Quality and ISO/TS 16949Quality products are products that meet customer needs and expectations but, as has
already been said, quality does not happen by chance. A quality system is the means by
which organizations produce products that meet customer need & expectations. Even If
the system is not formalized, it is the combination of processes, resources and
organization that wi ll deliver qualit y products. All ISO/ TS 16949 does is define a minimum
set of requirements which if met will enable an organization to satisfy its customers. It is
a kind of framework for achieving product quality.
Should an organization have to change it s pract ices to meet ISO/ TS 16949, t he result ant
system should have a positive measurable impact on product quality. If there is no impact,
either the organization was doing all the right things to start with and the documentation
merely described what they were doing or the organization has not properly implemented
the requirements. ISO/ TS 16949 represents what t he maj or vehicle manufact urers believe
are the essential characteristics of an effective quality system. Leave any one out and the
quality is believed to be at risk- maybe not immediately but eventually.
The requirements of the automotive industry are more demanding than some otherindustry. Automotive products have to be safe, reliable, and maintainable, protect the
occupants, and have minimal impact on the environment in t heir manufacture, use, and
disposal. The automotive sector is a very competitive market and as a consequence costs
have to be optimized. There is a little margin for excessive variation, as variation causes
wastes and wastes costs money and time. Therefore several methods have evolved to
reduce variation. Among them are SPC, FMEA, MSA, and many other t echniques. The
automotive indust ry beli eves that more t heir suppliers adopt such variat ion reduction
t echniques the more likely it will be that the result ant product will be brought t o the
market more quickly and it s product ion process be more eff icient .
ISO/ TS 16949 is not a set of requirements for producing documents (as many perceive ISO
9000 to be). It cont ains requirement s t hat address t he key characteristics of a quali ty
system which if not met will put product quality (and consequently customer satisfaction)
as risk.

Provisions of ISO/TS 16949
As ISO/ TS 16949 harmonises t he qualit y system requirement s of the automot ive indust ry inthe USA, Germany, France and Italy. It does not cont ain all automot ive qualit y system
requirements. All part icipat ing organizations have customer-specif ic requirement s in
addition, which may be issued separately or included in individual contracts for the supply
of products and services.
Unlike ISO 9000, which is a family of documents, ISO/ TS 16949 is a single st andard t hat
ref erences other st andards and manuals. The t hree standards that form part of ISO/ TS
16949 and are therefore requirements of the standard are:
ISO 8402: Qualit y management & qualit y assurance- Vocabulary
ISO 9001 Quality system Model for quality assurance in design, development,production, installation, and servicing.
ISO/IEC 17025 General requirements for t he competence of t est ing and calibrationlaboratories.
Although the requirements of ISO 9001 sect ion 4 are embodied in ISO/ TS 16949, sections
1, 2, and 3 of ISO 9001 while excluded from t he text of ISO/ TS 16949 remainrequirement s. Therefore t he scope, references, and definit ions apply.
Exist ing AIAG, ANFIA, FIEV, and VDA manuals are l isted in bibliography t o ISO/ TS 16949
and form part of the requirements to the extent specified in specific clauses. For
example, suppliers to Ford, Chrysler, and General Motors will be required to apply the
APQP Manual, FMEA Manual , et c.
Scope of the standard
ISO/ TS 16949 applies t o the design, development , product ion, and, when relevant,
installation, and servicing of automotive-related products. The standard primarily applies
to suppli ers and subcontractors sit es t hat provide:
Part or materials
Service such as heat t reating, paint ing, plating, or other f inishes.
Other customer-specified products.

Certification to the standard will only be awarded to a site that has the capability to meet
all t he applicable requirement s of ISO/ TS 16949 for the product and services concerned. If
some operations are carried at remote locations (e.g. design centres and corporate
headquarters), such location cannot receive separate certification and must be included in
the cert if icat ion awarded t o the parent sit e possessing production capabilit y.
It is st ated in the st andard t hat t he st andard can also be applied t hroughout t he
automot ive supply chain. This impl ies t hat vehicle manufact urers should apply t he
requirement s t o t heir own operations, but obviously such applicat ion is voluntary. In due
course, ISO/ TS 16949 wil l become a condit ion of any contract t o supply products and
services to vehicle manufacturers. The supply chain includes vehicle distribution and
dealers. However, it is not int ended t hat ISO/ TS 16949 be applied beyond the vehicl e
manufactures at this time.
