THAT Report No. PRC 009-2016, dated March 4, 2016, from the General Manager, Parks, Recreation and Culture, regarding Spectra Venue Management's Annual report for the Abbotsford Centre1 be received for information.
SUMMARY OF THE ISSUE
Spectra Venue Management; also known as Global Spectrum has been engaged by the City to manage and operate the Abbotsford Centre as a multi-use entertainment and sports facility since 2008. This venue also serves as a community facility, staging of a wide range of other sporting events, trade shows, cultural and entertainment events.
BACKGROUND
The Annual Report is prepared in order to provide Council with an overview of the pro-forma of Spectra Venue Management in the execution of their operation and management of the Abbotsford Centre in 2015. The City and Spectra Venue Management agreed to a new 5 year management and operating agreement in 2014 including the New Game vision and plan for the Abbotsford Centre; (1) enhanced community access; (2) streamlined operating agreements; and (3) revenue-positive special events and anchor tenants.
DISCUSSION
The Abbotsford Centre is ranked the top arena in the category of venues with capacity of 5,001-10,000 (according to Venues Today, a leading arena, stadium and convention centre publication) and is second nationally behind only the General Motors Centre in Oshawa, Ontario (also managed by Global Spectrum). Pollstar also named the Abbotsford Centre in its year-end Top 200 Arenas World-Wide rankings.
The new 5 year agreement for the operation has realized significant savings for the City and improved City budgeting and management oversight. Staff are continuing to pursue all possible revenue positive options in conjunction with Spectra Venue Management and other sport consultants.

MESSAGE FROM GENERAL MANAGER On behalf to the Spectra Venue
Management team at the Abbotsford
Centre, I am pleased to present the
Abbotsford Centre Annual report for 2015.
In 2015 we saw the 'New Game' vision
come to life. Since the New Game vision
was introduced a mere sixteen months
ago, Spectra Venue Management and
the City of Abbotsford have worked
collectively with the intent of creating
a hub for community, sport and
entertainment, while continuing to pursue
an anchor tenant for the facility. Today .
the Abbotsford Centre is utilized by more
members of the community than ever
before. We continue to strive to bring
great entertainment acts to Abbotsford,
while providing the opportunity for
residents to utilize the facility on a daily
basis for sport, recreation, and special
events. Community based events that
enrich our community, took place at the
Abbotsford Centre this year, these include:
Abbotsford Food Truck Festival, Teenfest,
Habitat for Humanity Gala featuring Chris
Hatfield, the Prospera Family Skate, and
the Confetti Ball. These events in addition
to increased ice rentals, dry floor, and
use of the walking track by community
groups have amplified the number of
local citizens that use the facility on
a daily, weekly, and monthly basis.
I am extremely pleased to report
that the Abbotsford Centre achieved
its lowest subsidy from the City of
Abbotsford since the opening of the
venue. This achievement is a direct
result of: minimizing risk in event
booking by ensuring major events are
revenue positive; increasing the amount
of community usage and events that
compliment major concerts and events in
the venue; streaming agreements with user
groups, venue supplies, and sponsors; and
adopting new efficiencies in operations.
Another highlight for our team in 2015,
was the opportunity to host the World
Baton Twirling Federation International
Cup last summer, and witnessing the
first ever perfect score by Team Japan.
The World Baton Twirling Federation
2015 International Cup and Grand Prix
events showcased athletes from fourteen
countries including Canada, Italy, Scotland,
France, Norway, Switzerland, Netherlands,
England, Ireland, Australia, Sweden, Japan,
and the United States of America. It was
a chance to showcase the venue while
also working with other key community
organizations and partners to host this
multi day international sporting event.
As the entertainment venue in the Fraser
Valley, the Abbotsford Centre plays
a critical role in the socio- economic
footprint of the region while also
providing first class entertainment to
residents. The Spectra team at the
Abbotsford Centre continues to invest
time. and energy to giving back to
the community through volunteering
time, tickets and event memorabilia
donations.
None of the above accomplishments
would have been possible without the
overwhelming support we have received
from the community, Mayor and Council,
and the countless City of Abbotsford
staff we work with every day. We share
a common goal and believe in the
potential and future of the Abbotsford
Centre. The team at the Abbotsford
Centre is poised for a very exciting
2016 as we continue to bring first class
entertainment, sport, and cultural events
to Abbotsford.

Abbotsford Centre was re-visited in 2015 by th e WWE, the Harlem Globetrotters ,
Chris Tomlin, and Cirque Musica who
enterta ined audiences of all ages.
Chris Tomlin, the internationally
acclaimed contemporary Christian
artist and songwriter performed to a
capacity crowd in April 2015. Due to the success of this sold out show, Chris
Tomlin has already signed on to return
to the Abbotsford Centre in May 2016.

user groups within the
area, the Abbotsford
Cent re was able to
provide 690 community
ice hours in 2015. This
is an increase of 130
hours from 2014.

ABBOTSFORD CENTRE HOCKEY LEAGUE The fall of 2015 saw the beginning of the second annual season of the new Abbotsford
Centre Hockey League. A league that started w ith seven teams in 2014 has grown to
fourteen teams in 2015. The league championship w i ll be competed for in March 2016.
The continued partnership w ith neighbourhood pub Finnegan's Bar & Grill helped
increase engagement with building sponsors and partners.
BRITISH COLUMBIA CRAFT CORNER The BC Craft Corner was introduced in the fall of 2015, and is now a permanent f ixture
on the main concourse of the Abbotsford Centre. The new beverage pouring station
provides the venue with an additional beverage station whi le also creating the abil ity
to form new partnerships with local beer suppliers t hroughout the region. In 2015
partnerships w ith Vancouver Island Brewery and Steamworks were established. and
in 2016 there are plans to work closely with local breweries such as, Ravens Brewing
Company and Old Abby Ales.
WORLD BATON TWIRLING -CHAMPIONSHIPS In August, we welcomed hundreds of international athletes to the facility for a weeklong
event, and provided a high level of service to the client and it was widely acknowledged
that the Abbotsford Centre was their best host venue in history.

Abbotsford Crysta l Gala, Canuck Place, and Farm to
Food Bank, to name a few. In 2015, Spectra Venue
Management, Spectra Food Services and Hospitality,
donated over $15,000 in tickets, and signed items
for charities. These items were used to help raise
funds for the organizations through auctions and
raffles. In ad dition Spectra Food Services and
Hospitality surpassed a m ilestone in 2015, with
$100,000 g ranted to non-profit organizations
who run concessions since the venue opened.

steps through our doors. The Abbotsford Centre is committed to ensuring this fan
experience and the way we achieve excellence in customer service is simple, our
employees. At the Abbotsford Centre, we have implemented t he HYD Superstar
of the Month incentive program to reward our employees for going above and
beyond their regu lar job duties for the guests of our venue.
Customers and venue managers are welcomed to present a staff member with a
HYD card when he or she represents the How YOU Doin? phi losophy. The HYD
Committee then collects the cards from our employees and use them for monthly
and annual prize draws.

SUSTAINABILITY Spectra Venue Management in conjunction with the City of Abbotsford is committed to
reducing our environmental impact and being a leader in the community and industry. We
work tirelessly to monitor and improve the environmental footprint of our facilit y through the
operations of the Abbotsford Centre. Our efforts are primarily focused on recycling, energy
efficiencies and reduction, water preservation and conservation including our state-of-the-art
rainwater collection system.
AMENITIES The Abbotsford Centre has a full life-l ine safety system across
the r igg ing grid, allowing for safe and easy access to the beams.
The facility boasts a 350,000 lbs total rigging capacity across
the grid and has a trim height of 46'9" (14m). This is higher
than the trim of many other similarly sized venues, which allows
major concert s to utilize the ir full t our ing productions. The
centre hung LED scoreboard raises up when not in use, with
only a small portion remaining below the grid allowing for an
unobstructed and clean look.
The Premium Level of the Abbotsford Centre holds 20 private
suites, 15 loge boxes, and 2 group sui tes. With options to cover
all types of private and corporate needs, these premium spaces
are great for companies to entertain or show appreciation to
their clients and customers, as well as f rie nds and fami lies to
enjoy an evening together at an event. Catering services and
serving staff are available in all Premium Level seating locatio ns.

In the beginning of 2010, Live Nation and Ticketmaster Ent ertainment merged to

The Abbotsford population is extremely loyal to our product and having a
high-end and well -run building like the Abbotsford Centre allows us to grow
our brand. We value our relations hip w ith the Abbotsford Centre and look
forward to many more successful WWE events in Abbotsford.
CANADIAN BATON TWIRLING FEDERATION In August of 2015 t he Canadian Baton Twirling Federat ion hosted the world
for the Int ernational Cup Baton Twirling Championsh ips at the beautiful
Abbotsford Centre. This top not ch fac i lity provided every convenience.
from a safe and secure floor, t o great lighting, equipment and staff. Our
organization is 100% volunteer run and we knew from our first site visit
that we were going to host the best ever Competition. The cooperat ion ,
support and enthusiasm from all the st aff was evident from the moment we
walked in to the arena for set up until the last baton was tossed. We enjoyed
great food from the catering department. awesome response t ime from all
maintenance staff and of course any other situations that arose a Manager
was there immediately to assist. (raising flags, setting up t he pod ium
etc) The atmosphere provided throughout the event was noticed by many
country officials' coaches and ath letes therefore. making the Abbotsford
Centre a welcome site for future World Events.

WHAT'S TAKING PLACE AT THE ABBOTSFORD CENTRE IN 2016 2016 is shaping up to be an amazing year here at the
Abbotsford Centre, with a diverse range of high profile
entertainment and community events already secured.
The first half of 2016 wi ll see the venue continue its
efoorts to become more accessible to the citizens
of Abbotsford as we welcome the annual Cheerfest
competition followed by the Regional Speed Skating
competition to the venue in February.
This spring, after great success in hosting the UFV
convocations in recent years, we will add Trinity Western
Convocation as well as High School Graduations from
Yale Academy, WJ Mouat and Robert Bateman.
We wi ll continue to bring some of the biggest events
that are on tour, while striving for customer service
excellence to ensure that all users have a remarkable
experience. To date, the following major concerts and

This summer, the City of Abbotsford will welcome
athletes, coaches, parents, and volunteers from across
British Columbia to t he community as we gear up to
host the 2016 BC Summer Games, during which time the
Abbotsford Centre will be on display as the location for
the opening ceremonies as well as social venue for the
athletes.
Without the support of the City of Abbotsford, corporate
partners, sponsors, and of course our loyal fans; the
Abbotsford Centre would not be what it is today, the
premier entertainment venue in the Fraser Valley.
