and network environment, in order to move towards the
achievement of its Vision of 1 and give effect to an
integrated, intermodal and interoperable transport and
its related network.

• Council unanimously approved the Constitutional of TCT Bylaw on 28 August 2013 • The macro structure of TCT, the City’s transport authority was approved and in the process of being implemented. • The focus is on facilitating the following principles within the matrix, investment-orientated service delivery model.

The TCT Constitution Bylaws were approved and submitted for public consultation, the focus of which is the confirmation of the 9 functions, namely: 1. Planning Authority 2. Contracting Authority 3. Municipal Regulatory Entity 4. Performance Monitoring and Evaluation 5. Financial Management 6. Transport Law Enforcement 7. Liaison, Communication and Stakeholder Management 8. Infrastructure Management 9. Network Operations Management

• The Constitution of TCT Bylaws were unanimously approved by full Council on 28 August 2013 after going through an extensive consultation process.
• This new structure is based on a matrix approach with a common goal of integrated, intermodal and interoperable service delivery

There have been a number of tasks that have been undertaken when it comes to objectives, the first being to set 9 objectives in the Integrated Transport Plan. The next step is to develop sector plans and departmental implementation plans that will have clear delivery targets that will be monitored through a comprehensive information management system, including: § SDBIPS and project costing § Revenue management & performance-based budgeting § Internal performance monitoring dashboard

There are corporate, TCT and ITP objectives that will be set in accordance with the TCT Vision of 1. The first step has been to set the 9 objectives in the Integrated Transport Plan. Following on from that, from an information management perspective, the following has been actioned: § Setting up of a matrix organisation along with detailed functional bylaws that will ensure the sustainability of the rollout of the vision. § Rollout of a comprehensive IS&T system that is utilising the SAP Transport Authority Module. This will enable TCT to be able to function on a performance / investment paradigm as well as within a matrix model

Within the context of the comprehensive IS&T system that is utilising the SAP Transport Authority Module, the following will be actioned so as to ensure performance: § The establishment of a central data bank for TCT that will
have specific criteria and data parameters, as well as interrelationship parameters for all departments under TCT to comply with.
§ Establishment of a transport development index for the
City of Cape Town, utilising the 2013/14 as the base year § Establishing a unified system that will publish
synthesized information of all scheduled public transport operations on the TCT website on a regular basis, so as to ensure accountability to the commuter of Cape Town.

Risk management and mitigation is critical in the business of transport and network operations. It is critical therefore that the City of Cape Town puts systems in place to highlight the risks and that TCT gives effect to these systems, including: § Alignment of the TCT risk plan with the SDBIPS and the budget so as to ensure targeted service delivery on key needs § Costing of major projects and programmes. This includes both financial costing and the socio-economic and environmental costing related to implementation and maintenance. This also relates to long term sustainability for TCT – senior management is responsible.

§ Regular and on-time reporting in terms of both due process as well as to performance from an operational, corporate, national and international perspective.

information flowing and encourage the uptake of public transport.
§ Marketing TCT in the international realm and ensuring best practice principles are furthered and that TCT’s competitive edge is invested in.

Development of the TCT brand both in terms of way-finding within the City of Cape Town as well as being the authority on contracting, planning, regulation and infrastructure management.

The City of Cape Town is at the start of a very exciting process where we are carving a new history for transport and network management. Integrated, interoperable and intermodal transport and network management is becoming an achievable target. The rollout of this new methodology is complex and long term. We are, however, up for the challenge.
