“It’s obviously a huge loss to
us. I’veworked withhim my wholecareer, as havemany others. He was alwaysa very activeand forward-thinking po-lice officer. Asthe director,he was alwaystrying new things to help us moveforward with safer policing forour residents,” Lt. Lee Lieber of the department said.

The Moorestown Board of Edu-cation passed the 2015-2016 budgetwith an eight-to-one vote on Tues-day, April 29. With this budget, theaverage Moorestown homeowner, with a home assessed at $446,500,will pay an additional $237.38 peryear in school taxes.
“I thank the board, the commu-
nity and staff for supporting all of these wonderful programs weprovide our children,” Superin-tendent Timothy Rehm said.
The budget was projected at$65.4 million in expenditures and$64.3 million in revenue. Theboard said the projected $1.1 mil-lion deficit would be made up byusing a Spending Growth Limita-tions Adjustment of $683,601 forhealth-care costs as well as theuse of $390,442 in banked capfrom the 2012-2013 budget.
The SGLA is a spending adjust-ment cap that allows the districtto go beyond the 2 percent capwithout a need for a referendum.Moorestown didn’t qualify forthis in previous years, but doesthis year.
The tax levy breakdown is $58.5million for the general fund and$4.8 million for the debt servicefund, making the total tax levy
$63.3 million.State aid was $3.7 million,
which mostly remained flat, ex-cept for the extraordinary aid, which is anticipated to go up$200,000. For the debt servicefund, state aid was $463,735,which was down $864 from lastyear. Board members asked mem-bers of the public at the first read-ing to write to the Legislature andlet it know that Moorestown de-serves more aid for upcomingyears.
The district’s health benefitsplan with Aetna was estimated toincrease by 22 percent to 27 per-cent. The board said it has beenin talks with the South JerseyHealth Insurance Fund to try tosave money. The fund has a maxi-mum increase of 15 percent, soswitching the district’s health in-

It’s no secret that health insurance
is expensive. Thanks to Oba-
macare, health insurance is more
obtainable for Americans, but for most
of us, the cost of health insurance –
especially through employer-spon-
sored plans – continues to rise.
There’s nothing that we, or our em-ployers, can do about it, unfortunately.
Now that we are required to have
health insurance, we can’t just say,
“screw it, I’ll take a chance and have
no insurance.” We are required to pay
up...and up and up and up.
So what can we do? What is in our
control? The obvious answer: Our
health.
The healthier we are, the less likely
we will need to use our health insur-
ance. And the less we need to use our
health insurance, the more likely the
cost of our health insurance will go
down in the future.Take a look at your health insur-
ance plan, and at others that those
around you have. Most likely, there are
incentives for living a healthy lifestyle.
Join a gym, go three times a week, and
you get a discount on said gym mem-
bership. Why? Because the healthier
we are, the less it costs to insure us.
Getting healthier starts at home,
with the food we eat. And the food that
is available for us to eat is getting bet-
ter all around us.
A great place to start for healthier
options is a local farmers market.
They’re popping up everywhere, if
you haven’t noticed.
There are farm markets every-
where, and there are also countless
farm stands and farmers market spe-
cial events that take place from spring
through fall.
Never been to a farmers market? It’sworth the trip. Not only can you buy
fresh, local produce that is often
cheaper than the supermarkets, you
can also get great ideas and lessons on
how to use the products you buy.
In addition to learning more about a
healthy lifestyle, and purchasing
goods that can help you do so, visiting
a local farmers market is also a nice
change-of-pace for the summer.
So get up, go out and support local
farmers and stores by visiting your
local farmers market. It will be well
worth the trip, now and in the future.
in our opinion
Want cheaper health insurance?Get healthy – and start at a local farmers market

Lucy Beard and JacquelineBurke, New Jersey Delegates
To Vision 2020
With increasing numbers of women in politics, business, med-icine and the law, many peoplefeel that the women’s rights move-ment is no longer needed. Yetnearly half of Fortune 500 boardshave fewer than 20 percentwomen members. In the 2008presidential election, 34 percentof eligible women didn‘t vote. And, yes, women still earn about
84 cents for every dollar earnedby a man for the same work.
To address the above problemsand before the year 2020 (the 100thanniversary of women’s suf-frage), a group of 50 national or-ganizations as well as extraordi-nary women leaders from all 50states are working to implementfive national goals:
• Increase the number of women in senior leadership posi-
tions• Achieve pay equity• Educate employers about
policies and practices that enablemen and women to share familyresponsibilities
• Educate a new generationof girls and boys to respect theirdifferences
• Mobilize women to votewith a record-setting turnout in2020.
At the program meeting, Beardand Burke, who are New Jerseydelegates to Vision 2020, willshare a video and answer ques-tions about Vision 2020.

ship.“He’s all around a good guy,”
Lieber said.Lieber credited Johnson with
being the one to bring theMoorestown Police Departmentinto the 21st century. He was theone to get computers intoMoorestown’s police cars alongwith other software and techno-logical advances. According toLieber, he was always the first totry new policing technology andmake the Moorestown Police De-partment a trailblazer.
“Some people wait and see;Harry was always willing to takethe chance, usually for the good.Other departments came to us forrecommendations or guidance. He wasn’t afraid to make a com-mitment and not afraid to jump
into the computer age,” Liebersaid.
With a smile on his voice,Lieber told the story of Johnsonconducting interviews, showinghis fun side. One of the questionsJohnson asked right off the batwas a complicated accident re-construction question that could-n’t be done without paper, a penand a calculator. Lieber thoughthe was serious, and so did the in-terviewee, as apparently helooked ready to fall out of his
chair. But Johnson started laugh-ing soon after at his joke, and thathelped to ease the interview after-ward.
“He had a very dry sense of humor and liked to play aroundwith people, but he really had avery good heart,” Lieber said.
As a leader, Lieber said John-son was a fair man, allowing forinput from officers, but makingthe final decision himself, of course. The example Lieber used
was when the officers wanted tochange the graphics on the policecars. They came to ask about thechange, and Johnson allowed theofficers to come up with the de-sign themselves, and after review,
accepted it.At the Moorestown Council
meeting on Monday, April 27,members of the council offeredtheir condolences to Johnson’sfamily as well as the MoorestownPolice Department’s officers.
“It is a great loss forMoorestown and Harry will bevery and greatly missed,” MayorVictoria Napolitano said.
Johnson is survived by his wifeDeborah, children Erika andHarry, his mother Jane and sib-lings Cathleen, Jane and Sheri. He was a dedicated and lovinghusband and father, who loved totravel and fish.
Carew mentioned during themeeting that he anticipates thetownship finding an appropriateway to recognize Johnson’s serv-ice to Moorestown sometime in
the future.Johnson’s viewing and service
were held last week at BradleyFuneral Home in Marlton and atPrince of Peace Lutheran Churchin Marlton. Military and policehonors followed at ParkviewCemetery at Kirby’s Mill in Med-ford.
For those who wish, a donationcan be made to Erika and HarryJohnson at P.O. Box 364, Marlton,N.J. 08053, for their educationfund.

surance provider would help itsave $1 million. According tobusiness administrator/boardsecretary Lynn Shugars, the pre-dicted increase is 13.7 percent,
which would save even more
money for the district. Salariesand benefits account for $52.5 mil-lion, or roughly 80 percent, of thetotal budget.
The budget was reduced by$100,000 with the activities fee re-moved; the budget was reduced insalaries due to two retirements, totaling $61,000; and the mainte-
nance budget was reduced by
$39,000.Additions to the 2015-2016
school budget include resourcesto provide support for specialneeds students with either one-to-one or related service support; afull-time basic skills position toaddress the need for reading andmath support at the elementarylevel; and resources to supportthe three-year technology plan de-veloped to create a one-to-one en-vironment for grades seventhrough nine.
Cuts include an operational-mechanic/attendance officer, physical education teacher at themiddle school/high school and aworld language teacher at themiddle school, along with the re-tirements.
Rehm said the district’s maingoals for the 2015-2016 year are tomaintain a curriculum for allgrades that supports excellencein academic achievement, to con-tinue to provide technology re-
sources to meet how society istoday, and to be sure the district isremaining efficient in all areas of the budget.
Members of the board voted infavor of the budget, except forboard member Brandon J. Pugh.Pugh felt the one-to-one technolo-gy plan for grades seven throughnine wasn’t efficient in savingmoney, but in fact a two-year planfor grades eight and nine wouldbe better and more of a cost sav-ings. According to Pugh, the cur-
rent plan calls for $950,000 whilehis option purposes $590,000.
“To me, I think we get the sameoutcome, see additional savingsthis year and avoid having a full-time salary on the books for fu-ture years makes sense for me. Soit would spread the cost out moreevenly, and we would get the sameoutcome. That is my position onthe technology. I think it has avery valuable position in theclassroom, but to get the same
outcome, taking into account thefinancial, to me, benefits, that iswhere I would be more comfort-able,” Pugh said.
