1 INTRODUCTION
The main objectives of this Emergency Response and Preparedness Procedure are as follows.
- Protection of human life.
- Minimization of damage to the environment.
- Minimization of damage to property and assets.
- Controlling any incidents and preventing escalation.
Incident categories for work related emergencies and other force majeure scenarios that could potentially arise during the project are listed in Section 7 of this procedure.
This Emergency Response and Preparedness Procedure has been developed to enable JGC personnel and subcontractors to effectively respond to all potential emergency situations including, but not limited to, the following scenarios.
- Category 1, 2 or 3 Incidents.
- Fire.
- Gas Release.
- Spillage.
- Medical Emergency.
- Site Security Incidents.
- Offsite Transport Emergency.
Detailed emergency response (ER) actions to be taken in the event of each of these emergency scenarios are provided in Sections 10 and 11 of this procedure.
2 SCOPE
This procedure applies to all JGC personnel and subcontractors involved during construction, as well as visitors to the Dolphin construction site.
The requirements of this procedure will form part of the Induction / Orientation Training, as discussed in the HSE Training Program, RLO-0000-FPR-50105, and this procedure will be communicated to all workers, vendors and visitors upon entering the construction area, with no exception.
The procedure encompasses all potential emergency scenarios that could impact on JGC or its subcontractors during construction activities, including areas beyond the construction site boundary such as workshops, warehouse, offices, camps, tank farm, roads, common areas.

3 OBJECTIVES
The primary purpose of this HSE Emergency Response & Preparedness Procedure is to provide members of the JGC / Dolphin Emergency Response Team (ERT) with guidance as to their conduct, points of contact and reporting requirements, throughout all phases of an emergency and associated response.
JGC will ensure that this procedure is observed and complied with by all personnel and subcontractors to ensure that the following objectives are achieved:
- Control or limitation of any impacts of an incident / emergency.
- Facilitating emergency response and providing such assistance on site as is appropriate to the incident or emergency.
- Ensuring communication of all vital information as soon as possible.
- Facilitating re-organization and reconstruction activities, so that normal operations can be resumed.
- Providing training and conducting drills / training exercises, so that a high level of preparedness can be continually maintained. JGC personnel and subcontractors will be trained in the relevant sections of this Emergency Response and Preparedness Procedure as part of site Induction / Orientation Training, as discussed in the HSE Training Program, RLO-0000-FPR-50105. Conducting regular drills / training exercises also identifies any potential improvements that can be made and provides a basis for up-date and review of ER actions and this procedure.
4 ROLES AND RESPONSIBILITIES
This Emergency Response and Preparedness Procedure is the responsibility of all JGC and subcontractor personnel. The JGC Site Manager will hold the ultimate responsibility for ensuring the development and effective implementation of this Emergency Response and Preparedness Procedure.
During any emergency, the JGC Emergency Response Team (ERT) on the Dolphin Onshore site will maintain communications with the JGC FZE Head Office, Dolphin Employers Representative, subcontractor representatives and all relevant government agencies.
The JGC Site HSE Manager, assisted by the JGC Environmental Coordinator, will oversee the implementation and maintenance of this Emergency Response and Preparedness Procedure and will ensure that the measures contained within this procedure are observed, effectively executed and communicated to the workforce.
Detailed roles, responsibilities and response actions of personnel with respect to emergency response are provided in Sections 10 to 13 of this Emergency Response and Preparedness Procedure.
For JGC sub-contractors working on behalf of the Project and possessing their own documentation and, following review and acceptance of this documentation, will provide bridging documentation to the JGC / Dolphin procedure.

5 PERSONNEL TRACKING, NOTIFICATION AND COMMUNICATIONS
The safety of personnel is the highest priority at all times and, during an emergency, when people may be at increased risk, it is vital that every effort is made to act swiftly and thoughtfully in the interests of those who might be affected.
The following sections of this procedure details those steps the JGC feel are necessary to ensure that the above criteria are met.
5.1 Personnel Tracking
In all emergencies, the movement, location and status of personnel frequently becomes unclear. In order to manage any response effectively, in a timely and informative way, systems will be employed to accurately track personnel whereabouts.
To enable provision of accurate status reports, information from these tracking systems will need to be processed, and status fed back to the JGC Management and Dolphin Employers Representative, as a priority.
5.2 Personnel Lists
Details of all personnel, (whether they are employed on, traveling from or to, or employed in a support roll to the project and its facilities) will have their personal details (NoK details, Passport No., Identity Card, etc.) included on at least one of the various lists both on the site and elsewhere.
5.3 Coordination
Using information received from the various personnel tracking systems in place, the JGC ERT Leader will display on the appropriate Status boards for the ERT, details of the whereabouts of all involved personnel.
5.4 Relative Response Team
The Relatives Response Team may have up to four phone lines (numbers) at their disposal, however, the JGC ERT Leader will release only two numbers to the general public, for their enquiries to the team.
JGC will ensure that, wherever possible, JGC representatives will proactively ring the Next of Kin (NoK) of those JGC employees / contractors who are known positively not to be a casualty and inform them as to the status of their relative.
Where NoK request assistance to travel to see their relatives, generally they will be given details of the location of their relative. However, where their relative has been killed or is seriously injured and the NoK requests financial/logistical help, the company or contractor will assist them.
The Personnel Team members may release this information to genuine relatives, but only for travel within Qatar. For travel outside of Qatar, the matter should be referred to the Personnel (Human Resources) and/or Administration Department.
5.5 Communications
There will be communication lines between the Dolphin Project onsite and Dolphin Corporate (Doha) during all incidents requiring their participation.
The Dolphin Employers Representative will inform and update the Dolphin General Manager in Doha and other NGOs as required.
Within the JGC ERT there will be provision of facilities for one member of the Dolphin Project Management Team (PMT). These facilities will allow the Dolphin representative to become involved in the proceedings and relay / communicate information to his employer.
Liaison with the Emergency Services, RLC and other NGOs will primarily be achieved through the ERT member appointed to handle this task.

6 TRAINING AND DRILLS / EXERCISES
6.1 Training
As stated in Sections 2 and 3 above, the requirements of this Emergency Response and Preparedness Procedure will form part of the Orientation / Induction Training given to all workers, vendors and visitors entering the construction area, in accordance with the HSE Training Program, RLO-0000-FPR-50105. Following this training, each person will, as a minimum, have the following knowledge:
Different types of Alarm signals and their meaning. Location and routes to the nearest muster area. Location of emergency equipment. Responsibilities of each individual. Notification and reporting requirements.
6.2 Drills / Exercises
Emergency Response (ER) drills and exercises will start 1 month after main construction activities and operations begin. The JGC Site Manager, with the assistance of the JGC Site HSE Manager and JGC Environmental Coordinator, will ensure that ER drills and exercises are executed in accordance with the following schedule:
1 Evacuation Drill at least every 3 months. 1 Table-Top Emergency Response exercise at least every 6 months. 1 Environmental Scenario Drill every 3 months for personnel handling chemicals and
hydrocarbons.
6.3 Alarm Testing
Alarms will be tested on a periodical basis to ensure that they remain in good working condition. The JGC Site Manager will ensure that all alarms in the construction area, offices, camps and warehouses are tested in accordance with the following schedule:
1 test of all alarms in the offices and camps (Dolphin, JGC and Subcontractors) every 7 days. 1 test of all alarms in the construction areas every 3 months.

The Media Contact Person will handle all communications with the news media and the general public If the emergency occurs outside normal working hours the Emergency Response Team Leader will inform the media that he/she isnot authorised to issue statements and that a statement will be issued by the appropriate person in due course. 12.1 Responsibilities of Media Contact Person
Action on being notified of a Category 1, 2 or 3 Incident / Emergency
The priority is to deal with the local community, relatives of injured employees, and the media as follows:
- Proceed to the Emergency Control Centre notifying the Emergency Team Leader / Deputy of your location
- Ensure emergency telephones are being answered and answering personnel have the appropriate information
- Contact and give prompt information to relatives of injured employees
