Basic Education Standards (SEA-BES) Project; and 2) Report on the Activity of the University of Tsukuba as an Affiliate Member: Conferences under APEC and SEAMEO by the University of Tsukuba and with the Support of the Ministry of Education, Culture, Sports, Science and Technology (MEXT), Japan. 32 Appendix IV shows the Agenda and Programme of the 38th SEAMEO High Officials Meeting. IV. Plenary Session

A. Matters for Acknowledgement (HOM-38/WP/1)

33 The working paper on Matters for Acknowledgement was presented by the SEAMEO Secretariat to inform the 38th SEAMEO High Officials Meeting (HOM) of the changes of appointments in the Ministerial and the High Official levels of SEAMEO Member Countries and Associate Member Countries. Decision of the 38th SEAMEO HOM:

Papers (HOM-38/WP/2-11) 35 The SEAMEO Secretariat Director informed that 10 working papers were presented ad referendum and noted that 10 Member Countries agreed on the requested decisions and one Member Country requested for discussion on the Report of the 5th Annual Forum for High Officials of Basic Education of SEAMEO Member Countries and Associate Members (HOM-38/WP/11).

4. Status and Utilization of Thailand’s Additional Contribution to the SEAMEO Secretariat (HOM-38/WP/5)

42 This working paper was presented ad referendum by the SEAMEO Secretariat for information of the 38th SEAMEO High Officials Meeting. Thailand's additional contribution is the annual contribution from the Government of Thailand over and above Thailand's annual membership contribution according to the agreed contribution index for Member Countries' contribution to SEAMEO Secretariat. 43 The amended guidelines for utilization of Thailand’s Additional Contribution are as follows: i) To meet salaries of additional local staff members not included in the regular budget of the SEAMEO Secretariat; ii) To meet cost of maintenance and improvement of the SEAMEO Secretariat office; iii) To purchase additional office equipment and vehicles not included in the regular budget of the SEAMEO Secretariat; and iv) To support projects and activities of SEAMEO as initiated and approved by the Government of Thailand on a case by case basis. 56 The 5th Annual Forum was hosted by the Ministry of Education, Youth and Sport of Cambodia on 11-12 June 2015 in Siem Reap, Cambodia and the 6th Annual Forum will be hosted by Indonesia in 2016. Discussion: 57 Brunei Darussalam congratulated Cambodia for the successful conduct of the 5th Annual Forum for High Officials of Basic Education of SEAMEO Member Countries and Associate Members. As the Forum serves as an active platform to share best practices among SEAMEO Member Countries, Brunei Darussalam requested clarification if there is any follow up study on how far Member Countries have actually utilised lessons obtained from the Annual Basic Education Forums. 58 Indonesia announced that the Country is ready to host the 6th Annual Forum for High Officials of Basic Education of SEAMEO Member Countries and Associate Members in 2016. 59 The Philippines expressed gratitude to Cambodia and Brunei Darussalam for hosting the 5th Annual Forum and 4th Annual Forum respectively. Philippines shared that the Country benefited from the learnings from the 4th and 5th Annual Forum as it assisted Philippines in the basic education reform programmes. The models on curriculum framework in the past Basic Education Forums assisted the country in enhancing its Grade 11 and 12 curriculums as well in designing its digital education programmes. 60 SEAMEO Secretariat pointed out that the 4th Annual Forum held in Brunei Darussalam resulted to various activities implemented by SEAMEO Regional Centres on Entrepreneurship Education. 61 Thailand stated that based on the 3rd Annual Forum held in Thailand, the Office of Basic Education Commission of the Ministry of Education of Thailand was able to conduct the ASEAN Youth Forum which continued until 2015 with support from the SEAMEO Secretariat.

71 The High Officials Meeting on the SEA-TVET: Working Towards Harmonisation and Internationalisation was held on 24-26 August 2015 in Chiang Mai, Thailand which resulted in a Chiang Mai Joint Statement on Harmonisation and Internationalisation of TVET in Southeast Asia. The SEA-TVET-DAAD Workshop then was held on 8-10 September 2015 in Solo, Indonesia. Subsequently, a consultative meeting on Country Level SEA-TVET Workshop was held on 9-10 October in Siem Reap, Cambodia and on 26-28 November 2015 in Ubon Rachathani, Thailand respectively.

4. Report on Adopting 21st Century Curriculum through SEA Digital Class

Programme (HOM-38/WP/15) 73 The working paper was presented by SEAMEO QITEP in Science to inform the 38th SEAMEO High Officials Meeting of the progress on Adopting 21st Century Curriculum through SEA-Digital Class Programme. Also, the purpose of this working paper is to seek continuous support from the 38th High Officials Meeting on the implementation of the SEA-Digital Class Programme for the next phase. 74 For this year, the SEA Digital Class Programme was implemented in schools nominated by the Ministries of Education of Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Timor Leste, and Vietnam involving the conduct of the social learning network namely Edmodo, IBSE and MaRWA items. The researcher experts involved are from SEAMEO QITEP in Science (lead Centre), SEAMOLEC, QITEP in Mathematics, and RECSAM (observer).

5. Updates on the SEAMEO-Germany Regional Fit for School (FFS) Project

(HOM-38/WP/16) 76 The working paper was presented by Germany to inform the 38th SEAMEO High Officials Meeting on the updates of the SEAMEO-Germany Regional Fit for School (FFS) Project involving the Ministries of Education in Cambodia, Indonesia, Lao PDR, and the Philippines with the funding support provided by the Federal Republic of Germany.

Discussion: 77 Lao PDR congratulated and expressed appreciation for this project implemented by SEAMEO INNNOTECH with the funding support provided by the Federal Republic of Germany. The report presented a highly successful project implementation in the Countries involved and requested expansion of the project to other parts of the region, as there are many other disadvantaged groups present.

Decision of the 38th SEAMEO HOM: 78 The 38th SEAMEO High Officials Meeting, Plenary Session:

a) took note of the completion of the research and development phase (October 2011 to October 2014) of the SEAMEO-Germany Regional Fit for School Project, thereby recognizing the contributions of the Ministries of Education in Cambodia, Indonesia, Lao PDR, and the Philippines in institutionalizing the Fit for School Project;

SEAMEO Secretariat for its continuing support to proceed with the second phase of the Regional Fit for School Project commencing in December 2015 and to end in October 2021 in accordance to the note verbale of 14 November 2014.

6. Proposal on the SEAMEO Mangrove Conservation Education

(HOM-38/WP/17) 79 The working paper was presented by SEAMEO SPAFA to inform and seek support from the 38th SEAMEO High Officials Meeting on the proposal of the SEAMEO Mangrove Conservation Education. 80 This initiative is an inter-centre collaboration of SEAMEO SPAFA with SEAMEO BIOTROP, QITEP in Science, SEAMOLEC and the SEAMEO Secretariat. Moreover, the establishment of a unique multi-disciplinary Mangrove Conservation Education in schools in Indonesia and other Countries in Southeast Asia will be SEAMEO’s contribution to disaster risk reduction, particularly in coastal areas, and ESD through partnership between communities and schools.

Decision of the 38th SEAMEO HOM: 81 The 38th SEAMEO High Officials Meeting, Plenary Session, took note and expressed support to the implementation of the SEAMEO Mangrove Conservation Education and endorsed its submission to the SEAMEO Council 2016 for information and approval by referendum.

7. Establishment of a SEAMEO STAR Village in Indonesia (HOM-38/WP/18)

82 The working paper was presented by SEAMEO BIOTROP to inform and seek support from the 38th SEAMEO High Officials Meeting on the establishment of a SEAMEO STAR Village in Indonesia.

83 This serves as a collaborative programme among the six SEAMEO Centres (BIOTROP, QITEP in Language, QITEP in Mathematics, QITEP in Science, RECFON, and SEAMOLEC) in Indonesia in support of the SEAMEO Community Involvement Programme.

Discussion: 84 The Philippines congratulated Indonesia and the SEAMEO Centres for the establishment of the SEAMEO STAR Village, crucial in addressing the needs of the communities. The Philippines recommended that the proposed SEAMEO Centre for Community Education Development (CED) as discussed during the In-Camera Session may consider this model on community education and engagement in helping communities to understand the issues it has to deal with and develop appropriate responses. The SEAMEO Star Village’s process of addressing the needs of communities through Corporate Social Responsibility (CSR) should be documented and shared with the SEAMEO Member Countries.

8. Proposal on a SEAMEO Smart City (HOM-38/WP/19)

86 The working paper was presented by SEAMEO SEAMOLEC to inform and seek support from the 38th SEAMEO High Officials Meeting on the establishment of a SEAMEO Smart City.

87 SEAMEO Smart City aims to improve the quality of education in Indonesia and other Member Countries in the Southeast Asian region through digital teaching and learning with the use of ICT. At this initial stage, it is a collaborative effort between the three SEAMEO Centres (QITEP in Mathematics, QITEP in Science, and SEAMOLEC) in response to the SEAMEO Priority Area on “Adopting 21st Century Curriculum.”

Discussion:

88 The Philippines enquired whether this project would be expanded to the region as it is currently country-based (Indonesia). 89 SEAMEO SEAMOLEC responded that it will deliberate further with the MOE in each Country and the Centres in Indonesia will train officers from the other Countries following the “training of trainers” concept and hoped to use the lessons learned from Indonesia. 90 The Philippines further enquired about the timeframe of the “training of trainers”. 91 SEAMEO SEAMOLEC presented on the targets from the timeframe of 2015 until 2019 and the project will be scaled up to other Countries. 92 The Philippines asked if the project can be expanded to the whole region by 2019 and if the project will have a regionally contextualised content. 93 SEAMEO SEAMOLEC clarified that Mathematics, Science, and English are considered as common subjects in the curriculum of Member Countries and the project provides tools for teachers to learn together and share with each other, however, the purpose is not to design the curriculum content but to make use of the materials that can be accessed by the students from other Member Countries.

This project aims to compile good practices on language teaching from other SEAMEO Member Countries. A publication entitled “Good Practices on Language

Discussion: 96 Brunei Darussalam enquired as to the reason why the project’s focus only in the form of writing and not in multimedia form.

97 SEAMEO QITEP in Language explained that good practices in language teaching from selected teachers will first be compiled in a written form and will be available in digital form afterwards.

104 Brunei Darussalam took note of the initiative of UNESCO with SEAMEO on the ECE Guidelines for Southeast Asia and pointed out that the requested decision on the 38th HOM to endorse the Guidelines will not be immediate as the High Officials had just received the Guidelines on Pre-Primary Teacher Development in Southeast Asia and thus requested time to deliberate on the document before any decision can be made.

Discussion: 111 The Philippines enquired on how the SEA-BES project can interface with the Smart City initiative of SEAMEO SEAMOLEC and how the Smart City initiative can make use of the outputs of the SEA-BES project. 112 SEAMEO SEAMOLEC and SEAMEO RECSAM explained that there is a possibility of SEA-BES project to interface with the Smart City initiative. 113 Brunei Darussalam and Malaysia enquired on what is the focus of the SEA-BES project.

Sawaddee Krab! It is my great privilege to welcome all of the distinguished guests to the 38th SEAMEO High Officials Meeting. We are again gathered here today and tomorrow to take part in one of SEAMEO’s most important meetings. As with the years that passed, this year’s SEAMEO HOM is expected to be filled with fruitful discussions by the delegates. Excellencies, Ladies and Gentlemen, Another year is about to close and as we usher in 2016, we look forward to an even more exciting year for SEAMEO to continue to pursue innovative, forward-looking and trendsetting programmes to optimise its best capacities, learn from proven models, build on region’s best practices, maximize inter-centre collaboration, engage in cooperation among SEAMEO Member Countries and expand partnerships and networks. It is my pleasure to tell you that the planning and the deliberations of all these programmes start right here, in the SEAMEO High Officials Meeting. The SEAMEO High Officials Meeting or known as HOM is the forum for the Vice Ministers or Undersecretaries, Permanent Secretaries or Assistant Secretaries, and Directors General of the Ministries of Education in Southeast Asia to prepare recommendations, suggestions and endorsements on SEAMEO programmes and activities for consideration of the SEAMEO Council. In preparing for the Meeting, the Secretariat has tried its best to ensure the conduct and the logistics of the meeting are at their best. Therefore, please do accept our apologies, if there are any oversights on our part. SEAMEO for 50 years now has remained steadfast in its commitment to the promotion of cooperation in education, science and culture in the Southeast Asian region. As the Organization transitions into its 51th year next year, SEAMEO has many good achievements to be proud of and to thank for. At the same time, we also have huge challenges to hurdle. According to our New Education Agenda, this year’s HOM emphasise on tackling agenda items in response to the SEAMEO 7 Priority Areas including

1) Early Childhood Care and Education (ECCE); 2) Addressing barriers to inclusion; 3) Resiliency in the face of emergencies; 4) Promoting Technical and Vocational Education and Training (TVET); 5) Revitalising Teacher Education; 6) Promoting harmonisation in Higher Education and Research; and 7) Adopting a 21st Century curriculum

Our SEAMEO 7 Priority Areas will contribute to not one dimension of education

development alone but seven. Altogether we have high expectation that, in the next twenty years if not before, we will be able to provide quality education to all peoples in Southeast Asian Region which is also one of the United Nations’ Sustainable Development Goals Number 4. As the normal practice of the SEAMEO High Officials Meetings, the 38th SEAMEO High Officials Meeting consists of two parts. The first part is the In-Camera Session which took place yesterday afternoon. The In-Camera Session had deliberated and made decisions on all 11 agenda items. The second part of the SEAMEO HOM is the Plenary Sessions which has started this morning. We have prepared 25 agenda items that cover a wide range of education issues. High on the meeting agenda are the SEAMEO New Education Agenda, 7 priority Areas (2015-2035) and the SEAMEO Initiatives, the SEAMEO College, SEAMEO STAR Village, SEAMEO Smart City, SEA-Digital Class, SEA-TVET, Fit for School Programme, and other proposals on new initiatives and collaborative programmes and activities to be presented by some of SEAMEO partners. With your support and guidance, our deliberations here will be productive and will result to agreements and recommendations on all agenda items for which working papers are to be presented Ad Referendum to the SEAMEO Council for the Non-SEAMEC year in 2016. Indeed, we very much look forward to engaging in another dynamic discussion among our education experts from the SEAMEO Member Countries, Associate and Affiliate Members, SEAMEO Regional Centres, partners and related stakeholders. Distinguished High Officials of SEAMEO Member Countries and Associate Member Countries, Dr Gatot Hari Priowirjanto, Director of SEAMEO Secretariat, Director of SEAMEO Regional Centres and Network Secretary- General, Representatives from the ASEAN Secretariat, Ladies and Gentlemen,

It is a great pleasure for me to open the 38th SEAMEO High Officials Meeting in

Bangkok, Thailand. On behalf of the Ministry of Education of Thailand, I would like to extend to you all a very warm welcome and express our appreciation for the efforts made by the SEAMEO Secretariat and all educational partners in organizing this event.

I am certain that the importance of education is recognized by all countries. The ultimate goal of providing education in this 21st century, however, is not as simple as providing education for all. The world community is now moving towards Education 2030. This global education agenda is part of the United Nations’ Sustainable Development Goals. In other words, education is considered as a key tool/ to build a sustainable future. As such, we need to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. For Thailand, we strongly believe that education is a key tool to achieve security, prosperity, sustainability and resilient democracy. We are now in the process of reforming our education. The key focuses are to provide learning opportunities for all, improve workforce skills, develop research and development, promote quality education, build students’ critical thinking skills, nurture moral and ethical values, and improve teachers’ potential. Distinguished Delegates, Ladies and Gentlemen, I would like to refer to the First Princess Maha Chakri Award Presentation Ceremony, hosted by Thailand in October 2015. The Princess Maha Chakri Award was established not only to honour Her Royal Highness Princess Maha Chakri Sirindhorn’s outstanding achievements in promoting education and developing people’s quality of life but also to recognize achievements of eleven teachers, representing SEAMEO Member Countries. We believe that by presenting this Award, teachers will be more committed to their profession leading to improvement of the teaching profession in our Region. I would also like to take this opportunity to congratulate the SEAMEO Secretariat on its 50th Anniversary. For five decades, it has promoted collaboration among nations through education, science and culture. Thailand is proud to be part of SEAMEO and will continue to work closely with its Regional Centres, Associate Members, Affiliate Members and other partner countries for the benefit of our future generations.
