INTRODUCTION
Exploration is crucial to develop Peruvian mining sub-sector. It is thebeginning of the mining activity which enables the country to attractnational and foreign investment and also to discover new deposits andextent the life of mines that are already in operation.
Likewise, Peru is worldwide known for its huge geological potential. Thus, based on 2020 results, according to US Geological Service, at LatinAmerican level is ranked the first with the largest reserves of gold, silver, lead and molybdenum.
On the other hand, this Pandemic not only impacted national but alsoglobal mining exploration investment. Many countries were forced toincrease restrictions and to close borders, directly impacting explorationactivities since exploration campaigns were prevented from beendeveloped.
As a response, the central Government authorized the economicreactivation in 4 tiers. Mining sub-sector, in Tier 1 authorized the startof great mining activities and construction projects. Then, in Tier 2 ,medium, small and formalized artisanal mining activities and their relatedactivities were included . Following this, in Tier 3 the resumption of allthe rest of the activities not included in the two initial stages.
In this manner, the economic reactivation by tiers allowed the miningsector to reach the resumption of its activities in full, and to complywith the established parameters to protect the health of the workers.
Within a context of many challenges and opportunities, the Ministry ofEnergy and Mines (MINEM) through the General Directorate of MiningPromotion and Sustainability (DGPSM) with the purpose of contributingto the mining sub-sector dynamism and of promoting mining investmentin the country, it is pleased to submit the 2021 Mining ExplorationProjects Portfolio, which comprises 60 projects in 16 regions of thecountry, and a global investment of US$ 506 million.

I. EXECUTIVE SUMMARYBy the end of 2020 and in spite of COVID-19 pandemic, Peru surpassedthe mining investment forecast adjustment estimated in US$ 4200 millionand executing US$ 4334 million. This amount implies disbursement inexploration, mining equipment, among others.
It is worth to note that the fast recovery scenario was possible thanks tothe efficiency of the national economic reactivation plan fostered bythe Central Government since May 2020 in order to resume economicactivities under strict sanitary measures. These, allowed the mining sub-sector to reactivate all the activities during the application of the first 3tiers.
Indeed, the executed investment under mining exploration sectorshowed a 107.6% recovery in December compared to April 2020, whenthe pandemic hit the most. In this manner, the measures implementedby the Government, allowed US$70 million to be executed in Q3 reachingpre-pandemic levels recorded in Q1 2020 (US$ 65 million).
In addition, the Mining Exploration Project Portfolio dated on February01, 2020, experienced major updates since its publication: a) progressin project stages; b) update of Environmental Management Instrumentsfor some projects; c) inclusion of new projects complying with minimumrequirements, among others.
For this reason, the General Directorate of Mining Promotion andSustainability (DGPSM) within the framework of its spread and promotionfunctions presents the new 2021 Mining Exploration Project Portfolio(dated on February 01, 2021).

2.1. INVESTMENT BY PROJECT PROGRESS STAGE
During exploration stage, mining projects submit differentEnvironmental Management Instrument (EMI) approval applications. This is because while studies are carried out, a greater accuracy degreeis required to identify a mineralized deposit in certain areas of interest,or to expand the area of study or to modify components, among otherreasons.
In this manner, for simplification purposes, project classification selectedpresents the following stages:
A. EMI Assessment
The project EMI approval request is under evaluation by theEnvironmental Affairs General Directorate (DGAAM). 7 project are inthis early stage. It should be noted that all projects considered at thisstage in the 2020 edition have already obtained the approval of theEMI, so they can be found in the following stages.
B. Exploration Authorization Assessment
After the EMI has been approved and collecting all the requirements, the holder is empowered to submit the application of the Authorizationto Begin Exploration Activities to the General Directorate of Mining(DGM)
For simplification purposes, this stage includes projects with EMIapproved until before their Exploration Authorization application isapproved.
In the current Portfolio edition, 21 projects are in this stage, some ofwhich have recently submitted their preliminary consultation andprojects that are in prior consultation process.
C. Ongoing exploration or to be executed
Lastly, 32 projects are in this stage with Exploration Authorizationgranted by the General Directorate of Mining (DGM) of the Ministry ofEnergy and Mines (MINEM), and are suitable to start explorationactivities.

3.1 WORLDWIDE
The optimism that the global mineral exploration sector was beginningto show in the second half of 2019 was impacted by the emergence ofCOVID-19 and the ensuing pandemic around the world, resulting inthe second consecutive year of declining global exploration budgetsin 2020, according to S&P Global.
Precisely, as a result of the survey conducted by S&P Global to publicand private companies of different nationalities, the global explorationbudget in 2020 was determined, which resulted in US$ 8328 million, representing a decrease of 10.3% compared to the US$ 9285 millionallocated as mining exploration budget in 2019.

3.2 AT LATIN AMERICAN LEVEL
The Latin American region has always been characterized for havingthe largest share of the world's mining exploration budget, mainly dueto the geological potential of the countries that comprise it. However, this situation depends on variables such as commodities price, demandexpectations, among others.
In this regard, in 2020, the closures generated by the COVID-19pandemic and the price shocks in March caused the exploration budgetfor Latin America to reach US$ 2065 million, representing a contractionof 21.2% compared to the US$ 2621 million recorded in 2019.
Likewise, in the comparative analysis of the main mining explorationglobal budget destinations in 2020, Latin American region kept thefirst place with 24.8% of global investments in exploratory activities.Followed by Australia and Canada with 16.5% and 15.5%, accordingly.

3.3 NATIONWIDE
The first months of the year were marked by the uncertainty generatedby the trade conflict between the U.S. and China, which caused markedfluctuations in the prices of the main metals; added to this, the growingwave of COVID-19 infections in mainland China, which later spread tocountries on all continents, causing border closures and paralyzingactivities in order to contain the advance of the virus.
In this context, the Peruvian government decreed a State of NationalEmergency as a measure to halt the spread of the coronavirus, allowingonly essential activities to continue. In this way, mining companies wereonly authorized to carry out critical activities with minimum personnelunder strict security measures. However, at the beginning of May 2020,the resumption of economic activities in tiers was launched, whichallowed the Peruvian mining sub-sector to resume all its activities duringthe first 3 tiers.
Therefore, in spite of the harsh impact the mining sector from thepandemic, mining exploration sector executed US$ 223 million. Monthlyinvestment in exploration closed 2020 with an upward trend, accumulating 4 consecutive months of growth. This is after reaching itslowest point in April, one month before the resumption of economicactivities, it should be noted that exploration activities resumed in Tier 2.
7 Supreme Decree N° 044-2020-PCM: "Supreme Decree stating the National State of Emergency due to the critical circumstances impacting the lifeof the nation as a consequence of COVID-19 outbreak" published on March 15, 2020, on El Peruano official gazette.
