Dirty deeds are taking place ina public facility meant for lit-tle ones in Crawford.
And while those living close toKromboom Park say they havemade numerous calls to policeabout the contraband exchanginghands behind the play equipment,no action has been taken by policeto halt this problem.
The facility is one of 23 upgradedparks which formed part of theQuality Public Spaces Project com-pleted by the City of Cape Town inMarch 2010.
The total budget for these up-grades was R2.5m.
But most parents don’t want tosend their children to the park any-more, says one immediate neigh-bour.
Margaret Canish says she hasbeen living in the area for morethan 18 years and says crime andsubstance abuse in the leafy facili-ty has become a common occur-rence.
“I see people smoking and ex-changing packages all the time,”she says. “I’ve called the police onnumerous occasions, but they takeso long to come out. When they do,they never catch anyone. They justdrive around instead of getting outof their cars to do foot patrols.”
Another homeowner, who askednot to be named, says police visibil-ity is sorely lacking. “They need tobe here especially before and afterschool. That is the most populartime that the exchange of parcelsand smoking happens. Childreneven bunk in the park. The policeneed to be more vigilant,” she in-sists.
Crawford Civic Association and
Park Management Committeechairperson Graham Collison saysmeetings have taken place to findsolutions to the scourge.
“It is difficult to have neighbour-hood watch members or volun-teers in the park around the clock.Most incidents are isolated and oc-cur at different times of the day.The committee has met with theCity of Cape Town’s safety directo-rate to discuss a plan,” he says.
“Metro Police plans to be doing
more random searches in the parkto increase visibility.”
Ward councillor Magadien Dav-ids says he too has taken up the is-sue with the authorities.
“It is difficult to apprehend thoseguilty of substance abuse and drugpeddling in the park. They are sogood at covering up when the au-thorities are there. We also can’tassume everyone in the park isdrinking or doing drugs,” he says.
Athlone Police Station com-
mander Colonel Krisjan Verwantconfirms allegations of drug abuseat the public facility.
“I hear about the problem, but re-ceive very few formal complaints.If people don’t follow protocol, wedon’t get an accurate reflection onthe crime in the precinct. Com-plaining to your neighbour or theshop owner on the corner is not go-ing to solve anything,” he says.
“We have been keeping an eye onthe park and conduct regular pa-
trols. No drug-related arrests havebeen made in the park. It is difficultto be there the exact time whensomeone spots suspicious behav-iour.”

shares her life story,he moves a short dis-tance away to get hisdaily fix of unga.Unga, a highly addictive heroin-based
narcotic, has become the newdrug of choicein recent years, especially on the CapeFlats.
The 33-year-old says the unga he smokesat least three times a day helps him endurethe freezing temperatures at night.“We have to get a fix at regular intervals
or else we begin to have intense cravings,”he says.Using a piece of foil to smoke the drugs,
he is oblivious of what is happening aroundhim as people begin to stare.“We do not bother anyone, yet people are
always meddling in our lives,” he pointsout.The yellow drug, a combination of heroin
and household cleaning products, issmoked using foil.Selling for anything betweenR40 andR80,
the drugs are widely available, say users.While heroin was popular amongmiddle-
class communities in former years, it hasbecome increasingly popular in lower so-cio-economic groups in the form of unga,drug counsellors say.Ashley Potts, director at the Cape Town
Drug Counselling Centre, says about 60% ofhis patients are on tik, followed closely byheroin and dagga.“There has been a significant increase in
the number of people using this drug. Thereis definitely also a larger number of youthsmoking unga,” Potts says.
“The drughas becomea lotmore accessibledue to its lowcost, but it mustbe said that it isvery damagingto the body.”Regular evic-
tion threatsfrom Law En-forcement arealso the normfor those livingon the streets.“We do not
bother anyone,”Janis insists.“But they comehere regularlyto see if we areup to no goodlike they sus-pect.”Council
maintainsmany homelesspeople living onthe streets ofthe Mother Cityare offered as-sistance and al-ternative ac-commodation,butmany refusethe help.Suzette Little,

Early Childhood Development, says the of-fer to take accept the help remains volun-tary. “The City cannot force street people totake up the offer for assistance. However,the City continually strives to assist themthrough its interventions,” she says.While she could not confirm the exact
number of vagrants who abuse drugs, shesays: “It must be noted that alcohol and theabuse of various substances is prevalentwithin this vulnerable section of society.”Council has teams of fieldworkers across
the city who daily engage with street peopleto assess their needs and offer assistancewhere possible.“BetweenNovemberandJune, fieldwork-
ers facilitatedmedical and other rehabilita-tive services, as well as re-integration for1128 people,” she says.With eight assessment centres in central
Cape Town, Maitland, Muizenberg, Mitch-ell’s Plain, Bellville, Strand, TableViewandAtlantis, council has assessed more than300 vagrants and helped 65 people returnhome.“In addition, they have assisted more
than 200 others in accessing mental healthservices, treatment for substance abuse, jobskills development programmes andaccess-ing State grants,” Little adds.

Legal tenants in four known drug hous-es in Heideveld have been served witheviction notices.

the basis of the eviction action is for con-travention of lease agreements.“All of the homes have been on our radar
for a long time. Previously,we onlyhadun-substantiated reports, but with the numer-ous arrests that have been made, we nowhave evidence and a legal leg to stand on,”he says.“Numerous raids have taken place and
the City of Cape Town is working closelywith police to address the issue. Processeshavebeen followedandwearebusygettingcourt orders for those found guilty of ille-gal activity.”Two other homes in Alison Court are al-

out the courts, saysManenberg Communi-ty Policing Forum chairperson RandallApril.“We are calling on all neighbourhood
watches and crime-fighting organisationsin the area tohelp patrol and seekout thoseindividuals who are currently holding ushostage in our own homes,” he says.“This issue needs to be tackled at grass-
roots level. We need to try and win back

duct regular operations throughout thecity in a bid to curb these criminal activi-ties,” he says.In addition, council has an established

Plans to expand the Dr Abdurahman Com-munity Day Centre have been scrapped asa complete new facility has been ear-marked for Kewtown.A lack of disabled-friendly infrastruc-
ture, space constraints and general main-tenance were some of the complaintsmadeby patients, which prompted the initialtalks of an upgrade.However, a new building will be the an-
swer to better healthcare and service at theEland Street government health facility,says Klipfontein Sub-District Health Fo-rum chairperson Isgaak Kamaar.Provincial health department spokes-
person Sithembiso Magubane says if allgoes according to plan, constructionshould start within the next three years.“The replacement of the facility has been
identified. It is estimated that the projectwill enter the design phase in 2015/16 andconstruction is planned to commence in2016/17,” he says.“The current building does not allow for
the necessary changes to be made. We willnot be able to implement any changes untilthe upgrade takes place. Interimmeasureswill be minimal as most changes neededare of a structural nature. We also encour-age patients to use facilities closest tohome andwe know thiswill be challengingespecially with the closure of GF JoosteHospital.”The rebuild announcement comes a
month after the opening of the new Heide-veld Emergency Trauma Centre.The R38m facility opened in July to ac-
commodate those previously treated at GFJooste Hospital, which is being rebuilt.The new emergency unit comprises a 30-
bed overnight ward as well as a rape assistcentre.Kamaar says he is pleased that provin-
cial government is taking action and look-ing at the quality of facilities.“Once we have reestablished a health
committee at Dr Abdurahman, it will alsohelp identify more problems that need tobe addressed which will hopefully be in-cluded in the upgrade process,” he says.The facility’s committee, which acts as

Rats and flies have made themselvescomfortable in homes in TarentaalRoad, Bridgetown.
And homeowners say a nearby pest plotis the cause of the infestation.
Locals insist the rats “are the size of pup-pies” as they are well-fed by dumpers whotoss their household waste on the open plot.
Abigail Schoeman has suffered hundredsof rands in damages after the vermin start-ed chewing on her linen.
Some days, says Schoeman, it feels likeshe is living in a barn.
“It is so filthy right outside of my door.When you open it, all you can smell are therotten products dumped there,” she fumes.
“The rats come running into my houseand here are always a lot of flies, especiallyon hot days.”
She has contacted the City of Cape Townon numerous occasions, but they rarely re-spond to her complaints, she says.
The property should be put to use as openfields are an invitation to dumpers, says aresident who asks not to be named.
“People will continue to dump as long asthere is space. On the occasions that coun-cil comes to clean the plot, someone elsejust dumps their rubbish within a few daysagain. Waste, furniture, rubble and food areall thrown on this heap. It is a serioushealth risk,” he says.
His children are terrified of the creaturesscurrying around his home, he adds.
Bridgetown Civic Association chairper-son Bradley Peters says they are in theprocess of setting up a watch to keep an eyeout for illegal dumpers.
“We will be meeting with the City of CapeTown to discuss proposals we have to solvethis. It’s a major health and safety con-cern,” he says.
Other dumping hotspots will also be ad-dressed, Peters adds.
But ward councillor Suzette Little saysshe has a plan which will put the vacantplots to good use.
“Every open piece of land we can find will
be turned into a poverty relieving space. Wewill be planting community vegetable gar-dens on all the public open spaces in theward as a way to prevent dumping, but alsoprovide food for those who don’t have,” shesays.
“Our youth will be tackling the project,but we ask that everybody comes on boardand take ownership of these gardens andspaces to prevent people from messing upour ward.”

Motorists who frequent the stretch be-tween Kromboom Road and Jan SmutsDrive say a couple has been cashing in byfaking blindness and collecting donationsat the robots in a tin.The man apparently holds the woman’s
arm as she shuffles from car to car.But later, the woman directs the man as
he begs for donations.Motorist Natasha Abrahams says she
spotted the con and when she confrontedthe duo, they became aggressive andbanged on her car windows.“Then both of them could suddenly see,”
she insists. “They walk hand-in-hand ask-ing for money. At first they never botheredanyone, but lately they have become veryaggressive. I think the reason for their ag-gression is because people have stoppedgiving themmoney since noticing they taketurns to be blind.”Athlone Police Station commander Colo-
nel KrisjanVerwant says the station has re-
ceived numerous complaints about the two.“This isn’t the only couple pretending to
be blind while begging on the road. Therearemanyof these couples operating aroundthe city and it is difficult to approach thesituation. You have to be sensitive to thosewho really have a disability and you can’tjust go up to someone on the street and ac-cuse them of lying,” he says.“We do regular patrols in the area and
workwithLawEnforcement to prevent anyserious incidents. To date there has beennone, but damage has been done to twocars.”Resident Mohammed Rushdie says he
has also experienced the twosome’s wrath.“I was warned by a friend about the scam
and was very aware of my surroundingswhen driving down the road. When I cameacross them I knew not to give money be-cause it’s not right to play on people’s feel-ings. If you need money at least make it thehonest way,” he says.“They swore at me, banged on my car

Three people claim they have been in-jured owing to negligence by theCity of Cape Town.
Since the beginning of the year, threelocals have fallen into an uncovereddrain, this in spite of requests to councilthat it be covered.Susan Sassman says her daughter was
walkingwith friends and landedwith onelimb in the hole.“Her entire leg was scraped and
bruised. Luckily she didn’t break any-thing, but she could have been seriouslyinjured. She is not the first one to fall inthe hole and it is very upsetting,” shesays.“I knowmany people have logged com-
plaints about the uncovered drain aswellas various other problems like exposedcables and electric boxes. All of these ha-ven’t been fixed yet.”Another resident, who asked not to be
named, says he attempted to close thehole himself after witnessing people fall-ing into the cavity. His complaints alsofailed to yield any results, he says.“I tried to cover it myself by putting
wood over the hole. I feel it is nonsensethat we as residents should worry aboutcouncil issues.We pay rates and this isn’ta difficult task. It’s something that can befixed in no time.”Ward councillorMagadienDavids says
he has received complaints from con-cerned homeowners and has forwardedthem to council.“I have asked to have it replaced on
more than one occasion. The problem isthese covers are being stolen and it costsa lot of money to replace. We are tryingto source covers other than metal as analternative to prevent the thefts. TheCity’s maintenance department replacescovers that have been stolen daily,” hesays.“The same goes for missing locks and
electric boxes. I have logged the com-plaints and they are replaced as neces-sary, but all of these items are being soldfor scrap. This problem isn’t unique toCrawford, but is happening every-where.”But Sassman insists someone needs to
take responsibility.“One doesn’t always want to complain,
but there are certain things which justcan’t be ignored. Here are lots of childrenplaying in the roads and people walkingat night to keep fit. Safety should be a pri-ority and anything that could cause harmshould be attended to,” she insists.“These days you first have to wait for

He’s more than a century old, buthas the humour and zest of a teen-ager.Rylands resident Hoosain
Dudukay recently celebrated his104th birthday surrounded byfamily and friends.He’s a father, grandfather and
great-grandfather, but insists youare only as old as you feel.Abba, as he is affectionately
known, boarded a boat from India96 years ago and has never lookedback.Hewas eightwhenhis fami-ly came to Cape Town and attend-ed school at St Pauls in Ronde-bosch.When he finished school, his
family was moved to Woodstockas a result of theGroupAreasAct.With a strong business sense, Ab-ba opened three general stores inhis new hometown.He latermoved to Rylands, sold
his businesses and retired.When asked what the secret to longevity
is, the grey-haired grandfather of 15 says:“Exercise!”“ If you are fit and active there is no reason
to feel old. If you are young you need to exer-cise,” he insists.Laughter is also ahelp to remainingyoung
at heart, he believes.Great-granddaughter Amina Abrahams
says Abba is always cracking jokes and en-tertaining the family.“He also loves pranking people. On April

lete and loved outdoor sport and fishing.Despite his age, says granddaughterAnee-
sa Hoosain, her grandfather is still activeand independent.“He still washes and dresses himself and
has no serious illnesses. He is the first to getup for prayers in the morning and nevermisses mosque on a Friday,” she says.

Con artists pretending to be com-puter software technicians aregaining access into people’s per-
sonal files with the click of a few but-tons.
Getting unsuspecting residents toswitch on their computers and typein codes gives them the opportunityto gain control of the computer.
Crawford resident Amelia McGre-gor explains she received a call fromamanwithan Indianaccent claimingto be a Microsoft employee whowould like to inform her that hercomputer was being hacked.
“He gave me a list of instructionsand told me that if I followed it exact-ly he should be able to sort out theproblem for me. The first step was toswitch on my computer, log in andpress the Windows key and R at thesame time. This opened a windowthat said to type the name of a pro-gramme, folder, document or inter-net resource and Windows will openit for you. It also said that this taskwill be created with administrativeprivileges. I got sus-picious and wasn’tsure if I should fol-low the steps,” shesays.
“I tried askingfor informationabout the person onthe other end butthey were reluctantto give out informa-tion. I then putdown the phone.”
After speaking toa neighbour abouther strange tele-phone call, McGre-gor was surprisedto find she was notthe only person toreceive such a call.
“It turns out I’mnot the only one tobe targeted withthis con. I told aneighbour about it
and he has heard of people who werealso called up by people with thesame accent. It appears that most ofthe time it is either a man or womanwith an Indian accent who calls.
“According to a Microsoft site,these scammers are trying to gain re-mote access to people’s computers toget information.”
Athlone Police Station commanderColonel Krisjan Verwant confirmsthey have received complaints fromresidents regarding this scam.
“People have called the station ask-ing us to alert the community ofsomeone trying to hack computers. Itseems that most of these calls are be-ing made during working hours tolandlines,” he says. “The aim is to getaccess to people’s personal informa-tion and banking details. They are al-so able to put viruses onpeople’s com-puters in this way. Some have al-ready lost thousands because offalling victim to this scam.
“It is suspected that they are dial-ling randomcombinations to get holdof people at home or try numbersfrom the phone book. The fact thatthey ask whether there are any com-
puters in the house tells us that theyare taking a chance and don’t actual-ly know if people have computers orlaptops before calling.”
Verwant says residents are advisedto contact the company people claimto call from before giving any person-al information.
“We would like to urge residents toavoid following instructions frompeople asking them to divulge per-sonal information or information re-garding their personal computers.Rather verify with the company inquestion to avoid being conned.”
Athlone Community Policing Fo-rum spokesperson Azzizah Kanne-meyer says many residents havebeen called by these con artists.
“We first received complaints inNovemberabout people being connedover the phone by IT people. Mostpeople I’ve spoken to say theybecamesuspicious of the person on the otherend of the line and hung up. The opening round fixtures of the11th annual Engen Knockout Chal-lenge has been finalised.
Organisers of the youth soccer show-case released the round robin and play-off fixtures earlier this week.
The tournament, of which People’sPost is the print media sponsor, will see16 under-17 teams do battle for the cov-eted trophy, bragging rights and cashprize.
It will be held at the Stephan ReaganSports Complex in Mitchell’s Plainfrom Friday 22 to Sunday 24 August.
For the first time, the winners of thetournament will go on to representCape Town in the Engen Champs ofChamps in Soweto in October.
The national edition will feature thewinners of all the regional EngenKnockout Challenge tournaments.
The Cape Town winner will be deter-mined after a total of 48 matches. Thesematches have been divided into variousstages, kicking off with the round-robinfixtures on Friday 22 August.
The round, which culminates beforelunch on Saturday 23 August, will ulti-mately determine the top two teams ineach of the four groups, which were de-termined at the tournament launch lastmonth.
In the round robin, the teams willeach play three matches, so they willplay each team in the group.
Group A comprises defending cham-pions Ajax Cape Town, All Stars Foot-ball Development Programme, HellenicFC and Old Mutual Academy.
Last year’s finalists ASD Cape Town,Milano United, Atlantic Nacional andWestern Cape Sports School make upGroup B.
In Group C host club Santos FC willdo battl ewith Glendene United, Blue
Downs FC and Liverpool-Portlands.Group D includes Chippa United, JMI
Academy, Hanover Park FC and Cru-saders FC.
The round robin fixtures kick off at16:00 on the Friday. Another round ofmatches will be played at 17:00.
Games on the Saturday kick off at09:30, with the round robin phase con-tinuing until 13:30, whereafter the play-off rounds and championship roundscommence.
The Engen play-off rounds and semi-finals will be played on the Sunday from09:30 until 12:30, before the grand finalekicks off at 15:30.

New Santos coachLansdowne-based Santos FC has announcedthe appointment of Farouk Abrahams as headcoach for the upcoming season.
The National First Division (NFD) side con-firmed the selection of the former Cape TownSpurs goalkeeper in a press release on yester-day morning (Wednesday).
The Cape Town local, comes with years ofexperience as coach and player on the SouthAfrican soccer scene.
As a player, he donned the playing kit ofCape Town Spurs, Martizburg United, JomoCosmos and Bush Bucks.
His most recent coaching stint was as headcoach of now PSL team, Chippa United, buthe has been a goalkeeping coach for Santos,Ajax Cape Town, Hellenic and Bafana Bafana.
