A fight broke out last week Wednesday in Ascension Road around 15:00 apparently be- tween Cathkin High School pupils and their alleged attackers. Local councillor Anthony Moses says the recent spate of violence involving Cathkin High School pupils are of great concern to the community. He says high school pupils are increasingly caught up in violent fights with other (unknown) members of the com- munity and believes the situation is “getting out of control”. “We cannot have these situations where pupils who want to get an education are be- ing intimidated by gangs and criminals. Pu- pils must be able to enter and leave the school in a safe environment. I have been to the school to try and resolve this issue, but it is now spiralling out of control,” says Mo- ses. He says they had the same issue last year where pupils from another school in the ar- ea were also robbed, mugged and charged ‘protection money’ by gangsters. Moses says these acts of violence involv- ing school pupils (of Cathkin) and other com- munity members are now happening on a daily basis. He says immediate action should be taken by among other the police, school and the community to ensure the safety of all pupils. According to Paddy Attwell, provincial ed- ucation department spokesperson, they were recently informed by the principal of Cathkin High School that he, on several oc- casions, had to “escort pupils (last week), be- cause gangsters wanted to interfere with them. The principal has also met with the Manenberg police to ask them to patrol the area after school.” He says it appears to be gangsters who are targeting the pupils. Attwell says the schools, WCED district of- fices and Safe Schools officials work with all role-players to ensure safety and security at schools and in the broader community. “School role-players and the education de- partment all look after schools in the com- munity with the help of law enforcement agencies, as required, while the police are responsible for security in the broader com- munity.” Attwell says communities have a key role to play in protecting young people in the streets. “We have to adopt a ‘whole of socie- ty’ approach to building secure, caring and supportive communities,” he says. According to Lieutenant Ian Bennett, Ma- nenberg police spokesperson, it was brought to their attention recently that “a group of youth identified as pupils from Cathkin SSS, seem to have become lawless and has at- tacked and robbed people along the Heide- veld Road towards Duinefontein Road”. He says the police were called in and yes- terday morning addressed the pupils during assembly to raise these concerns. “This type of action by criminal youth will not be tolerated and perpetrators will be dealt with. “They should not expect any leniency from the police,” says Bennett. A ballet spectacle will be on offer at the UCT School of Dance in Rosebank on Saturday 14 March when Cape Town City Ballet celebrates their 21st Open Day with Cape Junior Ballet (CJB) and ZAMA Dance School. With limited options for lifelong learn-ing, many intellectually disabledpeople fight a constant battle for in-

dependence.This month authorities and organisations

like Cape Mental Health are shining a lighton the plight of children and adults with in-tellectual disabilities (ID) and the challengesfaced when accessing post-school qualifica-tions.

AwarenessMarch is Intellectual Disability Aware-

ness Month.In South Africa and according to a state-

ment by Cape Mental Health pupils with IDhave limited opportunities for lifelonglearning, education and employment oncethey exit the school system.“There are few, if any, post-school qualifi-

cations offered at a suitable level of under-standing, with appropriate training meth-ods and materials, to suit their special edu-cational needs.”The organisation has embarked on a cam-

paign to raise awareness about the equalrights of persons with ID to lifelong learn-ing, education and employment opportuni-ties in the open labour market.

ChallengesAccording to Cape Mental Health spokes-

person, Chanelle Albertyn, pupils with IDface a host of challenges.She says children with ID who do not par-

ticipate in programmes after school often sitat home without any stimulation, becomebored and may be vulnerable to substanceabuse and unlawful behaviour.“They remain dependent upon their fami-

lies. That can have a significant impact ontheir self-esteem, as they see others aroundthem transitioning into adulthood and con-tributing to society,” she says.Albertyn further explains pupils with ID

who are medium to high functioning attendLearners with Special Education Needs(LSEN) schools but find it hard to access ac-credited post-school training due to theirlack of academic qualificationwhen they ex-it the school system.“They are unable to benefit from Techni-

cal Vocational Education and Training

(TVET) and Further Education and Train-ing (FET) Colleges which require an NQFlevel 1 qualification in order to gain admis-sion,” the statement says.Albertyn says one of the biggest challen-

ges is the perception that people with IDhave little or no educational needs, andthat they cannot be gainfully employed andmake ameaningful contribution to society.

InitiativesConsidering the challenges the organisa-

tion has partnered with organisations inGermany and has researched and investi-gated best practice models in German-basedorganisations and institutions. It hasdeveloped a draft concept and course out-line for a post-school qualification that willchange the lives of youth with intellectualdisability.Cape Mental Health director Ingrid Dan-

iels sayswithmore pupilswith IDbeing ed-ucated there is a greater chance for themto access gainful employment and enjoyimproved livelihoods through economicactivity.According to their statement, significant

funding is required to enable them todevel-op and implement a post-school qualifica-tion for pupils with ID.On Friday 6 March provincial social de-

velopment minister Albert Fritz openedThe Open Circle, a newly-establishedgrouphome for adultswith intellectual dis-abilities on the grounds of Alexandra Hos-pital in Maitland.

The group home, which is funded by pro-vincial government, renders residential andoutpatient services to intellectuallydisabledadults who display challenging behaviour.

SupportIn their concept document, Cape Mental

Health proposes a three-year post-schoolqualification.In the first year, learners will focus on an

introduction to adulthood and the world ofwork.In the second year they get exposure to dif-

ferent career options and related skills.In their final year they are provided with

career-specific orientation and preparationrelating to exit opportunities.The document further says the coursewill

include classroom training and practicalwork placement in a suitable work environ-ment.“The course modules will include practi-

cal work skills, individual career develop-ment and guidance, life skills, health andsafety, understanding work and employ-ment, as well as fundamentals such as nu-meracy, literacy and communication,” itsays.Albertyn says the organisation is in need

The current excavation work in Taren-taal Road, Athlone, is the last sectionof a project by the City of Cape Town’s

Electricity Services Department to install132kV underground infrastructure.The project that commenced in July 2014

is expected to be completed by the end of themonth.“The project involves the installation,

backfilling and reinstatement of the sur-rounding areas. The installation of fibre-op-tic cable required for the installation is alsoincluded. The cable installation is part oftheCity’s project to replace 132 kVoverheadline infrastructure to ensure reliability ofsupply,” says councillor Ernest Sonnen-berg, mayoral committee member for utili-ty services for the City of Cape Town.He says the 132kV network is the back-

bone of the City’s electrical infrastructurein the greater city area.“The major installation work (trenches)

will be completed by the end of March, butfurther localised excavations will still takeplace after this date to do the cable jointingwork.”According toSonnenbergall the residents

along the route were notified beforehandabout the project via a mail drop.He says a traffic management plan is in

place to ensure traffic is notified (via sig-nage) and managed (flagmen) along theroute, which includes any buses, and othervehicles servicing the schools in the sur-rounding area.To ensure the safety of the community

members, he says, barracking are placed tokeep thepublic out of the constructionareas

and ducts have been installed across drive-ways into public facilities to ensure theycan operate with theminimumpossible dis-ruption.“We apologise for any inconvenience to

residents, however, disruptions such asthese are an unavoidable symptom of creat-ing amore reliable distribution network foryears to come,” says Sonnenberg.Patrick Horrigan, CEO of the People’s

Dispensary for Sick Animals South Africa(PDSA), says they were informed of theplanned project and the “proposed disrup-tion” in writing. “The contractors havebeen amazing and have made every effortto keep the inconvenience down to a mini-mum,” explains Horrigan.He says lastweekWednesdaywas the first

day that the main car park has been cut off,

but they promised to have the access openagain by the next morning.“Parking has been tricky for our clients

and some of our suppliers, but otherwisethere has been very little disruption to ournormal services.”According to Ahmet Kayya, deputy prin-

cipal of Star College Cape Town, the City on-ly started the road works during December(during the school holiday).He adds that they informed the public and

the previous owner of the plot (where thenew school is now built) back in 2013 al-ready. “They first finalised the part of theroad around our premises. Now they arebusywith the other side of Tarentaal Road,”adds Kayya. “Up until now, we have not re-ceived any complaints from parents interms of traffic.”

Stolen gun foundTwomenwere recently arrested during a rou-tine patrol in Bokmakierie and will appear incourt on charges of possession of an illegalfirearm and ammunition. The two suspectsare aged 28 and 41, respectively.According to a police statement the Athone

police was doing routine crime prevention inthe Bokmakierie residential area when theyreceived information of suspicious personswith an illegal firearm.When the police members went to the ad-

dress and searched the house in 9th Avenue,they found a 9mm pistol with seven roundsof ammunition. The two men were homealone and were both arrested on these char-ges. According to police, the firearm was re-ported stolen in the Mitchell’s Plain area.Anyonewith informationabout illegal guns

Denied.This is the ruling passed downby theCon-

stitutional Court following an applicationby members of Proudly Manenberg to over-rule their eviction fromConsol-owned land.The eviction notice was served in Decem-

ber and the 10 occupants living on the landwere meant to vacate by Saturday 31 Janu-ary, confirms Consol Human Resources Di-rector Thami Mkhuzangwe.“Those residing on the premiseswere giv-

en the opportunity to voluntarily vacate theland and remove the unlawful structuresthat have been erected on the property. Asfar as we are concerned, the affected indi-viduals have failed to comply with the no-tice and the intention is to effect the evictionorder through the sheriff of the court by nolater than end of February,” Mkhuzangwesaid last month.This deadline has since passed.Last year Proudly Manenberg chairper-

son Mario Wanza refused to leave the land(“Fight is on for promised land”, People’sPost, 31 July).At the time, the Wynberg Magistrate’s

Court had given Wanza and the 10 other oc-cupants living on the property an evictionnotice. The eviction order was ignored.The case was then referred to the Consti-

tutional Court.

Proudly Manenberg, which establishedthe Manenberg Waterfront on the propertyof Consol Glass in Vygekraal Road fiveyears ago, has been in battle with the glassgiant since 2011. The land was made availa-ble for use to Proudly Manenberg in 2009 asan interim arrangement, with the under-standing and commitment that the landwould ultimately be transferred into a trustonce one had been established.The trust was established in June 2011.Four months later, a letter to vacate the

land was sent to Proudly Manenberg, spur-ring a protest, which saw over 300membersof the organisation march to Consol’s localoffice. Numerous protests and petitioningfollowed. However, Consol stood its ground.It is understood the land has since been

vacated.Mkhuzangwe says although theyhavenot

been able to verify this, they too have beeninformed the occupants have left the land.“Once the eviction process has been com-

pleted, trustees of the Manenberg Commu-nity Development Trust (MCDT) would bein a position to take full responsibility forcoordinating and regulating access and useof the land including, but not limited to, put-ting in place processes and plans for theme-dium-to-long term development of the land.In the meantime, the trustees have decidedon an action plan as a precautionary meas-ure and to ensure that there will be no im-mediate re-occupation of the land after the

eviction process has been finalised,” hesays.It has also been resolved to grant the Ma-

nenberg Community Police Forum permis-sion to temporarily establish a base and op-erate from the land. A timeline for this hasnot been established.“The trustees will meet within the next

threeweeks to discuss and evaluate variousoptions that have already been presented.They will decide the future plans for the de-velopment of the land. This would be an in-clusive and participative process thatwould afford other key stakeholders, whoarenot represented on the trust, an opportu-nity to submit their views and proposals onthe integrated development of the land,”Mkhuzangwe says.“In addition to the funding that Consol

has made and will continue to make to-wards community upliftment projects, thecompany will commit funding in the formof a seed capital thatwill serve as akickstartfor the envisaged development of the land.“Notwithstanding this contribution from

Consol, the trustees will still have to putmeasures in place to source additional fund-ing and resources from other roleplayerssuch as local government and develop fi-nance institutions that would be requiredto successfully implement the envisaged de-velopment of the land.”V What should be done with the land? Pencil sharpeners used as dagga pipesand crack cocaine rocks hidden underfingernails, together with dealers find-

ing creative ways to conduct business.These are some of the issues highlighted

in the fight against drugs.Speaking during an education session in

Plumstead last week, Diep River policespokesperson warrant officer Keith Chan-

dler revealed shocking truths about the drugtrade and use in theWynberg Cluster whichincludes Grassy Park, Steenberg, Diep Riv-er, Wynberg and Kirstenhof police stations.The talk was hosted by the Bergvliet, Kre-

upelbosch and Meadowridge (BKM) neigh-bourhoodwatch andwas aimed at educatingparents and children about the varioustypes of drugs and the effects.Chandler started off with the cheapest

drug on the market, namely dagga.Gasps were heard when Chandler pro-

duced a dagga device made by a school childin the valley.A sharpener and the cap of a pen were cel-

lotaped together and the sharpener used asthe inlet for the dagga. This device, he ex-plains, was confiscated by officers at a highschool.Among some of the popular fixes is the

smoking of tik. The drug which is widelyused in the Western Cape, has its roots inWorld War II. “It was created by the Japa-nese and modified by the Germans duringthe war. It suppresses the appetite and usershave no need for sleep. But it is dangerousand many users get addicted very quickly,”he warns. Passing around a glass instru-ment called a “lolly” he says this is the in-strument used to smoke the drug. Holdingup one clear lolly and another which hasburnmarks, Chandler says officers can only

arrest someone who is found in possessionof a lolly which has drug residue on it.Following modifications which make the

drug cheaper to produce and purchase anda change intohow thedrug is consumed, offi-cers have seen a notable increase in the her-oine trade. Historically, drug addicts used ateaspoon and needle. Now users take thepowder, place it on a piece of foil and inhalethe smoke that is emitted when the powderis burnt. “Many of our dealers, especially inWynberg, who sell heroin are foreign na-tionals. These dealers often use what we calldial-a-drug and deliver to customers. Theycarry several cellphones. In Diep River wearrested a dealer and in 11 minutes he re-ceived 44 calls.”Another drug commonly used is crack co-

caine. Chandler says these are commonlyused by gangsters in the Grassy Park andSteenberg police precincts during gangfights as it numbs the pain. He explains thedrug is also used by prostitutes as it helpsto “numb them”. “Because it is so small theyhide it under their fingernails.Parents questioned Chandler extensively

about the symptoms of drug use and the ef-fectiveness of drug tests.Chandler introduced a urine test which

Celebrating International Woman’s DayThe Manenberg police recently celebrat-

ed International Women’s Day with amusic concert at a local school present-

ed by the provincial police band.The event was held at the Phoenix Senior

Secondary School (SSS).According to Lieutenant Ian Bennett of

the Manenberg police the aim is to honourthrough music all the women – mothers,teachers, aftercare workers, nurses, com-munity and social workers – in the commu-nity who contribute to the upliftment of Ma-nenberg in various ways.He says the police continue to strive to

serve the community and instil a sense ofpride through awareness initiatives.Bennett says Brigadier André van Dyk re-

alises the important rolewomen playwithinthe Manenberg policing precinct.“Through bringing the provincial band to

Manenberg we want to acknowledge the ef-forts of our women (in the community).“Women play a pivotal role within our ar-

ea andwewant to thank themandencourage

them to continue to keep hope alive so thatgood moral values can be instilled in ouryouth,” says Bennett.According to him the pupils and staff of

Phoenix Senior Secondary always see po-lice officers executing operational duties,but were (today) inspired through musicand dance by the police band.“The youth is not the main and easiest

targets for the police, but they are vulnera-ble for criminal activity. We want theyouth to see us as their partners andfriends in the fight against crime,” saysBennett.The Manenberg police also rolled out a

Youth for HumanRights programme at theschool.“Protecting human rights are important

and if the youth can ensure the protectionof each other’s human rights, we will defi-nitely see a positive change in our commu-nity.”He says the police encourages the com-

munity to report criminal behaviour that

I would like to know how Athlone PostOffice gets it right to make so manymistakes over and over again?In the past I had many problems with

parcels which were returned to sender,without sending me a slip to collect aparcel that was sent to Bonteheuwel.The goods in the parcel were broken,

because they again did not send me aslip to collect it and it was at the postoffice for weeks.And then, just when I thought the

service is getting better, they send me a“collection slip’’ with the right addressbut wrong name on it because I wasexpecting a parcel.I went to the post office to check it

out, and guess what? It was my parcel.Someone wrote the wrong name.

Two weeks ago we received a slipwith the right address and no name onit, although none of us at that addresswas expecting anything in the post.I walked in the blazing sun to find out

about the slip. I was scared they wouldsend the parcel back and the rightfulowner of the parcel won’t even knowabout the parcel. At the post office theyjust told me there is no name on theslip, and it wasn’t for any of us. Therewas no explanation, no thank you forbringing the slip back, no nothing.Somewhere along the line there issomebody who is not doing his/her jobright. Why doesn’t he/she give it tosomeone who can do the job?

Mystery plant is ‘a bromeliad’A reader named Jenny recentlyrequested that People’s Post readershelp her identify a plant that isgrowing in her friend’s garden in FishHoek (24 February).She described it as follows: the outer

“leaves” are pink and the little flowerson the inside are yellow.The leaves are fleshy with sharp

spikes along the edges, and the flowers(pink parts) seem to be hidden under-neath.People’s Post has received the

following responses from readers:. The picture of a flower growing in

a Fish Hoek garden is a BilbergiaNutans, commonly called Queen’sTears. It is one variety of bromeliads,a species of epiphytic plants, whichare forest growing plants and get theirnutrition from leaves. This falls intothe cup formed by the leaves and rotin the water trapped by the cup. Theyonly flower once, but produce sideshoots that will flower when they arebig enough. The parent plant willeventually die back. – Amory Borwick. Another reader who called agrees it

is a Queen’s Tear..An anonymous reader who called

People’s Post says it is a pineappleplant and they come from the bromeli-ad family. However, she says, it is nota Queen’s Tear.. This is a Bilbergia. I have three

pots crowded with them in Bergvliet. –Pat. The flower is a Bilbergia nutans. It

is of the epiphytic bromeliad, whichgrows in Brazil, Paraguay, Argentinaand Uruguay.The ‘leaves’ referred to in the

picture, are, in fact, its bracts. It is adistant relative of the ineapple (brome-liaceae family). – Yvonne Misplon. It is a Beschorneria yuccoides, a

species of succulent plants belongingto the family Asparagaceae, subfamilyAgavoideae. – Johan du Plooy, Scape-man Landscaping. The plant is a type of Bilbergia,

which belongs to the bromeliad family.I do not know exactly which one, thatis its variety name. – GeraldineWalden. The flower comes from a family of

plants known as urn plant or bromeli-ads which originates from SouthAmerica and a small section intropical Africa. They are monocotyle-dons and interestingly the pineapplebelongs to the bromeliad family. Theyare often called urn plants due to theirability to hold water like an urn. Major funders of grassroots programmes should ques-tion whether they’re basing decisions of aid on pre-1994 perceptions. The noble National Student Fi-

nancial Aid Scheme has been hamstrung by corruption.And while private donors continue to fill the gap, most

of the funding goes to the same schools. It looks good onthe corporate CSI budget for government photo opportuni-ties to help those perceived to be in need. But how do youknow if tangible needs are being met? These perceptionsare legion and feed the inequalities which are perpetuatedthrough a system of skewed decision-making in education,employment and funding. Of course many citizens remaintrapped by the barbed wire set by apartheid.And, yet, are some of us more equal than others?How long do post-apartheid generations have to live in

the shadow of labels, such as “disadvantaged” or “previ-ously disadvantaged”? It is rich to assume all children at-tending previously advantaged schools happen to be theoffspring of well-to-do parents. Not every white child isrich. Not every black child is poor. These are inconvenienttruths. It would behove donors to launch investigations in-to genuine need and come face to face with ground levelreality. But that would require bravery, commitment andcourage – and getting out of multi-level plush offices.It would surprise the corporate decision-makers to find

the leafy suburbs have people who are battling to makeendsmeet in this depressed economy.Andmanywhopleadpoverty while living in townships have far more disposa-ble income than is declared.It is time to act on conviction. This would be a step to-

wards real equality in this new South Africa.Without authentic action our countrywill notmove into

a position of equal distribution ofwealth.Wewill not builda non-racial nation with a true middle-class to oil thewheels of the economy. And other nations will continuewooing our sharp minds with offers neither governmentnor the private sector could compete with.Atbest,we canonlyhope for a threadypulse on theheart-

beat of our economy.

from previously disadvantaged backgrounds. Theytrain at the Ice Station in Goodwood and was placed

first in the Junior section at the South African Na-tional Figure Skating Championships.The fact that Team Rainbow only has limited ice
