Overview

As the designated metropolitan planning

organization for the San Diego region,

SANDAG is required by state and federal laws

to develop and adopt a Regional Transporta-

tion Improvement Program (RTIP) no less than

every four years. The RTIP is a five-year

program of proposed major transportation

projects. It also includes the TransNet

program of projects (POP). TransNet is the

region’s voter-approved, half-cent sales tax

for transportation improvements administered

by SANDAG.

The current 2018 RTIP, adopted by the

SANDAG Board of Directors in September

2018, covers FY 2019 through FY 2023. The

five-year plan consists of $14.7 billion worth

of projects to advance the region’s vision of

building a balanced transportation network

that offers a variety of transportation choices.

Implementing the Region’s Overall Transportation Strategy

The 2018 RTIP reflects the region’s priorities

for the implementation of transportation

projects. It is required to include realistic

estimates of project costs and anticipated

program revenue. In general, the RTIP must

include all major projects receiving certain

categories of federal or state transportation

funding, capacity-increasing projects, and

projects identified as regionally significant.

The RTIP incrementally implements the

projects prioritized in San Diego Forward: The

Regional Plan, the long-range transportation

plan for the San Diego region adopted by the

SANDAG Board of Directors in October 2015.

The RTIP is a short-term, prioritized program

designed to implement the region’s overall

strategy for providing mobility and improve

the efficiency and safety of the transportation

system, while reducing transportation-related

air pollution in support of efforts to attain

federal and state air quality standards.

Federal Air Quality Conformity Requirements

Federal regulation requires that SANDAG

conduct an air quality conformity analysis of

all regionally significant projects that increase

the transportation system capacity. Projections

of pollutant emissions are developed for

several years based on the estimated project

opening date.

Federal Performance Management

Federal regulation also requires that the RTIP

describe how the projects included will

contribute toward achieving targets set for

performance measures for safety and transit

asset management. The 2018 RTIP directs

$1.1 billion toward projects which will

improve safety and $2.4 billion in updating

assets for transit.
