The IXevr Constitution.
The confutation for the " Hu-whu- nh
Republic" bus been catHikl ifriecl ami folded up severalmonths sgo, although the p.
press would load the public to
bwppotse that the'precion-- charterof our liberties might have beenMint by its fnunois for revision tothe caliph of Ltagd id, orsenatorMorgan, or the l'atriarch of JamSttlem, mid is on its way out hereby gmYol train or some other protraded means of locomotionbooked to arrive bv the first ofJune. On ds arrival, the countryis to sUrt ou a newbnsisas a fall
blown Republic with a House of
RepresRututives of its own, and apecHto to bo nominatod by theiSxocntivo Council. Nobody inHawaii, outside of the oligarchy,is pmticulsrly desirous of posses-
sing an upper house, bnt the pa--ternul solicitude of the Stevensdirectory s as boundless as itscapacity for boodle and militaryXindorgartenism, and therefore itconsiders it necessary that theold irremovable disease of sngar--bag House of Loids should bebestowed jpon tho inhabitantslost thoy become too happy. Of-cou- rso
tho new Senate will bechiefly composed of men who haveboon defeated candidutes at previous elections, it being assumedthat bocan so a man was regardedbv the oleators under tho Mon- -arohy as unfit to legislate for abrief torni of years, ho is thereforeominently qualified to boss thelegislation of the country for theperiod of his natuial life, andwhen tho supply of cast-of- f pol-
iticians runs shoit, tho vacancieswill be filled up bv tho derelictreturned vnrd-heoje- rs and usedup nominees, loft over from theboodle-refor- m era.
There is an excellent materialon hand out of which to constructflue nnir in icfrf'riirv nnA wIwmi
" ijtho old ho aorables are assembledthere is a prospect of a healthy

premacy. A great deal dependson whutho tho Jjower House hitsthe Upper with sufficient vig-- r attho start, and scares the misfitoligaichs i lto prompt submission,if it fails n the performance ofthis duty, trouble is inevitable. The fact tint tho "Lords" willpossess a long loase if not a longlife authority while the membersof the Low or Chamber being sub-
ject to biennial olection have onlyan ephemeral existence, fills theexulted senators with a derangedidea of their own importancewhich can only be ttkeu down byjudicious ;.nd well directed violonce. Th . constitution which isiutoudod or submission to thoconvontioi increases tho Exec- -
xuive Council independent ofthe President to six members, and so far. marks an iucrease inextravagance and corruption ofirresponsible rule.
It woult be superfluous at pre-

FILLIBUSTERISG.
The Opinion of the Spring-field Republican.
The observer of the Hawaiianaffairs is interested in presentproceedings. The regular newsreports: last week, coming fromthe 'censors ivho sent them out.were rosy m the extreme, lho;registration of voters was unexpectedly large 1500, as far ashenrd from. The Provisionalticket was sure of success. Everything was a picture of content-ment and order. The privateadvices that came by the snraosteamer were on the contraryquite otherwise. Some of themembers of the Provisional Gov-
ernment, who are to be kept per-
manently in office, were afraid toregister as voters let it lose themtheir citizenship in the UnitedStates. They even asked theAmerican Minister to decide thatthey could remain voters of Hawaii
and estizeus,of this country, and of course got no answer.Tho request reveals the fillibustering character of the so-call- ed
government of the islands. At thismomaut it is plain that thosewho gave to Hawaii her civilization, her progressive spirit, herinstitutions, and led her peopleforward to a seat at tho table ofthe nations, have no sympathywith tho monstrous and intolerablo proposition to disfranchiseher citizens, confiscate theirrights of person and property, and turn the country over to' beeaten up' b adventurous para-
sites. We have been swift to protest
agains, non-reside- nt rule in Ireland, and not only has tho gov-
ernment of that land from DublinCastlo been denounced publiclyin this country by native Americans with no Irish blood in theirviens, bnt vast sums of moneyhave boon contributed out ofAmerican thrift and industry tofoster political revolt Mn theBritsh islands favorable to thepeople of Ireland. '
With this record, doe; an'one suppose that we proposo totolorato the establishment b- -
vagabond Americans of a juhi...,,popular votodefies every element of justice, insults everT safeguard of privatecharacter and personal rights, and establishes a tyranny thatwonjd disgrace the' Akooud ofSwat?
Tho answer made "by the veryfew Americans who venture anapology is, that the members oftho Provisional government sirewise men.
The theory upon which tbisRepublic is founded, is, that nomen aro wise ouongh to bo
with autocratic and nonterminable power. There havebeen and are wise but;the. proposition to exchni gepopular government for tho raleof the Solomon of the lot wouldhave no supporters here. Public j
opiuion in this country is to havea powerful effect upon Hawrii.Let no American thiuk so meanlyof tho institutions of his owncountry as to protend that theoligarchy on the islands is a grafljfrom them.
It is plain that peace and pros- -
perity will ot return to thatcountry until power is restoredto its people, and that can onlybe by the overthrow of the gf.ngnow in control. 11 "ave.
The Tariff BilL
Reports from Washington iremoro favorable to an early 'de-
cision on the Tariff bill. . Byvoting in support of a plan tolengthen the daily time of con-sideration of the bill and hurryalong the debate, the republicansenators appear to have oband jn--ed the program of obstruct.cnwhich Senator Hoar Lad inti- -
mated was to be adopted by .beminority. It is also said thai nhelPresident and Secretary Carlislehave taken a hand in the work
i
of adjusting the differences in theranks of the majority, and that afcarirf bill satisfactory to all rillcome out of the Senate deliber-ations in the end. The senatorsare just beginning to see that thecountry is in no temper to toler-ate forther trifling with thisquestion.
A Cause Of Resret.
Major J. H Wodehouse whofor nearly thirty years has rep-resented these islands will shortlybe succeeded in his official capa-city. The kamaainas of thisconutry have learned to appreci-ate the tact, goodwill, and diplo-matic skill of the retiring of-
ficial British representative. No British diplomat has been'
so many years in this country ashas Major Wodehouse. It is withthe deepest regret that this com-
munity realizes that the unrelent-in- g
scythe-beare- r "time" hasagain interfered and has relieveda well-know- n, a well-respect- ed
man, of his duties. Major Wode-
house arrived here in the GO's.
Wo believe that he has founda home here, and that the child-ren whom he has raised to thehonor of 'these isles will alwayslook back with pleasure, and
--gratitude to the Paradise of thePacific.
The English Legation wasrepresented here for many years.General Miller, one of the best-know- n
diplomats represented thegroat Empire in tho 50's. Hewas, if wo aro correctly informedrelieved by Mr. Took Nicholaswho was taken ill, and left thecountry as a hopeless invalid.
The late W. L. Green tookcharge of the consulate for a
while until Mr. Synge arrivedhero as consul general ofGreat Britain. He was succeed-
ed by Major Wodehouso who, since then, in his unassumingway has attended to tho interests, not alone of his native countrybut of the country which hasproved permanent homos for someof his children.
Wo do not know of any morepopular family than the Wodo-honse- s
here. Tho departure ofthe Minister and his wifo will bedeeply felt, not alone in Englishcircles, bnt among the manyyoung Hawaiiaus befriended bythem. When Eugland againwelcomes them on her' shoresmany a kind thought will bewafted acioss the waves to thechildren and friends left behindand many a wisli will go forwardfrom he:e that tho genial facesof Mr. and Mrs. Wodehouse willbe sten in Hawaii again.
Anion 5 the valuable additionsto our adopted country, for whichwe are indebted to the departingminister", wo mention: Mr. andMrs. Hiy Wodehouso, Mr. andMrs. Ernest Wodehouse. Mr.and Mrs. Louis Yon Tempsky.God speed, tho good man wholeaves Hawaii-ne- i; may tho daycome when he returns here andfind better circumstances, morehappiness and true loyalty. '.
Poor Morgan! -
Senator Morgan is getting re-
buked id I around for his meanattacks on the President in hisAlabama speeches. Several
UUIUU1" JJopuuer5 nave caiieahim sharply to account for
rcharging that Cleveland's nomination at Chicago was boughtwith money, and ate practicallyjeering at the list of authorities
Hill, Gorman and the likewhom Morgan cites in support ofhis chaige. Morgan mast havebeen in desperate straits forreasons to justify his antagonismfo Cleveland, or he would neverhave exposed himself to thealmost universal condemnationwith which his section has greet-ed his scaudal-mongerin- g. TheLouisville Courier-Journ- al hasturned ca him also and convictedhim of flat self-contradic- tion
in his presont attitude on thotariff. When the McKinW billwas before the Senate, Morganwas one of the most strenuous'--
advocates of free iron ore, and !
coal, especially the former. .tiespoke in opposition to any dutyat all on ore, repeatedly, andmade some of the most convincinganniments in the Senate on thatside-- Now he has flopped to theother side.
Ha"Kraiian Oppression.
The rights of person and pro-
perty in Hawaii are so plainlyput in jeopardy by the pendingpropositions of the. ProvisionalGovernment that alarm is spread"ing throughout the islands.
The muuiuieuts of power havebeen seized by men who useauthority to destroy, and are notabove enjoying the profits of theirpower to exempt threatened in-
terests from calamity, for a con-
sideration.TM.n:? ma-t- lianirr in I
.of the agencies of the Associated ,
and United Press, have used their f
censorship to deceive the outsideworld by sophisticating trans-
mitted news and by this meanshave deprived the substantialinterests of the country of a hear-
ing in the United States and in
Europe.
It is a fact that Americannewspapers in aid of this conspiracy of blackmailers have recalledcorrespondents who told facts asthoy found them, and sent othersinstructed to invent fictions thatwould influence outside sentimentagainst the majority of Hawaiiand in favor of the minority, which, backed by Stevens andour navy, robbed the people oftheir government, and nowgetting ready to rob them of theirproperty. This. is the situationas it is, without varnish or veneor. The public debt of the islandshas been largely increased andthe profits of private businesshave disappeared. The newconstitution proposed by Dolefor the commonwealth of Hawaiiestablishes a military obligarchy, disfranchises the people whohold actual citizenship by biith-rig- ht
or naturalization and putsthe government in control of asmall minority of foreigners whoboast that Dole's arrangementpermits them to rule Hawaii, while they remain citizens or'subjects of the countries fromwhich they came!
Such a proposition is so mon-
strous that it brings into hotfocus tho crime of Stevens, whosoinfamous assistance to a knot oftraitors against the governmentto which he was accredited, hasled to this assassination of thecommon rights of man. TheUnited States canuot afford sucha responsibility. It is the dutyof this government to see thattho power criminally created byits agents is not permitted todestroy a people with whom it isat peace. These people havej atiently waited for advice anddirection by our government, theresponsible author of their dis-
tressing situation, and Congressshould promptly relieve them ofa strain which will break incarnage unless removed by thepower that caused it.
The fillibusterswhoareorganiz-e- d
for oppression and blackmailmay soon discover that there arepeople in this country who sovalue national honor and inter-national justice that they willvolunteer for the task of at oneblow cleansing our flag of thestain put upon it by Stevens, relieving our government of pub-lic responsibility for the con-
tinuance or termination of anolligtrcby of blackmailers, andrestoring the rights of person andproperty and self-governm- ent tothe people of Hawaii. IPare.

The Advertiser who catchesa persons eye usually wins a
customer. Jiany mnarent scviesof advertising have been adoptedaud with more or less success, bythe believers in the use of prin-
ters ink. Tho manufacturers of
Pears Soap, for instance, occasionally bur paintings that havebeen on exhibition in the ParirsSalon and have lithographs madefrom them for the purpose ofbringing their product beforethe people. Iu addition to suchside issues, Pear spends hnudredsthousands of dollars aunnallvamong the newspapers and mag- -
. ?azmes. Some years ago the Agentsnv.
of certain article on sale in NewXork made a hit in advertising byhaving on Broadway during bus-ines- s
hours two fatluessly dressedNegroes wearing very high collars,on the backs of which was prin-
ted "Use Smiths Pills." Thoidea was novel and the publiccaught on. Rising Sun StovePolish has been kept before thepublic for years through persis-tent, and sometimes expensiveadvertising. Twenty odd yezirsago the manufacturers of thispolish started half a dozen monacrossthe orniraont tp-pai- ut signson rocks and fences. Tho Aer-mot- or
Co., of Chicago have in-
creased its sales moro than five
hundred per cent in two years bythe use of printers ink. Webelieve we have been instrumen-tal iu increasing the s.iles of theAemotor by keeping everlastinglyat it in Hawaii. '
Wo do not wish to say that ad-
vertising will sell any manufac-tured article; there is no usespending monoy in advertising'cheap and nasty" goods be-
cause tho people will not be hood-winked. If Haviland China wasnot the superior article ,it is, allour advertising of it would nothave sold the thousands of "piecesthat wo have. We simply calltho attention of the people to itand its superior quality is appar-ent to the customer directly apiece of it is examined.
Printers ink has helped the saleof tho Jaines Locked Fenco butit would not have donesso if it hadbeen as flimsy as the or dinay wirefence. First; tho economy thereis in building it recommendsit to tho plantation manager andthen its durability clinches thetho salo. If tho stays aud wash-
ers cost as much as an ordinaryredwood post our sales of thematerial would not have reachedsuch enormous proportions.
Our averago salo of tho PansyIron Stove is about two a day theyear round. If was not thebest iron stove on the market wewould' not sell that manv in sixmonths. Advertising is the tipto the public tho good points intho article soils it just as the goodqualities of the Fischer SteelRange make it a desirable articlefor people who wish to economisein tho use of fuel.
We buy only what has provengood after people in tho UnitedStates or Europe have given it atrial; we profit by their exporinceif the articles arc goood --wo bnyand sell thom; if they are poorwe steer clear of them. Whenwe advertise an article it is to at-
tract attention to it; tho news-
paper ;s tho button we push, thesalesman does the rest.
Persistent advertising coupledwith the article being a superiorone has sold thousands of theFrank Walcot Emory File. If ithad been no better than an or-
dinary scythe stone we probablywould not have sold twenty. When a man finds out that histable knives may be keptshirp atall times at an expanso o fiftycents and a very little elbowgrease, he is quite willing to trytho experiment.

The many friends of Miss MayCummins were "very uneasy lastnight by learning that the 3ounglady had met with a serious acci-
dent. We are pleased to statethat Miss Cummins has not boona sufferer, although she had avery narrow escipe. The horseridden by Miss Cummins tookfright outside tue residence ofMr. E. S. Cuuha at Waikiki andthrew its rider. The FrenchCommissioner Mr. Verlaye whosecarriage collided with Miss Cum-
mins' horse extended all possiblecourtesies and caused her to bebrought to her home. At first itwas expected that serious injurieswould result to the young Hawai-ian lady, but wo are pleasedto state that aside from apronounced fright Miss Cum-
mins is without any in-jury. In tho fiijuro it will bo agood idea of oar young horse-
women to see that the bit of thehorse is placed properly in themouth of the quadruped.

The times are hard so we aretold, and we are inclined to feelthe trath of the statement. Theindustries promised to be openedbv Mr. Thnrston and others havenot yet materialized. In factour reverend and virtuous ambas-sador to Washington has failedto connect It is therefore agreat pleasnre to record that Mr.E. B. Hind a prominent andwealthy sugar-plant- er in FZohata, instead of throwing up the spongeand giving way to Ike "hardtimes nas faced tne issne, and made arrangements inthe shipping line which willmaterially help his plantation,Mr. Hind succeeded as nXoblein the last legitimate Legislatureto pass a bill which created Ho-noip- u
a port of entry. Honoipuis a most excellent landing, andMr. Hind together with otherplanters realized that it was aswell to make money for tho plan-ters as well as for the Wildqr'sSteamship Company. Mr. Hindarrived here lately in a sailingvessel, and he brought with hima most excellent outfit of materialwhich shortly will be put in shape, and which in tho future will makethe planters of Kohala dispensewith the sen-ice- s of the EailroadCompany and make the prodqe-tio- n
of sugar cheap enough tomeet the present prices. Whydon't our other, and howling plan-ters follow the example of Mr.Hind?
There is nothing like strength, and when one is spoken of asbeing as strong as a "buffalo"then people seek the source fromwhich the strength comes. Col.George Hawkins and CaptainAustin are now dispensing tocustomers samples of "Buffalobeer," which is on tap at thoRoyal Hotel.
