1.0 INTRODUCTION
1.1 Background
Agon Environmental Pty Ltd (Agon) was engaged by Renewal SA to
conduct a Preliminary Site Investigation (PSI) for the property
identified as the Aldinga Deferred Urban site (“the site”, see
Figure 1). The site comprises 3 separate land parcels and is
predominantly bound by Port Road to the north, Main South Road to
the east, Aldinga Beach Road to the south and How Road to the
west.
Agon understand that this PSI is required to support a rezoning of
the land from Deferred Urban to Residential and forms part of the
information for prospective purchasers.
This Preliminary Site Investigation (PSI) has been undertaken in
general accordance with the guidance provided within Schedule B2 of
the National Environment Protection Council (1999) National
Environment Protection (Assessment of Site Contamination) Measure,
as amended in 2013 (the NEPM).
1.2 Objective
• Identify potentially contaminating activities (PCAs) which may
have occurred at the site; and
• Provide a preliminary assessment of potential risks to human
health and the environment associated with any contamination which
may have been caused by the identified PCAs at the site.
1.3 Scope of Work
The scope of work for this assessment comprised:
• A review of property details and current zoning (summarised in
Sections 2.1 and 2.2);
• A description of site features and land use on and surrounding
the site (Section 2.3);
• A review of regional hydrogeology, geology, and topography
(Sections 2.4 – 2.6);
• A search of public databases indicating potential contaminants of
concern (PCOC) (Section 2.7);
• A review of historical land titles ownership (Section 3.1);
• A review of historical aerial photographs of the site and
surrounding area (Section 3.2);
• A site inspection (Section 4.0); and
• Compilation of this information in this report.

2.0 SITE DETAILS
2.1 Site Identification
The site area is outlined red within Figure 2, and comprises 3
individual land parcels covering approximately 95 hectares. The
land parcel and Certificate of Title details are provided in Table
1. The current Certificate of Titles and Deposited Plans are
provided in Appendix A.

2.2 Site Zoning
The site is located within the Onkaparinga Council area. As shown
in Figure 3, the site (outlined in red) is predominantly zoned
“Deferred Urban”. The north east corner of Allotment 2 lies within
the “Township Zone, Port Willunga/Aldinga Policy Area 62, Precinct
29 Aldinga Village” and the northern boundary of Allotment 12 lies
within the “Precinct 32 Old Port Road” of the Policy Area 62
Township Zone.
The site is bordered by the Aldinga / Port Willunga Township (to
the north), Primary Production (east of Main South Road) and
Residential and Urban Employment Industrial zoned land (to the
west). The Willunga Creek is located to the north of the site and
is zoned Open Space.

Under the Onkaparinga Council Development Plan (DPTI 2018), the
primary objectives of the Deferred Urban Zone and the Township
zones are:
Deferred Urban:
1. A zone accommodating a restricted range of rural uses that are
not prejudicial to development of the land for urban purposes and
maintain the rural appearance of the zone.
2. A zone comprising land to be used primarily for broad-acre
cropping and grazing purposes until required for future urban
expansion.
3. Prevention of development likely to be incompatible with
long-term urban development, or likely to be detrimental to the
orderly and efficient servicing and conversion of the land for
urban use.

4. The provision of interfaces along transport corridors and
adjacent rural uses to manage potential sources of impact and
accommodate stormwater and wastewater management practices.
5. The protection of the Aldinga Scrub Conservation Park from the
adverse impacts of development.
6. Retention of land at Reynella for agricultural purposes, until
such time as required for use as a transportation corridor.
7. The provision of essential infrastructure and community services
in Aldinga, Aldinga Beach and Sellicks Beach that:
(a) is located and designed to enable integration with existing
and/or future residential development
(b) is accessible to existing and proposed residential areas
(c) is in accordance with the centres hierarchy as described in the
General Section provisions
(d) facilitates the economic connection to infrastructure and
services as required
(e) does not detrimentally impact on the environmental water
requirements of the Aldinga Scrub Conservation Park.
8. Development that contributes to the desired character of the
zone.
Township Zone:
1. Services and facilities grouped together to serve the local
community and the visiting public.
2. Increased mix in the range of dwellings available to cater for
changing demographics, particularly smaller household sizes and
supported accommodation.
3. Conservation and enhancement of the main road streetscape and
scenic rural setting of the township.
2.3 Physical Setting and Land Use
The site is currently used for agricultural purposes and is leased
for dryland cropping.
Allotment 12 is bound by Port Road (to the north), Bowering Hill
Road (to the west) and Quinliven Road (to the south; transecting
Allotment 12 and Allotment 2). The southern portion of the site
(Allotment 2 and Allotment 61) is bound by Main South Road (to the
east), Aldinga Beach Road (to the south) and How Road (to the
west).
As shown in Figure 4, land use on adjoining allotments comprise
Education (Galilee Catholic School) and Public Institution (Aldinga
Catholic Community Hall) and Residential (to the west), Public
Institution (Aldinga Beach Country Fire Service) and Vacant
residential (to the south), with areas of Commercial and Retail
Commercial uses.

Recreational land uses including the Aldinga Bay Bowling Club,
Football Club and Southern Vales Dressage Club is situated to the
east of Allotment 2.
Residential areas are situated to the west and north of the site,
and land used for Horticulture, Agriculture and Rural Residential
are situated to the east of Main South Road.

2.4 Hydrogeology
2.4.1 Regional Hydrogeology
There are 85 groundwater wells registered on the Water Connect
website (DEWNR 2018a) within 2 km of the site (see Figure 5). These
wells generally access the deep Tertiary (Tomw) Port Willunga
Formation aquifer, with some accessing the Quaternary (Qpa) aquifer
system. Registered users of these wells include irrigation,
domestic, investigation, monitoring and observation. Standing water
levels measured in these wells range from 0.91 metres below ground
level (mBGL) to 30 mBGL, with salinities ranging from 134 mg/L TDS
(Total Dissolved Solids) to 43,438 mg/L TDS, indicating fresh to
highly saline conditions.
A summary of the Water Connect data is provided in Appendix
B.
2.4.2 Site Specific Hydrogeology
Six investigation wells, located on adjoining allotment (CT
5411/700), south west of the site, access groundwater from the
Tertiary (Tomw) Port Willunga Formation aquifer and the Eocene
aquifer (Te2). These wells were drilled to depths ranging from 29
mBGL and 164 mBGL in 2013. The standing water levels measured in
these wells range from 18.51 mBGL to 20.59 mBGL, with salinities
ranging from 1,039 mg/L TDS (well depth 59 mBGL) and 32,505 mg/L
TDS (well depth 164 mBGL).

2.5 Geology
2.5.1 Regional Geology
Geological information, as presented in the South Australian
Resources Information Geoserver (Figure 6, SARIG – DSD 2018),
indicates that natural soils at the site are likely to comprise
Pliocene Pleistocene Aged Hindmarsh Clay, Carisbrooke Sand and
sediments of the Ochre Cove Formation and Seaford Formation
(TpQa5).
In the wider vicinity, natural soil is likely to comprise
Pleistocene Holocene Aged Undifferentiated Quaternary rocks (Q) and
Holocene Aged Semaphore Sand Member sediments (Qhcks;
unconsolidated white bioclastic quartz-carbonate sand of modern
beaches and transgressive dune fields). Natural soil along the
Willunga Creek is likely to comprise Eocene Aged sediments of the
Blanche Point Formation (Teb; mudstone, glauconitic, calcareous;
spicular chert; calcareous mudstone and spongolite).
2.5.2 Site Specific Geology
The drillers log for the lithology drillhole WSS-P2 SITE1 1
(registered groundwater well unit number 6527-2026, located south
west of the site and drilled to a depth of 147 mBGL, see Figure 6),
indicates local lithology is likely to include clay to 6 mBGL
overlying silty sand to 27 mBGL and limestone to 76 mBGL overlying
Siltstone to 129 mBGL becoming lignite. A description of materials
encountered, as presented in the drillers log 272735 is provided in
Appendix B.

2.6 Topography and Drainage
As shown in Figure 7, the site (outlined in black) grades to the
south west and north east from a high point in the centre of Lot 2
(elevation approx 30 mAHD), in line with the regional topography
which grades towards Gulf of St Vincent (1.5 km west of the site)
and the Willunga Creek (500 m north west of the site). A dam is
situated on the adjoining allotment to the north west of Allotment
2. Surface water in the vicinity of the site is expected to
infiltrate into the local soils, be retained in dams, or drain to
local stormwater infrastructure prior to being discharged into the
Willunga Creek and Gulf of St Vincent.

2.7 Public Register Searches
2.7.1 SA EPA Public Register
Section 7(1)(b) of the Land and Business (Sale and Conveyancing)
Act (SA) 1994 enables the public to obtain site information
relating to environmental protection. A search of the South
Australian Environment Protection Authority (SA EPA) Public
Register under this Section of the Act was requested in relation to
the site.
The results of this search (Appendix C) revealed that the SA EPA
holds no records pertaining to particulars relating to environment
protection, pollution and site contamination.
2.7.2 SA EPA Site Contamination Index
A search of the SA EPA’s Site Contamination Index (SA EPA 2018) was
undertaken to identify any site contamination notifications or
reports held by the EPA in the public register, under the
Environment Protection Act 1993, pertaining to the site or to
nearby properties in Aldinga. There are no notifications listed on
the Register for the site. Notifications listed for nearby
properties are summarised in Table 2.
The nearest registered site with a site contamination notification
(60128 – 01) is associated with the storage of listed substances
and is approximately 600 m to the east of the site. A review of
current aerial imagery indicates a Petrol Station (OTR) occupies a
portion of the land associated with this notification. Groundwater
flow direction from this site is expected to be in a northerly
direction towards the Willunga Creek.
A review of current aerial imagery suggests the land parcels
surrounding Hart Road (Audit Notification 12535) are Vacant or
occupied by newly developed Residential properties.

2.7.3 Dangerous Substance Licence Search
A search of the SafeWork SA Dangerous Substance licensing database
was requested for the site. SafeWork SA advised (response dated 3
September 2018) that there are no current or historical records for
the site. A copy of the SafeWork SA Search is provided in Appendix
D.

3.0 HISTORICAL INFORMATION
3.1 Ownership History
Historical Certificate of Titles (CTs) were viewed using the South
Australian Integrated Land Information System (DEWNR 2018c).
Historical titles are provided in Appendix A.
Allotment 12
The first registered owner of the land encompassing Allotment 12
was the South Australian Company in 1899. The land holding
(including portion of land north of Port Road) was in the
possession of farmers from 1899 to 2000, when the site was
subdivided. In 2000, the Land Management Corporation acquired
Allotment 12, and the site was subsequently transferred to the
Urban Renewal Authority, which remains in possession.
Allotment 2 and Allotment 61
The larger land holding bound by Port Road, Main South Road,
Aldinga Beach Road and How Road (excluding portion of the north
east corner) was in the possession of farmers from 1921 to 1976.
Between 1976 and 1989, the land was in the possession of the Elders
Trustee and Executor Company Ltd, during which time the land was
subdivided. In 1989, Allotment 2 and Allotment 16 were issued under
separate CTs and the South Australian Urban Land Trust acquired
both Allotments. By 1994, the Land Management Corporation owned
both the Allotments prior to the transfer to the Urban Renewal
Authority in 2004.
3.2 Review of Historical Aerial Imagery
Aerial Photographs were reviewed from 1949 to the present. Selected
extracts are provided in Appendix E, with approximate site
locations outlined in red.
The results of the ownership history search (Section 3.1) have
identified the site has been in the possession of farmers from the
early 1900’s. A review of the aerial photographs from 1949 to the
present indicate the site has been used for agricultural purposes
(cropping) and no buildings or other significant infrastructure
appears to have been constructed on the site.
A review of the 1949, 1958 and 1969 aerial photographs indicate the
surrounding land was predominantly used for agricultural purposes
until the late 1970’s, when the housing density increased in the
surrounding area to the west of the site.
By 1989, the adjoining allotment to the north east of Allotment 2,
had undergone further development and by 1999, the adjoining
allotment to the south west had also been developed.
A review of Google Earth aerial photographs indicates between 2006
and 2007, the allotment to the north west of Allotment 2, was
developed. The surrounding area has undergone significant
residential development from this time until the present.

4.0 SITE INSPECTION Agon inspected the site on 13 September 2018.
The site is currently leased for agricultural purposes (dry land
cropping). No chemicals or machinery associated with the
agricultural activities were stored on site. An NBN junction box
was observed in the road reserve adjacent to the western boundary
of Allotment 12 on Bowering Hill Road, north of Quinliven
Road.

5.0 POTENTIAL SOURCES OF CONTAMINATION Based on identified
historical and current land uses on and near the site, Potentially

Historical use of pesticides and herbicides associated with
historical management of vegetation on the site
(farming/cropping/grazing activities) may have resulted in OCP or
OPP residues in site soils, which may persist in soils for many
decades. The likelihood of significant pesticide and herbicide
contamination affecting large portions of the site are considered
to be low, and are likely to be localised around fence lines and
site boundaries.
Site Operations (Agricultural purposes)
Low
The site has been historically owned by farmers and been used for
agricultural purposes. Activities associated with these practices
include use of machinery (oil and lubricant spills), chemical use
associated with agricultural uses (herbicides and pesticides),
waste disposal and storage of small quantities of chemicals, fuel
and lubricants. Fill from the historical burial of miscellaneous
waste (including building waste, agricultural waste and chemicals)
may have occurred on the site. No evidence of waste burial was
observed in the aerial photographs or during the site inspection.
Any impacts associated with these activities are not anticipated to
present a significant risk as they are likely to be
localised.
Migration of contaminants from neighbouring properties
Various (generally volatile or semi-volatile organic compounds
(such as petroleum hydrocarbons) transported via groundwater)
Low
SA EPA records identified the nearest registered site with a site
contamination notification is approximately 600 m to the east of
the site (across/ up hydraulic gradient), for the storage of listed
substances. A Petrol Station (OTR) occupies a portion of the land
associated with this notification. Groundwater flow direction is
expected to be in the northerly direction towards the Willunga
Creek and away from the site. Although the extent of groundwater
impacts (if any) is unknown, the risk of exposure to any vapour
impacts associated with this registered site are considered to be
low.

6.0 SUMMARY AND CONCLUSIONS The findings of the preliminary site
investigation conducted by Agon have identified the site was
historically used for agricultural purposes and owned by farmers
from the early 1900’s.
In the late 1990’s, the land holding was subdivided and the South
Australian Urban Land Trust and the Land Management Corporation
gained ownership of the site, prior to all allotments comprising
the site being transferred to the Urban Renewal Authority, who
remain in possession of the site.
The site has remained agricultural land and is currently leased for
dryland cropping.
Agon has identified several potentially contaminating activities
(PCAs) resulting from historical and current land uses of the site,
including:
• Historical application of pesticides / herbicides;
• Site Operations (Agricultural purposes); and
• Migration of contaminants from neighbouring properties.
Based on site history information, it is considered that any site
contamination impacts present on the site associated with these
PCAs are likely to be highly localised. Accordingly, based on the
review of the provided information, the risk to human health and
the environment from potential site contamination at the site is
considered to be low.

7.0 LIMITATIONS OF THIS REPORT This report has been prepared in
accordance with industry recognised standards and procedures
current at the time of the work. The report presents the results of
the assessment based on the quoted scope of works (unless otherwise
agreed in writing) for the specific purposes of the engagement by
the Client. No warranties expressed or implied are offered to any
third parties and no liability will be accepted for use of this
report by third parties.
The assessment of environmental and human health risk included in
this report relate to the whole site as described in the report. If
the site is subject to demolition works or redevelopment, the risk
profile of the site will change and the conclusions of this report
will no longer be valid. If the site is subject to subdivision, the
risk profile of each division of the site will change and the
conclusion of this report will no longer be valid.
Consideration of the aesthetic and geotechnical suitability of site
soils has been excluded from this report. Aesthetic and
geotechnical suitability may need to be addressed in subsequent
assessments.
Although no onsite sources of groundwater contamination were
identified during this investigation, given the regional history of
land use around the site, groundwater contamination may have
occurred in the vicinity of the site. Groundwater investigation was
excluded from the scope of this investigation and comments in
relation to potential groundwater at the site have been excluded
from this report.
All information provided by third parties has been assumed to be
correct and complete. Agon does not assume any liability for
misrepresentation of information by third parties or for matters
not visible, accessible or present on the subject site.
