Dr.SusanTierneyisSeniorAdvisoratAnalysisGroupinDenver.Anexpertonenergypolicyandeconomics,shespecializesintheelectricand gas industries. She has consulted to companies, governments,nonprofits, and other organizations on energy markets, as well aseconomic and environmental regulation and strategy. Her expertwitness and business consulting services have involved industryrestructuring, market analyses, utility ratemaking and regulatorypolicy,cleanenergyregulatorypolicy, transmission issues,wholesale

andretailmarketdesign,andresourceplanningandprocurement.Sue is a former Assistant Secretary for Policy at the USDepartment of Energy, a statecabinetofficerforenvironmentalaffairs,andastatepublicutilitycommissioner.ShechairstheBoardsofResourcesfortheFutureandClimateWorksFoundationandisaTrusteeofthe Barr Foundation and a director of World Resources Institute and of the EnergyFoundation.SueholdsaPh.D.inregionalplanningfromCornellandaBAfromScripps.

MelanieKenderdineisaprincipalofEnergyFuturesInitiative(EFI)andanon-residentseniorfellowattheAtlanticCouncil.SheisalsocurrentlyaVisitingFellowattheEnergyPolicyInstituteattheUniversityofChicago.She served at the USDOE in the secondObamaAdministration as theEnergyCounselor to theSecretary,andconcurrently,as theDirectorofDOE’sOfficeofEnergyPolicyandSystemsAnalysis.Before joining the DOE, Melanie helped to establish the MIT EnergyInitiative(MITEI)andservedasitsExecutiveDirector.Shealsostarted

theC3ESymposiumseries,ajointMIT-DOEprogramtosupportthecareersofwomeninclean energy. Before her work with MITEI, Melanie served as the Vice President ofWashington Operations for the Gas Technology Institute (GTI). In the 1990s, Melanieserved in several key posts at DOE, including Senior Policy Advisor to the Secretary,Director of the Office of Policy, and Deputy Assistant Secretary for Congressional andIntergovernmentalAffairs.MelanieisagraduateoftheUniversityofNewMexico.

Ken Kimmell is president of the Union of Concerned Scientists, aleading science-based nonprofit that combines the knowledge andinfluenceof the scientific communitywith thepassionof concernedcitizenstobuildahealthyplanetandasaferworld. Heisanationaladvocate for clean energy and transportation policies and a drivingforce behind UCS’s “Power Ahead” campaign to build a large anddiversegroupofcleanenergyleadershipstates.HeservesonGovernorBaker’s Commission on the Future of Transportation in theCommonwealth.

PriortojoiningUCSin2014,KenwastheCommissioneroftheMassachusettsDepartmentofEnvironmentalProtection.Duringthistime,healsoservedaschairmanoftheboardoftheRegionalGreenhouseGasInitiative,helpingtoprodtheninememberstatestoreducepowerplantcarbonemissionsbyalmost50percentthrough2020.KenhasalsoservedasgeneralcounselattheExecutiveOfficeofEnergyandEnvironmentalAffairsinthePatrickadministration,andspent17yearsasthedirectorandseniorattorneyataBoston-basedlawfirmspecializinginenvironmental,energy,andland-useissues.KenclerkedfortheU.S.DistrictCourtinSanFrancisco,whereheassistedajudgeinacaseinvolvingthehealtheffectsofAgentOrange.HeearnedhisBAatWesleyanUniversityandhislawdegreeatUCLA.

Dan Dolan is President of the New England Power GeneratorsAssociation, the largest trade association representing competitiveelectricgeneratingcompaniesinNewEngland(approximately25,000megawatts--80%oftheinstalledgenerationcapacityintheregion).Heistheorganization’sprincipalspokespersonandoverseesallactivities.Danleadsastaffthatrepresentsthemembershiponelectricitymarketrulesdevelopmentandexpansionofwholesaleelectriccompetition.HewasappointedtotheCommissionontheFutureofTransportation intheCommonwealthbyGovernorBaker.

Prior to coming to NEPGA, Dan served as Vice President of Policy Research &Communications at the Electric Power Supply Association (EPSA), the national tradeassociation representing competitive power suppliers, including generators andmarketers. Dan also oversaw the development of energy trading policy, includingspearheadingEPSA’sactivitiesinthedevelopmentandimplementationoftheDodd-FrankWallSt.ReformAct.DanholdsaBAinbusinessmanagementfromGoucherCollege,withanemphasisoninternationalbusiness.

Patrick Woodcock was named Commissioner of the MassachusettsDepartmentofEnergyResourcesinFebruary2020,havingbeennamedActingCommissionerinDecember2019andservedinthisroleuntilhiscurrentappointment.PatrickjoinedtheBaker-PolitoAdministrationin2017andservedastheUndersecretary of Energy in the Executive Office of Energy andEnvironmentalAffairsforovertwoyears.Inthatposition,heoversawtheDepartmentofEnergyResourcesandtheDepartmentofPublicUtilities.

Patrick serves on the Massachusetts Clean Energy Center Board and its InvestmentCommittee, represents Massachusetts on the Boards of the Regional Greenhouse GasInitiative and National Association of State Energy Officials, and is a member of theCommonwealth’sEnergyFacilitiesSitingBoard.Previously,PatrickwasDirectoroftheMaineStateEnergyOffice,apositionheheldfrom2013through2016.Hehasalsoworked forUnitedStatesSenatorOlympiaSnowe inherWashington, D.C. office. Patrick graduated from Bowdoin College and holds a BA inGovernment.

WilliamJ.AkleyisPresidentofGasOperationsforEversourceEnergy.Inthisrole,heisresponsiblefortheoveralloperationsofthesafeandreliabledeliveryofnaturalgastoapproximately522,000customersin122townsandcitiesinConnecticutandMassachusetts.Billhasmorethan 30 years of leadership and management experience and is aseasoned veteran of the utility industry in all facets of natural gastransmission and distribution. Prior to joining Eversource, he wasSenior Vice President of U.S. Gas Operations for National Grid and

responsible for field operations including construction,maintenance andmeter servicethroughoutthecompany’sserviceterritoryinNewYork,RhodeIslandandMassachusetts.Prior to National Grid, Bill spent several years at KeySpan Energy in New York,MassachusettsandNewHampshire.BillbeganhiscareerasafieldengineeratBrooklynUnionGasinNewYork.Billearnedhismaster’sdegreefromAdelphiandhisbachelor’sdegreeinmechanicalandindustrial engineering from Clarkson. Bill is a licensed professional engineer and hasservedastheSafetyCommitteeChairpersonfortheAmericanGasAssociationandservesasaboardmemberontheAmericanGasAssociationandtheNortheastGasAssociation.

SheriGivensisVicePresidentofUSRegulatoryandCustomerStrategyat National Grid, a clean energy company serving the electric andheating needs ofmore than 20million customers inMassachusetts,RhodeIsland,andNewYork.Sheri’sprofessionalexperienceincludesnearlytwentyyearsin legal,regulatory, legislative, and external affairs. Prior to joining NationalGrid,sheconsultedonutilityconsumereducationandregulatorypolicy

issuesinenergymarketsnationwide.SheriistheformerGovernor-appointedTexasutilityconsumer advocate and served on the National Association of State Utility ConsumerAdvocates’ Executive Committee and both the Electric Reliability Council of Texas andTexasReliabilityEntity’sBoardsofDirectors.ShewasalsoanattorneyforthePublicUtilityCommissionofTexas,TexasWorkforceCommission,andTexasLegislature.SheriearnedaBAingovernmentfromtheUniversityofTexasatAustinandaJDfromtheUniversity of Houston. ZeynebMagaviisthedirectorofHomeEnergyEfficiencyTeam(HEET),aCambridge-basedenvironmentalnonprofit.Sheiscurrentlyfocusedontransitioning the natural gas distribution system to a thermal energydistributionsystem,orHEETGrid,usingtheGeoMicroDistrictconcept.Thenextstepistoworkwiththestate’slargestgasutilitiesonalocalpilotproject.Zeynebpreviously ledHEET’sLargeVolumeLeakStudy,which established a method to rapidly achieve a 50% reduction inemissionsfromleakinggaspipes.ShehasworkedatBBNTechnologies,HarvardUniversity, and inmultiple startups. Zeyneb is committed to

finding just and intelligent solutions to theurgent challengeof climate change throughmulti-disciplinaryproblemsolving,co-creation,andinnovation.ZeynebholdsaBSinPhysicsfromBrownandaMaster’sinPublicHealthandSustainabilityfromHarvard.

Dr.JonathanRaabhasservedastheconvenerandmoderatoroftheNewEnglandElectricityRestructuringRoundtablesince1995,andoftheEnergyPolicyRoundtableinthePJMFootprintsince2016.Anationalleaderinapplyingconsensusbuildingprocessestoenergy,environmental,andregulatoryissues,someofhismajorcasesincludethe Regional Greenhouse Gas Initiative (RGGI); the New EnglandDemand Response Initiative (NEDRI); the Greenhouse Gas planning

processesfortheCityofBoston,Maine,andRhodeIsland;RPSrulesforMassachusettsandRhodeIsland;theenergyplanforTennessee;energyefficiencystakeholderprocessesinCalifornia, New Hampshire, and Massachusetts; market rules for Alberta; and GridModernization in Massachusetts, New Hampshire and Rhode Island. He has also runstakeholderprocesses forU.S.DOE,U.SFish&Wildlife,andU.S.EPA. Carol Holahan is a counsel in Foley Hoag's Energy & Cleantechpractice. She advises large, competitive regional generators andotherparticipantsinthewholesaleandretailcompetitiveelectricitymarkets on regional policy initiatives, changing environmentalregulations, decommissioning and sale of plants, and matterspendingbeforetheFERC.Inadditiontoconcentratingontraditionalfossil fuel generation, Carol’s practice includes renewable energyresourcessuchaslargesolarstorageandbiomass.Shehassignificant

experience in the NEPOOL stakeholder process, and with legal challenges to new orexistinglawsandregulations,environmentalpermitting,facilitysitingandassessmentorlimitationsofliabilityasaresultofthesaleorretirementofgeneratingfacilities.Prior to joining to FoleyHoag, Carolwas the SeniorDirector of Government Affairs atDynegyInc.,thelargestgeneratorinNewEnglandandoneofthelargestpowerproducersin the countryprior to its2018mergerwithVistraEnergy. Before that, she servedasDirector of Government Affairs for the New England Power Generators Association,representing competitive power producers before state policy makers, regulators andinfrastructuresitingboards.CarolalsoservedastheDirectoroftheOfficeofLegislativeServicesinNewHampshire,thenon-partisanbilldraftingandresearchofficeofthestate’s424-memberlegislature.SheearnedherJD,magnacumlaude,fromSuffolkLawSchoolandherBSfromGeorgetown.
